Do voters listen to parties? Do they pay attention to and understand parties' policy messages? We explore these questions with two studies. First, we assembled the most comprehensive cross-national dataset on media coverage of parties' rhetoric during election campaigns and show that parties’ media messages about their left-right positions significantly affect voter perceptions of these positions. We corroborate the cross-national results with panel data from the UK that allow us to more rigorously identify the party rhetoric effect and to show that it extends beyond the left-right super issue: party messages affect voter perceptions also on specific issues, such as income redistribution and European integration. Taken together, these findings suggest that voters indeed listen to parties and understand their policy messages.  相似文献

This article aims to investigate under which circumstances policy representation can exist in terms of agreement in voters' perceptions of parties' left–right positions. The focal point in the study is on how voters' perceptions are affected not only by individual characteristics but also by various contextual factors related to the political parties and the political systems. With data from the CSES on individual voters and various system characteristics from election surveys in 32 countries, this article shows that what in earlier findings have appeared as national context effects rather are party effects when being decomposed. System related variables have only a small impact on voters' perceptions while the party- followed by the individually related variables exerted the greatest impact.  相似文献

This article examines the single‐issue party thesis for the specific case of contemporary extreme right parties (ERPs) and the immigration issue. I define the single‐issue party as (1) having an electorate with no particular social structure; (2) being supported predominantly on the basis of one single issue; (3) lacking an ideological programme; and (4) addressing only one all‐encompassing issue. On the basis of a comprehensive analysis of electoral studies and party literature the single‐issue party thesis is rejected on all counts. At best, immigration has been a catalyst for most ERPs in certain periods of time. Their ideology and broader programe will keep ERPs in the political arena for some time to come, even in the unlikely event that immigration would cease to be an important political issue.  相似文献

The purpose of this article is to study the changing left‐right location of parties by means of expert judgments from 1982 and 1993. The analysis concentrates on 13 Western European countries, based on data from 1982 and 1993. According to the ‘experts’, there was a strong centrist tendency in the party systems of Western Europe from 1982 to 1993. This tendency was strongest for the socialist parties, but applies also to the non‐socialist parties, although to a lesser degree. On the other hand, the ‘New Politics’ parties became more firmly located on the extreme left and right, contributing to a new polarisation in the party systems. The analysis supports the notion that left‐right semantics have a substantial absorptive capacity in the sense that New‐Politics conflicts seem to be incorporated in these semantics.  相似文献

It is normatively desirable that parties’ policy positions match the views of their supporters, as citizens in Western democracies are primarily represented by and through parties. Existing research suggests that parties shift their policy positions, but as of today, there is only weak and inconsistent empirical evidence that voters actually perceive these shifts. Using individual-level panel data from Germany, United Kingdom, Ireland and the Netherlands, this article tests the proposition that voters perceive parties’ policy shifts only on salient issues while remaining oblivious to parties’ changing positions on issues that they do not consider important. The results demonstrate that issue saliency plays a fundamental role in explaining voters’ perceptions of parties’ policy shifts: according to this logic, democratic discourse between the elites and the electorate appears to take place at the level of policy issues that voters care about.  相似文献

Political candidates' ideological positions have been used to explain success in inter-party competition, but little is known about how they impact success in intra-party competition. Here, candidates' positions on the Left–Right and GAL–TAN dimensions are analysed in three Finnish parliamentary elections (2011, 2015, 2019). Candidates' ideological positions are measured in terms of their ideological distance from their own party's median candidate. Absolute ideological distances between candidates and their party's median candidate decrease candidates' preference votes. Furthermore, the effects are contingent on the general ideological position of the candidate's party. However, these interactions do not follow any clear pattern, as more rightist candidates in right-wing parties and more green-alternative-libertarian candidates in traditional-authoritarian-nationalist parties all experience a decrease in their preference votes. This effect is large enough to be a decisive factor in intra-party competition between the last candidate that was elected and the first one that was not.  相似文献

