We estimate the effects of part-time work on job and life satisfaction using new data for Chile. While part-time work is being promoted to increase female labour participation in many countries, there are concerns about its quality and the overall effect on well-being of such policies. We estimate models for job and life satisfaction addressing for endogeneity and selectivity bias. We found that part-time work has a negative effect on job satisfaction and well-being for men; however, when looking at just women, the negative effect is reversed. This should be considered when designing public policies oriented at increasing female labour participation through part-time work.  相似文献

Developments in modern medical technology force many questions upon the health professions and the public. To what extent should technology be used to extend life when doing so seems futile, perhaps brutal? Who should decide such questions? What options should be available? Conditions in which such questions arise are often chaotic because of the nature of illness and treatment and because many extremely important issues in life have been poorly deliberated by the health professions and the public. This article profiles Dhiren Barot, a convert to Islam who was convicted in Britain in October 2006 on charges of conspiracy to commit murder for planning terrorist attacks in the United States and the United Kingdom. Upon his conviction, much of the British press, and many other observers, claimed Barot was a high-level Al Qaeda figure whose plans were on the verge of execution. Other observers, and Barot's defense attorneys, however, argued that these allegations were exaggerated. Barot, they claimed, had done nothing more than sketch vague plans for which he had no funding and was merely being used by the British government as an example in the War on Terror. This article details Barot's life and terrorist activity. It argues that he was a committed jihadi, was likely an Al Qaeda member, and did indeed represent a security threat. Nonetheless, the lack of public information available on his life suggests that certain allegations about his status within Al Qaeda and the immanency of his plans should be treated skeptically. It concludes by considering to what extent Barot fits the profile of other Islamic terrorists.  相似文献

The Private Finance Initiative (PFI), introduced to Britain in 1992, has become a major means of procuring public sector infrastructure. It involves long‐term contracts whereby private sector suppliers construct and own capital assets and provide services for which they are paid on the basis of availability or use. This paper focuses on the early stages of a PFI procurement, the decision to use the PFI rather than any other form of procurement. In 2004 and 2006, the UK Treasury issued new Guidance as to how this should be done. There are two stages to this Guidance: qualitative and quantitative assessments. This paper comments on some of the key issues in the quantitative assessments: the treatment of risk, of residual and life‐time costs, of tax, of rates of return and of the appropriate use of discounted flow techniques when finance is a constraint for an investing agency.  相似文献

Little is known about the effect of poverty alleviation programmes on mental health. In this paper we use variation in district implementation dates and location of residence to examine the short-run effect of the National Rural Employment Guarantee Scheme in India on psychological wellbeing. We find that in the first year of the programme, women in recipient districts were less likely to experience depression symptoms. The effects of the programme on men’s mental health, on the other hand, are generally not statistically significant and are not robust to different specifications. We provide suggestive evidence that one mechanism through which the programme could have affected women, at least in the short-run, was providing them with greater economic security and independence.  相似文献

Based on quantitative data extracted from a wide sample of ETA militants, this article offers an empirical assessment about their evolving social and demographic characteristics. Oral testimonies coming from individual interviews with former terrorists help to interpret statistics. Findings related to sex, age, and marital status when joining, also type of habitat they shared, are consistent with existing knowledge on the members of other contemporary terrorist organizations. By contrast, facts about occupation and social class are rather uncommon. Information gathered on more specific and situational variables reveals how these ethno-nationalist terrorists were not homogeneously recruited across its population of reference. Moreover, an inversion in the sociological profile of ETA activists took place over time, suggesting the extent to which membership traits may vary during the life cycle of a terrorist organization.­  相似文献

Although most contemporary theories of nationalism and identity formation rest on some form of social constructivism, few theorists of nationalism and identity formation interrogate social constructivism as a social construction – a social science concept “imposed” on the non-self-consciously constructivist behaviors of people, who generally do not believe they are engaging in construction. Since social constructivism – unless it is a metaphysics about what is real – is really about the concept of social construction, the first task of constructivists is to ask not how various populations have engaged in social construction but how social construction should be defined. As this article shows, constructivism is at best a run-of-the-mill theoretical approach – perfectly respectable, but no different from any other theoretical approach in the social sciences. It is only when social constructivism makes outlandishly radical claims – that all of reality or all of social reality is constructed – that it is unusual, exciting, and wrong.  相似文献

This article addresses the characteristic styles and modes of self-presentation used by such Victorian public moralists and intellectuals as William Morris, John Ruskin and Matthew Arnold in both their writing and in their appearances as public lecturers: these were all interventions that were aimed at provoking an audience into intellectual consideration and self-reflection. The article examines how questions about the style of these figures have shaped the response to their work both at the time and in the years since their deaths; thinking about why, in Raymond Williams’s words, they have produced ‘mixed feelings of respect and suspicion’. It considers how their versions of the combination of intellectual and public life could be thought about in our post-financial crisis present, at a moment when late nineteenth century debates about ‘the elites and the masses’ are re-emerging, but where also the figure of the intellectual is taking on a renewed interest as one possible point of encounter between these forces.  相似文献

