In the United States, identity theft resulted in corporate and consumer losses of $56 billion dollars in 2005, with up to 35 percent of known identity thefts caused by corporate data breaches. Many states have responded by adopting data breach disclosure laws that require firms to notify consumers if their personal information has been lost or stolen. Although the laws are expected to reduce identity theft, their effect has yet to be empirically measured. We use panel data from the U.S. Federal Trade Commission to estimate the impact of data breach disclosure laws on identity theft from 2002 to 2009. We find that adoption of data breach disclosure laws reduce identity theft caused by data breaches, on average, by 6.1 percent. © 2011 by the Association for Public Policy Analysis and Management.  相似文献

Since the 1980s, several Israeli scholars, who have come to be known as the 'new historians', have been engaged in the reappraisal of the events surrounding the Zionist state's foundation. They have been highly critical, at the same time, of mainstream Israeli historiography. In his book, Fabricating Israeli History, Karsh launches a vigorous counter-attack against the 'new historians', focusing on shlaim's discussion of Zionist-Transjordan relations during the 1948 war and on Morris's account of the factors that precipitated the flight, in that war, of two-thirds of the Palestinian Arab population. The article reviews the main findings of the 'new history' by referece to Karsh's critique. It identifies the principal points of divergence between the 'old' and 'new' interpretations and provides an assessment of their respective claims.  相似文献

ABSTRACT

Yuval-Davis discusses three interconnected questions relating to identity. She first examines whether and in what ways the notion of identity should be theorized, on the one hand, and empirically researched, on the other, focusing on the opposing views of Stuart Hall and Robin Williams. She then examines the contested question of what is identity, positioning it in relation to notions of belonging and the politics of belonging, and in relation to several influential schools of thought, especially those that construct identity as a mode of narrative, as a mode of performativity or as a dialogical practice. Her third interrelated question concerns the boundaries of identity and the relationship between self and non-self. She explores both social psychological and psychoanalytical approaches to that question, and deals with questions such as reflexivity, identifications and forced identities. The last part of the article explores several types of relationships between self and non-self, such as: ‘me’ and ‘us’; ‘me/us’ and ‘them’; ‘me’ and other ‘others’; ‘me’ and the transversal ‘us/them’. Yuval-Davis's basic argument here is that dichotomous notions of identity and difference, when theorizing boundaries of individual and collective identities, are more misleading than explanatory.  相似文献

How to construct a national collective identity in a diversified population becomes a challenge for many nation states. Focusing on the tension between diversity, citizenship and national identity, this article adopts the lens of the pedagogical state to analyse national identity construction in Chinese political education textbooks published between 1902 and 1948. The purpose of this research was to explore the pedagogical mechanisms with which the textbook narratives accommodate the tensions of diversity in a culturally heterogeneous population and transmit a newly invented national identity (‘the Chinese nation’, Zhonghua minzu) to the masses. Two general rationales of persuasion are identified in the textbooks: narrative of origin and narrative of promise. Framing the analysis in China's citizenship project by the state, this study argues that the textbooks lead the general public into a citizenship identity contract on the grounds of the two rationales.  相似文献

The aim of this article is to interpret Tokyo's pivotal role in the Kyoto Protocol negotiations as a practice of reconstructing Japan's identity of an ‘international’ and ‘independent’ country. The text bases this argument in poststructural national identity scholarship, which believes that discursive differentiation to international forces (‘others’) plays a decisive role in formulating state's identity. For most parts of the post-war history, United States served as the most significant other for Japan's self construction. Japan narrated itself as a ‘weak’ and ‘subservient’ country dominated by the ‘dominant’ West. This narrative, however, has been significantly altered after the dissolution of the Soviet Union. Japan's identity entrepreneurs began describing Japan as an ‘independent’ or ‘normal’ country, one that proactively contributes to world affairs. Tokyo's legitimization of the Kyoto Protocol was in line with this identity reconstruction. The image of a proactive environmental leader created a symbol of Kyoto that overshadowed the opponents of the Protocol, and lead Japan to ratify it albeit the United States chose to withdraw from it. Once the ratification was over, however, the practical implementation failed to comply with Japan's symbolic commitment.  相似文献

