This article links the consequences of the Great Recession on protest and electoral politics. It innovates by combining the literature on economic voting with social movement research and by presenting the first integrated, large-scale empirical analysis of protest mobilisation and electoral outcomes in Europe. The economic voting literature offers important insights on how and under what conditions economic crises play out in the short-run. However, it tends to ignore the closely connected dynamics of opposition in the two arenas and the role of protests in politicising economic grievances. More specifically, it is argued that economic protests act as a ‘signalling mechanism’ by attributing blame to decision makers and by highlighting the political dimension of deteriorating economic conditions. Ultimately, massive protest mobilisation should, thus, amplify the impact of economic hardship on the electoral losses of incumbents and mainstream parties more generally. The empirical analysis to study this relationship relies on an original semi-automated protest event dataset combined with an updated dataset of electoral outcomes in 30 European countries from 2000 to 2015. The results indicate that the dynamics of economic protests and electoral punishment are closely related and point to a destabilisation of European party systems during the Great Recession.  相似文献

Comparative studies of preferential electoral systems have paid much attention to the incentives for personalized instead of party-centered campaigns, but they have largely ignored how some of these systems allow “allocation errors” and so create incentives for parties to “manage” the vote and intraparty campaigns. We discuss how the single non-transferable vote (SNTV) and single transferable vote (STV) systems create these incentives, and we illustrate the degree to which they affect actual electoral results across seven preferential electoral systems. The analysis reveals statistically significant differences in the vote inequality among incumbent cohorts (members of the same party and district), indicating the strong influence of vote division incentives over candidate-centered electoral environments. The results also have important implications for comparative research on legislative turnover and the incumbency advantage.  相似文献

Estimates of static nationalization do not always reflect stark qualitative differences between parties. We use a research design oriented around a comparison of sharply different parties—the unstable Democratic Left in Ecuador and the stable Broad Front in Uruguay—to develop the distinctiveness of static and dynamic nationalization. Snapshot measures that only consider a single election suggest that both parties are poorly statically nationalized; but we show that the former case is highly statically nationalized, and that the observed territorial differences arise because it is poorly dynamically nationalized. We adopt the linear mixed modeling approach to reduce the bias in extant estimators. The approach is also informative about the sources of variance in a party's territorial support: relatively stable district attributes account for static nationalization, while features unique to the electoral cycle account for dynamic nationalization. Substantively, our study alters conclusions about parties operating in highly unstable electoral contexts.  相似文献

This paper analyses the quality of debate surrounding the UK's 2011 electoral reform referendum as represented in the print media. It first considers how debate quality in the context of a referendum campaign may best be conceptualized. It then uses content analysis of media coverage to investigate three aspects of that debate: its quantity; the balance between Yes and No arguments; and the quality of reason-giving. It finds that the quantity of debate was comparable to other recent electoral reform referendums. Coverage was predominantly, but not overwhelmingly, hostile to change. The different indicators of the quality of reason-giving present a mixed picture. The paper concludes by considering how the analysis could be extended through further comparison with other cases.  相似文献

Several democracies are currently debating whether to lower their legal voting age to 16, but relatively little is known about the long-term consequences of such reforms. We contribute to this debate by studying electoral habit formation among 16-year-old voters in Austria, where the national-level voting age was decreased in 2007. We employ eligibility-based regression discontinuities to evaluate two consequences of the reform. First, we show that eligible 16-year-olds are more likely to vote in future elections. Second, we demonstrate that the political consequences of this reform were not neutral. Newly eligible young voters are more likely to place themselves towards the extremes of the ideological spectrum. We also simulate the cumulative long-term impact on electoral outcomes and argue that the reform was costly for the centrist government parties that initially adopted it.  相似文献

This article examines the forces shaping changes in the number of parties between consecutive elections. We argue that the transaction costs in electoral coordination depend on the turnout level in the previous election. The greater the number of peripheral voters entering the electorate, the less likely a substantial change in the distribution of partisan support in the subsequent election. The argument is tested using data for 313 parliamentary elections in 63 countries from 1990 to 2011, and two cases studies of countries using compulsory voting (the Netherlands and Australia).  相似文献

A central tenet in the electoral systems subfield is that parties, when in power and motivated by partisan interest, seek desired outcomes via the strategic adoption of electoral rules. Such a focus, however, omits a key point: electoral rules also distribute power among geographic units. If, within a party, the partisan and geographic interests of some members conflict, then the canonical relationship between partisanship and rule choice may be conditional. The U.S. electoral college provides an opportunity to test for such intra-party variation, because it advantages some states over others and thus makes salient geographic allegiances. Using an original dataset on one reform proposal—the National Popular Vote Interstate Compact (NPVIC)—I find evidence of competing loyalties. Although NPVIC advances furthest when Democrats control state lawmaking, a state's status as a swing—but not as an overrepresented—state weakens the relationship to the point where even Democrats are unlikely to aid NPVIC.  相似文献

