China and Pakistan have initiated a mega project with the name of China–Pakistan Economic Corridor (CPEC). This study examines how local residence support of CPEC is shaped in Pakistan. This study employs a social exchange theory to explain how perceived impacts affect an individual's level of support for CPEC development. Findings reveal that social exchange theory fits the data well by confirming that the more residents perceive impacts positively, the more they are likely to support CPEC. Data were collected online using the Google platform from 280 citizens, residing in all provinces of Pakistan. Findings of this study validate most of the hypothesis. Positive impact shows significant effect on personal benefit and support for CPEC development. Similarly, personal benefit also shows significant effect on support for CPEC development. However, negative impact shows insignificant effect on personal benefit and support for CPEC development. Findings of this study will guide the government officials and policymakers of CPEC about the perception of local people residence, both positive and negative impact. Policymakers can use the findings of this study to gain local citizen's support for the CPEC development projects and designs policies accordingly for the future projects.  相似文献

This research explores a very important issue arising from the initiation of China–Pakistan Economic Corridor (CPEC) in Pakistan, as the major impact seems to be focused towards small businesses and how they will cope in this competitive market once Chinese businesses enter in the country. According to scholars and officials, CPEC will generate several business opportunities for the local Pakistani community. However, studies related to the CPEC project are limited and only focused on the development of the CPEC project in various aspects alone. The existing study examined the local entrepreneur's attitude and intention in the context of CPEC using a sample of 255 survey questionnaires. Structural equation modeling was used to test the proposed hypotheses. Data were gathered from the existing business community in Karachi, Pakistan. The results validated most of the hypotheses showing positive attitude towards entrepreneurs and intention towards CPEC development project. Specifically, local transportation and accessibility of cities show a significant relationship with a positive attitude. Similarly, the attitude of entrepreneurs also shows a positive relationship with entrepreneur's intention towards CPEC development projects. Findings have important theoretical and practical implications for policymakers of CPEC in creating an overall entrepreneurial ecosystem.  相似文献

China–Pakistan Economic Corridor (CPEC) is a megaproject, which directly and indirectly benefits the local community of two countries, namely, Peoples' Republic of China and Pakistan. The purpose of current research is to investigate the impact of CPEC development on the quality of life of local residents in China and Pakistan. We intend to investigate the perceptions of local community related to CPEC development, as policymakers of both countries argue the CPEC to be equally beneficial for the people of China and Pakistan. To test the proposed hypotheses, we collected primary data through a research survey conducted in Pakistan and China. In total, 410 Chinese respondents and 480 Pakistani respondents were included in the study. Most of the hypotheses were supported in both studies showing the positive attitude of the people of both communities towards CPEC project. Specifically, the perceived impact of CPEC has shown a significant effect on employment and quality of life in both samples. This research provides important suggestions and recommendations.  相似文献

Despite the continuous risk posed by transnational militancy to Chinese interests in Pakistan, China and Pakistan have improved their cooperation on matters of security and economy in recent years. While transnational militancy in a state dyad is known to increase the potential for conflict, it may also spur interstate cooperation on counter-militancy operations under certain conditions. This article examines the sources of the increase in Sino-Pakistani cooperation in fighting transnational militancy. Pakistan was in the early 2000s the country where the Chinese experienced most militant attacks resulting in the cancellation of Chinese projects in Pakistan despite the dyad’s professed all-weather friendship. More than a decade later, the Chinese are back with a prospected $62 billion in investments in the China–Pakistan economic corridor (CPEC). This overarching incentive has altered the challenge of transnational militancy to their mutual relations from a mostly negative, to a more constructive one requiring costly cooperation. In a quest to secure a continuing relationship in a hazardous landscape, the state dyad is attempting to roll out a concerted security strategy involving the army, navy, paramilitary forces and private security companies. A mix of domestic policies of both states, their foreign policies and the nature of threat posed by the militants facilitates this cooperation.  相似文献

