Food insecurity represents a growing problem in the United States, with levels of household insecurity hovering around 12.5% of national population. Policy leaders and advocates have long struggled to define adequate solutions, mired in concerns about food access and affordability, as well as overlays of equity and social justice, in part because of the numerous many ways we have measured the problem and defined and evaluated solutions. Most food security programs are designed as temporary assistance and few policy leaders or advocates are well‐placed to address leverage points for durable policy change, both because they are focused on short term solutions and because they are unable to collaborate to identify leverage points within the food policy system that would enable long term solutions. This paper offers a systems thinking assessment of a recent food policy symposium, illuminating the problem and causes as perceived by those practitioners involved in addressing household food insecurity, highlighting the lack of coherence among current stakeholders and an inability to collaboratively address the problem of food insecurity. This paper examines the evolution of China's food standard‐setting procedures from both domestic and international perspectives, particularly in the context of the internationalization of regulation. After the reform and opening‐up in 1978, state actors and leading enterprises monopolized the process of national food standard setting. With further participation in the global economy in the 21st century, China has become familiar with the international standard‐setting procedures and has modeled its domestic policymaking on these practices. This has resulted in a more transparent, inclusive, scientific, pluralized, and consensus‐based form of decisionmaking. By contrast, the standards of the strategic industries have been harmonized to the standards of international counterparts through a top‐down and authoritarian approach. This paper argues that China uses an accommodative approach, trichotomizing suitable standards and decisionmaking procedures in terms of inclusiveness and transparency, which suits the developmental needs of the domestic market, food export markets, and strategic industries.  相似文献

In the British Isles, traditional accounts surrounding the concept of citizenship usually develop along liberal or neo-liberal pathways. That is to say the study of citizenship in these Isles derives from the work of the late T.H. Marshall. While the importance of his work deserves its time-honoured acknowledgement in the literature, various writers such as Giddens, Heater, and Turner have taken issue with his argument that citizenship rights were handed down or that they ‘re-evolved’ over the eighteenth, nineteenth and twentieth centuries. However, their main differences with Marshall are not along theoretical lines but rather the applicability, or otherwise, of his model to other societies. Roger Brubaker points out that the nation state is the final arbiter of who is, or is not, a citizen which in the modern world is an act of social closure. This paper will discuss the efficacy of a sociological approach, based on social closure theory, as a means of understanding the struggle that has accompanied the granting of citizenship rights. Northern Ireland will be used as a case study to assess the effectiveness of social closure theory as a sociological explanation for the expansion of citizenship rights in a divided community.  相似文献

The public sector of many African countries is notoriously corrupt; cultural inclinations and socialization processes largely have a tendency to lead public officials into actions that may amount to corrupt practices. Providing seven (7) key pointers for reflection, this study explores public sector corruption in African countries by examining the interplay between culturally acceptable norms and professional expectations of public officials. The public official, by these two unparalleled expectations, tends to walk on a tight rope which often results in ethical dilemma and conflict of interest. The study adopts Riggs' prismatic‐sala model and uses the case of Ghana and traditional proverbs to explain the cultural context within which Ghanaian public official ought to operate. How can one combine these cultural expectations with professionalism? To what extent does the ‘collectivity culture’, ‘culture of gift giving and acceptance’, ‘extended family system’, ‘ethnic loyalty’ and ‘unfettered respect of the aged’ downplay professional bureaucratic and ethical principles? A review of global experience suggests that information technology (IT) has great potential to contribute to public sector reform. However, the Indian reality — like that for many countries — has been more problematic, with many failures of IT‐related reform; failures that can be described as total, partial or failures of sustainability and replication. Many factors help explain such failure, but a key component is the approach to IT and reform adopted by senior public officials. A ‘four Is’ model of approaches is described: the non‐IT approach of ‘ignore’ and the IT‐related approaches of ‘isolate’, ‘idolize’ and ‘integrate’. Analysis of Indian cases suggests that it is the last approach that is most likely to deliver reform objectives; yet it remains the least commonly adopted. A new convention of ‘self-help housing’ has become established over the past 20 years. However, a close examination of the literature shows that this approach is not widely implemented, but remains largely at the level of showcase projects; moreover the lowest income groups are usually not the principal beneficiaries of sites-and-service schemes. The literature gives evidence of powerful political, administrative and economic interests against the large-scale legal delivery of sites-and-services, and in favour of the continued dependence of the poor on illegal access.  相似文献