In an era of Brexit and on-going constitutional debates in the UK, questions around devolution and national identifications currently attract scholarly attention as never before. This article focusses on national identification in two devolved regions, Wales and Northern Ireland, never before compared in this way, to explore how devolution can act in a fluid and multidirectional way to produce differing framings of national identification. Using original qualitative research, combining the tools of documentary analysis, structured interviews and focus groups, it considers these theoretical ideas through the prism of both political elites and everyday life to explore and compare the reasoning behind the politicization of key national identifications.  相似文献

Recent commentary on India–Australia relations has defined the relationship as ‘natural’ and based on ‘shared values’ and ‘shared history’. The relationship has simultaneously been considered ‘neglected’. The paradoxical juxtaposition of a natural/neglected partnership is yet to be adequately explained. We consider the historical construction of liberalism in both states as a facet of state identity to argue that, far from creating a natural relationship, differing liberal identities have served to keep these two states apart. This is illustrated through case studies of divergent opinions over the Nuclear Non-Proliferation Treaty, Russia's 2014 annexation of Crimea and the rise of China.  相似文献

Current popular opinion assumes that Muslims and South Asians in Britain develop anti-mainstream identities because they live in impoverished and segregated ghettos, participate in non-mainstream religions, and politically organise via ethnically and religiously motivated networks. This article uses survey data from the 2003 Home Office Citizenship Survey to challenge each of those points. First, it shows that Muslims and South Asians are almost as likely as whites to identify themselves as British. Second, it argues that discrimination is more important than simple socio-economic difficulties for British identification. In addition, it claims that despite living in ethnically segregated neighbourhoods and retaining ethnic and religious social and political networks, Muslims and South Asians have actively built integrated networks, have trust in mainstream political institutions, and are committed to being a part of the larger British community.  相似文献

Anti-immigration sentiment is intricately connected to an ethno-racial conception of American national identity, a connection that has deep roots in American politics and is increasingly visible in recent debates surrounding immigration. To support this claim, the article begins with an examination of the multiple traditions approach to American national identity which, in turn, frames a discussion of three recent incidents in US politics that illustrate the fusion of anti-immigrant sentiment and an ethno-racial national identity. It then illustrates how these incidents echo and recycle similar dynamics from the 1910s–1920s before examining the arguments of Horace Kallen and Randolph Bourne, both of whom defended forms of cultural pluralism as a counter-discourse to the anti-immigrant nativism, restrictionism, and 100% Americanism of the era. Their arguments are then evaluated to assess whether they remain useful in our current era. Despite some limitations, the insights of Kallen and Bourne can serve as a counter-discourse that helps bolster present-day arguments in favor of a more inclusive, pluralistic, egalitarian, and democratic vision of national identity in the US.  相似文献

Globalisation has begun to transform the processes through which citizens are differentiated and non-citizens are excluded. This article provides an in-depth qualitative interrogation of these processes of differentiation and exclusion, and argues that the transformation in these processes compels us to reconsider the conceptual dichotomy of passive/active citizens along the stayers/mobiles distinction. This transformation is most apparent in Europe, with the introduction of European Union (EU) citizenship. The article builds on Bourdieu’s cultural capital in the cosmopolitan context, existing qualitative studies on citizens’ sense of EU identity and citizenship, and illustrative focus group evidence of visiting EU and home students’ perceptions of EU citizenship across three dimensions – identity, rights and participation. The evidence indicates that we can distinguish between four categories of citizens in the EU: passive EU citizens, including two groups of stayers; the potential EU (i) and member state-oriented (ii) citizens, and active EU citizens, including EU-15 (iii) and Central and Eastern European (iv) mobile citizens. These categories reveal that important distinctions are emerging between the perceptions and behaviour of stayers and mobiles as passive/active citizens.  相似文献

