The European discovery of the Chatham Islands in 1791 resulted in significant consequences for its indigenous Moriori people. The colonial Australian influence on the Chathams has received little scholarly attention. This article argues that the young colonies of New South Wales and Van Diemen’s Land led the exploitation of the archipelago before its annexation to New Zealand in 1842. The Chathams became a secretive outpost of the colonial economy, especially the sealing trade. Colonial careering transformed the islands: environmental destruction accompanied economic exploitation, with deleterious results for the Moriori. When two Māori iwi (tribes) from New Zealand’s North Island invaded in 1835, Moriori struggled to respond as a consequence of the colonial encounter. Mobility and technology gained from the Australian colonies enabled and influenced the invasion itself, and derogatory colonial stereotypes about Aboriginal peoples informed the genocide that ensued. Hence this article writes the Chathams into Australian history and Australia into Chathams history, showing that discussions of the early colonial economy, environment, and genocide must consider the wider South Pacific context in conjunction with events internal to the colonies.  相似文献

Frederic Eggleston was a prominent public intellectual whose reflections on international relations constitute one of the most important records by an Australian liberal thinker during the first half of twentieth century. Eggleston wrote extensively, and hopefully, about the capacity of international organisations to discipline the behaviour of nation-states; but his hopes were tempered in his writing also about the descent to wars, including the early Cold War period in which his support for American foreign policy grew stronger. His liberal outlook was also informed by his sense of Australia's Britishness, Australia's location in the Pacific, and Australia's future relations with Asian countries.  相似文献

This paper examines the interplay between the life and ideas of a Catalan anarchist and autodidact, Salvador Torrents, who migrated to Australia in 1915. Until his death in 1951, Torrents, from his isolated farm in North Queensland, contributed regular commentaries and articles in libertarian newspapers in Spain, France and the United States. With the exception of the years of the Spanish civil war, Torrents remained outside mainstream Australian labour politics. Like many non-English speaking immigrants, a lack of the language was an obstacle to participation. As well, as an anarchist, Torrents considered political parties and electoral politics a waste of time in achieving social and political change. Instead he propounded, and practised, the transformative powers of self-education and the revolutionary role of the autodidact in fomenting radical change. His ideas had been forged in the turbulent politics of Catalonia in the first decades of the century. In Australia he continued to apply the same analysis in what he perceived as the similar context which Southern European immigrants confronted in North Queensland. Although invisible on the Australian Left, Torrents functioned as a left wing intellectual, contributing to a particular public discourse, which took place in a space that was separated from the mainstream Australian Left by language and different radical traditions.  相似文献

The Pacific Basin Economic Council (PBEC) was established in 1968 through the initiatives taken by the Japanese and Australian business leaders. This article focuses on the ideas and activities of the Japanese and Australian business leaders in the establishment of PBEC, especially those of Nagano Shigeo and W.R.C. Anderson, both of whom devoted themselves to the establishment of PBEC, while cooperating with each other. The central questions posed are: how and why Nagano and Anderson came to consider it desirable to establish an economic institution in the Asia Pacific region in the mid-1960s; how and why those ideas were refined and transformed into the establishment of PBEC; what approaches business leaders in other countries took towards Pacific cooperation and how the Japanese and Australians adjusted different interests of people in other countries in organising PBEC. Finally, the article assesses the role played by PBEC in the development of economic cooperation in Asia and the Pacific and insists that it should help set up foundations for the subsequent organisations of regional economic institutions such as the Pacific Economic Cooperation Council (PECC) and the Asia Pacific Economic Cooperation (APEC) forum.  相似文献

This article examines the contribution of Dr Peter Russo (1908-1985) to Australia-Japan relations from 1935 to 1941. Born and educated in Australia, Russo went to Japan in 1931 as the recipient of a travelling scholarship, and in 1934 he was appointed to a lectureship in modern languages at the Tokyo University of Commerce. In 1935, acting in his capacity as delegate for Japan's principal organisation for international cultural relations, he undertook a successful lecture tour in Australia, and in the same year acted as adviser to Japanese diplomat, Katsuji Debuchi, on a goodwill tour of Australia and New Zealand. Over the next five years Russo worked to consolidate these efforts, but as the Pacific War drew closer his loyalty to Australia was increasingly brought into question. The article will trace the development of Russo's role in promoting Australia-Japan relations between 1935 and his return to Australia amid suspicion and controversy in 1941.  相似文献

John Treloar's involvement in the Australian War Memorial began in 1917, and he was Director from 1920 until his death in 1952. The idea of a national war memorial serving also as a museum, gallery and library was not his: the credit for that goes to Charles Bean. But there would have been no museum, gallery or library without Treloar's organisational ability and collecting genius. Treloar was responsible at first for collecting a documentary record, but later as the vision expanded, he began to acquire many other kinds of material, including art. It was an unusual challenge for a soldier, public servant, and man who scrupulously distanced his emotions from his work. This article examines aspects of Australia's official and commissioned war art and teases out the relationship between the bureaucrat and the artist. I suggest that the administrative effort involved in the war art schemes has to be recognised as part of the process of cultural production, and that in these circumstances the life of the bureaucrat is as worthy of exploration as that of the artist.  相似文献

