Bernard Crick's greatest polemic In Defence of Politics remains as relevant today as when it was written. As modern politicians try to contract out responsibility for more and more, Crick's argument that honesty about the limitation of what they can achieve is the best defence of their most important of all human activities is increasingly important. Bernard Crick's contribution to citizenship studies can be regarded as part of the tradition so ably represented by T.H. Marshall. I want to argue in this brief article on Crick that on the one hand he is part of the ‘golden age’ of political philosophy that has flourished in the English-speaking world over the last two or three decades, but on the other his work also shows the limitations of that tradition, at least from the perspective of comparative and historical studies in political sociology. His work was unquestionably ‘local’ in its focus on the subject of Scottish independence and the viability of the British Isles under the governance of a multi-national state.  相似文献

This article deals with the electoral basis of the largest political party in Iceland, the Independence Party (IP), in its formation period. Almost all capitalists and white collar workers supported the IP, as well as a little less than half of farmers and a minority of manual workers. Women also favoured the party more than males. The article seeks to explain the IP's electoral support with reference to structural features of Icelandic society, ideology, and the heritage of Iceland's struggle for independence from Denmark.
The IP is furthest to the right on the socioeconomic spectrum of Icelandic politics; in its heterogeneous voting support and ideology of nationalism and class unity, the IP resembles such political parties as the Christian Democratic Union in West Germany and the Conservative Party in Britain rather than the Liberal and Conservative parties in Scandinavia.  相似文献

This paper examines Bernard Crick's ideas on the nature of politics and explores their implications for a scientific approach to governance like that advocated recently by public management writers. It is argued here that such an approach generally downplays the inherently political character of governance because it ignores the conflicts of values and the uncertainty that are an inherent part of the way in which we have come to govern ourselves.  相似文献

Intimately throughout the 1970s, and in a more detached way for the rest of his life, Bernard Crick thought seriously about the politics of Northern Ireland. Though he produced no systematic study of the Northern Ireland Question, and though at first glance Northern Ireland appeared to be unpropitious territory for the author of In Defence of Politics, his reflections illuminated a deep concern with the relationship between politics, freedom and peace. This article argues that Crick's writing on the subject constitutes a sustained appeal for a ‘realism of pragmatic potential’ in contrast to that despairing ‘realism of impossible certainty’ which, he felt, frustrated hopes for political progress.  相似文献

Early students of political tolerance projected a rapid rise in levels of tolerance, but subsequent research has failed to offer conclusive evidence regarding whether tolerance has, in fact, increased. The General Social Survey (GSS) included the same 15 dichotomous tolerance items in the period 1976–1998, seemingly permitting assessment of trends in tolerance through examination of a standard 0–15 scale. Unfortunately, the validity of these data is uncertain because we cannot rule out the possibility that changes in affect toward the five GSS target groups, not true changes in tolerance, drive movement in the longitudinal series. To address this problem, we reexamine the GSS data from the perspective of past discussions of the meaning of tolerance and intolerance. We argue that that the GSS scale captures two aspects of tolerance: whether respondents are tolerant or intolerant; and, among the intolerant, the breadth and depth of their intolerance. We further argue that the first of these dimensions can be measured validly using the GSS data. Our analyses reveal that, at most, tolerance has increased only marginally in the period 1976–1998.  相似文献

Understanding the dynamics of lawmaking in the United States is at the center of the study of American politics. A fundamental obstacle to progress in this pursuit is the lack of measures of policy output, especially for the period prior to 1946. The lack of direct legislative accomplishment measures makes it difficult to assess the performance of our political system. We provide a new measure of legislative significance and accomplishment. Specifically, we demonstrate how item-response theory can be combined with a new dataset that contains every public statute enacted between 1877 and 1994 to estimate "legislative importance" across time. Although the resulting estimates and associated standard errors provide new opportunities for scholars interested in analyzing U.S. policymaking since 1877, the methodology we present is not restricted to Congress, the United States, or lawmaking .  相似文献

Projecting the losses and costs from federal credit assistance is difficult, and errors are inevitable. Although various incentives may exist for agencies to underestimate credit subsidies, the Congressional Budget Office's analysis of corrected reestimates does not reveal any pattern of bias in initial subsidy estimates. However, another problem was uncovered: the reestimates reported in the president's budget are in such disorder that analysts cannot rely on them. A few modest changes in current practice could reduce agencies' errors in preparing, reporting, and accounting for estimates and reestimates.  相似文献
