Food insecurity represents a growing problem in the United States, with levels of household insecurity hovering around 12.5% of national population. Policy leaders and advocates have long struggled to define adequate solutions, mired in concerns about food access and affordability, as well as overlays of equity and social justice, in part because of the numerous many ways we have measured the problem and defined and evaluated solutions. Most food security programs are designed as temporary assistance and few policy leaders or advocates are well‐placed to address leverage points for durable policy change, both because they are focused on short term solutions and because they are unable to collaborate to identify leverage points within the food policy system that would enable long term solutions. This paper offers a systems thinking assessment of a recent food policy symposium, illuminating the problem and causes as perceived by those practitioners involved in addressing household food insecurity, highlighting the lack of coherence among current stakeholders and an inability to collaboratively address the problem of food insecurity. It concludes with suggestions for future research.  相似文献

This article examines interstate variation in household food security. Using hierarchical modeling, we identify several kinds of state characteristics that appear linked to household food security: the availability and accessibility of federal nutrition assistance programs, policies affecting economic wellbeing of low income families, and states' economic and social characteristics. These dimensions comprise what we refer to as the state food security infrastructure. We find that a strong food security infrastructure is particularly beneficial to families who are economically vulnerable yet have incomes above the poverty line. Almost all of the observed interstate differences in food security can be explained by crossstate differences in demographic and contextual characteristics. © 2006 by the Association for Public Policy Analysis and Management  相似文献

Research on food insecurity has investigated urban environments at the neighborhood and city level but neglected the importance of college institutions. Community colleges, which serve a larger population of low‐income, food insecure, and minority students than 4‐year institutions, have been especially neglected. In this mixed methods study, we examined how 50 low‐income minority students in an urban community college access food on campus and how the features of their college foodscape shape their food insecurity. We also investigated how students' ability to access food on campus shaped their perceptions of the college institution and their academic endeavors. Our survey findings reveal high levels of food insecurity among our participants. Students' written narratives demonstrate their desire for more appealing and affordable food on campus and reveal their distrust of the college institution. Furthermore, students connect their food insecurity to their ability to concentrate on academic tasks. Thus, the accessibility of food on campus appears to affect students' perceptions of their community college institution and has implications for their emotional and academic development. Our work suggests that both researchers and college institutions must examine the inadvertent signals that institutions send to food insecure students through their food policies.  相似文献

On July 1, 1982, the Commonwealth of Puerto Rico implemented a cash food assistance program, known as the Nutrition Assistance Program, as a replacement for the existing Food Stamp Program. The Nutrition Assistance Program differs from the former Puerto Rico Food Stamp Program in two important respects: cash replaced coupons as the form of issuance and eligibility standards and benefits were reduced to bring program costs into line with a reduced funding level. Based on household food use survey data collected before and after the introduction of the Nutrition Assistance Program, this paper examines the program's impacts on household food expenditures and diet quality. The results of the analysis indicate that the cashing out of food stamp benefits in Puerto Rico had virtually no impact on food expenditures and diet quality, while restrictions on eligibility and benefits under the Nutrition Assistance Program caused a decline in the money value of food used at home of about 2 percent and reductions in the availability of food energy and five specific nutrients ranging from 1.8 to 3.2 percent of the adult male Recommended Dietary Allowances.  相似文献

The recent report produced by Vice President Gore's committee on government efficiency highlights the importance of streamlining government operations. But often there are trade-offs between administrative streamlining and accomplishing substantive program objectives. This article examines these tradeoffs in the context of the Food Stamp Program, an important component of the United States' safety net for providing low-income assistance. We estimate impacts on both administrative costs and substantive outcomes (participant food expenditures) resulting from issuing program benefits in the form of checks rather than the usual food coupons. The findings, which are based on experimental tests of the cashout approach in parts of Alabama and California, suggest that significant cost savings can be attained through cashout but that these savings may be achieved at the cost of weakening the program's ability to achieve its substantive objective of encouraging food use.  相似文献

A major policy issue for the Social Security program is the treatment of earnings of persons who have attained retirement age. This article discusses the retirement test and recomputation of benefit provisions, and provides statistical data for 1995. In 1995, about 806,000 persons aged 65-70 had significant earnings resulting in the withholding of benefits by the retirement test. About 1,659,000 persons aged 65 or older realized an increase in their benefit amount because of their earnings.  相似文献

How has China's food safety administrative system changed since it was founded in 1949? How can we periodize the process of this historical transformation in terms of regulators, regulatees, and regulatory tools? This review article offers an analytical framework that distinguishes three regimes in the history of China's food safety governance: an old regime of command and control (1949–1977), an intermediate regime of mixed instruments (1978–1992), and a new regime of regulatory governance (1993–ongoing). In the article the regimes' features, advantages, disadvantages, and development tracks are discussed, and the groundwork is laid for an analysis of China's emerging regulatory state. Finally, a new notion of “transitional regulatory state” is used to define the current Chinese regulatory state based on its food safety regulation.  相似文献

But at this stage, government regulation of food safety in China is not perfect, vicious food safety incidents that continuously occur seriously endanger lives of people, reduce the credibility of government functions and hinder the stable development of social harmony. Despite the widespread secularisation of West European societies, research has only found mixed evidence of a decline in the influence of religion on people's electoral preferences. A relatively recent line of inquiry has adopted a ‘top-down’ approach to this problem, arguing that the impact of religion not only depends on structural social changes, but also on parties’ convergence on moral issues. Drawing upon this ‘top-down’ approach and the ‘impressionable years’ model, this article argues that parties’ political strategies aimed at (de-)mobilising social cleavages have a lasting effect on voters’ party preferences. Using nine rounds of the European Social Survey for 19 West European countries, I find the impact of religiosity on voting for the centre-right (Conservative and Christian Democratic parties) to be significantly smaller for voters who were exposed during emerging adulthood (aged 15–25) to a centre-right party that adopted similar positions on moral issues to those of its main competitors. These findings have important implications because they highlight the role of generational replacement in bringing about electoral change, even when this is prompted by parties’ strategic choices.  相似文献

Abstract

In August 1997, the capital gains law was changed to enable most sellers to move down in price without incurring a tax liability. The previous law was critiqued as detrimental to cities by promoting out‐migration to higher‐priced homes; it was asserted that the requirement that sellers buy a home equal to or greater than the value of the one they sold to defer tax liability obstructed movement down in price. This study asked whether movement down in price increased in four Ohio cities after the law was changed and whether movement out of the central cities decreased and movement in from the suburbs increased.

Statistically significant change in movement down was found in only one city. Movement up in price and outward dominated all four areas. The study produced no direct evidence of the factors that influenced seller‐buyer move decisions. The process of life‐course change—younger households moving up to larger, more expensive homes and older households moving down to smaller, less expensive properties—was probably the driving force.  相似文献