American Indian tribal members are citizens of both tribal nations and the larger national body. Tribal nations' contemporary resurgence has made tribal citizenship politically visible, materially significant, and politically contested. Conflicts about tribal members' status are not merely racial or ethnic in character, but reflect fundamental tensions between settler societies and indigenous survivors who challenge national narratives and demand collective rights. Tribal members' dual citizenships and the conflict about them are the result of discordant federal policy legacies, tenacious tribal survival, and the erosion of racial barriers to citizenship. Differences between ethnonational tribal citizenship and republican-based US citizenship fuel public criticism in the context of widespread ignorance about treaties and tribal rights. Crucially, while legal and political dimensions of citizenship have been partly extended to tribal members, they remain excluded from the national identity.  相似文献

Abstract

In ?umava National Park, dominant actors dispute appropriate conservation strategies habitually overlooking ?umava's residents and their socioeconomic concerns. Routinely disregarded, ?umava's residents invoke narratives of identity and place that undermine the conservation paradigm by constructing the local population ‘quality’ as insufficient to make conservation a success. This paper examines the circumstances in which such a discourse emerges, how it responds to the asperity of conservation in a post-socialist setting and gains credence for implausible conclusions by appealing to broadly recognised Czech and European narratives of identity and place. What emerges is a discursive fragmentation of the subject simultaneously lends the discourse credibility and frustrates the redistribution of power in the area.  相似文献

Charlie Hebdo, a synonym for the universal cause of liberty and freedom of the Press, gained international attention after the terrorist attack of January 2015. However, Charlie Hebdo through its particular humour, which is both culture-bound and ideology-oriented, triggered anger and indignation, mainly after the publication of cartoons portraying little Aylan, the symbol of refugees’ tragedy, and in particular, the one which depicted him as “an ass groper”. This article sets out to investigate from a cross-linguistic and cross-cultural viewpoint reactions that the most controversial cartoon triggered, while considering both the socio-political context of the event and examining the crisscrossing and competing narratives it gave rise to. In doing so, the study draws heavily on the narrative theory of translation [Baker, Mona. 2006. Translation and Conflict: A Narrative Account. London: Routledge, Baker, Mona. 2007. “Reframing Conflict in Translation.” Social Semiotics 17 (2): 151–169, Baker, Mona. 2010. “Narratives of Terrorism and Security: ‘Accurate’ Translations, Suspicious Frames’.” Critical Studies on Terrorism 3 (3): 347–364] and uses concepts and methods from Critical Discourse Analysis, and semiotic approaches to cartoon translation. Working with a trilingual corpus composed of articles from various French, English and Greek online newspapers and blogs, it first delineates the theoretical framework, the methodological approach applied and then it proceeds with the analysis of stancetaking as deployed in headlines and examines from a contrastive viewpoint the competing translational narratives in English and Greek data.  相似文献

Drawing on Weber’s conceptualisation of class and status as distinct principles of social order, this article argues that support for the United Kingdom Independence Party (UKIP) is better understood as a status-based phenomenon than a class-based one. Operationalising status as a function of social distance between occupational groups, we show that whilst class was a poor predictor of UKIP support in 2015, status scores were strongly and negatively correlated to the likelihood of supporting UKIP. The opposite is true for the Conservatives’ and the Labour Party’s electorates, which were still much more strongly aligned on class lines. The effect of status on UKIP preference remains strong after controlling for educational qualifications, suggesting that the status scale taps into a deeper divide than simply an educational cleavage. Moreover, we find that status plays a similar role in predicting the likelihood of voting for right-wing populist parties (RPPs) in other Western European countries as well.  相似文献

