Despite the strong theoretical expectations about the beneficial effect of direct democratic instruments on citizens’ political support, the empirical evidence is scarce and inconsistent. We add to this literature by studying the effect of the use of a direct democratic process on citizens’ political support and its underlying causal mechanism. Using a unique research design that combines a strong test of causality with a high level of ecological validity, we surveyed inhabitants of a Belgian neighborhood that held a local referendum and a comparison group (i.e. inhabitants of a comparable neighborhood without referendum) before and after the referendum (n = 1049). Using difference-in-differences analysis and first difference regression analysis, we show that in line with our expectations the increase in political support following the referendum is not driven by involvement or procedural fairness perceptions but by an increase in support levels among the winners of the decision. Moreover, despite the contested nature of the issue, losers’ level of political support did not decrease significantly after the result of the referendum was announced.  相似文献

In this article support for direct democracy and for stealth democracy in Finland is analysed. Stealth democracy represents a step towards a democracy in which there would be even less citizen involvement than in the representative form of today's democracy. The authors found that both options gained significant support among the Finnish electorate. Additionally, they found that it is mostly the same variables that contribute to the probability of citizens being supporters of either direct democracy or stealth democracy. It is the people with less education, who do not know much about politics and who feel that the current system does not respond to citizens' needs, that want change. The direction of change appears to be a matter of secondary interest. Political ideology affects which of the two options respondents favour. Right-wing citizens are more likely to favour stealth democracy. Citizens leaning to the left are more interested in direct democracy.  相似文献

This article uses the Venezuelan case to shed light on the potential role of interest-group systems in discrediting liberal democracies and to identify challenges that the region's democracies are likely to confront in constructing effective and fair interest-group systems. It first analyzes the role Venezuela's interest groups played in discrediting its 40-year two-party democracy. It argues that the discrediting of a system heralded by many as the region's ‘model democracy’ cannot be understood by merely assessing how the structure of the group system excluded certain groups. The study shows that the inclusion of certain business interests in visible positions of power also helped discredit the two-party democracy. The article then compares the above system with the new group system which has emerged since 1998 as part of a new democratic system inspired by Latin America's 19th century Liberator, Simón Bolívar. This comparison reveals that the current system inverts the former system of inclusion and exclusion, even as it has retained a number of the old system's less virtuous features. ABSTRACT

The end of the Cold war has seen an explosion in Holocaust history, and some significant changes in the main historiographical explanations. The ‘return of ideology’ that began displacing the ‘functionalist’ or ‘structuralist’ dominance of the 1980s remains strong. But it is being supplemented by very detailed regional and local studies, by analyses of different experiences of ghettoization in different places, and by a focus on the widespread plunder and corruption that accompanied the killing process. This enormous attention to detail reveals that the Holocaust unfolded differently in different places; but it also demonstrates the existence of an overall framework in which all the operations took place, what we might call an ‘antisemitic consensus’. Simultaneously, historians have broadened the discussion of the Holocaust, situating it into a transnational or world-historical context of imperialism and colonialism. Stone outlines in broad brush some of these themes, and asks what effects they have had and will continue to have on Europeans' self-understanding in an age in which the post-war anti-fascist consensus has been dismantled while Holocaust-consciousness is officially enshrined into European identity.  相似文献

In his later writings Peter Mair expressed strong and ever more urgent concerns over the state of party politics and the future of representative politics itself. This paper uses Mair’s thesis to frame a discussion about the state of our representative system of democracy. It starts by setting out his arguments on party and democratic failure. It then considers the question of whether the evidence supports such a perspective, or whether in fact there are signs of adaptability and change. This in turn leads to a discussion about the reform agenda in established representative democracies, with particular attention to the potential of ‘mini-publics’ in enabling a role for ordinary citizens in debates over constitutional reform. The paper concludes by arguing that this reform agenda provides evidence of democracies being reconfigured rather than stripped down.  相似文献

Whilst the ‘successor party’ (SP) has a well-established place in the literature on post-communist Eastern and Central Europe, occasional references to its West European counterpart have tended to use the term loosely and not separate it out from other varieties of new party. Focusing on the question, ‘where do parties come from?’ – that is, the process of party origination – this article makes a case for viewing the SP as a distinct genus in the West European party hemisphere. The SP is defined as a party which is nominally and legally a new entity that takes the place of, and fills at least some of the political space vacated by, a single, defunct party of origin. The mortality of the ‘original party’ is a sine qua non. SPs emerge with a clear political inheritance. What this is and how they interpret and respond to the inheritance makes the case for their systematic study. The paper also asks, ‘where do new parties go to?’ (how do they evolve?). The question of party change in SPs is analysed by reference to the True Finns.  相似文献

