This article addresses the hitherto largely neglected subject of administrative reform of the United Nations—without which, the capacity of the Organization to carry out its increasingly critical global mandates effectively and efficiently, is severely constrained, with efforts in this direction being for the most part incremental, indecisive and ineffectual. The problems arise partly from the originating and continuing model for the UN's organization and culture, which predate the advent, for example, of modern automated systems of personnel and financial management. Other elements of the problem arise from the UN's system of governance—the oversight committees, senior staff nominations by Member States, allocation of funds or approvals for critical management and administrative reforms. As at the national level, impactful UN reform also requires internal management leadership, follow-up, the continuity and UN experience of top officials, capacity to design and implement measures, and budget flexibility to procure outside expertise. In a second, concluding, part of the article, the authors will suggest a strategy for UN reform and a process for carrying forward a ‘renewal exercise’ to equip the Organization for its role beyond the year 2000. © 1996 by John Wiley & Sons, Ltd.  相似文献

Integrated rural development is often presented as an effective strategy against rural poverty in Indonesia. In this article the author discusses the case of the Pompengan Integrated Area Development Project (PIADP) in Luwu, South Sulawesi, Indonesia, where a programme for land reform was part of the ‘integrated’ approach. In explaining the outcome of PIADP, the author analyses two properties of intervention itself in relation to the context in which it took place: first, land reform as a donor development priority which was planned and implemented as a purely technical and administrative operation; and, second, the production-oriented character of planning, which further isolated land reform from its local context. It is concluded that PIADP was characterized by fragmentation, competition and conflict rather than ‘integratedness’. Therefore, rather than taking such policy language for granted and accepting the policy instruments it represents as ‘models for development’, we should critically analyse the sphere of policy implementation. In the case of rural development in Indonesia, the depoliticized character of land policy and its reduction to a technical-administrative routine is a major issue to be addressed before land reform and integrated rural development can make a significant contribution to the eradication of rural poverty in Indonesia.  相似文献

The influence of national administrative institutions on contemporary reforms has often been noted but insufficiently tested. This article enriches the comparative perspective of administrative reform policies by focusing on four interrelated dimensions: the choices of reformers, institutional constraints, timing and sequencing and long-term trajectories. This article tries to determine whether most similar administrative systems exhibit analogous contemporary reform trajectories in content, timing and sequence. By comparing the administrative reform policies of two ‘most similar’ Napoleonic countries, France and Spain, this article analyses the commonalities and divergences of decentralisation, territorial state reorganisation, civil service reforms and policies that focus on performance management and organisational design. The article identifies the ‘causal mechanisms’ that characterise the specific role of institutions and considers both the role of context and the importance of policy intersections.  相似文献

Abstract

Observers of Southeast Asian affairs commonly assume that the members of the Association of Southeast Asian Nations (ASEAN) are reluctant to pursue liberal agendas, and that their main concern is to resist pressure from Western powers to improve their human rights practice. This article, however, argues that such a conventional view is too simplistic. The Southeast Asian countries have voluntarily been pursuing liberal agendas, and their main concern here is to be identified as ‘Western’ countries – advanced countries with legitimate international status. They have ‘mimetically’ been adopting the norm of human rights which is championed by the advanced industrialized democracies, with the intention of securing ASEAN's identity as a legitimate institution in the community of modern states. Ultimately, they have been pursuing liberal agendas, for the same reason as cash-strapped developing countries have luxurious national airlines and newly-independent countries institute national flags. Yet it should be noted that the progress of ASEAN's liberal reform has been modest. A conventional strategy for facilitating this reform would be to put more pressure on the members of ASEAN; however, the usefulness of such a strategy is diminishing. The development of an East Asian community, the core component of which is the ASEAN–China concord, makes it difficult for the Western powers to exercise influence over the Southeast Asian countries. Hence, as an alternative strategy, this article proposes that ASEAN's external partners should ‘globalize’ the issue of its liberal reform, by openly assessing its human rights record in global settings, with the aim of boosting the concern of its members for ASEAN's international standing.  相似文献

According to two surveys of the German Association of Cities among its members in 1994/95 and 1996, the number of medium-sized and big cities pursuing administrative modernization is impressive and still rising. Yet, the data also point out implementation problems of the new steering model, which is the German variation of new public management. First, financial crisis is the most common reform motive. This implies that most reformers rather focus on ‘hard’ management areas like financial management and neglect human resource management. Secondly, the data give evidence that the new steering model still has a critical mass of scepticism in local government councils. As a consequence, the re-engineering of the relationship between the administrative staff and local council members is very much deficitary. Also decentralized resource management usually boils down to the reduction of household titles and lump-sum budget cuts. This raises many questions on the democratic accountability of local government reforms in Germany.  相似文献