The conversion of a nonprofit firm to the for-profit form is commercialism carried to an extreme. Conversion is increasingly common, most notably in health care. We seek to advance understanding of why nonprofit conversions occur and what public policy should be toward them. A transfer of control—the essence of a conversion—over nonprofit assets can be accomplished in various ways. Thus, it would be a public policy mistake to focus narrowly on formal legal conversions or outright sales. We explore the possible motives for conversion, and speculate about the reasons for the flurry of conversion activity in hospitals and health maintenance organizations (HMOs). We conclude that there are three central public policy questions raised by conversions: (1) under what circumstances is conversion appropriate—when does it represent an efficient reallocation of resources and when only a redistribution of wealth?; (2) how should the nonprofit's assets be valued?; and (3) what should happen to the financial assets that remain after a conversion?  相似文献

Why do conservative nationalists in Japan continuously seek to revise the constitution despite the past failures, and what is the likelihood of successful revision and its impact on Japan's norm of pacifism and its use of force? The article offers an analytical framework for the issue based on national pride and national security, and argues that the ‘revisionists’ seek to create a new national identity, one that infuses a greater sense of national pride among the public and enables the exercise of collective self-defense, thereby removing Japan's postwar psychological and institutional limitations on nationalism and military activities. The LDP's 2012 draft is most explicit and ambitious in this regard, with the current revision attempt under Abe having the highest chance of success since the 1950s. Successful revision would significantly expand Japan's security activities, particularly within the framework of the US–Japan Security Alliance, and entail the end of Japan's unique postwar institutionalized pacifism, although the norm of pacifism will linger on as a constitutional principle. For a smoother return to the international military scene, the Japanese government must distance itself from historical revisionism and utilize its enhanced military role to promote regional public goods rather than merely protecting its narrow national interests.  相似文献

Abstract

Japan today is widely portrayed as on the verge of a significant identity shift that could lead to dramatic new security policies. Yet, Japan's first formal national security strategy, adopted in December 2013, proclaims repeatedly Japan's long-standing ‘peace-loving’ policies and principles. Why does a conservative government with high levels of popular support not pursue policies more in line with views widely reported to be central to its values and outlook? The answer lies in Japan's long-standing security identity of domestic antimilitarism, an identity under siege to a degree not seen since its creation over 50 years ago, but – as evidenced in Japan's new national strategy document – one that continues to shape both the framing of Japan's national security debates and the institutions of Japan's postwar security policy-making process. Relational approaches to identity construction illuminate challenges to Japan's dominant security identity, but a focus on domestic institutions and electoral politics offers the best course for modeling identity construction and predicting its future resilience.  相似文献

Abstract

In this article, we use data from the 2001 American Housing Survey to evaluate whether nativity‐status differences in housing conditions vary by tenure and whether nativity status or race/ethnicity plays a more important role in determining housing conditions. Overall, when compared with native‐born households, recently arrived immigrant households are significantly more likely to be crowded, but either as likely or significantly less likely to live in poorer‐quality housing.

Further analysis revealed, however, that race/ethnicity is a stronger indicator than immigrant status in predicting housing outcomes. Among homeowners, black and Hispanic households, regardless of nativity status, exhibited lower‐quality housing outcomes than native‐born and, frequently, foreign‐born whites. Thus, we find that minorities are doubly disadvantaged: They are less likely to attain homeownership than whites, and once they do, they are almost always significantly more likely to live in poorer‐quality housing.  相似文献

Abstract

Since 1945, the United States (US) has served as a focal point of both Left-wing and Right-wing Japanese nationalism. Both sides argued that the US was an arrogant hegemon that unjustly robbed Japan of its autonomy, and prevented Japan from achieving its own ideal national identity. Both sides frequently demanded that Japan should be more ‘resolute’ and resist unfair demands emanating from the US. In recent years, however, both camps are increasingly using the same rhetoric to criticise the Japanese government's China policy. China is also being depicted as an overbearing state that unfairly browbeats Japan into making diplomatic concessions. Given the similarities between the portrayal of China and the US, has China now become a nationalist focal point for both the Japanese Left and Right? Utilising constructivist insights, this article seeks to shed light on this question, by examining how the Japanese Right and Left portray China, and explores the implications for Japan's China policy.  相似文献
