This article centers on two interconnected ideas that have garnered increasing attention in public administration: (1) a shift away from centralized institutional authority structures and (2) the concomitant rise of networks in the public sector. While network theories have been viewed as ushering in a new paradigm for understanding governance, they remain rooted in the language and framework of hierarchical bureaucratic systems. The author suggests that embracing an approach not grounded in a centralized institutional perspective may clarify network theories in public administration. Specifically, the author argues that anarchism has much to add to our understanding of networks and illustrates how an anarchist perspective may advance our understanding of networks in three areas—network formation, network stability, and accountability in networks—in which the hierarchical perspective has generated persistent questions.  相似文献

Comparing and evaluating the performance of governance networks are important tasks for researchers and practitioners of network governance and public administration. Limited by the lack of network data across space and time, the study of network performance and effectiveness at the network level is not on pace with advances in theories and methodologies in network analysis. With a novel methodology to measure clean energy governance networks using hyperlink network analysis across the contiguous United States, this article collects a large sample of self‐organizing policy networks in the same policy domain across geographic locations. This article proposes that governance networks with high overall bridging and bonding social capital perform better. Regression analyses show that network structures have statistically significant effects on governance outcomes. States with high average closeness and average clustering in their governance networks are more likely to have faster clean energy development.  相似文献

This article provides an overview of the key research findings and core concepts on the topic of organizational networks. The primary focus is on goal‐directed “whole” service delivery networks, which are prevalent in the public and nonprofit sectors. The findings and ideas presented are especially salient for helping public managers build, maintain, operate, and govern multiorganizational networks in ways that will enhance their effectiveness. Because research and theory on networks extend well beyond the boundaries of public management and administration, the authors draw on thinking from a number of fields, providing a broad understanding of public networks and network functioning. The article is intended to provide usable information on networks for both practitioners and students, as well as to suggest directions for future research for the many public management scholars who now study organizational networks.  相似文献

Studies of network effectiveness in the collaborative public program setting commonly have found that actors with more organizational partners, more indirect (bridging) ties to other partners, and more cohesive relationships among partners have greater success in implementing projects. This article contributes to this literature by developing and testing hypotheses about how strength of relationships, measured by frequency of contacts, moderates these results. In the context of community water supply projects in Nepal, the article shows that greater frequency of contacts between communities and organizational partners enhances the impact of having more partners and more cohesive relationships among partners but decreases the impact of having more indirect connections. For practitioners and network theorists, these findings highlight the importance of strength of relationships in the link between networks and performance.  相似文献

ABSTRACT

Networks are increasing in number and in importance across the security field as a means of providing inter-agency coordination. Based on a large qualitative study of networks in the field of national security in Australia, this article aims to advance our knowledge of the internal properties of public sector networks in the field of national security and the conditions shaping their performance. It puts forward a multi-level theoretical framework involving five interdependent levels of analysis—structural, cultural, policy, technological, and relational—which aims to account for the internal properties of networks and examines each of these levels in relation to public sector networks in the field of national security. Using detailed interviews with senior members of security, law enforcement, and intelligence agencies, the article aims to highlight the potential lessons this framework has for strategically organizing and managing dynamic networks within and beyond the field of national security.  相似文献

This article is concerned with the democratic quality of network governance in a local context; in particular, the interplay between traditional local government and the emerging network structures. What forms of interplay can be observed between traditional local government and emerging network structures? Of particular interest in this respect is the role of local councillors. As elected representatives, councillors embody the special commitment of authorities towards the public. However, involvement in networks implies a danger of capture, and if network decisions are not open to public scrutiny, democratic control is difficult to achieve even if local councillors are represented. This article therefore discusses networks and accountability: In what ways and to what degree are networks held accountable? Empirically, it explores three local policy networks, all involving the city of Kristiansand. One group of networks – neighbourhood networks – is internally initiated and maintained by the municipality of Kristiansand. Another network is an intermunicipal collaboration involving Kristiansand and five surrounding municipalities. The third network is an example of a public‐private partnership that includes the municipality of Kristiansand, as well as several other actors. The case studies show that the actual presence of local government representatives in networks is not enough to ensure accountability. Lines of popular accountability are stretched, either because the networks are deemed irrelevant by the city councillors, or because networks develop decision‐making styles that shield them from external political control, or because local councillors deliberately deprive themselves of influence over important policy fields.  相似文献

