The European Union (EU) and Australia have embarked officially on a free trade agreement (FTA) negotiation process, a procedure expected to last no less than 5 years. Public pronouncements from both sides which announced the beginning of the process of negotiating an FTA marked a significant departure from the well-known tensions and difficulties which date back to the late 1950s. British entry into the then European Economic Community in 1973 meant that it had to align its trade policies with the much contested European Common Agricultural Policy (CAP). This had been implemented in the late 1960s and provided limitless reasons for antagonism between Australia and the EU. Yet, over time, the trade agenda changed for both sides with new actors and new agreements, and some of the previous machinery no longer providing the liberalisation of trade as intended. Both the EU and Australia have moved on—some of this change due to new political actors and new economic realities. Despite the tortured history between them, and mindful that some might be sceptical about this change of heart, real politik often imposes its own political will and the new needs may well be in sharp contrast to the past relationships. The prospect of an FTA shows how the trappings of history might be side stepped by a stronger, almost opportunistic, sense of economic benefits however small they might appear.  相似文献

This paper focuses on the positions taken by civil society organisations that actively campaign on trade policies. Trade campaigners oppose the neo-liberal approach to trade and development and advocate a much more gradual and prudent approach to trade liberalisation. They stress that trade liberalisation will only lead to sustainable development if it respects environmental and social concerns, including the gender dimension of trade; if trade liberalisation is properly owned, prepared and sequenced; adapted to the institutional and economic needs and capacities of the countries and people involved, and accompanied by all necessary flanking measures. Trade campaigners stress the need to maintain policy space and the necessary governance instruments to react to changing circumstances and address social and environmental concerns. They denounce the lack of information, consultation and participation provided by governments in trade policy formulation and negotiations and they campaign to raise awareness and create more room for debate and participation. This article builds on a paper presented on 19-20 June 2008 at an UNU-CRIS Work Shop in Bruges on “Deep Integration and North-South Free Trade Agreements. EU Strategy for a Global Economy”.

In 2007, the European Union (EU) and the Association of the Southeast Asian Nations (ASEAN) started interregional negotiations on a free trade agreement, which failed 2 years later. Relying on document analysis and elite interviews with officials from the EU and ASEAN’s members, this article addresses why and the extent to which the interregional negotiations failed. By rooting the theoretical model in a power-based approach, the analysis demonstrates that the EU has attempted to secure its economic and regulatory power in Southeast Asia. In striving for such power, interregionalism was initially the intuitive way because the EU perceived ASEAN as a cohesive bloc. However, the EU’s ambitious vision for comprehensive agreements clashed with the actual heterogeneity of ASEAN member states. The failure of the interregional approach is, thus, a result of the EU’s delicate balance between political and economic interests in Southeast Asia, which it pursues with trade-specific issues.  相似文献

As the EU was expanding in 2004, a phase of new development between the EU and North Korea could have been expected. However, it was argued that the EU’s position towards North Korea is likely to remain unchanged. Most of the existing studies ascribed the reactive attitude of the EU to the distinctiveness of the recent enlargement. The accession of a large number of new members, which are considered to have diverse foreign policy interests and perception, is likely to add up to the already overwhelming number of problems in the governance of the EU. Thus, the EU’s policy towards North Korea would rather concentrate on a soft security approach. However, this paper contends that the existing explanation is not exhaustive, but that the implications relating to the conception of smallness, which is relevant to most of the new member states, should be included in the parameters of analysis in order to generate a more comprehensive and balanced view where the future relationship between the EU and North Korea is concerned. The preliminary draft of this paper was presented at the International Conference of the Korean Society of Contemporary European Studies, November, 25, 2005, at Seoul, South Korea. The paper provides an overview of the most important results of a project on EU–Korea economic and regulatory relations funded by the European Commission. The paper first outlines the emergence and development of EU–Korea relations. In the second part, the paper presents the main findings clustered in three thematic areas. A first thematic area focuses on a discussion of the EU–Korea Free Trade Agreement. The second cluster analyzes EU–Korea cooperation on regulatory policies with a main focus on cooperation in the policy areas of security (arms trade and control), chemical regulation, environmental regulation, education, development cooperation and industrial policy. The third part focuses on EU–Korea cooperation concerning regional and international issues. In the third part, the paper presents the main recommendations which were formulated on the basis of the project.  相似文献

