Indicator systems to report on concepts such as sustainability and progress have become a key policy response by governments to concerns over environmental degradation and social and economic instability. When developed by a national bureau, public service imperatives suggest that concepts such as ‘sustainability’ and ‘progress’ should be addressed without offending the ideology of political actors. We offer a case study of the Australian Bureau of Statistics (ABS) Measures of Australia's Progress (MAP) indicator system. The ABS has chosen to avoid offering a clear definition of what progress means, or a conceptual framework linked to a definition to explain the selection of indicators. ‘Progress’, however, is a socially defined, normative concept. Such concepts cannot be understood without reference to cultural and political processes. By seeking to avoid a perception of cultural or political bias the ABS has limited MAP's capacity to measure progress. We conclude with suggestions on how MAP might be improved.  相似文献

Three decades of government budget cuts have placed significant financial pressure on Australia's cultural institutions. Institutions are increasingly trying to attract non‐government funding to fulfil their legislative mandates to collect, maintain, and exhibit Australian and international art, to educate and inform the public, and preserve Australia's political, social, and cultural history. Evidence suggests that, despite these efforts, sources of funding have not changed significantly. Budget cuts are impacting a range of areas including acquisitions, preservation, digitisation, as well as limiting access to researchers and the public. This paper concludes that a public review of the roles played by cultural institutions is required, including consideration of the level of public funding provided. To do otherwise is to ignore the importance of Australia's cultural heritage.  相似文献

Abstract

For the past two decades, ‘engagement with Asia’ has been a central theme in Australian public policy and public debate about Australia's place in the world. The commitment to Asian engagement has been shared by both sides of federal politics throughout this period; however, when in government the Labor Party (1983–96) and the Coalition (1996–2007) pursued radically different approaches to this common objective. This article contrasts and evaluates the differing approaches adopted by the Labor and Coalition governments, in the context of the domestic and regional debates and controversies that accompanied them. In particular, it seeks to explain why Australia is more engaged with Asia than ever before, in seeming defiance of the widespread criticism of the Coalition government's particular approach to Asian engagement.  相似文献

Australia has experienced one of the fastest growing public debt levels in the world post‐Global Financial Crisis due to a series of large federal budget deficits driven by high government spending. In this paper we examine the balance sheet implications of this escalating public debt, before proposing some macro‐fiscal objectives for determining its sustainable level. These objectives are to (i) restore the federal government's solvency; (ii) eliminate foreign public debt; and (iii) achieve budgetary balance over the business cycle. Empirically, we first examine how much fiscal consolidation is required for debt stabilisation at current levels, before considering what sized budget balances are needed to achieve the target debt to GDP ratios consistent with the proposed objectives. The results show that no target debt to GDP level consistent with the optimal levels will be met on current fiscal settings in the medium term. This implies significantly greater fiscal consolidation is required to minimise future fiscal risk.  相似文献

This article investigates the implementation of key performance indicators (KPIs) in Western Australia's public mental health system. A nationally agreed performance measurement framework forms part of the much needed reform now taking place within Australia. However, progress in the effective monitoring and reporting of KPIs is slow in most states, including Western Australia. The authors report on the results of a selective case study involving semi‐structured interviews with mental health administrators and offer a more nuanced insight into the intricacies and difficulties involved in performance measurement reform. The principal finding is that effective performance measurement and reporting can be internally problematic, particularly within a fragmented and networked system. This tends to give rise to a conformance‐only approach to performance measurement.  相似文献

This article analyses the forces driving reform of the Northern Territory Public Sector over the past 20 years. It spans an era in which the NT, a ‘small State’ moved from colonial-style dependency on external governments to self-government, with corresponding shifts in the public service. Included is an analysis of the demise of old civil service traditions and their replacement with modern methods of policy development and implementation. It scrutinizes the impact of politicians and politics on the public sector. It examines new legislation currently governing the public sector and the role played by the Public Service Commissioner in leading the reform movement through all its stages—from the analysis of weaknesses in earlier legislation to the passage of new legislation which encapsulates the philosophy behind a modern and effective public sector. It looks at what subordinate legislation is needed by a public service to add substance to a primary Public Sector Employment & Management Act. It analyses the main functions of the Act and highlights the roles and relationships of politicians with the Public Service Commissioner and the Chief Executive Officers of various government departments. Twenty‐three years ago, questions posed in this journal asked whether and how the Australian public service was prepared to engage effectively in Asia. More recent meta‐analyses of public policy scholarship suggest that Western policy scholars and administrators continue to pay limited attention to Asian policymaking, despite the rise of Asia in the 21st century. This article contributes a research‐derived Asia capabilities framework for Australia's public service, distilled from a qualitative study with public administration leaders at Commonwealth, state, and local government levels. It taps scholarly literature in ‘cultural intelligence’, global leadership competencies, and training to provide a robust conceptual underpinning for the framework. The framework defines the knowledge, skills, capabilities, and experiences vital for Australia's public service to engage effectively with the region in a rapidly changing policy environment.  相似文献