Since the Golden Age of the Welfare State ended, the male-breadwinner family model traditionally supported by conservative parties has been put under pressure. Familialism appears to be no longer attractive to a changing, more volatile constituency. By comparing four different European countries – namely, Denmark, Germany, Italy and the United Kingdom – this work investigates the evolution of the conservative parties’ family policy positions in the post-Fordist era (1990s–2010s). The article has two goals. First, relying on a multidimensional theoretical framework where both social consumption and social investment policy instruments are at stake, it probes whether conservatives have switched their positions by backing de-familialism and thus the dual-earner family model. Second, it explains policy position change or stability over time and cross-country differences through a multicausal analytical framework. The content analysis of party manifestos shows that, in the post-Fordist era, the conservative parties have supported ‘optional familialism’, thus upholding both familiarizing and de-familiarizing measures. However, such positions are not static. In the 1990s, support for familialism was higher while, since the 2000s, there has been a constant, increasing backing of de-familialism. While the shift is evident for all the parties, cross-country differences remain. The comparative historical analysis has pointed out that the specific ‘optional familialism’ positions taken by the conservative parties over time result from the interaction of constituency-oriented, institutional, contextual and political factors.  相似文献

Abstract

The 2018 Italian election produced striking results, with both a historic success for the two challenger parties (League and M5S) and massive defeats for the two mainstream parties (PD and FI). This article analyses party campaign strategies and their consistency with the opportunity structures provided by the configuration of Italian public opinion. Relying on issue-yield theory, original survey data were collected for both issue support and priority among Italian voters, and party emphases on issues in the electoral campaign – through Twitter data. The findings indicate a generalised ideological inconsistency of the constituencies of the main parties, while campaign strategies appear much more ideologically consistent. Moreover, it is found that parties focused mostly on conflict-mobilisation strategies, rather than on problem solving. Finally, the article shows that, in general, parties acted strategically, by aligning their campaign to the available opportunities, although with relevant variations across parties.  相似文献

The left-right dimension plays a crucial role in how political scientists think about politics. Yet we know surprisingly little about the extent to which citizens are able to position themselves on a left-right dimension. By analysing non-response on left-right self-identification question from seven waves of the European Social Survey (N = 295,713), this study demonstrates that citizens’ ability to position themselves on the left-right dimension depends on the political system they live in and its history. Citizens in countries with lower levels of elite polarization place themselves on a left-right dimension less often, this difference is partiularly pronounced for citizens with high levels of political interest. Citizens in countries with a recent authoritarian history were unable to place themselves on the left-right dimension more often. These findings show the importance of political socialization for left-right self-identification.  相似文献

Since the turn of the millennium a growing number of European populist radical-right parties have taken to criticizing antisemitism and embracing Israel's cause in its conflict with the Palestinians. This development raises the question of whether, for the first time in European history, we are confronting radical-right politics that is not antisemitic. Kahmann’s article approaches this recent development on the extreme right-wing spectrum of European parties from an empirical perspective: he analyses the manner in which leading representatives of the Belgian Vlaams Belang (VB), the Sweden Democrats (SD) and the (now-defunct) German party Die Freiheit have articulated their anti-antisemitism and their solidarity with Israel, and the conclusions that are thereby suggested with regard to the underlying image of Jews and Israel. Kahmann's analysis shows that the pro-Israel and anti-antisemitic turn serves primarily as a pretext for fending off Muslim immigrants, which is claimed as a contribution to the security of the Jewish population. Furthermore, it shows that the right-wing ideal of an ethnically homogeneous nation results in the perception of Jews as members of a foreign nation and in the cultivation of stereotyped images of Jews. For these parties, the status of the Jewish population in the respective European states remains therefore precarious: Jews are merely granted the status of a tolerated minority as long as they are not considered to pose any threat to the ‘native’ culture. The conflict between Israelis and Palestinians serves in this context as a convenient screen on which to project the popular right-wing narrative of a battle between the Judaeo-Christian Occident and the Muslim world.  相似文献

This article examines to what extent ideological incongruence (i.e., mismatch between policy positions of voters and parties) increases the entry of new parties in national parliamentary elections and their individual-level electoral support. Current empirical research on party entry and new party support either neglects the role of party–voter incongruence, or it only examines its effect on the entry and support of specific new parties or party families. This article fills this lacuna. Based on spatial theory, we hypothesise that parties are more likely to enter when ideological incongruence between voters and parties is higher (Study 1) and that voters are more likely to vote for new parties if these stand closer to them than established parties (Study 2). Together our two studies span 17 countries between 1996 and 2016. Time-series analyses support both hypotheses. This has important implications for spatial models of elections and empirical research on party entry and new party support.  相似文献

