Despite drawing on different historical traditions and philosophical sources, Sheldon Wolin and Étienne Balibar have come to see citizenship and democracy in fundamentally similar ways. However, the work of one has not been considered alongside that of the other. In this paper, I examine some of their key texts and draw out three areas of common concern: the historical specificity of the political, citizenship as a dialectical process and dedemocratization. The significance of Wolin and Balibar’s writing on citizenship and democracy lies in a set of proposals for the eternal rebirth of the citizen as democratic agent between action and institution, hierarchy and equality, individual and community, difference and the universal. Their open-ended frameworks can be seen as an antidote to contemporary pessimism about the fate of democracy as either political order or normative ideal. I conclude by suggesting that contemporary Ecuadorean and Bolivian debates about how to combine relational ontologies and liberalism has opened a fertile domain for re-imagining the I and We of citizenship.  相似文献

What explains the rise in support for active citizenship programs in the Arab region? How has active citizenship been envisioned and taught with support by foreign states? How do participants understand the usefulness and impact of such programs? In this paper, we examine the contexts in which citizenship programs that embody the political aspirations of foreign states, are implemented. Embedded in local political realities, participants in these programs routinely question the ef?cacy and applicability of training modules focused on active citizenship and civic engagement. We argue that the proliferation of active citizenship programs for civil society organizations in practice serves to both bolster state legitimacy and discourage community leaders and activists from expressing political dissent. By submerging con?icting values, practices, and perspectives while encouraging civic participation based on conformity rather than dissent, active citizenship programs risk fostering a depoliticized civil society that is detached from the local political context.  相似文献

ABSTRACT

In post-apartheid South Africa, efforts to encourage practices of citizenship and new citizens who will act in ways that support communities and the nation are promoted by government policies and networks of international organizations, civil society groups, and NGOs. In this paper, we analyse the pedagogy of citizenship that is common in these efforts and the role of ‘active citizenship’ within it. Relying on interviews with leaders of NGOs and activist groups and on participatory research with six organizations, we examine the ways in which different meanings and aspects of active citizenship are mobilized. Active citizenship is often dismissed depoliticizing citizenship and dampening dissent. The activists we interviewed and with whom we worked, however, challenge that critique. A central issue in our analysis are competing views as to whether active citizenship should be evaluated in terms of ‘effectiveness’ or ‘disruption.’ While some agents might incline toward effective and incremental change, many youth activists understand active citizenship as a tool that enables radical, disruptive acts capable of decolonizing South African society. Their use of active citizenship points to the need to avoid conflating citizenship with particular political goals and to not assume that active citizenship is necessarily and unequivocally enrolled in post-political consensus.  相似文献

Fears that we are experiencing a crisis in citizenship have been increasingly directed towards youth. Popular political and government rhetoric has frequently positioned young people as a threat to the healthy functioning of citizenship and democracy. Policies have been implemented to educate them and control their behaviour, particularly in their local communities, in an attempt to foster them as citizens deemed appropriate to join adult society. This article provides evidence to the contrary, of young people who wish to be part of their local communities and incorporated in the development of relationships of mutual trust and respect. In this context it is argued that the New Labour government's approach to renewing citizenship for the modern age is contributing to the alienation of young people from any sense of inclusive citizenship. It is put forward that if we are truly concerned with the engagement and empowerment of young people, what is needed is a broader definition of citizenship that enables them to participate as young citizens and respects their voices as an important part of a fair society. This, it is argued, would entail a departure from currently dominant conceptions of citizenship towards, instead, a cultural citizenship approach.  相似文献

