Several authors have proposed mechanisms whose Nash-equilibria yield Lindahl tax allocations; however, as is well known, so does the Lindahl procedure with an auctioneer. Moreover, the game forms of all these mechanisms, and of any as yet undiscovered such mechanism, all have the same normal form as does the Lindahl procedure without an auctioneer. The manipulative Nash equilibria are consequently the same for all these mechanisms, so that all have the traditional free-rider problem and all have the same outcome under strategic behavior.  相似文献

This paper addresses the need to learn more about the relative desirability of the current FASB and its alternatives. It responds to this need by demonstrating how a given standards-setting alternative might be preliminarily analyzed in terms of its feasibility and the degree to which its theoretical objectives are operationally attainable. The analysis emphasizes that it is not the existence of possible operational shortcomings that is important, but how its operational properties compare with those of other available alternatives. The analysis itself reveals that, in spite of operational shortcomings, standards-setting by means of a demand-revealing process may be an alternative worthy of further consideration both in its own right, and as a basis of comparison for assessing the relative strengths and limitations of the current FASB.  相似文献

Although collectivist ideas have everywhere fallen into disrepute, this essay argues that socialism nevertheless will survive and be extended in the new century. That gloomy prospect looms, not because socialism is more efficient or more just, but because ceding control over their actions to others allows individuals to escape, evade and even deny personal responsibilities. People are afraid to be free; the state stands in loco parentis. The breaching of plausibly acceptable fiscal limits in the first half of the new century will determine how the basic conflict between welfare dependency and liberal principles will be resolved.  相似文献

This paper provides an explanation for the emergence of political extremism in an environment in which a change in “ré gime” requires an investment that benefits more than one player. We show that in order to mitigate the effects of free riding, players may choose extreme positions. Further, we show that as the free rider problem becomes more severe, both parties move to more extreme positions in the same direction.  相似文献

This paper documents the functioning of the market in trade protection. It uses a narrative approach to demonstrate that politicians respond to the demands of special interests by forcing open foreign markets and by closing domestic markets. In the process government officials violate property rights, disregard economic logic, damage the world trading system, multiply rent-seeking costs, and destroy wealth. Such outcomes imply that there is a constitutional failure, and that the rules and institutions governing international trade need to be reformed. This paper discusses several such changes and considers how consumers could be mobilized to support them.  相似文献

This paper aims to contribute to an understanding about the major changes in China–ASEAN economic relations after establishment of the China–ASEAN Free Trade Area (CAFTA) in 2010. First, China's merchandize trade balance with ASEAN has shifted from deficit to surplus since 2012. This reflects China's improving comparative advantage in manufacturing production vis-à-vis ASEAN as a whole. Second, with China's wage hike, ASEAN investors can no longer take advantage of China's cheap labor force. Concurrently, China's investment in ASEAN has been increasing and become more diversified, ranging from energy to manufacturing and services. Singapore has remained the most important investment destination for Chinese investors and the largest foreign investor in China among ASEAN countries. Third, China has comparative advantages in providing construction, telecommunications, computer and information services and other business services to ASEAN. On the other hand, ASEAN, led by Singapore, has opportunities in the financial services and tourism markets in China. Finally, the development of economic regionalism, notably the Regional Comprehensive Economic Partnership and Trans-Pacific Partnership, will remain critical for the CAFTA's relevance in regional economic integration, as well as China–ASEAN relations in the future.  相似文献

Political influence by a professional association, like the influence of any special interest group, is a collective good for the members of the profession. This paper investigates the variables affecting the ability of state optometric associations to overcome the free rider problem and induce optometrists to join the association. Although the empirical results show little evidence that organization costs are reduced by concentration in urban areas, the results do strongly support the hypothesis that there will be less free riding in smaller groups. The results also support the hypothesis that selective incentives enable latent groups to overcome the free rider problem. By providing continuing education at reduced fees to members of the association, optometric associations have increased the percentage of optometrists who are association members in those states with statutory continuing education requirements.  相似文献

The improvised nature of the French political and military entities established in London in 1940 makes the study of relations between the Free French military secret services and political leadership particularly delicate. After initially attempting to respect the traditional separation between military and political authority that had prevailed under the Third Republic, the role of the Free French secret services was progressively politicised by the exigencies of a clandestine war. Moreover, increasingly tense relations between certain leaders of the Resistance inside France and the leadership of the Gaullist secret services, along with preparations for the political reconstruction of France after the war, resulted in a war of successive decrees pertaining to the place of the intelligence services within the government hierarchy. The end result was that the secret services were placed under true direct civilian control. This marked a radical modification of the traditional system which had prevailed during the Third Republic. Free French leader Charles de Gaulle approved of this modification but never appeared to attach great importance to matters relating to the organisation and functioning of the intelligence services.  相似文献

The citizenship jurisprudence of the European Court of Justice has raised hopes for a more social Europe and triggered fierce debates about ‘social tourism’. The article analyses how this case law is applied by EU member state administrations and argues that they are actively containing the Court’s influence. As a result, rather than reconciling the logics of ‘opening’ and ‘closure’, they are heading towards an uneasy coexistence between free movement and exclusive welfare states. The argument here is illustrated with empirical evidence from Austria and Germany. Although both countries have taken different approaches to EU migrants’ residency and social rights, they produce similar effects in practice: increasingly, EU migrants are being tolerated as residents with precarious status without access to minimum subsistence benefits. Ironically, attempts to restrict residency rights have resulted in a temporary extension of EU migrants’ access to welfare in some instances.  相似文献