Recently, the functioning of Austrian Social Partnership has been increasingly called into question. The strains on the system, often traced to the internationalisation of the economy and the related shift to neoliberally inspired policies, might make Austria prone to disorganising pressures. However, case studies infields of social and economic policy‐making crucial for international competitiveness (working time, vocational training, industrial policy) suggest that many elements of interest intermediation, concertation, and conflict resolution have remained constant over the last 30 years, entailing both elements of concertation and of conflict as well as different trends across policy areas.  相似文献

This article contributes to the literature on representation by examining how the ideological polarisation of the electorate affects parties’ programmatic positions in multiparty systems. The main argument is that parties face incentives to adopt more extreme positions when the electorate becomes more ideologically polarised and the share of non-moderate voters is higher. The reason is that by adopting moderate positions parties will prompt their non-moderate core constituents to sit out the election. This risk is conditioned by voters’ propensity to abstain. A higher (lower) propensity to abstain means that parties alienate a larger (smaller) share of their core constituents when adopting a moderate position. Parties therefore respond to greater voter polarisation by adopting more extreme positions, but the effect declines as voters’ propensity to abstain decreases. An empirical analysis of parties’ programmatic positions in 11 Western European countries between 1977 and 2016 strongly supports this expectation.  相似文献

No matter the region of the world under study, party (system) institutionalisation has been traditionally considered to be a necessary, but not sufficient, condition for the survival of democracy. Despite being one of the most quoted statements in the democratisation literature, the few studies looking at the relationship between institutionalisation and democratic endurance have found no evidence of the ‘almost magical’ powers of the former. This article revisits the abovementioned research question by making use of an original dataset covering all European democracies between 1848 and 2014. The main findings are threefold: (1) it is not the institutionalisation of political parties but the institutionalisation of party systems as a whole that has fostered the prospects for democratic survival in Europe; (2) there is a threshold of systemic institutionalisation which, once reached, will avoid democratic collapse; and (3) systemic over-institutionalisation does not seem to be so perilous for the survival of democracy.  相似文献

Building upon theories of new politics, this article suggests an ideal‐typical model of New Politics parties that integrates all important aspects of a political party: organisation, ideology, membership and electorate. It is then demonstrated that for Germany, Sweden, and Austria such a model is necessary in order to distinguish between conservative or centrist ‘Green’ formations and parties that are genuine products of the ‘new politics’.  相似文献

The introduction of a more majoritarian electoral system is expected to result in the consolidation of a party system as predicted by institutionalists. However, voters must have information on party viability and be able to coordinate with other voters within a constituency for an electoral system reform to have the expected outcome. I argue that the introduction of independent local radio frequencies can promote party consolidation by enabling coordination on viable candidates because of better information that becomes common knowledge. The effective number of parties (ENEP) is expected to be lower in constituencies where a larger proportion of voters listen to local radio. To test this hypothesis, access to television signals is used as an instrument for radio listening behavior to address potential reverse causality. Using 2SLS, I find that an increase in one standard deviation in regular radio listening is associated with a decrease of 0.42 ENEP in Thailand.  相似文献

In research on political campaign communication, it is often assumed that campaign strategies and tactics are highly important for explaining election outcomes. In contrast, most research in political science tends to emphasize the importance of political substance, long‐term factors such as party identification, and real‐world conditions for explaining election outcomes. Although political parties in practice treat election campaigns as highly important and consequential, there is virtually no research on how party elites perceive the importance of campaign strategies and tactics when explaining election outcomes. Hence, drawing on a survey among Swedish members of parliament, this study investigates party elite perceptions of what matters when people decide which party to vote for and of what matters when explaining election outcomes. In brief, the results show that members of parliament perceive campaign strategies and tactics as significantly less important than the substance of politics. This article aims to examine how the evaluation of party leaders’ traits influences voting behaviour. The work incorporates data from election studies across seven countries with different social contexts (Portugal, Spain, Ireland, Germany, United Kingdom, Italy and Hungary). Characteristics of leaders were placed into two groups: competence and warmth, in accordance with the stereotype content model and relevant studies on evaluations of leaders’ traits. Since different personality traits were evaluated within each country, the analysis was based on the two aforementioned dimensions and the political ideology of the leader. Multiple sequential binary logistic regression models were performed to analyse the predictive power of competence and warmth on voting behaviour, controlling for socio-demographic and political ideology variables of voters. Results reinforce the personalisation of politics theory, showing the relevance of leaders’ warm personality traits. As for the competence dimension, it was proven to be decisive only with regard to left-wing party leaders.  相似文献