Abstract

The problems of determining citizenly competence and finding an appropriate balance between public and private life have increasingly organized intellectual debate in civil society. Although civic republicans and liberals give different answers to these problems, they both claim that ‘character’ should be a necessary foundation for good citizenship. This article identifies a tension between character's analytical status as a category of explanation and its normative status as a moral category. Although most civic republicans and liberals recognize that the concept of character is socially constructed, the concept typically appears as a pre-political good whose social origins are hypostatized or forgotten. This article uses the sociological insights of Pierre Bourdieu in order to explain how character simultaneously appears as a social construct and as a moral good by exploring how the concept is mobilized by civic republicans and liberals as a solution to the problem of ‘good’ citizenship. The goal of the article is three-fold: first, to use Bourdieu's concepts of habitus, field and symbolic power to clarify the analytical and normative aspects of the concept of character and its relation to citizenship and civil society; second, to demonstrate how power shapes and conditions character formation in civil society; and third, to offer an account of the practical means by which character is promoted by civic republicans and liberals as a solution to the challenges facing civil society.  相似文献

The threat of American and British nationals returning home after fighting with ISIS sparked calls in 2014 for legislation to allow the revocation of terror suspects’ citizenship. Using content analysis, this paper compares how citizenship was renegotiated during the debates that followed in both countries. For proponents of the new powers, acts considered prejudicial to national security did not simply constitute a ‘bad’ or dissenting citizen, but were incompatible with the status of citizenship itself. I find that republican discourses of citizenship conceived as loyalty to the state were used not as an alternative to liberal discourses that espouse individual rights and a more limited political arena, but precisely as means of discursively limiting of that arena, by selectively excluding particular undesirable or less desirable groups – terror suspects, naturalised citizens – from political life as we know it.  相似文献

This paper examines current citizenship discourses and practices in Canada, focusing on the implications not only of marketization, but also of growing securitization vis-à-vis citizenship, and the gendered ramifications of such developments. The repercussions of marketization and securitization and their interrelations, for women in general, as well as racialized and immigrant women in particular, are outlined and assessed. In this way, we see how women are at the receiving end of highly contradictory processes in that they are both ‘invisibilized’, in other words, rendered invisible, by the Canadian state, but are also are increasingly ‘instrumentalized’, in other words, used in strategic ways. Yet, women also challenge these trends and tactics, thereby interrogating these processes that serve to limit the terms and scope of citizenship in Canada.  相似文献

This paper uses the concepts of slavery, citizenship, the body and political subjectivity to interrogate how gendered bodies are produced, regulated and normalised. It explores the ‘wrong body’ claim within transsexual narratives to analyse how we can be enslaved by/to our body. The coercive force of embodied existence is demonstrated by examining how gender norms act on us through our bodies, thus identifying the body as a major conduit of power. It argues that the ‘wrong body’ claim must be understood as a discursive construction that is rendered possible by established gender norms and practices, which place heavy restrictions on the available actions of individuals. These norms and practices are linked to the normalising processes of becoming an acceptable citizen. It is argued that the enslaving effects of embodiment can be mitigated through constructing alternative narratives of gender based upon performativity and fluidity. Such alternative gender narratives are used to contest and disrupt the meaning of the acceptable citizen, thus opening up new claims for citizenship and new forms of embodied subjectivity. These narratives are then used to critique the medical community's understanding and treatment of transsexuality, which is itself a site of coercion and normalisation.  相似文献

This article seeks to show that liberal law continues to justify and legitimize displacements of minority populations, even in an age of universal human rights. As demonstrated by the Israeli court's 1988 decision legitimating the deportation of Mubarak Awad, citizenship and immigration laws provide juridical justifications for contemporary ethno-national settler projects. In the aftermath of a territorial conflict that defines or redefines the bounds of the state, native minority populations are vulnerable to being legally recast as ‘aliens’ or ‘virtual immigrants’. National conflict may thus be transformed by legal formalism into a question of immigration law, allowing the power relations that produce state sovereignty to slip into the background.  相似文献

The modern conception of citizenship contains often unacknowledged key background assumptions – about the role of rights in citizenship, about the citizen modelled on a liberal autonomous and rational individual, and about the equality of citizens within a democratic state. Spinoza's political works give us a useful perspective on the historicity of these assumptions. Whereas the modern conception is abstract, universalist, and depoliticised, Spinoza's sense of the citizen's belonging is adamantly specific, particularist, and political, and offers a way forward for rethinking citizenship. The key concepts of freedom and republicanism are analysed, and a political reading is developed of Spinoza's view of citizenship in terms of a way of conducting politics.  相似文献

