Both practitioners and scholars are increasingly interested in the idea of public value as a way of understanding government activity, informing policy‐making and constructing service delivery. In part this represents a response to the concerns about ‘new public management’, but it also provides an interesting way of viewing what public sector organisations and public managers actually do. The purpose of this article is to examine this emerging approach by reviewing new public management and contrasting this with a public value paradigm. This provides the basis for a conceptual discussion of differences in approach, but also for pointing to some practical implications for both public sector management and public sector managers.  相似文献

The desire to base policy at least in part upon scientific information is a clear trend in Australian governance. The growing literature on how to facilitate this intent highlights a few important principles complemented by examples from the application of social sciences. An example from a very large research project based on physical sciences responding to a national crisis is presented in the context of how it approached delivery to policy‐makers. The Murray‐Darling Basin Sustainable Yields Assessment, widely considered an outstanding success in both scientific terms and for its impact, is reviewed with respect to how the scientific challenge of assessing the future security of water resources in Australia's most important and politically contentious catchment translated into the policy domain. The lessons learned offer a potential template for science with policy intent.  相似文献

Public value theory has had its supporters and critics, with debate about the use of strategic management by public managers and confusion about the meaning of public value. This paper formalises Moore (1995) into a simple theory. That theory introduces the concept of an ‘ideal state.’ The ideal state is a simple means of describing and analysing public value, using a graphical presentation. In an ideal state roles are clear and public value is optimised. Insights from that ideal state are then applied to a more real world to clarify the nature of public value and to consider the appropriate use of strategic management by public servants. The conclusion is that public value theory provides some justification for strategic management, but the paper also demonstrates the limits to strategic management by officials.  相似文献

Public value theory has become a hot topic in public administration research, but its proponents have long recognised difficulties in empirically testing the theory's central propositions. There has been a lack of clarity about how to measure the extent to which organisations are generating public value, which has rendered researchers unable to quantitatively study the causes, consequences and correlates of public value. The current study systematically reviews the growing literature on public value measurement to identify, evaluate, and synthesise available measures. Through a qualitative synthesis of the themes present in published measures, we identify four key components for measuring public value that appear to be important across a range of policy and national contexts. Our review identifies a promising framework that could be used to structure a comprehensive measure of public value and, in doing so, provides a means to progress theoretical development and testing of the public value approach.  相似文献

The proposition that the urban built environment can, and indeed should, be made more visually attractive is a long‐standing feature of the governance of Australian cities. In this vein, this paper examines how ‘good design’ in terms of visual aesthetics is currently pursued including through the development assessment process and the work of government architects. The paper begins by tracing the background of contemporary regulatory practice from long‐standing ideas around beauty and its value through to the urban design movement of today. Next, it considers in more detail various rationales for aesthetic governance and what might be better forms of regulatory practice. In short, it will be argued that while there can be scope for regulation to deliver superior outcomes, this practice must be sensitive to a high degree of contingency in what the public values and that deliberate empirical inquiry into the latter is desirable.  相似文献

Innovation is critical to organisational success and is a process steered, and potentially thwarted, by individuals. However, despite the importance of public sector innovation given the complexity of policy issues faced and the sector's specific contextual features, our understanding of innovation processes in government requires expansion. This study, using in‐depth case analyses of three Australian Public Service agencies, focuses on understanding the ‘human component’ of the innovation process by drawing on both innovation champion and promotor theories to explore, through the lens of organisational power, how multiple human agents progress public sector innovations. The results highlight the key, and often tandem, roles of individuals at multiple organisational levels who work to inspire and motivate others to progress an innovation (champions) and those with specific power bases who help overcome organisational barriers to innovation (promotors).  相似文献

现代社会中,对公共组织及其运行的评价具有重要的现实意义。从国际经验看,对公共组织及其运行的评价特色在于以治理理论为依托;以共识性的公共价值为评价的主要内容;以规则性指标和实践性指标相结合;以单一性指标和综合性指标相结合;以客观指标和主观指标相结合;以过程指标与绩效指标相结合;注重将新的时代元素融入评价内容,回应复杂环境的挑战;重视持续性和规范性。对我国而言,应该以国际经验为参考,以我国国情为基础,发展出一套本土化的评价指标体系,并建立可持续的评价机制。  相似文献

This article uses a qualitative methodology employing the elite model to describe and analyse the complex interplay of political and economic factors in the privatization experience of the state of Qatar. The article begins by providing a theoretical framework for privatisation in the context of public policy and classifying policies of privatisation into two categories: macro‐ and micro‐privatisation. The second part uses this framework to discuss the factors that gives the Qatari experience its distinguished flavour. Citizen participation ought to be important in environmental governance. However, environmental issues are usually defined as science‐related ones, wherein expert knowledge is more important than the opinions, demands or needs of citizens. On the other hand, environmental issues involve spatial dimensions, the geographic characteristics of which require specific techniques to analyse. PPGIS is applied to study An‐Shun, the site of a well‐known pollution case in Taiwan, to reveal, through a participatory process, the perception of space of citizens of a nearby community. The results of this study suggest that the government needs to ensure more citizen participation in its future plans for the decontamination and renovation of the An‐Shun site. Lay knowledge or citizen perceptions of space should not replace scientific knowledge, but can supplement it. They are additional views that ought to be considered by government agencies in dealing with environmental issues. Copyright © 2009 John Wiley & Sons, Ltd.  相似文献

Despite the fact that public procurement of innovation (PPI) has become an increasingly popular policy tool, there has been a lack of holistic approaches to assessing policies promoting PPI. This article attempts to address this gap by proposing a framework which links the multiple levels and aspects related to the design and implementation of PPI policies. By adopting a systemic understanding of “public procurement” as well as “innovation policies,” this article positions PPI as a cross‐domain policy which is inherently a mix of procurement and innovation‐related interventions. The article develops an assessment framework using “vertical coherence” and “horizontal coherence” as criteria. It then illustrates the use of the framework by applying it to PPI policies in China. The framework can aid the conduct of ex ante as well as ex post assessment of PPI policies, which can further inform policy design, implementation, and learning.  相似文献