Mantovan’s article analyses the processes that lead to discrimination against migrants in the public spaces of Italy’s towns. Her analysis is based on a three-year research project conducted in northeastern Italy using mixed methods—ethnographic observation, semi-structured interviews, a press review, an analysis of relevant documentation and data collection—and remaining constantly in touch with research conducted in various Italian cities. Starting from an idea of a city whose evolution is the product of alliances, conflicts, active networks of individuals and their respective competing interests, Mantovan sheds light on how discrimination against immigrants in Italy’s urban public spaces is the result of a process of social construction implemented by a number of social actors (journalists, citizens’ committees, politicians and police forces) who represent the visible presence of migrants in these public spaces as deviant and unlawful, especially if they are undocumented immigrants and/or of low socio-economic status. She also argues for the importance of taking into consideration the contribution of economic and political dynamics, both global and national, to the generation of these phenomena by interacting with those at the local level.  相似文献

ABSTRACT

This paper examines the control of networks, an issue that we believe is critical for explaining the overall effectiveness of public networks. We first discuss why it is important to study the issue and why it has been neglected as a topic by public management and organization scholars. We then present the various types of control and how they are utilized in a network context. Finally, we discuss how the mechanisms of control might be related to network effectiveness, drawing heavily on an understanding of how this relationship is addressed by contingency theorists. We close by posing challenges to researchers for developing new insights into the control of networks and why this knowledge is relevant for public managers and policy makers.  相似文献

Although the influence of government regulation on organizations is undeniable, empirical research in this field is scarce. This article investigates how the understanding of and attitudes toward government regulation among public, nonprofit, and for‐profit managers affect organizational performance, using U.S. nursing homes as the empirical setting. Findings suggest that managers’ perceptions of regulation legitimacy—views of regulation fairness, inspectors’ effectiveness, and internal utility of the mandates—positively affect service quality. Subgroup analysis suggests that managers’ views of regulation matter in nonprofit and for‐profit organizations but not in public organizations. In nonprofit homes, performance declines when managers report higher regulatory expertise—better knowledge of the regulatory standards. In for‐profit facilities, frequent communication with regulators lowers quality. These findings suggest that the regulated entities’ views of government regulation are central to their success, which necessitates improvements in the regulatory process.  相似文献

A new public administration movement is emerging to move beyond traditional public administration and New Public Management. The new movement is a response to the challenges of a networked, multisector, no‐one‐wholly‐in‐charge world and to the shortcomings of previous public administration approaches. In the new approach, values beyond efficiency and effectiveness—and especially democratic values—are prominent. Government has a special role to play as a guarantor of public values, but citizens as well as businesses and nonprofit organizations are also important as active public problem solvers. The article highlights value‐related issues in the new approach and presents an agenda for research and action to be pursued if the new approach is to fulfill its promise.  相似文献

In understanding what drives the development of network administrative organizations (NAOs) in mandated networks, power bargaining is central. The authors execute a comparative longitudinal case study of NAOs in two policy‐mandated networks. The article focuses specifically on the role of power in these developments and concludes that differences in NAO development arise from power dependencies, which are attributable in part to sector characteristics. It is proposed that mandated network members’ greater interdependence and greater dependence on external nonmembers, as well as whole network dependence on external actors, partly determine mandated networks’ NAO design. These networks will have larger and more capable NAOs (with more staff), accept sharing control of the NAO executive with the mandating party, and have broader responsibilities.  相似文献

Although cooperative, interorganizational networks have become a common mechanism for delivery of public services, evaluating their effectiveness is extremely complex and has generally been neglected. To help resolve this problem, we discuss the evaluation of networks of community-based, mostly publicly funded health, human service, and public welfare organizations. Consistent with pressures to perform effectively from a broad range of key stakeholders, we argue that networks must be evaluated at three levels of analysis: community, network, and organization/participant levels. While the three levels are related, each has its own set of effectiveness criteria that must be considered. The article offers a general discussion of network effectiveness, followed by arguments explaining effectiveness criteria and stakeholders at each level of analysis. Finally, the article examines how effectiveness at one level of network analysis may or may not match effectiveness criteria at another level and the extent to which integration across levels may be possible.  相似文献