In the context of the current debate on multiculturalism, this article draws on three models of state policies towards families to propose a reframing of multiculturalist policies. They are the ‘authorisation’ model, wherein the state authorises families to define and enforce family obligations as law; the ‘delegation’ model, wherein the state prescribes the norms families are to follow and delegates to families the role of enforcing them; and the ‘purposive abstention’ model, wherein the state uses the voluntary performance family norms as a tool of policy, giving them limited legal recognition within the continued application of the general law. The article considers how these models might guide policy towards communities, which can be seen, substantially, as collections of families. It favours the ‘purposive abstention’ model, which, in the context of cultural groups, could be termed ‘cultural voluntarism’.  相似文献

Authoritarian incumbents in democratizing countries choose electoral rules to retain power while accommodating opposition demands for increased participation and representation. We clarify the political logic of this institutional choice and its consequences in Senegal by employing a ‘whole system’ approach that emphasizes the intricate but often hidden relationships between elections and the rules governing them at multiple levels — presidential, legislative and local. Success at one level depends on performance at all levels. In the short run, multiple-level electoral reforms preserve the ruling party in power while expanding opportunities for, but also fragmenting, the opposition. In the long run, they encourage splits within the ruling party and help the opposition develop increased ability to coalesce around a single opposition candidate, resulting in the defeat of the authoritarian incumbent and a democratic transfer of power through competitive elections.  相似文献

Since the 1990s, ‘joined‐up government,’ ‘whole‐of‐government,’ and ‘horizontal governance’ approaches have emerged in many industrialized countries, resulting in the devolution of government functions to diverse policy networks. From these shifts, complex systems of networked actors have emerged, involved in designing, implementation, and influencing policy. Arguably, networked approaches to policy may solve some problems. However, as with all paradigm shifts, new problems have emerged. Specifically, skill and knowledge gaps have opened up, reflecting the need for new collaborative and networked relationships that can increase the capabilities and agility to work in these ways. In response to these gaps, we developed the Power to Persuade initiative. Power to Persuade is an annual symposium and online forum, aimed at deepening knowledge and awareness of current problems faced by policy networks, and providing the skills and knowledge to overcome them. In this paper, we discuss how Power to Persuade works within the spaces in between as a vehicle for relationship building and better policy.  相似文献

This article describes the process and outcomes of a “planning-centred” approach to three development projects in the Caribbean. A planning-centred approach to research involves the collaboration of planners and researchers in evaluation research, special attention to the dissemination and use of information and the promotion of contact between planners, sector specialists and recipients of development plans. The planning-centred approach to research is also conducive to understanding the role of gender in distributive processes. The paper describes the methodology of this form of project evaluation, alternative evaluation procedures and selected evaluation guidelines used by the agencies involved in the three Caribbean projects. The outcomes of a planning-centred approach are assessed. In the Caribbean projects the approach resulted in the better use of research information, better communication among planners, officials and project participants, greater sensitivity to women's participation in development and improved consciousness of the significance of gender for redistribute development programmes.  相似文献

The paper explores the exchange rate (USD/INR) pass‐through and the wholesale price index in India. Exchange rate pass‐through (ERPT) has a stimulated effect on the wholesale prices over the period of time. We use flexible least square approach to estimate time varying approach of ERPT and wholesale price, monthly data for the period from April 1994 to May 2019, find exchange rate over the period of time as well as change the wholesale price. It implies that the ERPT provides heterogeneity information that change the whole price index, even both export/import goods and services play a vital role in fluctuating on exchange rate and also change whole price in the domestic market.  相似文献
