ABSTRACT

Recent feminist debate about how to achieve the substantive representation of women in government has been conducted largely in relation to national parliaments in democratic states. This article brings a new perspective by examining grassroots rural government in contemporary China – an authoritarian state, which, however, began implementing village “self-government,” including elections, in 1987. The article draws on qualitative fieldwork in the Chinese provinces of Zhejiang and Yunnan. The authors went into this fieldwork with an understanding that women's substantive representation, democracy, and gender equality are mutually constituted and with an expectation that village self-government might make a much-needed contribution to the achievement of all three. However, we ran into trouble with this analytical framework. First, there were marked variations in villagers’ practices and understandings of “representation.” Second, we found that democracy was not a prerequisite for substantive representation. Third, most villagers we talked with claimed that “men and women are equal” and there was little conception of villagers’ interests diverging by gender. This article explores our analytical “trouble,” with a view to advancing scholarship on constraints to democracy in authoritarian states and suggesting fruitful directions for feminist theorists interested in the relationship between gender, representation and democracy.  相似文献

In the 1990s, Brazilian Congress approved an electoral quota for female candidates in parliamentary competition (with exception of the Senate). The reticence of the law and the peculiarities of the Brazilian open lists electoral system have given rise to concern that the quotas will fail. In fact, there has been no great increase in the number of women in Brazilian legislatives – there has been some change in the municipalities, a little less in the states and almost nothing at the federal level. Analysing in detail the results of four elections to the federal Chamber of Deputies, two before and two after the quotas, it becomes apparent that, in Brazil, the impact of quotas is mediated far more than in other countries. Quotas provide, above all, an incentive to party elites to support an increase in the number of female political leaders, and the results may appear only at mid term.  相似文献

This article deconstructs the newspaper representations of three debates held in 2007 during the Jamaican General Election campaign. The theory of social representation is used in this article to explain political behaviour and outcomes. Representations are the images, words, symbols or phrases that are generated from people's dialogic interaction that signify meanings. Content analysis of relevant articles covering the electoral campaign in the main print media in Jamaica forms the empirical basis for study. The majority of representations of the three main debates were negative, revealing that political manifestos were largely ignored and policy funding was not addressed. Significant issues such as crime, education, health, garrison politics, corruption and unemployment were inadequately addressed, and the wider global context of these matters was ignored. The consensus was that the Jamaica Labour Party (JLP) won two of the three debates, notably the leadership debate in which the Leader of the Opposition, Bruce Golding MP, performed more effectively than the then current Prime Minister, Portia Simpson‐Miller of the People's National Party (PNP). Social representation theory is used to assess the types of political meanings generated by media coverage during the General Election. It is suggested that the perceived success of the JLP candidates in the main debates was an important contribution to the party's overall electoral victory.  相似文献

Violent political revolt has been common in independent Uganda. For a long time, such revolts were exclusively expressed as rural-based rebel groups fighting the government. Since the mid-2000s, however, this seems to have come to an end. Instead, urban riots, very rare in the past, have become much more common. This article analyses these changing patterns of types and location of violent political revolt in Uganda under the National Resistance Movement government. It argues that the earlier prevalence of rural rebellions can be explained by the combination of a coercive and militarised state, and weak and ethnically factionalised political forces who took their violent resistance to rural regional bases. Over time, however, government counter-insurgency became more effective and the conditions for insurgency were undermined by withdrawal of external support. Furthermore, the reintroduction of multi-party politics in 2005 opened up new avenues for political expression. The changes to the political system were, however, more nominal than real in many respects. While the rebel option had become less attractive and feasible, a series of social, economic and political grievances remained which were only partly channelled through party politics. They also found expression through sporadic urban violent revolt.  相似文献

Contagion theory, one of the most appealing explanations of women’s representation, posits that when small parties start actively promoting women candidates, larger parties will be incentivised to follow suit and contagion will eventually spread throughout the party system. In examining the diffusion of gender quotas in Spain and Portugal, this article revisits contagion theory and adopts a more comprehensive approach. The results suggest that diffusion is better captured when one takes into account that political parties not only react to electoral competition but also adapt to policy innovation through learning and emulation, whose effects are often shaped by intra-party factors.  相似文献

Abstract

Fiji’s 2014 election was its first in eight years, first under the 2013 constitution, and first using a common roll of electors with proportional representation. In the new parliament of 50 seats, the coup leader of 2006, Frank Bainimarama, emerged triumphant. His FijiFirst Party won 32 seats, with the Social Democratic Liberal Party, a successor party to earlier indigenous Fijian parties, winning 15 and the National Federation Party three. The election of the new parliament marked the end of Fiji’s longest period under a military government since independence. How should the significance of these elections be judged in the context of Fiji’s history? Do they represent the breakthrough to democratic stability that so many Fiji citizens have wanted for so long? Or are they just another phase of Fiji’s turbulent politics, a democratic pause before another lurch into authoritarian government?  相似文献

