中韩两国的交流越来越密切,庞大的中国市场和廉价劳动力对韩国具有很强的吸引力。截至2006年6月底,韩国对华投资累计总额达到152亿美元。如此迅猛的韩国的投资增加集中在中国的制造业。如果努力解决好韩国企业投资中国时遇到的各种妨碍因素,可以激发韩国企业更积极地对中国的投资欲望。2008年北京奥运和2010年上海世博会的召开,将会使韩国企业,特别韩国中小企业的对华投资趋势一直持续下去。  相似文献

The dramatic increase in China's economic and hence political power and influence is a common story around the world. Just how clearly and well does this story get across to citizens of some nations other than China, itself? In particular, we ask what Americans know about China. Do they observe its rise? Are their views simple or rich and nuanced? How do they vary across the public? What leads to more positive and what leads to more negative views of China? We report the results of a survey of the American population designed to address these questions. We find that they are reasonably knowledgeable of China's rise and that they have rich and nuanced perceptions of a variety of dimensions of China, its society, economy and polity. These views are, on balance, not especially positive, but the more cosmopolitan the citizen, the more likely they are to hold positive views. Those who are Democrats, who are liberals, and who have had the opportunity to travel in China are especially likely to have positive impressions.  相似文献

China has been quite successful in developing its relations with Central Asian states and expanding its influence in the region since the 1990s. Most analysts contribute the success to the strategy and policy of China’s national central government. This observation certainly has a lot of truth, but at the same time we should not neglect or downplay the role that the local government in Xinjiang has played in cementing China–Central Asian ties. Xinjiang has functioned as an indispensable actor in China’s look-west and act-west policies towards Central Asia and beyond. With Chinese foreign policy elites increasingly interested in using the act-west policy as part of their counter-hedging strategy in Asia, Xinjiang appears to enjoy many more opportunities and play an even more significant role in China’s relations with countries in its western flank.  相似文献

China manages its transboundary rivers as a subset of its broader relations with other riparian states. This results in discernible differences in the way China approaches its international river systems. Although there is a limit to the extent of Chinese cooperation, in relative terms China is more cooperative in the Mekong than in the Brahmaputra. To China, Southeast Asian states are part of a hierarchical system where it stands at the apex. While problems exist, there are deep linkages between them, which help foster collaboration in the Mekong. India, which has greater power parity with China, is not part of China's hierarchical worldview. The territorial disputes and security dilemmas that characterize South Asian geopolitics further impede cooperation. Domestic considerations also impact on China's river policies. There is greater consensus among Chinese policymakers in managing the Mekong than the Brahmaputra, which explains the higher degree of clarity in Chinese policies towards the former compared to the latter.  相似文献

中国外贸增长方式转型问题关系到中国在国际分工中的地位改进。发展中国家在国际分工中的地位不平等,遭受着经济利益与生态利益的双重损失,而中国这样的大国处于垂直型国际分工的低端地位,在发展工业化进程中更是放大了背离可持续发展的后果。中国必须在外贸转型中改变国际分工地位。可从出口制造品附加值、服务贸易、原料产品加工、绿色产品、农业对外投资经营这五个领域进行这一转型的努力。  相似文献

Its newly acquired status as the world's second largest economy has entitled China to a more prominent role in global affairs, and increasingly, its behavior has drawn scrutiny from the world in ways that the country is ill-prepared for. The attention to China's rise, however, focuses not only on its economy but also on other aspects, including its military, diplomatic moves, domestic politics and its ‘soft power’, namely, its own image or self-projection and the world's perception or attitudes toward China. And yet, there has been no systematic investigation to evaluate how the world views a rising China. In this article, the authors applied the latest dataset from the Asian Barometer Survey to investigate whether East Asians recognize and welcome the rise of China. The findings suggest that geographical and cultural proximity have a great impact on people's perception of China. Countries which are territorially adjacent or culturally close to China tend to regard China as the most influential country in Asia. With the exception of Japan and Mongolia, most Asian countries hold positive views about the impact of China on the region. However, such benign evaluations are weaker in countries which have potential security conflicts with China, such as Taiwan and South Korea, when only the bilateral impact is considered. The overall picture shows that the rise of China has been largely recognized and welcomed by East Asians, despite some apprehension about China's strategic intentions to its neighboring countries.  相似文献

近年来 ,国际上有些学者提出了对中国国家权威结构的新的分析范式 ,其核心论点是 ,随着改革的深入 ,中国的国家权威正经历着一场碎裂化的过程。国家权威碎裂化在现实的政治行政过程中有种种表现 ,较集中地表现为公共政策的“非公共化” ,行政过程中执法者个人对自我利益的追逐 ,行政自由裁量权的滥用 ,以及非正式规则的盛行等方面。克服国家权威碎裂化是一个必须面对的严峻课题 ,制度整合、政策整合、权力整合 ,职能整合 ,以及利益整合对于有效防止国家权威的碎裂化极为关键。  相似文献

During the past few decades, China's economic success has permitted it to pursue a greater role on the international stage. China is recognized both as a regional and aspiring global power. Nowhere is this more evident than within Southeast Asia, where China's more active diplomacy is reflected in growing trade relations, proposals for stronger security ties, and the signing of numerous cooperative agreements on issues as varied as environmental protection, drug trafficking, and public health. As a whole, the region has received China's activism with both enthusiasm and trepidation. China has expended significant effort to assuage the fears of its neighbors by adopting a foreign policy approach that is active, non-threatening, and generally aligned with the economic and security interests of the region. This positive diplomacy has clearly yielded some success, most notably in the trade realm, where China is rapidly emerging as an engine of regional economic growth and integration that may well challenge Japanese and American dominance in the next three to five years. In the security realm, China's diplomacy, while rhetorically appealing to regional actors, has yet to make significant inroads in a regional security structure dominated by the United States and its bilateral security relationships. Most significantly, however, if China is to emerge as a real leader within Southeast Asia, it will also need to assume more of the social and political burden that leadership entails. As China continues to advance itself as a regional leader, its policies on issues such as health, drugs, the environment and human rights will face additional scrutiny not only for their impact on the region but also for the more profound question they raise concerning the potential of China's moral leadership. For the United States, China's greater presence and activism suggest at the very least that it cannot remain complacent about the status quo that has governed political, economic and security relations for the past few decades. Shared leadership within Southeast Asia will likely include China in the near future, with all the potential benefits and challenges that such leadership will entail.  相似文献

At the end of 2008, the British Foreign and Commonwealth Office issued "The UK and China: A Framework for Engagement." It is the first such document Britain has issued on its China policy. It was designed to set out a way of thinking about China more widely. China in recent years has been asked by other major powers to take a greater share in international responsibility in response to the rise in China's national capability. Negative perceptions about how China is dodging its international responsibility exist not only among policy makers around the world, but have spread to worldwide mass publics, especially across the American people. In this article, we apply the dataset from the ‘Americans’ Attitudes toward China Survey' (AACS) to investigate what the American public think of China's international responsibility and which factors explain the varying evaluations from different theoretical perspectives. The results indicate that Americans' negative evaluations of China's international responsibility are associated with poor ratings regarding China's fulfillment of its domestic obligations and apprehension regarding China's potential threat, but has little to do with China's international behavior. To reduce these negative evaluations, China needs to improve its human rights conditions, give people more political rights, and convince the American public of the benevolence of its ascending power. In addition, persistent efforts toward soft-power construction are also very important since Americans who are interested in Chinese culture or knowledge tend not to think that China is dodging its international responsibility.  相似文献
