The relationship between managers’ use of rewards and employees’ motivation is controversial, but recent research suggests that employee perceptions of governance initiatives can help us understand the association. Experimental evidence further emphasizes the difference between verbal and material rewards, and this study therefore analyzes real-world public managers’ use of these different rewards and their employees’ perceptions of a governance initiative. This enables us to shed light on a mechanism through which rewards can be connected to motivation. Can rewards contribute to a supportive perception of governance initiatives and potentially crowd-in motivation? This is analyzed in a multi-level dataset with 82 Danish school principals and their 1,273 employees. Managers’ use of contingent verbal rewards is positively associated with employees’ perceptions of the relevant governance initiative, while the corresponding association between material rewards and employee perceptions is weak and statistically insignificant when controlling for other types of managerial behavior. Although the findings need to be tested in an experimental design, they suggest that verbal rewards are a promising tool for public managers.  相似文献

In this article, we are interested in the extent to which federalism is able to deal with peripheral protest through shared rule channels. Shared rule as a key dimension of federal states has not thus far received adequate academic attention. Empirically, we analyse the use of all cantonal initiatives in Switzerland over the past 25 years as a particular instrument of shared rule, subsequently focusing on two peripheral regions with successful regionalist parties, Ticino and Geneva. We find that regionalist parties contribute towards radicalizing peripheral demands in search of attention from the centre. This leads to the mainstreaming of peripheral demands by pulling other parties along. We conclude that shared rule properly designed gives even the most peripheral regions a voice in national decisions, but that regionalist parties may also use shared rule instruments to mobilize their electorate at home to fight their non-regionalist competitors.  相似文献

Citizens in representative democracies receive party endorsements and policy information when choosing candidates or making policy decisions via the initiative process. What effects do these sources of information have on public opinion? We address this important question by conducting survey experiments where citizens express opinions about initiatives in a real‐world electoral context. We manipulate whether they receive party cues, policy information, both, or neither type of information. We find that citizens do not simply ignore policy information when they are also exposed to party cues. Rather, citizens respond by shifting their opinions away from their party's positions when policy information provides a compelling reason for doing so. These results challenge the prominent claim in public opinion research that citizens blindly follow their party when also exposed to policy information. They also suggest that efforts to inform the electorate can influence opinions, provided that citizens actually receive the information being disseminated.  相似文献
