What Do We Talk About Now? Reflecting on Publications in AJPA 1970–2015

This article reflects on 45 years of articles published in the Australian Journal of Public Administration (AJPA), providing commentary not only on the journal's status and future but also the state of public administration in Australia. The analysis builds on a first study conducted in 1997, continuing the themes of institutional affiliation, subject matter and research methodology as key categories for AJPA article analysis. The context for the analysis is the advent of the journal's new editorial team. The article concludes that several opportunities present themselves for AJPA's future including performing a strategic stocktake of the discipline and debating its merits as well as marking out what might make for a peculiarly Australian form of public administration (if any) in the contemporary era.     

Assessing JPAM after 20 Years

JPAM aims to be the principal research journal for public policy scholars. A citation analysis of JPAM and competitor journals for the period 1986–1995 shows that JPAM's most frequently cited articles are cited more often than those of other broad policy journals, about as often as those in journals on specific policy areas, except for health policy, and less often than principally methodological journals. JPAM does meet its goal of serving as an outlet primarily for public policy scholars and it covers a wide range of policy topics. A survey of subscribers shows correspondingly broad interests and that members rated the journal among their most valued. However, few articles are frequently cited, very few of the citations appear in major journals, and the range of disciplines represented is narrow. Some suggestions are offered for strengthening the journal. © 2002 by the Association for Public Policy Analysis and Management.     

The Journal of Intervention and Statebuilding Ten Years on: Critical Reflections and Stimulating Ideas on an Evolving Scholarship

ABSTRACT

The Journal of Intervention and Statebuilding celebrates its tenth anniversary this year. This special volume opens up with a selection of nine of the most influential articles published in the journal. JISB's editorial team has asked the authors for their reflections on their original articles, telling us more about the writing process at that time, what they would do differently (with hindsight), or how they see their articles contributing to current debates on intervention and statebuilding. We have selected one article per volume, and we have ordered the contribution starting from volume 1 (2007) to volume 9 (2015). The articles will be made open access for the year, and we highly recommend (re-)reading the original articles along with the comments from the authors.     

Examining the Evolution of the Field of Public Administration through a Bibliometric Analysis of Public Administration Review

In 2015, Public Administration Review celebrated its 75th year of publication. For this milestone, the PAR Editorial Board selected the 75 most influential articles in the history of the journal and invited scholars to “revisit a selection of these articles” in order “to take stock of what these articles meant for the field.” Bibliometrics offers a complementary view of the history of a discipline and the evolution of its research and practice agendas through an analysis of its published literature. This article examines the changes over time in PAR from 1940 through 2013 in authorship: contributions, impact, gender composition, institutional and national affiliation, profession as scholar or practitioner, collaboration networks, and the status of the 75 influential articles. Through an extensive quantitative analysis of scholarly production, this article demonstrates PAR’s centrality to the discipline of public administration and its bridging role between public administration and political science.     

American Politics Today: An Interview with Frances Fox Piven

Readers of New Political Science know Frances Fox Piven as the author or co-author of a series of path-breaking articles and books on the development of American social policies, political mobilization and voter turnout, and the attack on the welfare state. She is also a supporter of long standing of this journal and its sponsor, the Caucus for a New Political Science. In the last year Piven has come under attack by FOX News host Glenn Beck and other right-wing activists for ideas she developed in the 1960s with the late Richard Cloward. Beck and others have been keen to link Piven and Cloward's analysis in far-fetched ways to the economic policies of the Obama administration. In this interview Piven interprets the meaning of the right-wing attacks and discusses the state of contemporary American politics more broadly. She comments on the Obama administration's major policies and the prospects for political mobilization and offers advice for progressive scholars in the early stages of their careers.     

Constructions of the opposition to ‘structural adjustment reforms’ in the German mass-media

This article analyses Germany’s Der Spiegel weekly journal, and its discursive constructions of the oppositional voices against the so-called structural reforms imposed on Greece in the context of the Eurozone crisis. The analysis is focused on relevant articles published by Der Spiegel between late 2009 and early 2015, during important, crisis-related socio-political events. Drawing on discourse theory and critical discourse analysis, the article concludes that Der Spiegel (along with other mainstream media in Germany and elsewhere) publicly legitimizes the elites’ hegemonic crisis-narratives and -policies, while discrediting oppositional voices. The study further foregrounds the ways Der Spiegel and other German mainstream-media reproduce a nationalistic ‘victimization’ of Germany, which advances Germany’s own national branding-strategy of positive self-representation in the EU and in the world.     

Further reflections on the ontology of money: responses to Lapavitsas and Dodd

Abstract

The debate on the nature of money, its origins and conditions of existence has been recently taken further in separate articles in Economy and Society by Lapavitsas and Dodd. Both criticize Ingham's elaboration of Keynes's contention that the money of account is the primary concept in a theory of money. Lapavitisas reiterates and extends his Marxist analysis of money's origins as a universal equivalent in commodity exchange. This fails to explain the existence of a money of account, without which genuinely market exchange cannot take place. Dodd's claim to furnish a much-needed analytical refinement in the analysis of money, used to criticize Ingham's position, is shown to be based on a re-statement of an established and widely accepted distinction in monetary theory.