Many electoral systems constrain voters to one or two votes at election time. Reformers often see this as a failing because voters' preferences are both broader and more varied than the number of choices allowed. New electoral systems therefore often permit more preferences to be expressed. In this paper we examine what happens when cumulative voting is introduced in two German states. Even when we allow for tactical considerations, we find that the principle of unconstrained choice is not widely embraced by voters, although in practice, too, many seem to have preferences for more than just one party. This finding has implications for arguments relating to electoral reform as well as how to conceive of party affiliations in multi-party systems.  相似文献

In this short note, I propose an identification strategy to estimate the causal effect of expected electoral competition on voter turnout in run-off systems taking into account both endogeneity and attenuation bias. It is widely assumed that electoral institutions shape politicians' incentive for personal vote-seeking, with important behavioral and policy consequences. Yet, there is a surprising lack of consensus on how to compare real-world electoral institutions. Using new data this paper examines how legislators' own perception of their electoral incentives in fifteen democracies correspond to some of the most seminal classification schemes in political science. Our survey of 2326 legislators – the empirically broadest study of personal vote orientation so far conducted – demonstrates that legislators do not always understand electoral incentives in the same way scholarly rankings do, highlighting the need for scholars of political institutions to justify their choice of classification scheme. Propensity-to-vote (PTV) scores are ever more commonly used in electoral research as a measure of electoral utilities. Yet a growing literature employs them as dependent variable in the voting equation in place of the lower information granted by vote recall questions. However, this choice can be seen as problematic because of the very structure of election survey research. To the extent that voters' PTVs are measured in post-election surveys (as it is often the case) these are likely to result endogenously produced by actual voting behavior in the past election – thus partly undermining the validity of the PTV question which, ideally, should not be related to any specific election. In this paper, we try to disentangle the relationship between short-term political attitudes (leader evaluations, issue proximity, economic assessments) and voters' changing patterns of propensities to vote in both an electoral and a non-electoral context. The latter scenario serves as a means to rule out the potentially contaminating effect of voting choices on voters' PTVs. The data comes from two panel surveys of Italian voters conducted by ITANES in occasion of the 2006 general election, and in 2011 (that is, in a non-electoral year) respectively.  相似文献

Vote-buying and voter intimidation are costly, complicated, and risky ways to manage elections. Why, then, do hybrid regimes utilize such tactics rather than ballot stuffing or election falsification? Such methods to mobilize voters require the construction of patronage networks that can be used to mobilize or demobilize clients beyond the election, and to display the incumbent's organizational strength. These networks are most valuable in places where opposition groups are active; consequently direct voter pressure should be more common in competitive areas. This paper uses data from Russia's 83 regions during the 2011 election to compare patterns of extra-legal mobilization with patterns of ballot stuffing and falsification. I conclude that local political competitiveness structures the mix of electoral manipulation tactics employed.  相似文献

We investigate the measurement of three distinct, but related dimensions of electoral competition in a majoritarian electoral system: contestability in the struggle for governing power; competition among candidates at the constituency level; and competition among existing parties at the level of the legislature. At each step, the analysis is made concrete by calculating our preferred indexes of these dimensions of competitiveness for 14 major Indian states from 1972 to 2009 (and from 1952 in some cases), while comparing them to others that have been widely used, though not always calculated for Indian states. We also use our preferred indexes to study the importance of the level of development for an understanding of how competition has evolved across the states. The paper concludes by posing questions about the measurement of competitiveness, in general and in the Indian case, that arise in the course of our investigation.  相似文献

It is often assumed that the institutional organization of electoral management bodies (EMB) has an impact on the credibility of elections, but this proposition has been difficult to verify empirically. I examine whether the degree of autonomy from the political process of EMB administrators affects attitudes towards elections among citizens and legislators by analyzing mass and elite surveys across Latin America. I conclude that levels of confidence in the electoral process among political elites are higher in countries with politically autonomous EMBs, but this effect is muted in the analysis of citizen attitudes. This association holds after controlling for individual-level determinants of trust in elections and for other relevant country-level predictors in multilevel statistical models.  相似文献