Presentations of the history of Australian democracy inevitably dwell on the innovative and early democratic practices of the colonies and, later, the nation. Compulsory voting is typically placed in this frame. This article challenges three key pillars of the accepted narrative of the Australian adoption of compulsory voting by placing nineteenth‐century debates over the mandatory franchise in the Australian colonies in the context of other similar democracies in North America. It shows that compulsory voting debates in the colonies were contentious, protracted and motivated by negative experiences of democracy and a desire to limit or order democracy to ensure that engaged minorities did not overwhelm an apathetic majority.  相似文献

Gough Whitlam’s political significance lies in the first instance in his leading the Australian Labor Party into office at federal level in December 1972 after 23 years in opposition. As prime minister he instituted wide-ranging domestic reforms expanding the involvement of the Commonwealth government into many areas affecting the lives of ordinary Australians. He faced a declining economic situation and a parliamentary opposition determined to impede his reforms; the blocking of supply in the Senate culminated in Whitlam’s dismissal by the governor-general on 11 November 1975. In foreign policy, Whitlam repositioned Australia as an active middle power. His opening to China coincided with the Sino-American normalisation, leading to a new direction in Australian foreign policy that gained momentum in subsequent years; the fundamentals of the Australian relationship with the United States remained intact. Whitlam was motivated by a vision of ‘positive equality’ in government services as the basis of social democracy. From a contemporary perspective there is less faith in the efficacy of government action than was the case with Whitlam. His government bears comparison with the great reform governments in the Australian Labor tradition, as well as in Canada, the United Kingdom, and even the United States.  相似文献

In September 2000 the Australian government declassified thousands of pages of documents concerning the Indonesian invasion and annexation of East Timor in 1975. Some 68,000 pages of documents were released. About 2,600 pages of diplomatic documents were withheld, along with Cabinet papers, intelligence materials, and Defence Department records. The documents cover only the period from early 1974 to mid-1976 and do not document the Indonesian war and its human costs. What they do document is the process whereby Australia acquiesced in the Indonesian annexation of East Timor. Above all, they show that secret briefings by the Indonesians kept the Australian government closely informed of Indonesian intentions and operations at every step. In the light of these secret briefings and related documents, it is clear that Prime Minister Gough Whitlam's claim that he wanted to see a “genuine act of self-determination” by the East Timorese is and always was hollow. This was a fig leaf covering his desire to see East Timor incorporated into Indonesia as West Papua had been in the 1960s. Its patina of moral responsibility and legal respectability were his alibi or, as Richard Woolcott put it in late 1974, “escape clause,” if and when Indonesian actions led to accusations of Australian complicity with Jakarta. Mr. Whitlam was complicit. The record is clear.  相似文献

I. N. Duncan Wallace, QC studied law at his father's old college, Oriel, Oxford University, before spending the war years in the Navy. After the war he completed his law course, was called to the Bar in 1948 and took silk in 1973. His legal career involved practice in Pacific Rim countries such as Malaysia, Singapore, Hong Kong, the Philippines and Indonesia, as well as stints as ‘visiting’ Scholar and Professor at the University of California at Berkeley and King's College, London. Archibald T. Strong, born in Melbourne, was the son of an Australian scholar who went to an academic post at Liverpool. The younger Strong received his secondary and tertiary education in England. There, he became proficient in modern European languages and literature. He initially planned a career in the law, but for health reasons returned to Australia to the Department of English at the University of Melbourne. Prior to the First World War, Strong became prominent in Melbourne literary circles and also a prolific commentator on world affairs. As an early member of the Round Table group in Australia, Strong assessed Imperial Germany as posing an existential threat to the British Empire and hence to Australia's security. The nation's future, he believed, lay in unwavering defence of the Empire. Strong evinced a distinct impatience with fellow citizens, especially on the socialist left, who failed, in his view, to understand the realities of Australia's position in the world and what was at stake in the Great War.  相似文献

The Howard era saw a further accumulation of power in Canberra and continued the marginalisation of the States. This essay locates John Howard within Liberal Party tradition and examines the way in which his own values shaped his approach to federalism. Howard identified himself as an economic liberal and as a social conservative (although he might be better thought of as a social liberal.) His commitment to small government and a single market unimpeded by state borders together with his lack of sympathy with regional identity had important consequences for the evolution of the Australian federation after 1996.  相似文献

Percy Spender, the Australian Foreign Minister in 1950, played a critical role in the establishment of the Colombo Plan. The programme was proposed by Commonwealth ministers in Colombo, Sri Lanka, in January 1950. In May, Spender hosted the first meeting of the Consultative Committee to work out the modalities for the aid programme. Using Canadian and British sources, the article re‐examines Spender's diplomacy at the Sydney conference. It demonstrates why his conduct elicited such strong condemnation from his fellow ministers and almost precipitated a crisis in Commonwealth relations. It argues that Spender antagonised Commonwealth ministers unnecessarily with his tactics without achieving the objectives he had set for himself. His diplomacy did not advance his vision of the aid programme; instead, the British vision of the Colombo Plan prevailed in Sydney.  相似文献

