Negative attitudes of citizes toward bureaucrats, the growing attention to contracting out and privatization, and the increasing sense of professionalism among public sector employees will shape the future of the civil service. The need to employ technocrats in order to carry out mission that are growing in complexity requires new organizational arrangements. Senior bureaucrats in central agencies in Westminster jurisdictions frequently give keynote speeches as a part of their official function. What are these administrative leaders talking about, and to whom, and why does it matter? This paper will seek to answer those questions through the lens of public value theory by considering whether ‘public rhetorical leadership’ by senior bureaucrats is a legitimate contribution to the search for public value, and what challenges such behaviour may present to good governance. The speeches of senior bureaucrats in four Westminster jurisdictions – Australia, Canada, New Zealand and the United Kingdom – are examined as examples of how bureaucratic ‘public rhetorical leadership’ is currently being exercised. The paper concludes that the way in which senior bureaucrats exercise their rhetorical power can have significant implications for the implementation of policy, and for questions of bureaucratic accountability.  相似文献

The issue in bureaucracy and democracy is one of control. This paper calls for greater control resources for elected officials whereby they can overcome the abundant power resources of bureaucrats. A process of exchange as against a process of authority is suggested as a strategic means of democratic control over bureaucracy.

Successfully meeting the challenge of reconciling deeply cherished norms of popular control with dependence on appointed administrators requires acknowledgement not only of the rights of the controllers but also of the powers of the controlled.(1) It requires thinking strategically about creating and marshaling alternative resources to counteract the abundant resources bureaucrats have, to circumvent control for both selfish and public spirited reasons. Such a focus on resources suggests the fruitfulness of conceptualizing democratic control more as a process of exchange than as an exercise of authority.  相似文献

This article offers an introduction to Niklas Luhmann's theory of social systems as it pertains to public administration and policy, as a first step towards both a critique and its empirical application to empirical reality. It reconstructs Luhmann's early writings on bureaucracy and policy-making and shows how this early, more empirical work grounded his abstract theory of social systems in general and the political system in particular. The article also introduces some central concepts of Luhmann's more recent work on the autopoietic nature of social systems and considers the latter's consequences for bureaucratic adaptiveness and governmental steering in the welfare state. One of the main benefits of applying Luhmann's theory to public administration, the article concludes, is that it conceptualizes the central concerns of public administration within a complex picture of society as a whole, in which both the agency that issues decisions and the realm affected by these decisions are included.  相似文献

ABSTRACT

This study examines the implementation of welfare reform policies enacted by the state of Michigan. In particular, it focuses on how welfare policy is altered as it devolves from state policy makers to street-level bureaucrats in three local welfare agencies in Michigan. The analysis reveals that street-level bureaucrats in local welfare offices are in a position to interpret broadly stated goals handed down from officials, and, in some cases, to manage and greatly influence the delivery of services when messages are mixed. The study also suggests that the actual policies or services delivered by front-line workers in welfare offices do not completely correspond with the policy directives issued by state officials.  相似文献

Irrespective of the systems of government, a major question is: what are the views and perceptions of the bureaucrats about politics–bureaucracy relations? Aiming to address this problem, in this article an attempt has been made to undertake an empirical study of bureaucracy in Bangladesh. The study reveals that as a post-colonial structure, government bureaucracy is an essential and integral part of the administration in Bangladesh but the bureaucracies are always in a dilemma regarding their relationship with the political leaderships. The relationship between politicians and bureaucrats is neither normatively dichotomous with political neutrality nor abundantly cohesive or responsive to the political leaderships according to the perceptions of bureaucracy. Moreover, bureaucracy in Bangladesh is suffering from a moral puzzle between political neutrality and political responsiveness even though the bureaucrats are still in a dominant position in some cases.  相似文献

This article analyzes the political and economic predictors of privatization in 17 developing countries in Asia and Latin America, using an OLS regression model with panel-corrected standard errors and data from 1988 to 1999. The regression results show that two factors, which, have hitherto been either neglected or underemphasized in the privatization literature, play a crucial role in the pace and scope of, privatization. The first is a government’s revenue needs (defined in terms of interest payments on public debt as a percentage of a government’s total budget expenditures). An unsustainable interest burden leads to a significant reduction in the social and public spending of a government. This, in turn, impels incumbents to raise revenues through the sale of, state assets. The second factor that explains privatization patterns is the extant degree of, political opportunity (defined in terms of the governing politicians’ legislative strength and their security to remain in office). In addition, the results show that privatization is associated, with declining inflation and economic growth rates.  相似文献

In the global policy debate over whether water services in developing countries should remain public or be privatized, advocates for privatization call for reducing the role of the state in water services, while civil society groups argue that privatization violates the human right to water. This article examines water privatization in Chile, a crucial case in the debate over the role of markets and states in water services. Chile is known as a water privatization success story due to its high coverage of drinking water and sanitation under a fully privatized system. The article addresses two questions: How effectively does Chile meet the standard for fulfilling the human right to water within the privatized system? To what extent has privatization in Chile reduced the role of the state in water service provision? I find that the human right to water, narrowly defined, is fulfilled in Chile; however, this outcome is not attributable to the merits of privatization. Chile’s strong state capacity to govern the water sector in the public interest by embedding reforms in state interventions explains the relative success of the Chilean water sector. These findings support the argument that a strong state role is necessary to fulfill the human right to water, even in a privatized water sector.  相似文献