Beginning in the 1990s, the People's Republic of China has experienced explosive growth in the number of non-governmental organizations. This article examines one of the earliest and most influential Chinese NGOs, Project Hope, a charitable organization which solicits donations to help poor rural children stay in school. The success of Project Hope and the subsequent growth of the non-profit sector are surprising given that China arguably has no history of an organizational form like the Western donative-style charity. As such, this case offers a rare opportunity to examine the rise of a new organizational form. New institutionalist and social capital theoretical approaches will be used to analyse the social mechanisms underlying practice of donative-style charity. Chinese cultural practices of giving to the needy in the premodern era and under Mao Zedong's socialist state (1949–1978) will be explicated to reveal the resources and constraints emerging Chinese charities faced in the post-socialist era. This article focuses on one problem that China's first Western-style charities had to address: how to establish the practice of voluntary giving to non-governmental organizations. It examines two of Project Hope's strategies and their consequences: (1) blurring the distinction between charitable organizations and the state and (2) building personal relationships between donors and recipients.  相似文献

This article seeks to analyze the Foreign Office reaction to the Cicero spy affair. Papers newly released in 2003 and 2005 provide some fascinating insights into leaks that were occurring at the Ankara embassy long before Cicero, how diplomats tried to trap the notorious spy and how the Foreign Office sought to block any outside interference in its investigations, particularly from the Security Service (MI5). The article also sheds light on how the Foreign Office attempted to deal with the fallout when the full scale of the Cicero leak became publicly known. At the time, the Foreign Office investigation into the leak failed to identify Cicero but it did highlight that Sir Hughe Knatchbull-Hugessen, the British Ambassador to Turkey, was culpable in allowing documents in his possession to be photographed. It appeared, however, that Hugessen had got off lightly when he was rewarded with the ambassadorship at Brussels in September 1944. Why had this situation come about? Was the Foreign Office closing its ranks to protect one of its own? And, did this confirm oft-repeated accusations that as an institution, the Foreign Office could not be trusted when it came to security?  相似文献

Under the imperative of ‘prevention’, the process of information production for investigatory purposes forms a crossover between intelligence gathering and law enforcement. Digital surveillance programmes collect personal data prior to any probable cause of suspicion, whereas law enforcement activities are concerned with collecting evidence of crimes after the event. When future looking preventative approaches to the prosecution of crimes are forced into the linear, temporal narrative by which criminal investigations unfold, a tension emerges. The article demonstrates the ultimate incompatibility between ‘out of the ordinary’ intelligence activities and ‘ordinary’ criminal investigations by unearthing the procedural character behind evidence laundering.  相似文献

George W. Bush has claimed that the latest intelligence estimates single out Iran, Iraq, and North Korea as an ‘axis of evil’ fomenting terrorism and weapons of mass destruction. However, the intelligence itself demonstrates that this concept has been largely manufactured and the CIA bypassed in favor of a pre-existing political consensus among right-wing Republicans. In reality, the ‘axis’ serves to perpetuate an American ‘preponderance of power’. It justifies specific policies which had already been decided before Bush came to power and which now have popular acceptance through their association with the successful war on terrorism.  相似文献

The ongoing development of Titanic Quarter in Belfast, Northern Ireland, has already made significant changes to the area. The site on which the Titanic was built has been redeveloped as an area for tourism, business, education and the creative industries. The site has been developed following a significant inflow of private capital, and with the additional support of local government and public finance. This article outlines how economic and political forces have coalesced in Belfast to the point that the violent period of the ‘Troubles’ in Northern Ireland can be said to have created a ‘pleasingly blank canvas for regeneration’.  相似文献

French local government has been subjected to sweeping reforms since the Socialist Party took office. The numerous measures, not yet all finalised or implemented, are aimed at creating a decentralised administration with local democratic control, particularly through the creation of local civil service corps and the transfer of tax‐revenues to the localities. It is apparent that considerable administrative problems will arise, and the parties will also be affected, not least by the introduction of PR voting at the local level. Democratic control will be enhanced and there will be a greater apparent politicisation of the administration, but it is also to be expected that the bureaucracy will protect its own interests and priorities.  相似文献

During the opening stages of the Pacific War, between December 1941 and spring 1942, the Imperial Japanese Army appeared unstoppable. US forces in the Philippines, despite their efforts, could not hold out against the enemy advance, and by April the last vestiges of their resistance at Bataan and Corregidor became untenable. The intelligence obtained during the initial encounters provided the US defense establishment with undeniable reasons to conclude that Japanese ground forces possessed a high level of tactical skill, and assessments of the Imperial Japanese Army tended to exaggerate the latter's capabilities.  相似文献

