我国排污权交易法律制度构建问题研究

近年来环境危机愈加严峻,为保证我国经济社会的可持续发展,必须更新现有的环境治理制度,排污权交易制度作为一种新型环境经济手段在国外取得了成功,有效治理了当地的污染,促进了经济的发展。排污权交易制度引进我国后在实践上取得了一些突出成果,但不可否认的是依然存在许多问题,在下一步的推行中需要明确排污权的法律定位、完善排污权交易法律体系以及准确定位政府职能。