This article focuses on the experiences of Scotland’s largest foreign-born minority group, namely Poles, in the run-up to the Scottish independence referendum in 2014. We draw on 20 in-depth interviews to explore our participants’ intentions and justifications for voting (or not) in the referendum. We found that our participants tended to emphasise the jus domicili principle when justifying their eligibility to vote in the referendum. However, our participants extended the jus domicili principle in their justifications to also include the intention to stay in Scotland as a central aspect of their continuing stake in (and right to vote in the referendum to determine) Scotland’s future. Through exploring our participants’ justifications for voting in the referendum, we were able to examine and better understand how migrants constitute their citizenship through articulating their substantive attachments (social, economic and relational or familial) in their adoptive country and in their country of origin.  相似文献

The recent debate over the changes to the ‘Life in the UK’ citizenship test offers another opportunity to reflect on the testing of would-be citizens in liberal democracies. The citizenship test has often been understood as part of the ‘strengthening’ of national borders: set within a discourse of fears over high levels of migration and the risk to cultural homogeneity. Furthermore, it has been viewed as an illustration of the death of multiculturalism and presented as an illiberal strategy of cultural assimilation. I propose that whilst the notion of ‘testing’ is built out of fears regarding ‘threatening’ difference and ‘community cohesion’, what the UK testing process presents is an explicitly liberal strategy of governing. Drawing on the history of the test, I suggest that it is not purely a mechanism of restriction but that it also relies on strategies of responsibility, empowerment and ‘self-improvement’. The citizenship test, alongside other recent border strategies, may be better understood as representing a fascinating nexus between advanced liberal ideas of governing and concerns regarding (in)security. I argue that studying the test in this way offers up vital questions about how community and political membership continues to be shaped in late modernity.  相似文献

This paper presents an historical examination of a significant period in which state authority and citizenship came together around the question of dissent in the US. Drawing on congressional records, news accounts and legal documents—and deploying theories of citizenship and space—it presents an argument about how state power and geographical space came together around the question of the ‘race riots’ that swept American cities in the late 1960s. I focus in particular on how government officials and others constituted the figure of the ‘outside agitator’ as the cause of illegitimate dissent and the subject of state intervention. Such arguments about the geography of authority and dissent were themselves interventions in the politics of citizenship. More broadly, then, the paper argues for closer attention to issues of difference—and the geography of difference—in the constitution of state power.  相似文献

The so-called freedom of navigation through the Malacca straits and the South China Sea, some of the world’s busiest trade routes, has long been of concern to scholars and practitioners of international politics in the region. Increasing tensions around territorial disputes recently propelled the issue to the forefront of global foreign and security policy making. Yet, despite the frequent invocation of threats to the ‘freedom of navigation’ for the justification of military measures to protect the ‘liberal rules-based order’, the substance of this rule or norm remains ambiguous and the nature of the threatened order unclear. Located at the confluence of the Indian and Pacific Oceans, Australian discourses represent a suitable case for clarifying both. Starting from the original provisions on navigational regimes in international law, this study analyses the meanings that officials, think tank analysts and academics have been attributing to the freedom of navigation and contextualize them in the evolving debate about order. Focusing on political rather than legal discourses, it finds that concerns with the freedom of navigation are largely unrelated to the safety of maritime transport. Instead, they serve as proxy for an increasingly static imagination of international order – written backward in time – to be secured.  相似文献

This paper examines the ways in which Palestinian children variously perform and transform the discourse of trauma and the aesthetic of suffering that have come to dominate representations of Palestinian childhood and the Palestinian struggle in general. It is argued that everyday beauty in the lives of Palestinian refugee children, as found in mundane spaces and enacted through interpersonal relationships, constitutes an aesthetic disruption to the dominant representation of trauma as put forward by international humanitarian aid organisations and development agencies. Far from being restricted to the immediacy of everyday spaces and interactions, however, everyday beauty is located within wider national and religious geographical imaginaries, and likewise forms the basis of critiques of social and political injustice, and demands for a more just and equitable future. It is argued that children enact an everyday Islamic ethic of beauty as part of a wider political demand for life itself.  相似文献