Abstract

The Law and Economics movement that emerged in the University of Chicago through the 1940s and 1950s, around Ronald Coase's example, is a manifestation of the neo-liberal project of applying neo-classical economics to state sovereignty. In the 1970s and 1980s, Law and Economics ideas revolutionized the application of antitrust laws in the United States. However, this achievement came about not through a transformation in economic orthodoxy, but through persuading legal experts to recognize the inherent ‘nonsense’ at work in their own normative assumptions. The Chicago antitrust revolution is therefore symptomatic of trends that Foucault viewed as definitive of neo-liberalism more broadly.  相似文献

Abstract

One of the principal challenges facing contemporary social philosophy is how to find foundations that are normatively robust yet congruent with its self-understanding. Social philosophy is a critical project within modernity, an interpretative horizon that stresses the influences of history and context on knowledge and experience. However, if it is to engage in intercultural dialogue and normatively robust social critique, social philosophy requires non-arbitrary, universal normative standards. The task of normative foundations can thus be formulated in terms of negotiating the tension between ‘contextualism’ and ‘objectivism’. Six contemporary responses to this challenge are examined. Their respective limitations call for renewed reflection on justificatory strategies, in particular for a conception of ‘objectivity’ based in a normative theory of social learning processes.  相似文献

The right not to be subjected to torture, cruel, inhuman or degrading treatment or punishment is invariably associated with ‘human dignity’. The idea of dignity plays some role in this right’s interpretation, although the content of the idea in this context, as in others, is unclear. Making sense of the dignity idea involves a number of challenges. These challenges give rise to the methodological-type question at the heart of this article: how should human rights lawyers go about articulating the content of ‘dignity’? The article proposes, and models, a methodological approach in response. Its core argument is that human rights law needs the vocabulary provided by theorizations of dignity but that these theorizations should be anchored in authoritative human rights jurisprudence. It argues that this approach can help make sense of the dignity idea in a way that facilitates a richer understanding of its influence on interpretation.  相似文献

‘Venona’ remains the greatest secret of the Cold War yet to be declassified, and offers the pieces of a jigsaw that, when assembled and interpreted, reveals the identities of dozens of Soviet agents who participated in GRU and NKVD networks across the globe between 1940 and 1948. Among them, operating in London, were Professor J.B.S Haldane, codenamed ‘Intelligentsia’, and Lord Swaythling's son, the Honourable Ivor Montagu, appropriately codenamed ‘Nobility’. Contained in the sometimes partially decrypted texts are clues to hundreds of other, as yet unexposed, spies, active in Australia, Mexico, Sweden, the United States, Britain, and numerous other countries. Betrayed by William Wiesband and Kim Philby, the ‘Venona’ project failed to find the traitor known as ‘Baron’ inside the wartime GCHQ, but was responsible for the arrest of Klaus Fuchs, confirming the guilt of Alger Hiss, Donald Maclean and the Rosenbergs, supporting the allegations of Whittaker Chambers and Elizabeth Bentley, and sparking off molehunts on three continents. ‘Venona’ sheds important new light on the assassination of Trotsky, Soviet penetration of the Manhattan project at Los Alamos and Berkeley, and reveals high-level espionage in the White House, OSS, the State Department and virtually every government department in Washington DC.  相似文献

The phenomenon of ‘social antisemitism’ is well known. By the beginning of the twentieth century, however, an idiosyncratic variant had emerged in France. Where, elsewhere, social antisemitism tended to be ingrained and unthinking, this French variant was (typically) more theoretical, and its practitioners tended to be among the most prominent authors and thinkers. It stressed the essential cultural differences between the ‘French’ and the ‘Israelites’, and the ‘separateness’ of the Jews within France, and also developed a series of facile generalizations about the essentially inferior nature of the Jewish intellect. Griffiths examines this phenomenon, both for its characteristics and for its widespread existence in French intellectual circles, by taking a specific subject: the reception of Lacretelle’s 1922 novel Silbermann. A wide range of writers and critics—a number of whom had in other circumstances a reputation for liberal values and attitudes, and had been among those who had deplored the excesses of the antisemitic mob during the Dreyfus affair—are found to echo the views put forward by Lacretelle in that novel, and even to elaborate on them. Many of these writers were to adopt a completely different attitude towards the Jews after the Second World War; when the position of the Jews was fully realized, their earlier ‘social antisemitism’ proved less powerful than their human sympathies. But this is not to devalue the importance of the danger posed by social antisemitism, which could provide the basis for far more virulent forms of racism to flourish.  相似文献
