反恐情报作为一种特殊的情报形式,对预防和打击恐怖主义具有重要作用.完善的反恐情报体系是搜集和分析反恐情报的前提与基础.“9·11”事件以后,我国虽初步建立了反恐情报体系,并且取得了一定的成效,但是依旧存在缺乏专业的反恐情报部门、缺乏专业的反恐数据库、缺乏专业的情报搜集和分析人员以及缺乏情报交流与合作等问题.借鉴“9·11”事件以后美国对其反恐情报体系的改革,我国可以通过建立立体有序的组织构架、建立专业的统一的反恐情报数据库、培养专业的情报人员以及加强与国际社会的情报交流与合作等方式完善反恐情报体系.  相似文献

This article examines recent United Kingdom government proposals for secret inquests, which, it is argued, are part of a general push for secrecy discernible across common law jurisdictions, and which include developments such as increased recourse to sensitive evidence in forensic settings and the normalization of intelligence‐led policing. While the push for secrecy is justified by national security claims, the article shows that in cases of contentious death involving police, the issue is less about national security and more about the use of intercept evidence, covert surveillance, and intelligence‐led policing, all of which have implications for police trust, accountability, and reputation management.  相似文献

Abstract

Recently there has been increased emphasis on actionable intelligence in counterterrorism. Building from the process-based model of regulation, police chiefs and scholars generally agree that community policing has promise in this regard. Yet, it is not clear the extent to which police officers concur. Since officers are in a position to implement community policing practices, it is important to understand variants in officer-level support. Using data collected from 741 officers in three departments, this project explores officer-level views of community policing’s utility to address terrorism and more common crimes. Overall, officers view community policing as appropriate to address both common crimes and terrorism. Results suggest that department-level policy itself is not the key driver of support. Rather, an officer’s own experience with community policing and support for the practice in general determine views on community policing in counterterrorism. Results also highlight the importance of comparative research across departments.  相似文献

The European Police Office (Europol) is an international police organization that was formed to promote cooperation among law enforcement agencies in the European Union. Framed within the context of the Treaty of the European Union, Europol’s mandate includes all serious forms of international crime, including international terrorism. This paper offers an analysis of the organization of Europol’s counter‐terrorism operations in the context of the history and dynamics of international police cooperation. More specifically, on the basis of the bureaucratization theory of policing, Europol is reviewed to exemplify the dual forces of political control over the organization via the regulative bodies of the European Union, on the one hand, and the institutional autonomy and professional expertise of participating police agencies, on the other. The outcome of these dual forces can be expected to determine the course and outcome of counter‐terrorist policing in the European Union in years to come.  相似文献

Objectives

We undertook a systematic review and meta-analysis to synthesize the published and unpublished empirical evidence on the impact of police-led interventions that use procedurally just dialogue focused on improving citizen perceptions of police legitimacy.

Methods

The systematic search included any public police intervention where there was a statement that the intervention involved police dialogue with citizens that either was aimed explicitly at improving police legitimacy, or used at least one core ingredient of procedural justice dialogue: police encouraging citizen participation, remaining neutral in their decision making, conveying trustworthy motives, or demonstrating dignity and respect throughout interactions. The studies included in our meta-analyses also had to include at least one direct outcome that measured legitimacy or procedural justice, or one outcome that is common in the legitimacy extant literature: citizen compliance, cooperation, confidence or satisfaction with police. We conducted separate meta-analyses, using random effects models, for each outcome.

Results

For every single one of our outcome measures, the effect of legitimacy policing was in a positive direction, and, for all but the legitimacy outcome, statistically significant. Notwithstanding the variability in the mode in which legitimacy policing is delivered (i.e., the study intervention) and the complexities around measurement of legitimacy outcomes, our review shows that the dialogue component of front-line police-led interventions is an important vehicle for promoting citizen satisfaction, confidence, compliance and cooperation with the police, and for enhancing perceptions of procedural justice.

Conclusions

In practical terms, our research shows the benefits of police using dialogue that adopts at least one of the principles of procedural justice as a component part of any type of police intervention, whether as part of routine police activity or as part of a defined police crime control program. Our review provides evidence that legitimacy policing is an important precursor for improving the capacity of policing to prevent and control crime.  相似文献

This paper describes some of the issues around which cooperation among police agencies in the South African region have been coalescing. Cooperative engagements have resulted in a degree of harmonisation of policy and standardisation of police training. Within the region too a rhetorical commitment to common values and standards associated with democratic policing is forthcoming. Overall the processes underway are shaped by regional dynamics of a broader socio-political and specific police organisational nature. Structural underdevelopment, the weakness of institutions such as the police and contrarian politics more widely provide the context within which cooperation has evolved. By drawing on documentary analysis and interviews with practitioners in the field, the substantive areas around which cooperation is taking place are outlined. In this account particular reference is made to the role of a regional structure (the Southern African Regional Police Chiefs Coordination Committee) and the national police agency (the South African Police Service) of South Africa, in the evolving business of cooperation in the Southern African region. This article considers the development, growth and significance of private policing in a wider context. Section one suggests that the rebirth of private policing is associated with - and, in effect, demands - a change in the conceptual framework with which policing is analysed. While section one addresses the conceptual context of private policing, section two examines its theoretical context by considering various explanations for the post-war growth of commercial security. Moving from specific to general accounts, it is suggested that two explanations - one based upon sociological accounts of the development of modern societies, the other on genealogical accounts of developing mentalities - provide a crucial context for understanding contemporary changes in policing and governance. In the next section, two of these changes - the growing influence of risk-based policing and the increasing significance of diverse patterns of governance - are considered in the context of the fragmented forms of security provision (commercial, municipal, civil and state policing) which are prevalent today. A short concluding section offers some final thoughts on how these arguments impact on the governance of policing. One of the implications contained in this article is that the re-emergence of private policing needs to be considered not only as a problem, but also as an opportunity to identify and address critical questions of contemporary governance.  相似文献

The Prüm network was established to provide mechanisms and the infrastructure to achieve a closer cooperation between the EU member states in combating terrorism, organised crime and illegal immigration through the cross border exchange of DNA profiles, fingerprints and vehicle registration data. While Prüm offers clear benefits for cross-border policing, it continues to present challenges of a technical and scientific nature as well as legal, ethical and socioeconomic concerns. This article reviews these challenges as well as the existing safeguards. It argues that, in order to achieve Prüm benefits and maximise its potential, it is important to enhance the necessary dialogue and cooperation between member states so as to confront the above concerns and address challenges posed by Prüm through balanced measures.  相似文献

Decision-making processes are increasingly based on intelligence gained from ‘big data’, i.e., extensive but complex datasets. This evolution of analyzing complex data using methods aimed at prediction is also emerging within the field of quantitative criminology. In the context of crime analysis, the large amount of crime data available can be considered an example of big data, which could inform us about current and upcoming crime trends and patterns. A recent development in the analysis of this kind of data is predictive policing, which uses advanced statistical methods to make the most of these data to gain useable new insights and information, allowing police services to predict and anticipate future crime events. This article presents the results of a literature review, supplemented with key informant interviews, to give insight into what predictive policing is, how it can be used and implemented to anticipate crime, and what is known about its effectiveness. It also gives an overview of the currently known applications of predictive policing and their main characteristics.  相似文献