Anxiety about the Asia‐Pacific region has held an evocative place in the Australian imagination, and has featured in federal elections since Federation. This article explores discussions of regional opportunity and threat in the spoken campaign language of Labor Prime Minister Paul Keating, and his Liberal opponents, in the 1993 and 1996 elections. This language forms part of an ongoing project by Australian political leaders to provide voters with a secure identity by managing regional threat: from extending “civilisation” in the first half of the twentieth century; to the image of Australia as a benevolent stabilising force in an unstable region following the Second World War; and the contested frameworks of engagement and opportunity from the 1980s onwards. While specific constructions of regional threat have changed since federation, leaders' discursive reassurances have remained remarkably consistent over 110 years.  相似文献

This article contests the misconception that the Hall of Memory of the Australian War Memorial, Canberra, represents an irreligious space. While accommodating the expectations of a post-secular society, this belief fails to recognise the influence of Christianity upon the generation that experienced World War I and developed the memorial practices that arose in response to it. Veteran-artist M. Napier Waller embedded complex religious symbolism in the scheme of three windows he designed and executed for the hall. Drawing on his individual experience of battle, personal philosophy of art and the medieval customs of his forebears, Waller told the story of Australia’s experience of the war and aligned a nation’s sacrifice with that of Christ: His Crucifixion, Resurrection and Ascension are symbolised in the south, west and east windows, respectively. The inclusion of a nurse was central to Waller’s plans and required he manipulate the men creating the memorial to achieve his goal. In doing so, he neutralised the greatest threat to his vision: its founder, Charles Bean, and located a woman of many identities—a Martial Madonna—as the heart of national sacrifice in Australia’s premier war memorial.  相似文献

Great Britain's decision to withdraw its forces from Southeast Asia by the mid-1970s created uncertainty for those living in the region. The potential loss of British presence led Australia to attempt to discourage Britain from leaving, while also recsognising recognising the decision as an opportunity to re-evaluate Australia's strategic outlook in Southeast Asia and the Pacific. Scholars have treated Asia and the Pacific as two regions with distinct experiences related to withdrawal. Some address changing Anglo-Australian relations but include little, or no, mention of the Pacific territories. Others, writing about the Pacific, focused more the individual paths taken by each island than on connecting the larger process of decolonisation in the Pacific to the one in Asia. This article pairs Australia's Strategic Basis of Defence papers with documentary evidence across multiple departments in Canberra to understand how British withdrawal from east of Suez connected Australian concerns about security in Southeast Asia and the Pacific Islands. By connecting the two areas through Australian interests, the withdrawal from east of Suez can be understood as a catalyst for Australia's pursuit of a distinctive role within its neighbourhood.  相似文献

H.V. Evatt's foreign policy has attracted considerable historical attention, but his response as Australian External Affairs Minister to Commonwealth constitutional issues remains neglected. Evatt sought to retain India in the Commonwealth in 1948–49, but he insisted that India ought to recognise the king's prerogatives in its constitutional arrangements. He had developed his defence of the monarchy and its place in the empire in his writings of the inter-war years, and sought to apply these ideas in his Commonwealth diplomacy of the late 1940s. Evatt's failure to have these ideas accepted resulted from his attempt to impose an ideal of the relationship between the monarchy and the Commonwealth, derived from his understanding of the evolution of constitutional relations between the United Kingdom and the old dominions, to the very different context of Asian postwar decolonisation.  相似文献

Good ideas for economic cooperation within APEC must be adapted to Asia‐Pacific realities, says Andrew Elek, Senior Fellow at Australian National University's Australia‐Japan Research Centre. Emphasizing that “APEC will not make decisions, Asia‐Pacific governments will make decisions,” Elek asserts that APEC can draw on EU experience, while avoiding the creation of a regional bureaucracy, through a voluntary but orderly process of concerted, unilateral decision‐making. At Bogor, APEC governments agreed to reduce obstacles to economic development and integration within the region, without discriminating against the rest of the world. Elek notes that the November 1995 high‐level APEC meeting in Osaka provides the opportunity to clarify the historical Bogor vision. In this article, he proposes concrete measures for realizing APEC's potential as an open economic association.  相似文献

During 1871 and 1872 the Victorian Premier, Charles Gavan Duffy, led his minsters on a banqueting tour of the colony during which he made a series of speeches in defence of his Government. Little noticed since but controversial at the time, Duffy's tour called into question the centrality of parliament and the meaning of colonial democracy. Earlier interpretations, derived from the study of colonial New South Wales, paint Australian politics in this period as ideologically somnolent and unprincipled. Yet Duffy's tour and the associated hullabaloo reveal the intellectual vitality and vigour of democracy's brash antipodean form. Its significance has been overlooked by historians. However Duffy's oratory tour was undertaken almost a decade before Gladstone's 1879 apparently pioneering Midlothian campaign, and the electioneering practices he initiated in the early 1870s shaped elections in the years that followed.  相似文献