Seventeen goals presented by the United Nation General Assembly provide an evidence‐based framework of planning and programming for sustainable development goals (SDGs) until 2030. There is a growing catalog of related reviews, recommendations, advice, and publications, whereas the professional community is undoubtedly emphasizing the need to adopt evidence‐based methodologies for the implementation of SDGs. In particular, emerging economies face a big challenge to implement SDGs practices efficiently. Some countries have focused on the business sector for this mission, whereas others invest in a variety of projects to gain SDGs. However, it is still not yet realized how small and medium‐sized enterprises (SMEs) contribute to SDGs. This research examines the influence of SMEs' access to domestic and international finances on SDGs (community and environmental practices). Data were collected from 310 Pakistani SMEs through a structured questionnaire. The findings revealed from structural equation modeling indicate that access to both domestic and international finances significantly contributes to community practices. However, access to international finance significantly helps in community practices but does not substantially facilitate environmental practices. This research recommends policymakers and practitioners to encourage domestic and international financial institutions and capitalists to invest in industrial sectors, which in turn can configure SDGs. As the number of smartphone users have increased worldwide, research on the usage of the smartphone has received scholarly attention. However, different results were found in previous studies in different contexts. The main research question is whether adopting smartphones by students improve learning or generates interference. The purpose of this study is to examine the usage of smartphone among university students in Pakistan. Using a survey approach, data were collected from different universities/colleges of Karachi, Sindh, Pakistan. total, 585 entries was analyzed using SPSS 21.0 and AMOS 21.0 software. Results of analysis, validated most of the hypothesis showing the intention of Pakistani students towards smartphone usage for academic purpose. In addition, findings confirm that students' self‐efficacy related to a smartphone works as a moderating role of intention to use a smartphone for learning and actual usage of the smartphone. The current study has several implications in terms of smartphone usage and student academic performance. Limitations and implications of the study are also discussed in the last section.  相似文献

This article develops a conceptual framework for studying democratic accountability in decentralised governance, and discusses critical issues about democratic accountability from a citizen's perspective. First, the concept is discussed and adapted to make it useful for studying democratic accountability in different governance structures. Second, the article scrutinises conditions for democratic accountability in decentralised governance based on three models. Third, democratic accountability is discussed with reference to a case study of public reviewers operating in four municipalities in Sweden. The study indicates that municipal auditors and the local media have the greatest impact on municipal policy. On the whole, auditors improve local governments’ internal control and systems for steering and monitoring municipal policy, whereas the media sometimes alter the policy agenda without changing the policy. Auditors maintain and support an elitist democratic orientation of democratic accountability, and the media maintain this democratic orientation and in addition promote democratic dialogue. Viewed from a citizen's perspective, the traditional accountability system does not work satisfactorily. State inspectors and municipal auditors – two important public reviewers in the current system – could improve their work to make it more useful to citizens’ democratic control. Another way discussed to develop democratic accountability is to promote participatory policy and concrete means of accountability (e.g. on‐site visits, conducted tours and different forms of democratic dialogue). The formal way to improve democratic accountability implies more transparency, monitoring and control, which may also lead to distrust and scapegoat thinking (i.e. a surveillance society), whereas concrete modes of accountability, more associated with participatory and deliberative democracy, imply mutual responsibility and trust building. Strengthening participatory policy, active citizens, collective responsibility and democratic dialogue could be an alternative to the emerging audit society.  相似文献

Political scientists and economists argue that citizens decide whether or not to comply by weighing the benefits of compliance against possible costs from an instrumental perspective, while legal scholars focus on the procedures by which policy outcomes are generated from a procedural perspective, and sociologists emphasize people’s motives to reciprocate with other community members from a collective perspective. However, we still don’t know how these three perspectives can predict citizens’ noncompliance. Concentrating on the experience from mainland China, this work aims to develop a general noncompliance theory by integrating these approaches to explore why households are noncompliant with policies for resettlement compensation provided by local authorities in city regeneration projects. Based on a survey from a minority community in Xi’an and follow-up interviews, households with larger-sized houses, lower trust in local authority, and higher reliance on other community members are found to be more noncompliant with the compensation, which suggests that these three perspectives work together to predict citizens’ noncompliance. Implications for public accountability research in China are also discussed.  相似文献

This article introduces a new explanation for why citizens may fail to vote based on government performance. We argue that when politicians have limited capacity to control bureaucrats, citizens will not know whether government performance is a good signal of the incumbent's quality. We develop a selection model of elections in which policy is jointly determined by a politician and a bureaucrat. When politicians have incomplete power over policy, elections perform worse at separating good and bad types of incumbents. We test the theory's predictions using survey experiments conducted with nearly 9,000 citizens and local officials in Uganda. We find that citizens and officials allocate more responsibility to politicians when they are perceived as having more power relative to bureaucrats. The allocation of responsibility has electoral consequences: When respondents believe that bureaucrats are responsible for performance, they are less likely to expect that government performance will affect incumbent vote share.  相似文献