In contrast to most studies addressing security sector reform (SSR) in Africa, this article queries defence reform efforts in the Democratic Republic of the Congo (DRC) from a governmentality perspective and hones in on processes of subjectification and modes of agency among members of the Armed Forces of the DRC (FARDC). Based on extensive field research in the DRC, it explores how army staff produce themselves through (and outside of) the ways in which they are ‘hailed’ into subject positions in donors’ efforts to govern. In asking how FARDC staff respond, position, and produce themselves in relation to external reform efforts and the attending governing technologies and techniques, the article contributes to the increasing – yet limited – scholarly attention to those being ‘reformed’ through SSR efforts. Ultimately, attending to the specificities of how processes of subjectification are experienced from the perspective of those who are to be reformed problematizes the simplified notions of lack of political will and commitment, obstruction and ‘spoilers’ that are so prevalent in the SSR literature, suggesting that these processes are heavily shaped by memories of colonialism and exploitation.  相似文献

Abstract

This essay argues that the new global regime of R2P bifurcates the international system between sovereign states whose citizens have political rights, and de facto trusteeship territories whose populations are seen as wards in need of external protection. Under the direction of the UN Security Council, the International Criminal Court has become an integral part of the international R2P regime by allowing for the legal normalization of certain types of violence (such as Western counterinsurgency efforts), while arbitrarily criminalizing the violence of other states as ‘genocide’. In place of this unequal global regime, the essay concludes by arguing for an internally-driven process of political reform and legal reconciliation, as pioneered in South Africa.  相似文献

Entering opposition, political parties face tasks of renewal and regeneration, the success of which is usually a prerequisite of their return to government office. For the SPD (1982–86), these tasks were: programmatic renewal, the consolidation of internal party cohesion, the restoration of relations with organised labour and élite regeneration. In addition to these tasks of structural renewal, opposition parties must evolve a parliamentary strategy and undertake a realignment towards key groups in the electorale. It is argued here that the SPD embarked on the exercise of renewal and regeneration with more emphasis on continuity than on change. Adopting a short‐term perspective on a return to government, the party looked to makeshift expedients instead of long‐term solutions, postponing change and sidestepping controversial or divisive questions. Consequently, in the wake of its electoral defeat in January 1987, the party faces a ‘crisis of opposition’ as acute as in 1983, if not more so.  相似文献

This article explores the changing rhetoric and substance of accountability in the relationships between parliamentarians and public servants in what Alex Matheson terms the ‘purple zone’—where the ‘blue’ of political strategy and ‘red’ of public administration merge in ‘strategic conversation’. The primary focus is on current developments in Australia. As the Westminster system of governance, and the role of public administration within it, undergo profound transformation, the prerogatives of elected parliamentarians (in the blue corner) and the responsibilities of career public servants (in the red corner) are changing fundamentally. In Australia and New Zealand the increasingly complex relationships that exist between government, parliament, public service and the wider community challenge the traditional notions of accountability. Both the lines of accountability, and its standards, are under challenge. The acceleration of Australia's move to contract out the delivery of government services is creating new arenas of creative tension between administrative review and management for results. Public service agencies are increasingly perceived to be themselves in a contractual relationship with government. There is a risk that the public good may become subverted by private interest. In understanding what drives the development of network administrative organizations (NAOs) in mandated networks, power bargaining is central. The authors execute a comparative longitudinal case study of NAOs in two policy‐mandated networks. The article focuses specifically on the role of power in these developments and concludes that differences in NAO development arise from power dependencies, which are attributable in part to sector characteristics. It is proposed that mandated network members’ greater interdependence and greater dependence on external nonmembers, as well as whole network dependence on external actors, partly determine mandated networks’ NAO design. These networks will have larger and more capable NAOs (with more staff), accept sharing control of the NAO executive with the mandating party, and have broader responsibilities.  相似文献

This article contributes to the debate on governing the global financial crisis, focusing on the regional governance of emergency social shock absorbers in Italy. The article seeks to make two related contributions. First, it argues that subnational governments have been the main drivers of change in labour market policies. Second, it shows that state–local governance elicited a path-altering system by ‘patching up’ a hybrid administrative structure and by ‘converting’ the traditional goals of social shock absorbers from income maintenance to welfare-to-work. The article provides qualitative evidence on the changing organizational bases of the labour markets of two large Italian regions: Lombardy and Emilia-Romagna. Evidence suggests that administrative innovation and path dependence intertwined in the governance of the global economic crisis in Italy, mitigating the entrenched distortions of labour market policies.  相似文献

In the 1980s many developing and newly industrializing countries in Asia expressed great interest in administrative reform. Compelling reasons for public reform in these nations arise from causes different from those in developed nations. Among Asian developing nations, government reform is intrinsic to and inextricable from crises in governance. Within the context of developing politics, a reliable and competent government is sine qua non of national stability; and, more importantly, this largely decides the tenure of a governing group. Its ability to remain in power will be determined by the efficaciousness of public authority. Against these backgrounds, this article discusses the five conference papers of the Eastern Regional Organization of Public Administration (EROPA) of 1991. It examines both similarities and differences among four countries in their efforts to reform public administration. This review suggests that in developing Asia, the quest for administrative reform emanates from crises in governance. Reform goes beyond exploring ways to improve the quality of public management.  相似文献

