The Shanghai Cooperation Organization (SCO)—an organization interpreted in various ways—officially announced that it intended to ensure regional security by countering international terrorism, ethnic separatism and religious extremism. This article discerns the motivations of the SCO members, arguing that they have their respective, albeit occasionally mutual, interests and priorities. There is generally asymmetry of interests—the principal reason why the SCO's strategic situation is largely a suasion game between China and the members—with China demonstrating a greater interest in the SCO; moreover, the power asymmetry between China and the Central Asian members and the power equality between China and Russia further complicates the situation. This sophisticated relationship implies that despite some measurable results, the SCO faces tremendous challenges in becoming a well-established regional organization.

Enhancing Title IX Due Process Standards in Campus Sexual Assault Adjudication: Considering the Roles of Distributive,Procedural, and Restorative Justice

ABSTRACT

Title IX prohibits sex discrimination—including sexual assault—in higher education. The Department of Education Office for Civil Rights’ 2011 “Dear Colleague Letter” outlines recommendations for campus sexual assault adjudication allowing a variety of procedures that fail to protect accused students’ due process rights and victims’ rights under Title IX. This article reviews two diminished due process rights in campus adjudication: cross-examination and the preponderance of the evidence standard. We use an organizational justice theoretical framework to show that limitations on due process rights reduce fair outcomes for both victims and the accused. We provide recommendations for a restorative justice approach to campus adjudication that operates within this theoretical framework to increase fair outcomes in adjudication, bolster perceptions of adjudicatory system legitimacy, and reduce campus sexual assault.     

China's Monetary Reform: The counterrevolution from the countryside

Until the late 1990s, the rapid development of rural cooperative funds as semi-formal financial institutions in the countryside attracted little attention. In many provinces, these funds took over large swathes of rural finance, before the State Council in March 1999 issued a secret decree requesting that they be immediately dissolved. This paper explores the reasons for the rapid development of rural cooperative funds in many localities, examines why this has been an issue of contention, and explains why it has taken the central government such a long time to come up with a coherent—and, furthermore, drastic—response. Although rural cooperative funds are now being dissolved across the country, they may already have achieved their purpose of revolutionizing financial intermediation in the countryside.

Zhang Monan, an associate research fellow with the State Information Center, said the downfall of Fannie Mae and Freddie Mac is the result of abuses of privileges the two companies have enjoyed since their inception.