Partnerships of various kinds are now widespread, but evaluating them is complicated. This article examines the usefulness of a network approach for analysing partnership effectiveness, where the central concern is governance. The approach is based on interviews, and for this evaluation they were conducted with 120 people from 10 different partnerships in Victoria. A detailed examination of network structures uncovers important features of partnerships, yielding crucial information about them as governing entities, and providing feedback to partners on where effort needs to be spent on relationship building. This article adds to the existing knowledge about what makes partnerships effective, and to the toolkit available for evaluating them.  相似文献

Public–private partnerships (PPPs) are growing in popularity as a governing model for delivery of public goods and services. PPPs have existed since the Roman Empire, but their expansion into traditional public projects today raises serious questions about public accountability. This article examines public accountability and its application to government and private firms involved in PPPs. An analytical framework is proposed for assessing the extent to which PPPs provide (or will provide) goods and services consistent with public sector goals of effectiveness, efficiency, and equity. Six dimensions—risk, costs and benefits, political and social impacts, expertise, collaboration, and performance measurement—are incorporated into a model that assists public managers in improving partnerships’ public accountability.  相似文献

This article identifies and describes the development of three parallel streams of literature about network theory and research: social network analysis, policy change and political science networks, and public management networks. Noting that these traditions have sometimes been inattentive to each other's work, the authors illustrate the similarities and differences in the underlying theoretical assumptions, types of research questions addressed, and research methods typically employed by the three traditions. The authors draw especially on the social network analysis (sociological) tradition to provide theoretical and research insights for those who focus primarily on public management networks. The article concludes with recommendations for advancing current scholarship on public management networks.  相似文献

Previous research has extensively analyzed the role, and indicated the importance, of network management for the functioning and performance of public or governance networks. In this article, we focus on the influence of boundary spanning actors in such networks—an aspect less examined in the governance network literature. Boundary spanners are considered to be important for governance network performance. Building on the literature, we expect a mediating role of trust in this relationship. To empirically test these relationships, we conducted survey research (N = 141) among project managers involved in urban governance networks: networks around complex urban projects that include the organizations involved in the governance process (the formulation of policies, decision making, and implementation) in these complex projects. We found a strong positive relationship between the presence of boundary spanners and trust and governance network performance. The results indicate a partially mediating role of trust in this relationship. Furthermore, we found that these boundary spanners originated mainly from private and societal organizations, and less from governmental organizations.  相似文献

Community partnerships or networks of collaborating public and nonprofit organizations are an important way of addressing a wide range of problems and needs that communities face. In the academic literature, network analysis has been used to analyze and understand the structure of the relationships that make up multiorganizational partnerships. But this tool is not well-known outside the small group of researchers who study networks, and it is seldom used as a method of assisting communities. This article briefly discusses network analysis and how community leaders can use the results generated by this tool to strengthen relationships among public and nonprofit organizations, thereby building the community's capacity to address critical needs in areas such as health, human services, social problems, and economic development.  相似文献

ABSTRACT

In this article it is argued that one approach to learn more on network success is by studying the norms network members use to control their own network. The results of this study in four health care networks indicate three norms to be central: the norm of network legitimacy, the norm of activating capacity, and the norm of network climate. By comparing the four networks it was explored if and why networks differ in the accomplishment of their own norms. Explanations for the reasonable success of networks can be found in the way the networks were initiated and the legitimacy of the networks. Moreover, only if networks are initiated by the network participants themselves does the network's age positively correlate with the network's activating capacity.  相似文献

Interpersonal networks are increasingly important for organizational learning and performance. However, little is known about how these networks emerge. In this article, exponential random graph models are employed to explore the underlying processes of advice network formation in 15 organizations. The author examines the influence of (1) structural effects (reciprocity, transitivity, multiplexity), (2) actor attribute effects (job function, tenure, education, self‐efficacy), and (3) peer competition. Results suggest that employees rely more on reciprocity, closure, and similarity in job function than on peer expertise or status when seeking advice. In addition, employees who perceive greater levels of competition with peers are significantly less likely to both seek and provide advice. As public organizations look to private sector strategies that promote internal competition to improve efficiency and accountability, public managers need to be aware of the negative implications those strategies can have on interpersonal networks and organizational learning.  相似文献