Abstract

One of the outstanding features of the recent war in Iraq was the prominent media coverage given to so-called embedded journalists, that is, reporters travelling with, and under, the protection of coalition forces. This practice was severely criticised for compromising the independence of journalists. Editors nevertheless defended it on practical grounds. In this article it is argued that embedded journalism is part and parcel of the way South African media operate, albeit in a somewhat different form from what is prevalent in Iraq and that it includes far more than issues relating to conflict reporting. The issue of conflict of interests while gathering news is well documented and routinely addressed in handbooks on media ethics as well as ethical codes. But the South African media usually tend to shun open discussion of this and other ethical issues. Whatever the reason, the lack of debate on these and other media ethical issues prevents media users from seeing journalism for what it is: a value-laden activity more often than not determined by commercial considerations. These issues are addressed within the South African context and some pertinent questions are posed on the political and commercial embeddedness of journalists, that is, how conflict of interest permeates South African media. It is concluded that owners, managers and individual journalists all have some responsibility for the embeddedness of South African journalists. Given the focus on profits, it is suggested that the way forward would be for journalists to start speaking out and applying their specific ethical codes.  相似文献

When the European Union (EU) launched its first military naval mission, EU NAVFOR Somalia, Atalanta, the states who are members of both the EU and the North Atlantic Treaty Organization (NATO) made a political choice: to prioritize the EU over NATO in their multilateral military efforts to fight piracy and its consequences. Thereby, Atalanta challenges the conventional assumption that EU security cooperation will remain limited. It also challenges the widely held belief that the European states will chose to act through NATO if dealing multilaterally with international security issues. How can we explain this decision? This analysis suggests that it can be explained in two phases where different mechanisms were at work. In the first phase, which can be accounted for from a neo-realist perspective, France, who held the Presidency, used particular favorable geopolitical conditions to put an autonomous EU operation on the agenda. However, agreement on the EU option cannot be explained as a result of strategic bargaining. Instead, in a second phase and in line with an alternative hypothesis building on the theory of communicative action, the EU member states came to support the French suggestion due to legitimacy considerations regarding the legal framework of the two operations.  相似文献

This paper examines the extent to which the European Union (EU) could be a normative power with the ability to define what passes for normal in a globalized world in its North Korean policy. In contrast with a rationalist view that limits the possibility of engagement and underestimates the implications of the EU’s role in promoting North Korea’s human rights conditions, constructivist-inspired approaches provide an alternative explanation by arguing that the pursuit of value-oriented policies is constitutive of actors’ perceived normative identities. To this end, this paper investigates how humanitarian aid, institutionalized dialogues and multilateral approach are employed to endorse the EU’s position as a normative power. In so doing, it also argues how and to what extent these normative operations are affected by its virtue, deontological and consequentialist ethics.  相似文献

The purpose of this paper is to analyze Austria's role in the early days of European integration. This includes the attempt to find a European solution to the South Tyrol problem and the first steps towards the economy's Western orientation, that is, Austria's participation in the Marshall Plan, its OEEC and EPU memberships as well as its relationship with the Council of Europe and the ECSC. International relations determined Austria's room for manoeuvre in its efforts to obtain independence. This excluded EEC membership. The Ballhausplatz was thus striving for a European Free Trade Area. The role of the political parties are also covered in this paper. A further objective is to examine Austria's integration policy and the contrasts between the situation in Austria and West Germany. The paper points out how this small European state tried to avoid its exclusion from the European integration process and how it applied various methods to approach and cooperate with European institutions.  相似文献

The European Union (EU) is one of the most important markets for developing countries, and trade policy has long been one of its most important instruments for promoting development. There is, however, a paradox at the heart of the relationship between the EU's trade policy and development. On the one hand the EU's trade as development policy has undergone a paradigm shift, the objective shifting from supporting the former colonies of the EU's member states to addressing poverty and with a greater emphasis on reciprocal liberalization. On the other hand, the EU's conventional trade policy initiatives—particularly its market access objectives in the Doha Round and in commercially motivated bilateral trade agreements—have adverse consequences for developing countries, as does its tendency to adopt stringent product regulations. We argue that this paradox is explained by differences in how much traction the emphasis on the development implications of trade has had in the EU's various trade policy subsystems.  相似文献

This article analyses the background, content and implications of the EU proposal for ‘Special Privileged Partnership’ status to be granted to Israel and the future state of Palestine in the event of a successful conclusion to the peace process. It employs a sociological institutionalist perspective to assess the diplomatic manoeuvring in the broader context of EU–Israel relations. The analysis offers an identification and categorization of the constitutive components of the EU–Israel relationship into formal and social elements. It argues that differences in threat perception, Israel’s highly securitized ethos and different interpretations of the security versus legality equation are social, constitutive elements of the relationship that cannot be efficiently changed by a mere upgrade of the formal institutional setting, even if the economic incentives to do so were attractive. In other words, the sources of tension between the EU and Israel observed in recent decades are not likely to be overcome by a discursive or institutional upgrade around the concept of partnership.  相似文献

The EU–China energy relationship had long been characterized by the “donor–recipient” paradigm, whereby the EU provided official development assistance to China. The EU’s assistance of China’s energy sector had been driven by normative, political, and commercial considerations. Today, the normative and political momentum in their energy relationship has been undermined, while energy investment and trade remain a difficult issue. Although the EU has been endeavoring to shape an overall “reciprocal” relationship with China, and stressing energy market access and reciprocity, China is not rushing into anything. The EU and China need to make greater efforts to find impetus for their energy cooperation, for which the involvement of business and industry actors is key. Until this is done, their energy partnership would likely remain a commitment to be fulfilled.