ABSTRACT

Workers’ resistance is crucial to understanding how the working class respond to the growing labour precarity in post-socialist China. The labour studies literature posits that inequality and volatile capital movements increase workers’ precarity and lead to stronger labour resistance, such as strikes. However, workers’ cognition as an integral part of resistance has been rarely studied. This article examines cognitive resistance by Chinese workers from different tier cities by looking at their social trust, class identity, understanding of policies and class solidarity. Despite capital movements and precarity causing more labour unrest, it does not necessarily lead to a stronger cognitive resistance. While inequality and precarity are greater in the more developed megacities with a shifting capital favourability, workers in megacities display a more conservative cognitive resistance than those from the lower-tier cities. This study of workers’ cognitive resistance provides insight into the future of the Chinese labour movement. It argues that the working class’s current cognitive non-resistance suggests that even if a window of opportunity were to appear in the wall of state oppression, workers are not cognitively prepared to coalesce into a coherent social movement that would bring about transformative changes.  相似文献

How do Islamist parties mobilise support and win elections in secularist strongholds? What explains the electoral performance of the Justice and Development Party (AKP) in Turkey’s most consistently secularist region – western Anatolia? This article explores these questions with a comparative case study of two similar cities in the periphery of ?zmir where the AKP registered significantly different electoral results: Ödemi? and Salihli. It shows that deep institutional transformations of the local party organisations, including leadership turnover, reshuffling of the party cadres, and an explicit attempt by local party leaders to moderate and move to the political centre, were necessary factors for the AKP to succeed in elections where the Islamist constituency is weak.  相似文献

Among states that gained independence following World War II, Sri Lanka was widely considered to have a good chance of succeeding democratically. This promise was sundered when successive leaders embraced ethnocentric policies that were geared towards empowering the majority Sinhalese Buddhists at the expense of minorities. This ethnocentrism contributed to civil war and adversely affected the country's institutions – including the island's political parties. The attendant political decay has not only led to malgovernance and democratic regression, it has pushed the country in an authoritarian direction. Sri Lanka thus represents a classic case of how ethnocentrism can undermine democratic institutions and of the long-term negative consequences.  相似文献

This paper examines the lessons learned from Kenya's 2007 post election violence and what has happened since then. It notes that the root causes of the violence still persist, have not been addressed, and easily could be reignited. Faced with a situation where institutions and the rule of law have been weakened deliberately and where diffused violence is widespread, both Kenya's transition to democracy and the fate of the nation remain vulnerable. The argument here is that the problems faced in holding and managing elections in conflict situations often are not simply technical. Instead, in Kenya and elsewhere, many difficulties are symptomatic of larger political and institutional questions related to democratic change that are more difficult to analyze in causal terms or to address.  相似文献

This article explores the process of political deactivation in Chile which has taken place since the military coup of 1973. Its stresses a series of political, social and cultural factors which have produced an increasing depoliticisation of the Chilean population under both the Pinochet regime and the current Concertaciòn governments. The forced depoliticisation generated by repression and fears under the military government marked the genesis of political deactivation. Since the late 1970s the marketisation of Chilean society and its increased consumerist orientation have weakened even further the readiness and interest among Chilean citizens to participate actively in party politics. In addition, in recent years politicians and politics in general have experienced in Chile a growing decrease of prestige and credibility. The media, and particularly the television, have become the main arenas in which new style politicians sell their electoral products to a depoliticised mass who expect quick and concrete solutions to their particular problems and demands.  相似文献

The limits on presidential authority in premier-presidential regimes permit legislatures to wield preeminent influence over government formation and termination. This article shows that even without formal powers to dismiss the prime minister, the president may play a decisive role in government replacement. The article compares three successful and one failed attempt by the president to unseat the prime minister in Ukraine under a premier-presidential system. Based on a review of the significance of 10 variables accounting for presidential activism, it finds that the president’s informal control over institutional veto players as well as the unity of his party faction and cooperation of opposition groups were necessary for the success of attempted cabinet turnover.  相似文献

ABSTRACT

Building on recent scholarship relating to the emergence of printed petitions in Britain in the seventeenth century, this article concentrates on those printed petitions that were designed for more or less discreet or limited circulation in order to lobby parliament. It draws on two collections of such material gathered by the MPs Bulstrode Whitelocke (in the 1650s) and Sir Michael Wentworth (in the 1680s and 1690s). Because print facilitated novel ways of engaging with parliament – not least as problems went unresolved and cases dragged on – printed petitions provide a useful window into the aspirations and frustrations of supplicants, and indeed into their political thinking, however rudimentary this may have been. In tracing what might be called the ‘political imaginary’ of contemporary petitioners, this study recovers evidence of radicalization, but also suggests that the art of petitioning could involve the deliberate avoidance of ideological issues that nevertheless underpinned specific interventions.  相似文献

