The end of the Cold War offered unprecedented opportunities for human rights diplomacy, but was also the triumphant moment of neoliberal globalism. For four decades the realist suppression of idealism had been justified in terms of Cold War exigencies. Now, once again, liberal basics were expelled in the name of a specious realism. Less doctrinaire realists, however, are starting to integrate human rights and power politics in accord with Joseph Nye's concept of soft power. To sacrifice this moral realism on the altar of neoliberalism would be, in soft power terms, to lose the world by conquering it. 相似文献

This paper shows that the dominant theory of European integration, the liberal inter-governmentalism, contains several assumptions about the process and character of national preference formation that may not be fully met in the post-communist EU member states. It argues that the primacy of economic and societal interests in influencing positions of national governments should not be taken for granted. Using Slovakia as an example, it demonstrates the autonomy of political and bureaucratic actors and importance of their preferences. It is also argued that ideational and exogenous factors should not be left out in constructing a realistic framework of national preference formation. 相似文献

The article reviews the relation between two regional integration arrangements, the European Union and Mercosur, under three aspects: trade and investment, international negotiations and the institutional dimension. Tracing the agenda and issues dealt with between the two, leading to a project of a transatlantic free trade area, reveals that trade issues, one of two 'pillars' of reference, are important. However, the most influential results have stemmed so far from the other 'pillar', the political one. These results may be seen in the EU's role as a 'road map' for Mercosur's institutional trajectory, and second, as a signal for the private sector in furthering industrial networks within the ongoing world economic restructuring. The objective, thus, is to highlight how the relationship may interact with two encompassing processes: the shaping of regionalism/s, in particular the Mercosur case, and the so-called globalisation process. 相似文献

International Relations theory has had difficulty explaining the global spread of human rights norms, and in particular the spread of human rights norms in the non-Western world. An exploration of Yemen's integration of human rights-based approaches to economic development into its policymaking gives the empirical foundation to examine the interplay of both norms and self-interest and external and internal pressures in framing such policies. In the case of Yemen, at least, each of these contrasting pairs is to a large degree mutually constituted. Conceptualizing norms and self-interest and external and internal pressures as mutually constitutive differs from the usual contrasts painted between these pairs in international relations theory, but is an important step in moving beyond an impasse among realist, liberal, and constructivist theories and toward a usefully integrative approach. 相似文献

BEING ONE OF THE EUROPEAN UNION'S MAIN TRADING PARTNERS-ranking fourth in terms of both imports and exports expressed in value-China has emerged as an indispensable market for any multinational enterprise willing to avail itself of the opportunities represented by one of the fastest growing economies at the turn of the century. In order to close the technological gap with the developed economies of the world, China launched its open door policy in the late 1970s, the priority of which was to acquire foreign technology, capital, skills and management, as well as to cut dependence on imports. Foreign direct investment (FDI) and collaborative ventures in China, as important channels for technology transfer, have consequently grown massively. Owing to its size and development requirements, the People's Republic of China is one of the largest importers of technology in the world. During the 1950s it used to import technology from the former Soviet Union and from other East European countries. Since the late 1960s the EU and Japan have been the main sources of Chinese technology imports. Today, the EU-15 is China's major supplier of advanced technology and equipment. The EU represents 43.8% of China's total imports of technology (US$764.4 million), a share which is well ahead of that of Japan (at 25.5%) and of the United States (18.3%).1 These figures need to be appraised against the background of poor EU performance in terms of FDI in China compared with its Japanese and American counterparts. Over the past 15 years total FDI from the EU accounted for less than 5% of total direct investment from overseas firms in China (Qian, 1998). Nevertheless, in the recent past a greater awareness among EU policy makers and businesses of the potential represented by the Chinese market has emerged. The Essen European Council of 1994 endorsed a 'new Asia strategy', which 'called for a higher profile of the EU in Asia' (CEC, 1995, p. 17) and which broadly involves developing a long-term relationship with China. A 'Technology Window' programme was emphasised in the policy, which encourages EU companies to embrace broadly the business opportunities on offer, and to transfer much needed technology to China. This article sees technology transfer (TT) as a practical and strategic means of increased collaboration between the EU and the Chinese economies. Research and studies that have touched on this issue are rare, mainly because the demarcation line between technology transfer and technology imports is blurred. Technology transfer differs from technology imports in conceptual as well as in real terms, as we discuss in this article. It goes along with FDI which requires a full involvement in occupying a new market. After an attempt at defining technology transfer and clarifying the optimal context in which TT can be performed, we shall briefly assess the positive impact of technology transfer from the standpoint of both the transferor and the receiver. We then provide a concise review of Sino-EU relations, with a specific emphasis on technology transfer in two selected industries. 相似文献

