Political diaries can claim literary, political and intellectual significance, yet they have rarely been subject to serious or extended enquiry. In this article we offer the first comprehensive survey of the Australian political diary. We also analyse these writings in some depth, suggesting that, taken as a whole, the diaries reveal three Weberian “ideal types” of the politician: the “patrician”, the “professional”, and the “radical”. These ideal types are used to shed a new light on the functioning and limitations of parliamentary democracy in Australia. 相似文献

This article examines the concept of civilisation in Australian public discourse, focussing on some recent political uses. Rhetoric defending Australia's traditional attachment to Western civilisation has focussed on three themes — the role of the British heritage in Australian public life, the moral foundations of Australia's “Judeo‐Christian” belief system, and the rational principles of the Enlightenment. Although the language of civilisation is not confined to centre‐right political discourse, it has been most vocal among conservative‐leaning commentators. This article highlights examples of civilisation and its uses in the contemporary Australian context and attempts to give meaning to civilisation in light of debates about Australian history and national identity. I argue in the course of this article that civilisation is differentiated from culture, and that the culture‐civilisation distinction correlates with left‐right political leanings. 相似文献

In understanding the origins of conventional tenets in political thought, we should attend to cross‐spectrum analysis of usage. Taking state socialism as an instance, this paper argues that the practice of treating it historically either as an element within a radical tradition (by Labour historians) or as a discredited part of a socialist agenda (by liberals) ignores the ways in which it was it was deployed across the political spectrum. Outsiders (such as the Webbs and Métin) skewed the record, describing the pragmatic accommodations they saw as “socialism without doctrines”, unconscious of the debates amongst Australian political elites. We need to explore anew where ideas came from, how they were taken up and adapted in the Australian context (by all sides) and the circumstances that determined their duration within everyday discourse. 相似文献

This paper considers the rationale for the use of coercive powers, such as investigative hearings and requirements to produce information, in the context of investigating serious criminal behaviour. It examines the extent to which such powers are used both in criminal and civil contexts and explores the principles which should be applied in deciding when such powers should be used. It argues that a balance must be struck between the degree of intrusiveness of such powers and the seriousness of the matters under investigation. It will suggest that in a liberal democratic framework such powers should only be used to investigate serious criminal behaviour or other conduct which has a serious impact on society. It is inconsistent with a liberal democratic tradition for such powers to be used without supervision by the courts. Finally, it will be argued that public debate about the use of such powers needs to be more informed. There needs to be greater understanding of the nature of these powers, and how they are used, and the checks and balances which should apply if the community is to make a considered decision on when such powers are appropriate. 相似文献

This article is a study of some aspects of the non-military response of the Menzies government to the decolonisation of the European empires and the cold war in Asia. In the mid-1950s R.G. Casey, the Minister for External Affairs, was given responsibility by the cabinet to develop a programme of Colombo Plan - educational, cultural, propaganda, intelligence and political initiatives - which the Menzies government hoped would influence the outcome of the cold war in Asia. This article suggests that an examination of these government initiatives reveals some important insights into the nature of the Menzies government's understanding of and response to the revolutionary changes which swept through Asia in the decade after the Second World War. 相似文献
