正The Belt and Road Initiative has yielded substantive results since it was initiated eight years ago,and it is expected to inject impetus to promote the healthy development of globalization,experts said.In 2013,during his visits to Central and Southeast Asian countries,Chinese President Xi Jinping proposed the major initiatives of building the Silk Road Economic Belt and the21st-Century Maritime Silk Road.

Under the background of China's economic progress, given China has the strong political will, adequate financial resources, and advanced technology to advance the initiative it will prove to be reliable driver of development. With the joint efforts of China and relevant countries, the Belt and Road Initiative will greatly promote the right to development of countries along the routes.     

论滇僰古道的形成及其文化传播地位--茶马古道早期形态研究

滇僰古道始于僰道(今宜宾),经昭通、曲靖到滇池,沿途保留了比其他川滇古道更多的遗迹和文物,是古代连接四川和云南的第一通道。中原商周青铜器和四川三星堆遗址的青铜器多采用滇僰古道上今永善、昭阳、巧家的铜矿,证明滇僰古道最早形成于殷商时期。滇僰古道和公元前2世纪横贯云南东西的铜鼓分布线路的衔接,证明了滇僰古道是蜀身毒道最重要的必经之路,是古代中国沟通西域的重要路段,也是茶马古道早期形态的一条主干道。秦开五尺道、汉开南夷道、汉魏晋以来的墓和碑刻、唐袁滋的出行路线、西南官话的渗透,证明滇僰古道一直繁荣到近代。

谱牒文献利用及西南民族研究——南方丝绸之路的新视角

回顾南方丝绸之路研究的学术史,根据出土文物展开的考察取得了不少成果,但纸质文本的利用还稍显不足,特别是谱牒文献未得到应有的重视。谱牒文献在揭示西南各民族的人口迁徙、民族融合、文化变迁、交通及经济等方面有诸多价值,但在利用时需要辨别内容真伪、兼考多种文献、熟悉文化背景。由此可给南方丝绸之路研究呈现一种不同的视角。

汽车道路交通事故是现实生活中一种常见的侵权行为,构成道路交通事故侵权必须具备以下几个要件:道路交通事故必须是因车辆造成的事故;道路交通事故必须是发生在特定道路上的事故;有侵权行为;当事人的主观心理状态是过错或意外;道路交通事故必须要有损害后果;因果关系。以上是构成道路交通事故的必备条件,缺少其中任何一个要件,则不属于道路交通事故。

SILK ROAD FOR HEALTH

The Health Silk Road features prominently at this year’s Boao Forum for Asia Annual Conference. The Shanghai Institutes for International Studies and Grisons Peak Services, a consultancy firm based in London, recently published a report on this program, which is part of the China-proposed Belt and Road Initiative. In an interview with Beijing Review reporter Wen Qing, Henry Tillman, founder and Chairman of Grisons Peak Services, shared some of the key findings. This is an edited excerpt of the interview.

Sustainable Belt and Road cooperation benefits all participants Since the Belt and Road Initiative was proposed in 2013,China’s total nonfinancial direct investment in countries along the Belt and Road routes has reached$104.72 billion,according to the Ministry of Commerce.     

论《道交法》及《交强险条例》有关条文可商权之处

《道路交通安全法》第75条,第76条是构建我国“机动车第三者责任强制保险”制度的基础,应予充分肯定,但其不足或可商权之处不应忽视。其中关于交通肇事逃逸行为的规定是有悖于保险原理的。该法与《机动车交通事故责任强制保险条例》之间亦存在着矛盾的规定。我国应借鉴他人之成功立法经验,完善交强险制度。     

甘肃新丝绸之路经济带的发展现状实证分析

该文利用空间数据分析工具绘出甘肃省位于新丝绸之路经济带上的县域经济发展程度的空间分布图,并进行空间自相关性分析,结果显示,甘肃省东部（陇东-陇中-陇南）沿丝绸之路的各县市是新丝绸之路经济带建设的薄弱地区,且发展较好的河西沿线地区的辐射带动作用有待加强;接着利用主成分分析方法对沿线14个州市的发展质量进行分析,得出甘肃省沿线经济带上的地区经济发展质量和发展程度相符这一结论。     

The Contribution of the Belt and Road Initiative to the World's Right to Development

The Belt and Road Initiative makes an important contribution to the right to development in theory and practice in the current world. Since the reform and opening-up, the Chinese government puts the rights to subsistence and development before any other human rights, which effectively guarantees and accelerates a rapid economic development in China. Nowadays, countries along the Belt and Road have joined a "community of common destiny". Inside the "community of common destiny," countries have enjoyed not only the responsibility, rights and benefit of the right to development, but also a win-win cooperation that ensured the right to development. Therefore, the Belt and Road initiative enriches the UN Declaration on the Right to Development, and "community of common destiny" of countries becomes a higher form of the right to development.

正Since the first China-Europe freight train left Chongqing for Duisburg, Germany, on March 19, 2011, the brand new service has been running across the wider Eurasia continent for more than one decade. The "caravans of steel camels" promote practical cooperation between China and countries along the route, sending a clear signal that the Belt and Road Initiative is an international public good, benefiting all those engaged in it.     

China's Cooperation Initiative Beneficial to All

正The Shanghai Cooperation Organization(SCO) International Investment and Trade Expo and the SCO Qingdao Forum on Local Economic and Trade Cooperation took place in Qingdao, Shandong Province, on April 26-28. During the events, Yuri Senko, Belarusian Ambassador to China, who was taking part in a dialogue session on cooperation between the two countries, spoke to Beijing Review reporter Tao Xing on related issues. “一带一路”背景下我国少数民族民间音乐文化的跨文化传播

"一带一路"背景下少数民族民间音乐的跨文化传播能够提升丝路地带的国家政治互信和促进文创经济交流,能够促进沿线文化多元融合和拓宽音乐文化内涵,能够传承少数民族民间音乐文化和传播中华优秀文化。但目前,在少数民族音乐文化跨文化传播中还面临着很多困境,由此,我们需要构建差异化传播模式,深入研究"一带一路"沿线国家音乐文化;增强少数民族民间音乐文化自觉,搭建多元化的文化交流平台;增强"柔性"传播,重视创新跨文化传播方式;借助现代化传播媒介,打破惯用的传播模式,以此促进我国少数民族民间音乐文化的跨文化传播。
