Participatory budgeting (PB), a process whereby governments seek direct input from citizens into financial decisions, is gaining a foothold in the community engagement practices of Australian local governments. Following questions of definition, we survey the theoretical terrain, locating PB within several components of local democracy. We then provide details of six PB processes in New South Wales, Victoria, and Western Australia. We identify several questions for the future of PB in Australian local governments, including the role of deliberative practices as part of the broader work of councils, the issue of the adaptability of councils and leaders, the impacts upon state and local governments, and the role of third parties. The article concludes by reflecting on how PB sits with democratic practices at the local level if it continues to be implemented.  相似文献

Subsidiarity has become one of the key principles of European Union law since its introduction in the Treaty of Maastricht, but in recent years other federal or decentralized systems have cemented this principle into their constitutions: one example is Italy, where subsidiarity was encapsulated in art. 118 of the constitution as amended in 2001. This article surveys some of the contributions coming from Italian constitutionalism and adds to the debate on subsidiarity, especially with regards to the stimulating, yet controversial, interpretation of the principle offered by the Italian constitutional court, which permeated it with a “centralist” essence. The article explores how subsidiarity is construed beyond EU law and argues that, while revealing all the elasticity of this principle, the interpretation offered by the Italian constitutional judges presents some risky consequences.  相似文献

Partnership has become a central principle of European Union (EU) policies, particularly in relation to the structural funds. This article considers the diffusion of the partnership principle in the EU, focusing on Britain and Sweden. It is concerned with two questions. First, has the partnership principle led to a process of harmonisation across states or to national resistance? Second, to what extent has the partnership principle enhanced the legitimacy of EU decision making? The evidence presented here suggests that though there has not been significant resistance to the partnership principle within Britain and Sweden, the EU’s requirements have been interpreted and implemented differently in the two states. Thus it is more appropriate to speak of ‘adaptation’ to partnership rather than ‘adoption’. This is explained by what we summarise as ‘national democratic traditions’. In terms of democratic legitimacy, the Swedish adaptation to partnership was nominally more democratic in that local politicians were readily involved from the outset, whereas in Britain they were not. However, the importance of this inclusion should not be overstated in relation to substantive democratic legitimacy. The Swedish model was not supported by well‐articulated democratic strategies or principles. Despite the limitations of the Swedish model, recent developments suggest that Britain is following a similar path.  相似文献

At this point, little is known about local government responses to the economic crisis caused by COVID-19. This crisis is happening on Main Streets around the nation. This article examines how some local governments are taking collective action in partnership with other governments as well as with organizations at the local and regional levels. What is unique is that collective action is rare as it relates to traditional economic development practices, yet it is occurring and leading to offerings of multi-institutional grants and low-interest loans. However, some newer supply- and demand-side actions are the result of a lack of resources and need for expediency. Practitioners can learn about the collaborative economic development actions that governments are taking and how these partnerships can stabilize their local economies.  相似文献

The Winter Commission proposed a state and local government procurement reform agenda that placed public managers at the core of a depoliticized, deregulated, and more pragmatic public sector contracting process. Drawing on the literature and data from several state and local government surveys, this article shows that between 1992 and 2003, state and local governments’ contracting practices moved in directions consistent with the commission’s reform agenda. By 2003, state and local governments had decentralized and deregulated their contracting processes, were contracting more effectively and in circumstances in which it is more likely to be successful, and had adopted several innovative technologies and management practices.  相似文献

Since 1970, state and local governments have experienced two “insurance crises;” the first occurred in the mid- to late-1970s and the second in the mid-80s. The result has been a twenty-year period of time in which state and local governments have been able to afford insurance only intermittently-if insurance has been available at all. In response to this problem, local governments, government associations, and state governments created alternative risk-finartcing mechanisms to provide coverage for themselves. These mechanisms, commonly referred to as self-insurance pools, enable local governments within a state to pool together risks and resources to finance the costs of fortuitous losses. In 1988, the first comprehensive examination of pooling practices was undertaken through a nationwide survey. This article reports the findings from the first follow-up study since the 1988 survey and further extends knowledge of pooling and pooling practices.  相似文献

As the 1990s began, state and local governments across the country found themselves in a situation of fiscal stress. That stress has been attributed to several sources. Recently, it has been suggested that governments themselves brought on the fiscal squeeze by their own profligacy —a profligacy rooted in excessive increases in employment and compensation of government workers during the 1980s. After summarizing some arguments presented for and against describing state and local practices of the 1980s as profligate, this article compares its evidence on the growth of employment and compensation and notes some different interpretations. The article concludes that a strong statement of the profligacy position has not been proved.  相似文献

The accounting, auditing, and finance practices of municipal governments often are legally constrained by regulations imposed by state governments under whose jurisdiction cities are created. These practices may impact on municipal security risks and returns, either directly in the bond market or indirectly through such market intermediaries as bond rating agencies. The utility of both local governments and community‐based organisations can be considerably enhanced when these agencies work in partnership with one another. Different roles will be played by local governments and community organisations in different types of partnership arrangements. Distinguishing among these roles helps allocate responsibilities better among the partner agencies, and it is also helpful for scheduling implementation, devising appropriate capacity building programmes and designing suitable accountability mechanisms. The State of Texas's local government investment pool, TexPool, has faced major challenges in the 1990s. This article provides an overview of two major events involving TexPool: (1) a $2.2 billion "run" on the pool in 1994 and (2) the out-sourcing of TexPool's functions in 1997. The article describes these events and analyzes potential implications for other state-administered investment pools. The article addresses issues such as: (1) the need to develop investment policies and practices that are suitable for a particular pool's objectives and purpose, (2) whether a state government has a responsibility to ensure that participants in a state investment pool do not incur losses, (3) the possible implications of having an elected official as the person with primary responsibility for overseeing the pool, and (4) concerns related to the outsourcing of state investment pools. This article is intended to encourage debate on the policies and practices of state investment pools, which currently are serving more than 15,000 local governments in the United States.  相似文献