Policy debates on strategies to end extremist violence frequently cite poverty as a root cause of support for the perpetrating groups. There is little evidence to support this contention, particularly in the Pakistani case. Pakistan's urban poor are more exposed to the negative externalities of militant violence and may in fact be less supportive of the groups. To test these hypotheses we conducted a 6,000‐person, nationally representative survey of Pakistanis that measured affect toward four militant organizations. By applying a novel measurement strategy, we mitigate the item nonresponse and social desirability biases that plagued previous studies due to the sensitive nature of militancy. Contrary to expectations, poor Pakistanis dislike militants more than middle‐class citizens. This dislike is strongest among the urban poor, particularly those in violent districts, suggesting that exposure to terrorist attacks reduces support for militants. Long‐standing arguments tying support for violent organizations to income may require substantial revision.  相似文献

The global infrastructure sector is thriving. But community opposition to major projects is also rising. Australian examples demonstrate the policy backflips, reputational pitfalls, and financial costs of project delays and cancellations. Failures to engage communities are surprising, given the widespread adoption of community engagement (CE) principles and the increasing professionalization of CE roles. If acceptance of the need for CE in infrastructure is more widespread than ever, why are we not seeing smoother project delivery, reduced protest, and cost savings? This paradox is the driving force behind the Next Generation Engagement project. This article offers a practitioners’ perspective to introduce the project and present key findings from its 12‐month pilot study aiming to establish a transdisciplinary, industry‐led research agenda for CE in Australia's infrastructure sector. The article contributes to our understanding of CE literature and research codesign. It maps out the top five priority themes for future research to support infrastructure selection, planning and delivery. The research agenda provides guidance for policy, and practice, offering consolidated, research‐based insights for policymakers and practitioners.  相似文献

Local policy innovation is considered one of the major drives for China’s rapid economic development, especially during the first 35 years of reform in China. Given the new central policies and constant anti-corruption campaigns under the Xi administration, this article examines a timely question of why and how local officials continue to develop new innovative policies and projects. Based on previous theoretical building, the article analyzes such key institutional factors as new rules of game and their impact on local officials’ competition for survival and career advancement. Selecting cases across all the districts from a typical city in China, this article compares and identifies the changing patterns in local policy innovation. Policy innovations are administrative choices made by local officials in response to new and changing institutional opportunities and constraints. The discussion in this article makes significant contributions both theoretically and empirically to the China studies.

This article examines how Great Britain helped create Pakistan’s Inter-Services Intelligence Directorate (ISI) with two goals: (1) establishing a Pakistani branch of a Commonwealth intelligence network; (2) ensuring information security within that network. Ultimately, this endeavor failed because of perceived deficiencies in Pakistan’s security institutions and Britain’s inability to address Pakistan’s security needs. By the mid-1950s ISI forged close ties with the United States which offered more and with fewer political strings attached. This article offers new insights on intelligence alliance formation during the cold war. It also provides a useful case study in the weaknesses of multilateral intelligence coalitions.  相似文献

We introduce experimental research design to the study of policy diffusion in order to better understand how political ideology affects policymakers’ willingness to learn from one another's experiences. Our two experiments–embedded in national surveys of U.S. municipal officials–expose local policymakers to vignettes describing the zoning and home foreclosure policies of other cities, offering opportunities to learn more. We find that: (1) policymakers who are ideologically predisposed against the described policy are relatively unwilling to learn from others, but (2) such ideological biases can be overcome with an emphasis on the policy's success or on its adoption by co‐partisans in other communities. We also find a similar partisan‐based bias among traditional ideological supporters, who are less willing to learn from those in the opposing party. The experimental approach offered here provides numerous new opportunities for scholars of policy diffusion.  相似文献

Policy narratives play an important role in the policy process. Often policy narratives originate from advocacy coalitions seeking increased support from the public for their policy stance. Although most Narrative Policy Framework studies have focused on national policy issues, this study examines a state and local economic development project by exploring the policy narratives from competing coalitions in favor and opposed to the project. Specifically, in the Portland–Vancouver area of Oregon and Washington, local policy discussions have been dominated by a proposal for a new mega bridge on Interstate‐5 connecting the two cities across the Columbia River. A new government agency (CRC—Columbia River Crossing) was formed for the implementation of this project. Upon approval of a proposal, CRC experienced heavy backlash from citizens, local businesses, community leaders, and other stakeholders leading to the formation of two competing coalitions in opposition and support of the bridge. This study, using content analysis of 370 public documents, finds that competing coalitions utilize policy narratives in strategic ways to characterize the opposing coalition, themselves, and other actors in the policy subsystem. This study also suggests that the strength and cohesion of a coalition's narrative contributes to its policy success and the winning/losing status of a coalition potentially determines the types of strategies they will use. Last, this study introduces and tests a new narrative strategy called the impotent shift testing a coalition's strategic use of the victim character.  相似文献