In most parts of the post-socialist world high expectations regarding privatisation were quickly disappointed when it became obvious that property practices did not follow the ideal type predicted by market models. The article addresses this divergence and emphasises the necessity of overcoming the dualism of an ideal type of property rights on the one hand and the way property is handled in everyday life on the other. It argues that concrete situations as well as the necessary justifications of practices have hitherto both been widely neglected as empirical foci in studies on property relations. Five brief episodes from the privatisation of collective farms in rural Russia serve as examples to illustrate how situations and justifications are reflexively linked by drawing on and negotiating about differing ‘orders of worth’.  相似文献

The purpose of this research is to identify and examine linkages that exist between public policy and quality of life in American cities. A review and analysis of public policy research and social indicators research over the past twenty years is included. Social indicators are further defined into both objective and subjective indicators. The developing confluence of the two areas of research constitutes the basis for the remainder of the paper.

The data for this study are derived from a nationwide survey conducted by Louis Harris and Associates, Inc., in late December, 1977 and early January, 1978, for the U.S. Department of Housing and Urban Development (HUD). Interviews were conducted for a sample of 7,074 adults, asking them about their perceptions on the quality of community life, government services, social problems, and future possibilities. The findings are analyzed through use of a frequency distribution of the quality of life measures and the quality of public service variables.

The pattern of statistical relationships indicates that the nine public service variables are sharply divided into two groups. One, seven variables (police, garbage, street lighting, fire, public schools, parks and playgrounds, and road and street maintenance) are all highly inter-correlated. The correlation coefficients among them range from a high of .411 (police and fire) to a low of .218 (garbage and public schools). The other, public transportation and public health service are also closely inter-correlated, but their relationships with the other seven are all uniformly weak.

These two groups of public services have distinct political and policy implications. The first group of services tends to represent those traditionally well-established public services that are considered “vitally important” for the well-being of the general public. The second group, in contrast, tends to represent those public services that are relatively new and serving primarily the needs of low income or minority groups in the community whose political influence is most likely to be marginal.

A few generalizations may be drawn from the statistical relationships. First, the general indicators of community life quality such as feelings about the overall community and neighborhood are more strongly correlated with the quality ratings of public services than the quality indicators of specific life domains. Second, some of the strongest relationships are found between specific public services and specific domains of life quality that might be expected logically to have close association such as police and safety (r=.317) and public schools and child raising (r=.427). Third, those public services that are considered part of mainstream local services and important for the daily life of the general public (such as police, fire, public schools, parks and playgrounds, etc.) tend to be very strongly correlated with the measures of community life quality. Fourth, in contrast, those services that are primarily affecting underprivileged groups in the community and not considered part of the mainstream of local services are poorly or insignificantly correlated with the measures of community life quality.  相似文献

Using panel data for 104 countries between 1975 and 1998, this article tries to explain interruptions of IMF programmes around election dates in the recipient countries. On average, programmes seem to be more likely to break down before elections. This increase in interruption probabilities is, however, less severe in more democratic countries. In true democracies interruption frequencies are even lower prior to elections. While no other political variables than elections and democracy were found to influence compliance systematically, programme interruptions are significantly more likely in countries with high government consumption, high levels of short-term debt and low GDP per capita at programme initiation.  相似文献

Voters normally split their tickets when they do not feel sufficiently represented by only one political party or when politicians cultivate a personal vote regardless of party identification. Yet, voters might also split their tickets when they feel indifferent about like-minded parties or individual candidates. The authors distinguish between misalignment ticket-splitting (MATS), caused by a mismatch between voters’ preferences and the alternatives offered by the party system, and mis-coordination ticket-splitting (MCTS), when like-minded parties offer choices equally acceptable to voters. MCTS is likely to occur under proportional representation systems with multiple parties. The authors apply our categorization to concurrent presidential and legislative elections in Chile in 2005 and 2009. There was plenty of MCTS but little MATS. The authors suggest that the two forms should be separately analyzed as they are reflective of different political phenomena.  相似文献

Abstract

As communities and local governments increasingly have become concerned about quality‐of‐life issues, community indicators have become a widely used tool to measure the status of the quality of life and progress being made toward improving it. Indicators provide a vehicle for understanding and addressing community issues from a holistic and outcomes‐oriented perspective. They are useful, within the context of an overall community‐improvement process, both as a planning tool, based on a community's vision, and as an evaluation tool to measure progress on steps taken toward improvement. Their usefulness is maximized when they are both directly tied to public‐policy and budget decision making and when the community feels a sense of ownership of the indicators through direct citizen involvement with them. This article briefly describes four major approaches to community‐indicators work, and then in more detail, illustrates one of the approaches called “quality of life.” This approach is illustrated with experiences of the Jacksonville (Florida) Community Council Inc. (JCCI), a pioneer and leader in the community‐indicators movement.  相似文献