Hungary's constitutional commitment to support kin-nationals beyond its borders (nation policy) has been a central feature of its post-1989 foreign policy and highlights a particularly important national security concern—the societal security of national identity, culture, language and tradition. This article examines Hungary's societal security concerns and the policy methods it utilises, including its EU membership and the promotion of minority rights at the European level, to help combat these concerns. It is suggested that Hungary has found it somewhat difficult to balance its societal security policy objective with internal economic demands on its welfare system and its external foreign policy objective to maintain good neighbourly relations. This article also notes that Hungary's attempts to Europeanise, or rather ‘EU-ise’, minority and ethnic rights issues as a means to enhance societal security for the Hungarian nation has certain political consequences for the EU. This suggests that societal security provision is an issue that cannot be overlooked when trying to understand the longer-term implications of EU eastern enlargement. 相似文献

Employing secondary research and semi-structured interviews, this article examines the use of private maritime security companies (PMSC) in providing maritime security services in the Horn of Africa. It consists of four parts. The first part explains the origins and development of the use of PMSC in the Horn of Africa. The second section discusses the regulation of the private security industry, paying particular attention to the maritime context. Part three examines the challenges associated with the use of maritime PMSC in the Horn of Africa, including negative human rights implications, compromising the innocent passage of commercial ships, and creating confusion in the hierarchical control of ships. Finally, the paper analyses the findings and concludes that PMSC, despite their apparent short-term effectiveness, cannot be regarded as a long-term solution to the piracy phenomenon in the Horn of Africa. 相似文献

In this article, the challenges posed to the European Union's (EU) role in trade policy and its implications for development policy during the World Trade Organization's Doha Development Agenda, also known as the Doha round, are highlighted. The authors argue that transformed power relations have created a situation characterized by role uncertainty, for the emerging powers but also for the EU. Priorities among multiple possible roles – in the existing trade regime, in relation to the global South and in the ongoing negotiations – become subject to redefinition. For the EU, heavily wedded to a multilateralist and reformist mission because of its own history, this process is particularly difficult. The EU's traditional role conceptions as a leader and a benign partner to developing countries have been challenged and partly replaced by a more realist approach. 相似文献

The violent and protracted Israeli–Palestinian conflict continues, and Jewish Americans play a significant role in influencing related US foreign policy as well as in promoting positive interactions with Palestinians globally. Diaspora populations have played an important role in international peace processes and American Jews are actively involved in peace efforts for Palestinian human rights. Previous research indicates a relationship between views about Israel, knowing Palestinian narratives, and promoting peace processes. Thus, the attitudes and experiences that Jewish Americans have are important to understand and predicting their support for Palestinians. An online internet survey distributed to Jewish listservs (n = 173) measured variables of gender, age, political views, Jewish socialization, family and own attitudes about Israel, courses on the conflict, and having been to the West Bank. Results indicated younger, more liberal Jewish Americans who had taken courses and been to the West Bank predicted more support for Palestinians. Implications for future research and education as an important process in moving the peace process forward both through interpersonal relationships and public policy efforts are discussed. 相似文献

The human rights agenda of the United Nations has faltered over recent years. An examination of conditions in a country such as the Philippines highlights some of the reasons. The appallingly high number of political killings in that country was investigated by Philip Alston, UN Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions, early in 2007. Following a well-defined process of review, he spent a short but difficult time examining the situation. His report condemned repressive elements of the Philippine state and directed specific criticisms at the armed forces, noting the omnipresent role of counter-insurgency. He found that a culture of impunity prevailed within the military and that the Arroyo administration had not done enough to address the problem or to protect the rights of its citizens. Alston's visit provided an insight into both the Philippine government's inadequate human rights record and the failure of UN mechanisms established to redress such poor performance. 相似文献