In November 2010, the G20 Summit was held in Seoul. The G20 has increasingly replaced the G8 as being the premier forum for international economic cooperation, but in November 2010, it was the first time that a summit was held in country that was not a G8 member. It was by the Korean government seen as evidence of the country finally having achieved the goal of becoming an advanced nation playing, while still constrained by the division of the peninsula, a global role in line with its economic standing. The article argues that this has been a constant theme in Korea’s foreign policy since it was originally formulated in 1994 as part of the country’s globalization policy. This addition of an intentional dimension, to the objective capabilities created during the previous decades, has increasingly resulted in the type of behavior associated with middle power status.  相似文献

This article examines the rise of resilience discourses in EU foreign policy. The European Union Global Strategy (EUGS) refers to building state and societal resilience in its neighbourhood as one of the key strategic priorities of the EU. This article argues that the discourse of resilience that permeates the EUGS chimes well with a pragmatist turn in social sciences and global governance. The EUGS introduces resilience-building alongside an emphasis on flexibility, tailor-made approaches and the need for local ownership, capacity-building and comprehensiveness. More importantly, the new EUGS proposes “principled pragmatism” as a new operating principle in its foreign policy. While this might suggest a more pragmatic EU foreign policy, a closer examination of the EUGS discourse reveals significant tensions between a pragmatic and a principled foreign policy, which undermine the added value of resilience-building as a new foreign policy paradigm.  相似文献

Any consideration of classifying the relationship between the European Union (EU) and Australia as a strategic partnership would not have entered the lexicon of either partner in past decades. This article traces the development and maturing of this relationship from decades of tension and recrimination to mutual understanding and engagement on issues of common interest. It illustrates that although the relationship cannot be regarded as a strategic partnership, there is evidence of increasing common ground as the two interlocutors are no longer worlds apart. There is less perception of the tyranny of distance and the burden of memory. The relationship may not be a strategic partnership, but it is a partnership that has elements that are comprehensive, reciprocal, empathetic, long-term oriented, regional and global.  相似文献

Asia is Europe’s largest trading partner and EU-Asia trade relations have undergone a rapid change since the global financial crisis. On a global scale, the new multilateral trade agreements such as the now stalled Trans-Pacific Partnership (TPP) involving European Unions’ (EU) major trading partners such as Japan, Singapore and Vietnam also have the potential to change the trade equations. In this paper, we evaluate the new EU trade policy which has been designed to ensure that the EU benefits from the changing global trade scenario and also look at the steps which have been taken by the EU to promote trade relations with its major trading partners in Asia in the predicted ‘Asian century’. We look into the Free Trade Agreements, which are being negotiated with its Asian partners and seek to understand the reasons which have resulted in delays in their signing and negotiations. We evaluate new policies pushed forward by its Asian partners such as the One Belt One Road policy by China and Japan’s policy of securing a large number of trading agreements in the America. Moving ahead, we also shed light on the indirect factors that may influence the success of EU trade negotiations in Asia such as the EU policy on granting China market economy status and the commencement of the ‘Brexit’ process. Lastly, we try to present a list of immediate priorities for EU in Asia, which will ensure that it secures a toehold in trade with the region. All in all, it is shown that the EU has not one and the same approach for all Asian countries but it negotiates flexibly and individually country by country. Because of this “country by country approach” the EU is also not ready to enter into general EU-ASEAN trade negotiations again.  相似文献

In the 1990s, fair trade, as practised by alternative trading organisations (ATOs), has evolved from a solidarity to a partnership model. This paper explores the nature of fair trade partnership using a case study of Cafedirect and one of its suppliers, the KNCU in Tanzania. For ATOs, fair trade is articulated in terms of a partnership with both producers and consumers. Partnership in this paper is conceived in terms of a fusion of the market and ethics in the links in the supply chain from the producer and consumer, the core partnership being that between the ATO and the producer organisation. The case study is used to highlight the elements of the partnership that are necessary for a fair trade relationship to 'work', emphasising the importance of participation by the producer partner.  相似文献