Trajectories of European Politics: An Introduction

This article introduces a specially commissioned issue of West European Politics marking the journal's 30th anniversary. It highlights profound changes in the European political landscape over the last three decades, including the fall of Communism; progressive European integration; territorial restructuring; public sector reforms at European, national, regional and local levels; changes in democratic participation, protest, elections, political communication, political parties and party competition; and challenges to the welfare state. The special issue also discusses how political science has responded to these changes in terms of its substantive focus, concepts, methods and theories. Many of the 17 contributions included in the special issue identify important challenges for the future, including those challenges stemming from EU integration, the reduced electoral accountability of politicians, the problematic legitimation of party government and the sharpening of the edges of the state.     

ASEAN and regional governance after the Cold War: from regional order to regional community?

Abstract

This paper first reviews and critiques the dominant realist and constructivist accounts of ASEAN, which have enjoyed much prominence in The Pacific Review since the journal's founding in 1988. ASEAN behaviour and outcomes cannot be fitted into neat theoretical categories that emphasize either material or ideational variables in explanation. Instead, ASEAN displays complexities in behaviour that are the product of the contingent interaction between the material (power, territory, wealth) and the ideational (norms, ideas, identity) as member states actively seek to manage domestic order as well as regional order within and beyond ASEAN. In all of this, state interests and identities remain paramount, which means that the long-standing ASEAN norms of sovereignty/non-interference remain central to regional governance. Under these conditions, and despite the Charter's newly articulated political norms of democratization, human rights, and the rule of law, the prospects seem doubtful for building a people-centred ASEAN Community in which regional governance displays inclusiveness, seeking to address the interests and needs of the region's ordinary people as opposed to what its elites deem appropriate. The final portion of the paper explores what a critical approach to studying ASEAN might reveal. In particular, the paper attempts to identify whether there may be any political spaces opening up within existing structures and practices from which progressive change could emerge, even if slowly, particularly in the area of human rights and social justice, key elements in building an inclusive, ASEAN Community.

The theme of poverty eradication is now again at the top of the development policy agenda. In November 2000 the UK Department for International Development (DfID) published an important White Paper on International Development with the title Eliminating world poverty: a challenge for the 21st century. The World Bank World Development Report for 2000/2001 also takes poverty as its theme with the title Attacking poverty. It is interesting to note that the World Bank has bracketed the decade of the 1990s with the 1990 World Development Report simply entitled Poverty. After many conflicting theories of economic development, the basic problem of poverty in developing countries is now being addressed in a much more holistic way, as is exemplified in the following articles. It should be noted that two of these act as introductory articles to a special issue of a journal on this topic. The article by Lustig and Stern introduces the December 2000 issue of Finance and Development whose overall title is ‘How we can help the poor’ and the article by Baulch and Hoddinott introduces the August 2000 issue of the Journal of Development Studies entitled ‘Economic mobility and poverty dynamics in developing countries’. Ubuntu diplomacy: Broadening soft power in an African context

Ubuntu is an African philosophical worldview that has increasingly gained prominence since South Africa's democratic transition in 1994. It places emphasis on the world's common humanity and its consequent interdependence. Through content analysis, the article examines the soft power that is inherent in South Africa's foreign policy, as codified in the 2011 White Paper on South African Foreign Policy–Building a Better World: Diplomacy of Ubuntu. In its findings, the article established a distinction between Joseph Nye's original conceptualization of soft power, formulated from a United States realist foreign policy perspective, and the one inherent in South Africa's humanist foreign policy guided by the philosophy of Ubuntu. This distinction is premised on the geopolitical disparities between the two nations. The article further examines South Africa's wielding of soft power within the African continent, the first audience of the country's diplomacy of Ubuntu.     

Best Practices in Civic Education: Lessons from the Journal of Political Science Education

The Journal of Political Science Education (JPSE) provides over a decade of research on political science pedagogy, featuring empirical research documenting best practices in the field. This article provides an overview of JPSE-published research on the topics of civic education and engagement. It summarizes the number and scope of articles on this topic and highlights key findings from the journal’s first 12 years. This comprehensive overview of past research is designed to facilitate high quality future research. A detailed exploration of past research provides a useful “jump start” for teacher-scholars eager to advance the scholarship and pedagogy of engagement.     

Gordon Tullock: His journal and his scholarship

The results presented here suggest that Public Choice is broadly cited by economists and political scientists. The journal currently ranks, approximately, in the middle of the pack with respect to various citation measures. Also, since the late seventies, the journal's ranking has improved significantly relative to both social science journals and to comparable economics journals. Some of the papers published in Public Choice are well cited and several made a significant impact on the thinking of scholars in both economics and political science. Either through his work as editor or through his articles, the thought of Gordon Tullock is well represented in the elite group of articles published in Public Choice.The analysis of citations in Section 4 shows that Tullock's ideas and writing have had considerable impact on the thinking of economists. His contributions are substantial, often multi-disciplinary, and certain to be enduring.     