This article introduces a framework for studying the European Union (EU) as power by focusing on what EU does rather than what EU is. Conceptualizing EU as a regional international society, EU is constituted along multidimensional lines. While a code of conduct limits internal and external practices, critical moments are important junctures for practitioners to reinterpret norms and rules, leading to the reproduction of EU as power. The practice of minority rights illustrates how a lack of intersubjectivity limits the EU’s power. This paper considers how women's employment rights are being constructed in multinational corporations by examining three high-tech organizations—a U.S. company in Silicon Valley, its subsidiary in New Delhi, India, and a comparable local Indian company. It first describes the legal frameworks for addressing gender employment discrimination by state governments in India and the United States. Then it examines how these frameworks are appropriated and negotiated within the local contexts of the workplaces in the study. Finally, it reflects on recent transnational attempts to legislate and enforce women's employment rights in multinational corporations, specifically the challenges that such attempts face in light of the three case studies. 相似文献

ABSTRACTDespite high institutional hurdles for constitutional change, one observes surprisingly many EU treaty revisions. This article takes up the questions of what determines whether a treaty provision is successfully changed and why provisions are renegotiated at subsequent Intergovernmental Conferences. The article presents an institutionalist theory explaining success and renegotiation and tests the theory using all core institutional provisions by means of Qualitative Comparative Analysis. The causal analysis shows that low conflict potential of an issue is sufficient for successfully changing the treaties. Furthermore, high conflict potential of an issue and its fundamental change are sufficient for it to be renegotiated. 相似文献

Food production has been changing significantly in recent years as a result of climate change and of growing demand for food. This article aims to understand the link between food security and international security in the context of climate change, applying a systematic and qualitative analysis of the literature using the bibliometric method. This research observes that climate change tends to affect agricultural productivity, exposing societies to risk and the need for migration. However, good governance, together with international cooperation, can reduce the hazards of food insecurity, strengthening ties between countries and stimulating a fairer and more inclusive form of international trade. 相似文献

This paper investigates the clash of (language) ideologies in Estonia in the post-Communist period. In an analysis of changing Western recommendations and Estonian responses during the transition of Estonia from Soviet Socialist Republic to independent state, we trace the development of the discourses on language and citizenship rights. Different conceptions of the nation-state and of how citizenship is acquired, together with different approaches to human rights, led to disagreement between Estonian political elites and the political actors attached to international institutions. In particular, the Soviet demographic legacy posed problems. We use a context-sensitive approach that takes account of human agency, political intervention, power, and authority in the formation of (national) language ideologies and policies. We find that the complexities of cultural and contextual differences were often ignored and misunderstood by both parties and that in their exchanges the two sides appeared to subscribe to ideal philosophical positions. In the following two decades both sides repositioned themselves and appeared to accommodate to the opposing view. In deconstructing the role of political intervention pressing for social and political inclusion and in documenting the profound feeling of victimhood that remained as a legacy from the Soviet period and the bargain that was struck, we hope to contribute to a deeper understanding of the language ideological debates surrounding the post-Communist nation-(re)building process. 相似文献

This paper looked at the performance of the African Union (AU), in the resolution of intrastate conflicts in Africa. The study necessitated a revisit to the Libyan crisis. It is acknowledged in the study that conflicts pervade human relations. In the case of Africa, the study further shows that Africa has never experienced a lasting peace. The theoretical framework of games theory has been adopted in the study, to describe the character of African conflicts and to proffer solutions for the minimization of the level and number of such intrastate conflicts. The Libyan conflict typified the character of intrastate conflicts in Africa and was used for illustration in the study. The study concluded that the AU has made significant contributions toward the resolution of intrastate conflicts in Africa but there are still shortcomings of the AU and impediments to the efforts of the African Union, toward the resolution of such crises. 相似文献