The article begins by examining current issues in thinking about accountability, citizen involvement and empowerment. The discussion then moves to the particular context of Hong Kong. Recent reforms to public hospital services are reviewed in the light of the territory's traditional values of paternalistic bureaucracy and minimal citizen involvement. It is shown that despite good intentions to enhance public accountability and cgitizen involvement, in practice there has been little substantive change in the distribution of power between the ruling elite, health care professionals, and the actual service users. Whilst more information about service performance may now be available, opportunities for citizen involvement and representation continue to be carefully managed by the administration. The net result is that only a very few members of the lay public have been appointed to the new bodies that are now responsible for the governance of the public hospitals. Nearly all of those appointed to such bodies are unrepresentative of the normal service users being drawn, instead, from members of the mostly non-public hospital users - namely Hong Kong's very wealthy professional and business elites. For most of the general public, therefore, the reforms have been less about empowerment and involvement and more about informing them of the changes that have been introduced or of educating them so that abuses of the system can be reduced, or their help enlisted in locally organized fund-raising functions. The article concludes that however well-meaning the reformers might have been in terms of endeavouring to enhance accountability and citizen involvement, the impact of such efforts are likely to be seriously limited whenever underlying administrative or social values conflict with those that ostensibly guide the reforms.  相似文献

The functions of the public sector penetrate almost all aspects of social life. Considering the tremendous implications that government employment holds for economic health and other aspects, it is understandable that the processes controlling entry to these jobs are subject to widespread concern. Democratic norms call for a representative bureaucracy. The large size and increasingly mono-ethnic of the Malaysian civil service have caused concern for some time. This study suggests that job characteristics, some background and personal characteristics are significant determinants of graduating students’ job choice. The study also demonstrates how representative bureaucracy would affect performance of the public sector.  相似文献

Taiwan has been moving toward democracy, with a dramatic transition taking place in the past decade. Critical to this transition is a restructuring of the relationship between the state bureaucracy and society. This study focuses on democratization's effect on Taiwan's bureaucracy. In particular, it seeks to examine such aspects of bureaucratic transformation as bureaucratic decisionmaking, legislative-bureaucratic politics, interest group-bureaucratic relations, the expansion of local autonomy, and civil service reform. This study finds that the bureaucratic state is facing a great challenge from political, legislative, and societal forces. The old type of insulated bureaucratic planning and decision making is no longer possible, the bureaucracy is losing its KMT patrons, and bureaucrats are finding themselves answerable to political pressure, legislative oversight, and interest group lobbying. While the bureaucracy has lost its previous level of discretion in terms of macro-management and the formulation of developmental policies, the bureaucratic state has not withered away. Qingshan Tan is Associate Professor of Chinese and East Asian politics and Director of the International Relations Program in the Department of Political Science at Cleveland State University. A substantial literature exists on the economic analysis of bureaucracy, which includes formal models of bureaucratic behaviour by Niskanen (1971) and Dunleavy (1991). This article develops hypotheses from those models about changes in size of bureaux over time and tests them against data on the Australian federal budget sector in 1982–83 and 1991–92. The models predict that bureaucrats usually will be able to influence the size or structure of their bureaux in line with their personal preferences. However, the Australian data suggest that the extent of such influence may be less than is assumed in either model and that the preferences of politicians are more influential than the models allow. One conclusion is that, if bureaucracy is to be modelled, a principal-agent approach will have more to offer than the neo-classical maximizing framework adopted by Niskanen in particular. A further conclusion, at odds with those of Niskanen and weakening his case for wholesale privatization, is that bureaucratic dysfunctions may be amenable to reform of the political and bureaucratic rules and systems.  相似文献

This paper involves an attempt at reconsidering public choice theory, with reference to its pertinence for public administration. The impetus for such reconsideration has been supplied by the claims of public choice theorists that their theory, as the economics of politics, is superior to its alternatives in political science and sociology. The Weberian theory of bureaucratic administration or bureaucracy has been a special target of public choice theorists on the grounds that it misconstrues bureaucrats as idealists in economic terms. The public choice solution is treating bureaucrats and other political subjects as rational utility optimizers, including profit-maximizers and rent-seekers. Public choice theorists claim that such a treatment has revolutionalized the theory of bureaucratic administration. The reconsideration does not provide prima facie support for these claims of public choice theorists.  相似文献

This paper deals with the complex relationship between bureaucracy and revolution. It explains some of the major impacts of the Iranian revolution of 1978-79 on the civil service and the bureaucracy of the country. Three major phases of the revolution are identified: the Provisional Government (February-November 1979), the turbulent radicalization (November 1979-1982), and the institutionalization, stabilization, and Islamization (1983- ).