This article focuses on South Asia's role in China's Maritime Silk Road (MSR) initiative. Given the saliency of this MSR enterprise as part of ChinesePresident Xi Jinping’s “One-Belt-One-Road” strategy, how this ambitious scheme impacts China’s relations with South Asian states along the MSR’s route, i.e. India, Pakistan, Sri Lanka, Maldives and Bangladesh, merits investigation. The fate of the MSR will be determined by China’s relations with these states, since South Asia is in the middle of major sea-lanes between East/Southeast Asia and Middle East/Europe. The study examines the intentions and executions of China’s MSR projects in South Asia, evaluates the political and economic calculations of participating in the MSR for regional states, and identifies actions taken by them that can decide the initiative’s success. Politically, reactions of South Asian states to the MSR are explained as: fear of expanding Chinese influence in the Indian Ocean for India; and attempts by which Pakistan, Sri Lanka, Maldives and Bangladesh use China to counteract possible domination by India. Economically, two MSR pathways for South Asian states are analyzed: increases in Chinese infrastructure investments; and expansion in South Asia-China trade; both of which are reducible by loans owed to China, or “strings”/conditions attached.  相似文献

The objective of this paper is to examine how corporate social responsibility (CSR) practices of foreign multinational enterprises in China contribute to China's national priorities, by discussing the relationships between CSR and the building of a ‘harmonious society’ in China. This paper is based on personal reflections, extensive literature review, and 8 years of experiential field work in China by the author. Many CSR programs are found to superficially complement China's harmonious society policy. Only four exemplars out of 20 multinational enterprises surveyed are committed to fostering green growth, improving livelihood, developing outwardly into the west, and promoting a general integration of Chinese business into global markets through social innovations and collaborative projects. The paper posits that it is possible to use CSR as a change agent in China when enlightened public concerns are brought back to business operations through the involvement of non-government organizations, local government, and local citizens and a greater degree of transparency of information. The modern conception of citizenship contains often unacknowledged key background assumptions – about the role of rights in citizenship, about the citizen modelled on a liberal autonomous and rational individual, and about the equality of citizens within a democratic state. Spinoza's political works give us a useful perspective on the historicity of these assumptions. Whereas the modern conception is abstract, universalist, and depoliticised, Spinoza's sense of the citizen's belonging is adamantly specific, particularist, and political, and offers a way forward for rethinking citizenship. The key concepts of freedom and republicanism are analysed, and a political reading is developed of Spinoza's view of citizenship in terms of a way of conducting politics.  相似文献

After 25 years of the adoption of the United Nations Convention on the Rights of the Child, millions of children still have their fundamental rights violated every day. It is argued in this article that the realization of the rights of these children is heavily influenced by the socioeconomic context of their countries. Taking Pakistan's child protection policy as a case, the argument is built on primary data collected from in-depth interviews with policymakers. Data analysis revealed that the Pakistani policymakers do consider socioeconomic factors, such as poverty, as a causative factor for various child protection issues, and believe that an increased level of socioeconomic development would improve protection and well-being of all children in that country. However, they lacked an appreciation of the interdependent relationship between children's broader socioeconomic environment and their right to protection in terms of policy responses to various child protection issues.  相似文献

Rapid development of smartphone technologies in Asian countries has increased the demand of mobile banking in financial services and mobile commerce. Current research is conducted for mobile banking adoption in China and Pakistan. The social influence was added with technology acceptance model to investigate the direct effect on individuals' intention. Moderating role of cultural values was explored in the proposed model. Empirical study was performed for the data received from both countries to examine the developed model. Multiple and hierarchical regression analyses (IBM SPSS software) were carried out to test the proposed hypotheses. We have observed that perceived usefulness, social influence, and perceived ease of use are significant predictors of individuals' intentions to adopt m‐banking in Pakistan, whereas the perceived usefulness is an important predictor in China. The moderating role of cultural values was observed as dampening factor in positive relationship between social influence and individuals' intentions.  相似文献
