In accordance with the requirements of the Privacy Act of 1974, we are proposing to establish a new system of records, "Evaluation of the Medicare SELECT program, HHS/HCFA/ORD No. 09-70-0058." We have provided background information about the proposed system in the "SUPPLEMENTARY INFORMATION" section below. Although the Privacy Act requires only that the "Routine Uses" portion of the system be published for comment, HCFA invites comments on all portions of this notice. Both institutional (e.g., hospitals, skilled nursing facilitaties) and individually identifiable (e.g., physicians and other practitioners) providers are included in the NPS database. The institutional providers' data are covered by section 1106 of the Social Security Act and the Freedom of Information Act, while the individually identifiable providers' data are also covered by the Privacy Act of 1974. Although the Privacy Act requires only that the "routine uses" portion of the system be published for comment, HCFA invites comments on all portions of this notice. In accordance with the requirements of the Privacy Act of 1974, we are proposing to establish a new system of records, Evaluation of the Medicare Competition Demonstrations, HHS/HCFA/ORD No. 09-70-0029. We have provided background information about the proposed system in the "Supplementary Information" section below. HCFA invites public comments by January 23, 1984, with respect to routine uses of the system. Dates: HCFA filed a new system report with the Speaker of the House, the President of the Senate, and the Director, Office of Management and Budget (OMB) on December 16, 1983. The new system of records, including routine uses, will become effective 60 days from December 16, 1983, unless HCFA receives comments which would convince us to make a contrary determination.

In accordance with the Privacy Act of 1974 (Pub. L. 93-5790, as amended, the Office of Human Development Services is proposing to establish a new system of records, Records Maintained on Individuals for Program Evaluation Purposes Under Contracts, HHS, HDS No. 09-80-0100. We have provided background information about the proposed system in the "SUPPLEMENTARY INFORMATION" section below. HDS invites public comments by April 19, 1984 on the proposed routine uses of the system.     

Privacy Act of 1974; report of altered system of records and new routine uses Privacy Act instructions--SSA

In accordance with the Privacy Act (5 U.S.C. 552a(e)), we are issuing public notice of our intent to make changes to the system of records entitled "Master Beneficiary Record (MBR), 09-60-0090." These changes are prompted by implementation of provisions of Public Law (P.L.) 98-21 (the Social Security Admendments of 1983, hereinafter referred to as the Amendments). We are amending the categories of individuals covered by the MBR to include individuals (nonclaimants) whose former spouses apply for or receive benefits based on their earnings and the categories of records in the MBR to includes data relating to the amount of tax withheld on the benefits of nonresident aliens. Additionally, we are proposing to establish new routine uses of MBR data in accordance with 5 U.S.C. 552a(b)(3). The proposed routine uses provide for disclosure to the Department of the Treasury for determining the Federal tax liability on Social Security benefits and, as necessary, to deposit in the Social Security Trust Funds the tax withheld on the benefits of nonresident aliens. We also are making minor revisions to the MBR notice. We invite public comments on this publication.     

Privacy Act of 1974; system of records--HCFA. Notice of proposed new routine use for existing system of records

One of the top priorities of HHS is to assure high quality and effective health care. HCFA is proposing to revise the system notice for the Medicare Bill File (Statistics). System No. 09-70-0005, by adding a new routine use for release of Medicare Hospital Mortality Information which is derived from data in the Medicare Provider Analysis and Review (MEDPAR) File, and other files available to HCFA. The purpose of this routine use is to allow individuals hospitals to participate in quality of care studies and activities by using data that they have previously supplied to HCFA. This new routine use will allow release to individual hospitals of patient-specific data including mortality predictors which have been statistically derived.     

Privacy Act of 1974; system of records--PHS. Notification of establishment of a new Privacy Act system of records

5n accordance with the requirements of the Privacy Act, the Public Health Service (PHS) is publishing notice of a proposal to establish a new Privacy Act system of records: 09-20-0162, "Records of Subjects in Agent Orange, Vietnam Experience, and Selected Cancers Studies, HHS/CDC/CEH." We are also proposing routine uses for this system. The Center for Environmental Health (CEH), Centers for Disease Control (CDC), will use this system of records to support studies of the health effects of human exposure to the herbicide Agent Orange and to other environmental factors associated with service in Vietnam, and to assess the risks for selected cancers among Vietnam veterans. PHS invites interested persons to submit comments on the proposed routine uses on or before July 30, 1984.     

Privacy Act of 1974--PHS. Notification of establishment of a new Privacy Act system of records

In accordance with the requirements of the Privacy Act, the Public Health Service (PHS) is publishing notice of intent to establish a new Privacy Act system of records 0937-0016, "Users of Health Statistics, HHS/ OASH / NCHS ." This system will be used to support the work of the National Center for Health Statistics ( NCHS ) by ascertaining from data users how NCHS can improve the usefulness of its health statistics to the public through changing content of data systems, statistical methodology used, or the nature or content of statistical publications. We are also proposing routine uses for this new system. PHS invites interested persons to submit comments on the proposed routine uses on or before June 29, 1984.     

Privacy Act of 1974; systems of records--HCFA. Notice of proposed new routine use for an existing system of records

HCFA is proposing to add a new routine use to the "Medicare Physician Supplier Master File," HHS/HFCA/BPO, No. 09-70-0516, to permit the release of the Unique Physician Identification Number (UPIN) to entities that bill for services they performed upon order or referral from a physician.
