This paper examines the response of the city government of Durban to the growth of the informal economy. It argues that, unlike the national government of South Africa, Durban's government has been creative in designing policies that favor informal economy workers, particularly women. These progressive policies are the result of an innovative local government and, to some extent, an emerging self-employed women worker's union that has been able to exert influence on informal economy policies. 相似文献

The other great transformation in the world besides the rising power of the emerging economies has been the ever deeper penetration of the Internet in civil society and the economy. Alone among world leaders, French President Nicolas Sarkozy has sought to address the sticky issue of how to “civilize the Internet” in the G‐8, a key forum of global governance which France chairs this year. As a kind of historical document, in this section we publish Sarkozy's speech to the leading information technologists and entrepreneurs he gathered in Paris in May for the first “e‐G‐8” Summit. This paper contributes to the literature on the determinants of economic growth in sub-Saharan Africa by examining the effect of effective state-business relations on economic growth for a panel of 19 sub-Saharan African countries for the period 1970–2004. We propose a measure that we argue captures the various dimensions of effective state–business relations in sub-Saharan Africa. We then estimate standard growth regressions using dynamic panel data methods with this measure, along with the more conventionally used measures of institutional quality such as degree of executive constraints, the rule of law, the degree of corruption and the quality of the bureaucracy. Our results show that effective state–business relations contribute significantly to economic growth – countries which have shown improvements in state–business relations have witnessed higher economic growth, controlling for other determinants of economic growth and independent of other measures of institutional quality. 相似文献

This article investigates three hypotheses suggested in the literature on women’s political empowerment, operationalized here
as increased legislative representation. These hypotheses are that (1) electoral systems manipulate women’s political empowernment;
(2) increased popular participation empowers women in particular; and (3) accumulated experience gained over several electoral
cycles facilitates increased political empowerment of women. In Africa, as well as in other parts of the world, majoritarian
systems discriminate against women, while the effect of large parties in proportional representation systems is more ambiguous,
and popular participation and repetitive electoral cycles are increasing women’s legislative representation. This article
demonstrates the value of studying gender relations under democratization, even with a narrow institutionalist focus using
an elitist perspective. Finally, it shows that institutions can travel over diverse contexts with constant effects.