As a twenty-first century post-war, emigrant-sending country, Liberia reflects global citizenship norms while simultaneously departing from them, and this unique positioning offers new opportunities to theorise citizenship across spatial and temporal landscapes. In this article, I examine ‘Liberian citizenship’ construction through a historical prism, arguing that as Liberia transformed from a country of immigration to one of emigration, so too did conceptualisations of citizenship – moving from passive, identity-based citizenship emphasising rights and entitlements to more active, practice-based citizenship privileging duties and responsibilities. Given the dynamic trends in citizenship configuration across the globe and particularly in Africa, this article fills gaps in the growing body of literature on citizenship and participation in emigrant-sending countries by contributing to wider debates about how identities, practices and relations between people transform in the aftermath of violent conflict. Empirical evidence presented is based on multi-sited fieldwork conducted in 2012 and 2013 with 202 Liberians in urban centres in West Africa, North America and Europe.  相似文献

Democracies need an active civic society, and early adulthood is a significant period in life for becoming an engaged citizen. The research reported on here categorized young Australians according to their conceptions of good citizenship using latent class analysis. Half of the sample were characterized as either ‘engaged’ or ‘duty-based,’ suggesting that there is more to consider when talking about citizenship norms and value changes, as the other half comprised ‘enthusiastic’ and ‘subject’ citizens. Prior participation was almost unrelated to those citizenship norms. The findings provide implications for an active citizenry, and the discussion addresses limitations and directions for future research.  相似文献

This article looks to answer the question of why the James Bond novels and films should matter to scholars of intelligence and national security. We argue that Bond is important because, rightly or wrongly, and not without inaccuracy, it has filled a public knowledge vacuum about intelligence agencies and security threats. On another level, this article explores the unexpected yet important interactions between Bond and the actual world of intelligence. We contend that the orthodoxy dictating that Bond and spying are diametric opposites—one is the stuff of fantasy, the other is reality—is problematic, for the worlds of Bond and real intelligence collide, overlap and intermesh in fascinating and significant ways. In short, Bond is important for scholars because he is an international cultural icon that continues to operate at the borders of fiction and reality, framing and constructing not only public perceptions but also to some degree intelligence practices. Core narratives of intelligence among not only the public but also policymakers and intelligence officers are imagined, sustained, deepened, produced and reproduced through and by Bond. We conclude that Bond and intelligence should be thought of as co-constitutive; the series shapes representations and perceptions of intelligence, but it also performs a productive role, influencing the behaviours of intelligence agencies themselves.  相似文献

This article combines the research agenda of the acts of citizenship literature with reflections on emancipatory theatre. I examine the Centre for Political Beauty’s activity-based artwork ‘The dead are coming’ which problematizes the cruelties of the European border regime in symbolically charged spaces in the German public. Focusing particularly on the roles available to ‘actors’ and ‘spectators’, and the directionality of the message conveyed through the artwork, I examine how the performance subverts the ‘sites’ and ‘scales’ of citizenship. My analysis indicates that the artwork’s subversive potential emerges not only from the political vision conveyed by the artist collective, but also from the way in which others become involved in the performance. Acts of political beauty thus most extensively challenge instituted citizenship’s orientalist anchoring, reverse status-based role allocations and subvert the structural violence of borders when the performance enables the enactment of novel forms of political agency and solidarity.  相似文献

Abstract

The Law and Economics movement that emerged in the University of Chicago through the 1940s and 1950s, around Ronald Coase's example, is a manifestation of the neo-liberal project of applying neo-classical economics to state sovereignty. In the 1970s and 1980s, Law and Economics ideas revolutionized the application of antitrust laws in the United States. However, this achievement came about not through a transformation in economic orthodoxy, but through persuading legal experts to recognize the inherent ‘nonsense’ at work in their own normative assumptions. The Chicago antitrust revolution is therefore symptomatic of trends that Foucault viewed as definitive of neo-liberalism more broadly.  相似文献