This study casts new light on the conditions determining the effective number of parties in elections. The state-of-the-art mostly considers the interaction between the permissiveness of the electoral system and social heterogeneity, labelled the standard model. This study argues that we should move beyond the standard model and also consider voters’ short term ideological preferences as well as the diversity of issues on the party system agenda. Moreover, the effects of these variables are expected to be conditioned by electoral system permissiveness. The hypotheses are examined on the basis of a longitudinal dataset containing information on 696 elections that took place in 79 countries between 1945 and 2011. Importantly, the hypotheses could only be confirmed on institutionalized party systems.  相似文献

Political parties respond to electoral rules in ways which gain them partisan advantage and enable them to make strategic choices about the use of their electoral support. The alternative vote (AV) and proportional representation by the single transferable vote (STV) provide considerable opportunity for this kind of partisan activity. The ability of the voter under such electoral systems to rank candidates in order of the voter's preference creates a kind of property which can be used by parties, especially minor parties, to influence the behaviour of both candidates and other parties. The paper investigates this aspect of preferential voting systems and the extent to which the context of electoral rules can encourage or discourage a trade in partisan preferences. Elections for the Australian House of Representatives and Senate are used to show how political actors can respond to electoral rules which permit the control and trading of preferences to be developed into a series of sophisticated transactions.  相似文献

Contemporary democracies show considerable differences in the issue composition of their protest politics, which tends to remain relatively stable over time. In countries like Germany or the Czech Republic, the vast majority of protests have been mobilised around sociocultural issues, such as human rights, peace, nuclear power or the environment, and only a tiny portion of protest has focused on economic issues. At the opposite extreme, protest in France or Poland usually has a strongly economic character and voices demands relating to material redistribution and social policy. What lies behind the cross-country differences in national protest agendas? In this article, the national protest agenda depends on what issues mainstream political parties are contesting: the content and strength of the master-issue dimension. In reference to the literature on the multidimensional political space and niche political parties, one should expect that there is a substitutive effect; where the stronger a specific master-issue dimension is in party politics, the less salient that issue dimension is in protest politics. This substitutive effect results from the tendency of electoral politics to reduce political conflict to a single-dimension equilibrium, which decreases the importance of other issues and relegates the contest over secondary, niche issues to the realm of policy-seeking strategies, with protest being a common type of this political strategy. In party systems where single-dimension equilibrium does not exist and the master-issue dimension is weaker, the same dynamics result in a more convergent relationship between party and protest politics and a greater similarity between the protest- and party-system agendas. To investigate this theory, the national protest agendas in four countries are examined. The Czech Republic, Hungary, Poland and Slovakia show four combinations of two crucial factors that are not available in the old Western democracies: the content and the strength of the master-issue dimension. The study draws on an original dataset of protest events organised in the four countries between 1993 and 2010, and on qualitative and quantitative data on issue dimensions of party politics obtained from studies on party politics and expert surveys. The results show that in the Czech Republic, where the master-issue dimension has remained strongly economic, protest has been predominantly sociocultural. In Poland between 1993 and 2001 and Hungary between 1993 and 2006, the master-issue dimensions are strongly sociocultural, while protest is predominantly economic. There is no single-dimension equilibrium in party politics in Slovakia or in post-2001 Poland and mainstream parties compete on both economic and sociocultural issues. Consequently, the substitutive dynamics between party and protest politics is weaker and the issue agendas in party and protest arenas are here more alike.  相似文献

When does a country's social structure foster the development of territorialized party systems? This article argues that electoral geography – defined as the interaction between the geography of social diversity and electoral rules– is key to answering this question. I make two claims: first, the impact of geographically concentrated diversity on party system territorialization depends on the proportionality of electoral rules. Second, the types of geographic cleavages (ethnic versus economic) and whether they are overlapping or cross-cutting also affects the likelihood of party system territorialization (conditional on the electoral system). I test these claims with an original dataset measuring party system territorialization in 382 elections across 60 countries that also includes comparable cross-national measures of different types of geographically concentrated diversity (language, race, religion and income). The main conclusion is that proportional electoral systems and cross-cutting cleavages can act as a powerful constraint on the translation of territorial ethnic cleavages into territorialized party systems.  相似文献

The paper assesses the influence of electoral rules on vote choice and election outcomes using a quasi-experiment conducted during a recent Canadian provincial election. Respondents were invited to vote under three voting systems (first past the post, alternative voting and proportional representation) and to answer a short questionnaire. We examine how the distribution of votes and seats is affected, and we ascertain how much of the total difference is due to psychological and mechanical effects. We find that a PR system would have increased legislative fractionalization by the equivalent of one effective party and that the mechanical effect is much more important than the psychological effect. As for AV, its mechanical and psychological effects act in opposite directions.  相似文献