In recent years, there has been growing concern in the UK that local services aimed at risky or vulnerable people are ineffective, because of agencies’ persistent failure to share information about their clients. Despite considerable national policy effort to encourage better information‐sharing, previous research indicates that there are many cases where information is still not shared when it should be, or where it is shared when it should not be, with potentially devastating results. This article uses data from the largest empirical study of local information‐sharing yet undertaken to examine four policy sectors where multi‐agency working has come to the fore. It shows that variations in their information‐sharing and confidentiality practices can be explained by neo‐Durkheimian institutional theory and uses insights from this theory to argue that current policy tools, which emphasize formal regulation, are unlikely to lead to consistent and acceptable outcomes, not least because of unresolved conflicts in values and aims.  相似文献

Rayner scrutinies have become a regular feature of life in government departments. It takes only a few months to conduct a scrutiny but implementation is a far longer process which can absorb much ministerial and official time. This paper describes one of the first Rayner scrutinies — on arrangements for paying social security benefits — from inception to implementation. It relates the scrutiny team's reports to the social security system it was in part reviewing and then traces the way that ministers and officials handled the controversy that the scrutiny team's proposals caused when leaked in an inaccurate form. It concludes by speculating about some wider lessons that might be drawn about the validity of the scrutiny technique; the value of the Rayner label on reviews; the need for independent reviews in bureaucratic organizations; civil service responsiveness to reviews: the political dimension to management issues: public debate and open government considerations, and the indirect consequences of scrutinies.  相似文献

Although scholars have assessed how the electoral connection of legislators and chief executives affects their support for performance measurement, we know less about how electoral considerations might influence agency administrators’ focus on performance measurement. I suggest that independently elected administrators’ attention to their agency's performance measurement system may be conditional on the likelihood that their efforts in this area will help them realize their electoral goals. Because there is a greater electoral incentive to focus on performance issues when government performance is deficient, elected administrators should be as likely as, if not more likely than, their non‐elected counterparts to focus on performance measurement when the government is performing poorly and less likely to do so when the government is performing well. I find evidence that supports this expectation. This article provides insight into the implications of electoral incentives for management decisions.  相似文献

Courts are prime candidates for the application of Total Quality Management (TQM) but also difficult settings in which to implement it. The leadership structure of courts discourages strong leadership but also requires negotiation and mediation to install new programs, so an effective chief judge can bring most of the governing body--the other judges--along when a decision is made to adopt TQM. As turnover on the bench is slow, the governing body remains throughout the period needed to institutionalize TQM. Courts already have a valuable and useful tool for thinking about “customers” and using data effectively in the Trial Court Performance Standards. Courts have been slow to adopt TQM to date, but there is growing interest and several leadership courts using TQM to improve various court functions. Courts' work mostly is processed in assembly-line fashion; using TQM's principles can help courts improve productivity, recognize and respond to customer needs more readily, and generally be better able to obtain taxpayer support. The courts are at once prime candidates for Total Quality Management (TQM) and a setting in which TQM is a hard sell. This article will explore why both elements of this statement are true. Acknowledging the difficulties, this article nonetheless concludes that TQM can and should be sold and that the courts will be better for the effort. Most Americans do not understand how courts work.(') Even less do they understand how courts are managed or why courts should involve any different management issues from other public agencies. To understand both the difficulties in having TQM accepted in courts and the fertile ground they offer, it may help to explore briefly the management context.  相似文献

This paper argues that nationalism and neoliberalism should not be considered as conflicting ideologies, but can enter into a productive association. This association creates an entrepreneurial nationalism that people can actively embrace as self-governing subjects in pursuit of a good life and successful career, rather than as subjects governed through state-mandated projects from above. The paper illustrates this argument with material from nine months of fieldwork at a Russian elite university. While students at that university strive to develop their potential and increase their market value to be successful in the competition for the best jobs, they also emphasize that developing themselves is not antithetical to serving Russia and being true to one's country. On the contrary, advancing Russia and advancing one's own career are articulated as two sides of the same coin. At the same time, the Russian nationalist project is reframed in entrepreneurial terms: making the Russian nation strong is about developing its potential and raising its competitiveness in the global marketplace.  相似文献

The problem of "foundations" is a crucial one for any field, particularly perhaps one with as varied a possible repertoire of elementary sources as the study of world politics. In this paper, I draw attention to how some different ways of thinking about where knowledge is produced and how it circulates can be used to inform understanding about geographies of knowledge of world politics. Such geographies, however, are not ends in themselves. The point is to understand the ontological bases of knowing from perspectives that do not privilege a singular history of knowledge associated with a specific world region or of conceptions of knowledge that implicitly or explicitly presume their self-evident universality. In other words, we need to move beyond the all-too-conventional repertoires of relativism and positivism in understanding the bases to knowing about world politics/international relations. The paper suggests some ways forward, which should now be the subject of vigorous debate.  相似文献