The Afghanistani government's discriminatory policies against its ethno-religious minorities from the late nineteenth century to the end of World War II brought widespread resentment, which resulted in many local revolts. After the war, these took on a different dimension and led to the founding of an underground political party, Seri Itehad (Secret Unity). The party was different from the other political parties of the time because its goal was to foment an uprising to overthrow the monarchy and so establish a republic. This paper explores why and how the party emerged, and how the unique characteristics of the party's two co-founders, who had little in common in terms of socio-political and cultural backgrounds, shaped the aims, approach, organization, membership and operation of the party. This paper argues that money has become the deciding factor in Nigerian politics. It has served the purposes of consolidating elite rule as well as the political exclusion of the non-elite. A discernible ‘ritual of money politics’, has enabled the power elite to remain in power, and new comers to develop the elite character. This paper concludes that money politics is at the heart of the general crisis of democracy and governance in Nigeria, and unless this is mitigated, reforms aimed at bringing about good governance and curbing other anomalies in the political system may not produce the desired results.  相似文献

Fast track land reform in most instances has been treated as a process only entailing the redistribution of formerly white-owned land to blacks. However, there are other deeper changes that have not yet been coherently analysed, such as the nature of local power relations and the local government system; especially the manner in which it balances the interests of traditional authority and elected authorities. The local government system in fast track areas is in a state of flux. On the one hand, there is potential for a more inclusive and participatory model of local government, and on the other hand, however, official processes through legal enactments suggest that policy craftsmen are still intent on continuing with policies that promote the establishment of two competing sites of power. This paper explores the manner in which rural local government has been treated in the literature, and how it is being re-established in the aftermath of the ‘jambanja’, a period in which the ‘rule of law’ was literally suspended. Rather than depending only on official processes, the field evidence that analyses the actual practice of local government is also utilised. The paper contributes towards a more coherent understanding of the links between the colonial state's control imperative and the post-colonial's ambition to exert similar control, albeit under different political conditions.  相似文献

Both principal Turkish political parties make extensive use of patron–client networks, but in very different ways. The CHP relies on competing local brokers and synchronous vote buying. The AKP is at the centre of a network of public and private funding turning social policy to clientelist ends. Socially anchored AKP activists link the party to voters, allowing it to target social assistance for political advantage and take credit for improvement in local conditions. The case presented in this paper provides a natural experiment suggesting that this distinction is an important explanation for the AKP’s electoral success in low-income urban areas.  相似文献

This paper argues for seeing African land tenure regimes as institutional configurations that have been defined and redefined as part of state-building projects. Land regimes have built state authority in the rural areas, fixed populations in rural territories, and organised rural society into political collectivities subject to central control. Land tenure regimes can be understood as varying across subnational jurisdictions (rather than as invariant across space) in ways that can be grasped in terms of a conceptual distinction between neo-customary and statist forms (rather than as infinitely diverse). Differences between the two have implications for the character of political authority in the rural areas, the nature of political identities and community structure, and the nature of property and land claims. These political effects are visible in differences in the forms of local protest and resistance to commercial land acquisitions in peri-urban Kumasi, Ghana, where a neo-customary land regime prevails, and the Kiru Valley of northern Tanzania, where land institutions are decidedly statist.  相似文献

ABSTRACT

Malaysia’s 14th General Election in 2018 toppled the Barisan Nasional government after six decades in power. Barisan Nasional’s longevity was due to its performance legitimacy and a capacity to manipulate electoral mechanisms. However, it was the use of money in eliciting consent that led to a political change. This article traces how sustaining the dominance of the Barisan Nasional under Najib Razak used a strategy which we term the monetisation of consent. However, when monetising consent loses its efficacy, political dominance is challenged. We discuss why and how manufacturing consent through the use of money has its limits when regime legitimacy is challenged. Intense political competition on the electoral terrain from 2008 and the multiplication of Malay-Muslim political parties induced Najib’s greater personal grip on state funds to gain political support. This resulted in the Najib regime’s kleptocratic turn. Beyond the disbursement of largesse to political power brokers and business elites, his government monetised consent as a populist strategy. The reduced efficacy of electoral manipulation made the monetisation of consent imperative for regime survival but the use of money and unpopular fiscal policies, which deprived citizens of disposable income, led to a legitimacy crisis and the Barisan Nasional’s defeat.  相似文献