The revolution was not only against the Shah, but also aimed at altering Iran’ bureaucratic machinery which, as a power instrument, served system- (regime-) enhancement. During the first and second periods, a debureaucratization of society and a democratization of the administrative system was begun. While the bureaucracy increased as a result of nationalization, its functions declined as more and more activities of public administration were taken over by the non-bureaucratic, independent grass-roots organizations that sprang up during and after the revolution.

This trend has been reversed during the third phase by the policy of consolidation, centralization, control and system-maintenance pursued by the Mousavi administration. A rebureaucratization of society commenced and application of most of the old laws and regulations was resumed. Patronage and many patho-logical behaviors, includinf corruption, of the bureaucracy are becoming pervasive again, resulting in the dissatisfaction of the general public. In short, despite some initial revolutiohary attempts to change its structure and nature, the bureaucracy has prevailed as a well-entrenched, established institution of power and administration in Iran.

Finally, the author briefly describes the sources of public dissatisfaction and suggests conceivable remedies. These involve major reforms in the Iranian bureaucracy to achieve both administrative efficiency and popular responsiveness.  相似文献

This article aims to advance our understanding of and confidence in the relationship between employee public service motivation (PSM) and ethical behaviour by testing the degree to which PSM predicts the ethical behaviour or behavioural intention of government employees. Building on previous research, we argue that government employees with higher PSM are not only more likely to internalize values that support public interests, they also are likely to be concerned less about the potential consequences that they may experience by reporting unethical conduct within their agencies. Using data collected through a survey from 477 employees working in a large state agency, we find that supervisors with higher PSM are more likely to be perceived by their subordinates as exhibiting ethical leadership, supervisors exhibiting higher ethical leadership are more likely to have subordinates with higher levels of PSM and that subordinates with higher PSM express a higher willingness to report unethical behaviour within their agency. We discuss implications of these findings for research on PSM.  相似文献

The Labour governments that have been in power in the UK since 1997 have reconceptualized the public service ethos. In an apparent departure from their Conservative predecessors, Labour ministers have argued that the distinctive culture of public service can enhance rather than impede service quality and deliver high levels of customer care. This article utilizes interviews and content analysis data to explore the ethical dimension of public service, the significance of the language of customer in relation to ethos, and the implications for service delivery of a customer care focus. Case study findings show that a customer orientation is endorsed by politicians and bureaucrats in both central and local government, although there is a lack of clarity about the service manifestations of such a shift in emphasis. Respondents voiced concerns about the viability of customer care in the public sector as well as the sidelining of the political role of citizen.  相似文献

Employee empowerment involves the delegation of decision-making to employees, while holding them accountable for outcomes. Survey data show that while sixty-two percent of state agencies in correction, transportation, health, education and welfare use empowerment in at least one service function, only six percent of agencies use empowerment throughout more than 75 percent of the agency. Empowerment is frequently implemented through coordination across units and through mid-level management teams. Training is also widely used. Agency directors report that employee empowerment has a positive impact on group decision-making ability, communication throughout units and commitment to stakeholders, as well as quality and productivity improvement.  相似文献

Innovative accomplishments of governors are a vehicle for analyzing state governors' performance as policy leaders and as chief executives. Analysis of survey data describing state innovations reveals governors fostering an almost even mix of programs (initiatives directly serving clienteles) and administrative innovations (changes in internal procedures), with innovations tending to be reported from agencies where the governor is involved in selection of the agency head. The implications are that governors interested in instituting and institutionalizing innovation can do so through their appointments and that the appointive power can be a vehicle for change as well as control. Program initiatives tended to concentrate in various functional policy areas, such as economic development or education. Management innovations, on the other hand, tended to be system wide in that they were reported in agencies that serve the entire state bureaucracy or they emanated from the governor's office.1  相似文献

Despite its laudable roles in steering the process of socioeconomic development, government bureaucracy in Malaysia has not escaped public criticisms for its inefficiency, corruption, and failure to guard public interests. The media, civil society groups, intelligentsia, and the political opposition have successfully utilized the major scandals to highlight the growing public concern over the poor performance of the bureaucracy and its lack of accountability and responsiveness. This has provided impetus for the “clean and efficient government” movement initiated in the early 1980s and a series of subsequent efforts aimed at promoting appropriate values and ethics among public officials. Numerous rules and regulations have been framed, major reforms have been introduced in various spheres of administration, and an extensive program of training and bureaucratic reorientation has been undertaken. Despite all this, recent evidence suggests that the public service continues to suffer from problems of corruption and other irregularities. Obviously, the performance of numerous reforms in public service and the institutional mechanisms put in place for tackling ethical problems, though positive in general, has fallen short of expectations. This paper seeks to examine and analyze the present approach to combating corruption and promoting accountability in the Malaysian public service. In particular, it focuses on institutional mechanisms currently available and identifies and analyzes their constraints and limitations in keeping the public bureaucracy under surveillance and control.  相似文献