Abstract

From 2011 onward, Digital Government Units (DGUs) have quickly emerged as a preferred solution for tackling the over-cost and under-performing digital services and lagging digital transformation agendas plaguing today’s governments. This article kickstarts a much-needed research agenda on this emerging trend, which has to date largely been ignored by public management scholars. DGUs exist at the center of the state, and adopt a shared orthodoxy, favoring agile, user-centric design, pluralistic procurement, data-driven decision making, horizontal ‘platform’ based solutions and a ‘delivery-first’ ethos. However, DGUs are differentiated in practice by their governance structures and resources, adding notable complexity to this recent machinery of government phenomenon. The article details the similarities and differences across six of the first DGUs introduced and highlights issues that researchers should address when assessing DGUs as an increasingly preferred instrument of digital era public sector renewal. This includes: their mixed record of success thus far; the risks of top-down reform efforts; external threats to DGUs’ sustainability; and accountability dilemmas accompanying digital government reforms.  相似文献

Public management reforms often are portrayed as part of a global wave of change, and all organizational change is interpreted within a single reform paradigm that is rooted in economics and market–based principles. Reforms outside this paradigm go unnoticed. This article examines the assertion that different drivers of change competing with the dominant focus of management discourse remain present and influence the direction of reform. It presents three alternative drivers of change rooted in normative values and provides evidence of their relevance from three national cases. Normative influences are reflected in a stream of activities occurring within the same time period in different civil service systems. The direction of public management practice cannot be seen as fully determined by any one approach to government reform or as traveling in only one direction. Understanding the balance among competing drivers of change is a key to interpreting both contemporary and future administrative reform.  相似文献

There has been a proliferating literature on postcapitalist and post-work futures in recent years, underpinned by policy proposals like the basic income and a reduction in working hours. It has gained increasing uptake within left electoral politics and policy making. The generational potency of these ideas require that we understand their theoretical roots. This article considers the interplay between the work of Michael Hardt and Antonio Negri and the new postcapitalism exemplified by the likes of Paul Mason and Aaron Bastani, as well as its relationship with intellectual currents around Corbynism and the wider contemporary left. Through a discussion of their latest book, Assembly, it will be seen that Hardt and Negri both inform, and are increasingly informed by, the postcapitalist and post-work thinking popular on the left today—in particular at its ‘posthumanist’ fringes. However, this recent work is characterised by a series of tactical redirections that, rather than indicating renewal, reflect the potential collapse of this utopian framework for the future in the face of a rapidly unravelling global political context. Whilst the determinist understanding of social transformation cannot permit these setbacks, this shines a light on more general shifts in left strategy and analysis.  相似文献

A review of global experience suggests that information technology (IT) has great potential to contribute to public sector reform. However, the Indian reality — like that for many countries — has been more problematic, with many failures of IT‐related reform; failures that can be described as total, partial or failures of sustainability and replication. Many factors help explain such failure, but a key component is the approach to IT and reform adopted by senior public officials. A ‘four Is’ model of approaches is described: the non‐IT approach of ‘ignore’ and the IT‐related approaches of ‘isolate’, ‘idolize’ and ‘integrate’. Analysis of Indian cases suggests that it is the last approach that is most likely to deliver reform objectives; yet it remains the least commonly adopted. ABSTRACT

Analyses of United Nations (UN) peacekeeping increasingly consider legitimacy a key factor for success, conceiving of it as a resource that operations should seek and use in the pursuit of their goals. However, these analyses rarely break down legitimacy by source. Because the UN is an organization with multiple identities and duties however, different legitimacy sources – in particular output and procedural legitimacy – and the UN’s corresponding legitimation practices come into conflict in the context of peacekeeping. Drawing on a range of examples and the specific case of the United Nations Organization Mission in the Democratic Republic of the Congo (MONUC), this article argues that looking at different legitimacy sources and linking them to the institutional identity of the UN is thus critical, and it shows how the UN’s contradictory legitimation practices can reduce overall legitimacy perceptions.  相似文献

Over the past decade, court reform has become an integral part of the process of economic, political and administrative development. This article will examine the causes and consequences of court reform's new role. After reviewing the key national and international actors and examining the political and economic assumptions used to justify this initiative, the article will then argue that (1) the priority of judicial reform in the development agenda is linked not only to a theory of the role of courts and law in political and economic development, but also to the emergence of the field of judicial administration and court management, beginning in the United States and extending to a number of other countries; (2) the limitations built into the judicial administrative reforms implemented in OECD countries may be accentuated in the developing world; and (3) the very success of judicial administration as a field allows it to be used, in conflict with its fundamental tenets, to advance the political agendas of OECD countries as well as developing and transitional regimes.