International Co‐Authorship and Research Team Performance in Colombia

This article examines the ways in which International Scientific Collaboration, as observed by the co‐authorship of journal articles written by local scientists and partners located overseas, affects the ability of research teams to produce bibliographic outputs and to contribute to local knowledge. A sample of 672 teams was randomly selected for the analyses. In addition, 20 interviews with experts and team members were administered to discuss models and results. Results show that co‐authoring with partners located overseas increases team output by nearly 40% and by between three and five bibliographic products. It also shows that a team's odds of involving Colombia in its research process are 2.2 times larger for those co‐authoring with a partner located overseas than for those that do not. Theoretical and policy implications are discussed.     

Cultural difference in the national state: from trouser-selling Jews to unbridled multiculturalism

ABSTRACT

Stoetzler explores a series of newspaper and journal articles published in Germany in 1879–81 that are part of what later came to be called the ‘Berlin Antisemitism Dispute’. In these articles, anti-Jewish remarks by the historian and right-wing liberal politician Heinrich von Treitschke were responded to by leading political and academic figures, including Theodor Mommsen, Moritz Lazarus and Ludwig Bamberger. Treitschke's texts have been seen as crucial to the development of modern antisemitism in Germany, but the debate that they provoked also points to some of the conceptual weaknesses of the liberal critique of antisemitism. Stoetzler suggests that both Treitschke's support for antisemitism and the ambivalence evident in the views of his opponents are rooted in the contradiction between inclusionary and exclusionary tendencies inherent in the nation-state. To the extent that liberal society constitutes itself in the form of a national state, it cannot but strive to guarantee, or produce, some degree of homogeneity or conformity in the form of a national culture that, in turn, cannot be separated from issues of morality and religion. Stoetzler argues that a discussion of the Berlin Antisemitism Dispute in its specific context of German nineteenth-century liberalism, if interpreted in the more general framework of modern liberal society, can contribute to current debates on nationalism, patriotism, ethnic minorities, immigration and ‘multicultural society’.     

Legacy of the Housing Act of 1949: The Past,Present, and Future of Federal Housing and Urban Policy

Abstract

This article summarizes a special issue of Housing Policy Debate, which commemorates the 50th anniversary of the Housing Act of 1949. The act is best remembered for its declaration that every American deserves a “decent home and a suitable living environment.” The articles in this collection offer varying perspectives on how this act helped shape the postwar metropolis. The authors—urban planners, historians, and public officials—each consider a different part of the legacy.

The first three articles deal primarily with the act's creation and social and political ramifications, while the next three look at how Titles I, II, and III have influenced the past 50 years of housing and urban policy. The record of the Housing Act of 1949 is mixed, and so are its lessons. There remains an ongoing struggle to find the right mix of housing support to reach the goals first expressed in this landmark legislation.     

C. Wright Mills,Power Structure Research,and the Failures of Mainstream Political Science

“Power Reconsidered” was the theme of the Annual Meeting of the American Political Science Association in 2006. In a steady stream of analytically focused and empirically rich books and articles over the last 40 years, G. William Domhoff had made a unique and challenging contribution to the study of power and politics in the United States. In this commentary, based on a presentation at an APSA panel sponsored by the New Political Science section, Domhoff criticizes the narrow and misleading ways in which the concept of power has been used by pluralist, state autonomy, and historical institutionalism approaches in political science. Drawing on the path-breaking work of C. Wright Mills and Floyd Hunter in the 1950s, Domhoff restates and develops his class and organizational interpretation of the American power structure. As a progressive and scholarly journal, New Political Science encourages authors to submit research articles that engage with the theoretical questions raised by Domhoff.     

Antisemitic Europe and the ‘Third Way’: The Ideas of Maurice Bardèche

Abstract

Maurice Bardèche is an important neo-fascist writer whose ideas derive from those of Pierre Drieu la Rochelle and Robert Brasillach. After 1945 he argued that right-wing thought had been ghettoized and even imprisoned by a post-Nuremberg liberal political establishment. In the face of a US military and cultural occupation of Western Europe and an encroaching Communist Soviet menace, Bardèche argued for a united European ‘third force’ to confront these two enemies. His dream was of a fascist-ruled Europe that would regenerate and defend the continent and the West against Communism and liberalism. Organic and idealist fascist states, without the faults of Nazi Germany and Mussolini's Italy, would implement a moral revolution, bolster economic affairs and prevent Europe being swamped by foreign goods, such as Asian electronics. He regretted Europe's membership of NATO and its being sucked into Cold War conflicts in the Middle East and in support of Israel. Europe's and fascism's enemies were blamed for all their ills, and a Jewish conspiracy was blamed for its campaign against the world whether in the guise of US financial power or through its control of Bolshevism, the latter being judged responsible for terrorism and subversion in the developing world. Bardèche was purely a warrior of the pen, and was important primarily for providing a link between fascism and neo-fascism and a training ground for new fascist writers in his journal Défense de l'Occident.