Reform is a common theme in American public administration. During the twentieth century at least 12 major administrative reforms have taken place at the federal level and countless others in state and local governments. Frequently, these reforms have addressed the operation of public personnel management systems. Recent efforts associated with the reinventing government movement, for example, have proposed numerous alterations to civil service rules and procedures, and many jurisdictions have implemented significant changes in their personnel practices. This article examines the extent to which these kinds of personnel reforms have been implemented by state governments. A reform index is developed to document the considerable variation among the states in their approach to personnel practices. Several state characteristics are associated with scores on this index, including legislative professionalism, which bears a positive relationship to reform, and the level of unemployment within a state and the proportion of state employees associated with public employee unions, which are both negatively associated with reform.  相似文献

In the public sector, corporate governance is an expression that is yet to be explicitly defined. This paper examines the existing public sector literature in order to derive a set of broad principles of corporate governance in the public sector. These principles are then applied through a content analysis of corporate governance disclosures in a group of government‐owned corporations, state government departments, local governments and statutory bodies. The results indicate the set of principles derived is generally applicable to various forms of public entities. However, due to a lack of an established public sector corporate governance framework, the disclosure of corporate governance is piecemeal. Government‐owned corporations achieved better disclosure practices in most principles than other public sector bodies. The paper aims to stimulate debate on public sector corporate governance and provides a basis for a more extensive survey on corporate governance disclosures.  相似文献

Local government throughout Nigeria was reconstituted on a uniform basis in 1976. The 1979 Constitution then empowered state governments to create new local governments. This article describes how the state governments have used their authority to proliferate the number of local governments; it explains the reasons for doing this both on the part of state governments and on that of local communities. The drive to create additional local governments has derived in part from a desire to promote local level development, yet enquiries into the managerial capacity of existing local governments suggest that this expectation will be frustrated.  相似文献

  • This article analyses the communication campaigns organized to increase support for European Union (EU) membership, during referendums held between March and September 2003 in Central Europe. The focus is on the official campaigns, organized and sponsored by the Hungarian, Polish and Estonian governments. The first part of the paper reviews the special characteristics of referendums and information campaigns, followed by the challenges communication planners faced, during planning and implementing the campaigns. The common features and themes of the national campaigns, as well as the differences, are identified and analysed. The article concludes with some important lessons and recommendations to be used by future referendum campaign planners and implementers.

It also examinesthe disability rights mandates placed on state and local governmentsby the Americans with Disabilities Act (ADA) and compares themwith those provided in earlier federal laws. The central thesisis that by adopting a preemptive approach, the U.S. Congressclaimed for itself the dominant role in creating and enforcingnondiscrimination mandates to protect the rights of people withdisabilities. While several organizing principles and implementationdirectives stipulated in ADAwerefirst devised in earlier federallaws and administrative regulations, their application throughfederal preemption strengthened the force and reach of disabilityrights protections. This article compares government expenditures by functional category of the federal government relative to state and local governments and the changes in their respective roles since 1955. The article includes a review of the federal role relative to the state and local role on a function-by-function basis for these three and a half decades. This analysis demonstrates considerable stability in the federal sector and the state and local sector, but also the capacity for change.  相似文献

Food security is an issue, not only in developing countries but also in developed economies such as Australia where people from vulnerable groups cannot access affordable and appropriate food on a daily basis. Agencies emphasise the need for collaborative approaches to such complex, multi‐sectoral challenges. This article analyses two inter‐governmental partnership approaches facilitating local government's response to food insecurity in 12 municipalities within the state of Victoria. We focus on the partnership approaches to collaboration, processes and structures, and collective outcomes. The comparative data analysis from in‐depth interviews and document analysis of project‐associated materials and municipal policies provides insight into the different partnership approaches. Results suggest that while strategically designed and focused inter‐governmental partnerships can build local government capacity to respond to food security, there are systemic, regulatory, and resource barriers in play. In conclusion, the implications of these findings for future inter‐governmental approaches to address complex challenges are considered.  相似文献

Local government in many developing countries is prone to institutional and individual corruption. Using a set of questions developed for a Baseline Review of the status of procedures and practices of Armenian local governments, a general matrix was developed that may be applied to any local government in any country. The matrix looks at three broad areas where the potential for corruption has historically been high: awareness and reporting suspected corruption, procurement practices, and internal control practices and procedures. This article presents a methodology (the matrix questions) that will enable the development practitioner to rapidly assess the corruption potential and develop training or technical assistance to reduce the corruption potential. This article examines decentralization in the state of Maharashtrain India, especially with respect to the functioning of itsurban local governments. Using panel data, the article specificallyinvestigates the flypaper effect of grants from the state governmentto urban local bodies. It also addresses the asymmetry hypothesis,which states that subnational governments respond differentlyto a reduction in grants than to an increase. Our results demonstratethe presence of the flypaper effect, but evidence regardingthe asymmetric response to a reduction in grants is ambiguous.  相似文献