Operationalising sustainability has proven difficult because the concept is ambiguous and fraught with contradictions. In response, sustainability indicator systems to characterise and measure sustainable development have been developed globally. The focus of this article is on how indicators function as an instrument of policy to enhance achievement of environmental and sustainability policy in Australia at national scale. In theory, by integrating information from the environmental, social and economic domains and then feeding knowledge to a wide range of policy sectors, sustainability indicator systems may facilitate cross-agency and -portfolio connectivity. Key characteristics of the various sustainability indicator systems developed to inform policy at the national level are described, noting the diverse approaches to indicator development in Australia. The structural relevance of indicator systems to the mechanisms of policy and institutions in Australia is discussed, and corresponding issues of institutional fit are analysed .  相似文献

This article analyses the categories comprising the relationship between productivity and rate-of-return reporting in the context of water infrastructure. It examines the categories and relations comprising rates of return, showing how each can fail to capture real productivity gains. Theoretically, high returns may be obtained despite low real productivity and vice versa. This has implications for 'corporatisation', since the restructuring of Australia's water systems has entrenched rate-of-return reporting as the pre-eminent measure of performance. The problem is, if water's rate-of-return is continually increased without ensuring commensurate real productivity improvements, eventually Australia's water systems must break down. The issue is acute as neither the theory of corporatisation nor the logic of 'economic rationalism' supplies a means for ensuring profitability does not outrun productivity. I conclude the rationalisation of Australia's water has exposed citizens to new, fundamental and otherwise unprotected social, environmental and economic risks.  相似文献

This article examines recent debate over core or ‘independent’ integrity institutions in the Victorian and Commonwealth governments to highlight some of the need, and potential, for more careful deliberation over options for building the capacity of integrity systems ‐ the second of the analytical themes used in Australia's national assessment. The first part compares resourcing of major integrity institutions by Australian governments over the past 15 years. Staffing and finances are seen as a useful basic measure of capacity, helping lift attention away from the assumption that creation of new bodies necessarily increases capacity. The data also show that some jurisdictions—including Victoria—may yet have some way to go if they wish to match other governments. The second part of the analysis identifies eight further issues for consideration in deliberations on institutional design. Our conclusion is that by working through such issues more systematically, it may be possible to identify new or different institutional options for configuring integrity resources. This could help avoid inappropriate choices—whether unnecessary new bodies, overloads on existing ones or the import of frameworks that do not necessarily ‘fit’ local conditions—of particular relevance to current proposals for a new Commonwealth anti‐corruption agency.  相似文献

Anti-dumping and countervailing (AD/CVD) law and policy permits nations to impose corrective duties against unfairly traded imports found to have injured domestic industries. However, administrators of AD/CVD policy around the world are criticised for misusing the remedy as an elaborate and complex protectionist mechanism.
A problem with many critical reviews is that explanations as to how misuse occurs, or at what point in the administrative process regulatory authorities are able to exercise bias, are rarely provided. In the Australian context, the task of identifying a source and opportunity for misuse is made complicated by three major forces affecting the decision-making processes of the Australian regulatory authorities, the Australian Customs Service and Australian Anti-Dumping Authority (ACS and ADA). This article examines the influence which Australia's international obligations, government and public policy processes and the Federal Court have upon the administration of AD/CVD law and policy in order to determine the degree of autonomy afforded to the ACS and ADA.  相似文献

In July of 1990, the prime minister of Australia announced aprogram to achieve a closer partnership between the three levelsof government. His concern was the degree of bureaucratic overlapin the Australian federation and the hindrances to mobility,portability, and uniformity which made the Australian economymore balkanized than Europe post-1992. The announcement capitalizedon dissatisfaction with Australian federalism that had beengrowing in the 1970s and 1980s, and its timing coincided witha range of catalysts making the current climate favorable forchange. The new federalism unleashed a process of review andreform across some forty program or subprogram areas over aneighteen-month period with a prime objective to attain roleclarification for the three levels of government in shared functionalareas, somewhat akin to the German horizontal model of federalrole allocation. The process survived a political challengethat toppled the prime minister, aspects of the new federalismforming a key element of that challenge. Constitutional changeis also part of the agenda and already the Australian experienceholds a number of lessons for other federal systems.  相似文献

This article explores structural causes for the decline in the quality of Australia's political and policy conversations. Three are nominated. The first concerns the changing role of the major party organisations. These no longer contribute to agenda setting; they are no longer forums for activist and interest mobilisation; they no longer mobilise and cue a mass base. The second structural change concerns the rise in the role of the media. This is now the primary bridge between the formal political system and the surrounding society, a role for which it is singularly ill‐equipped. The third change concerns the misalignment between the formal political system and Australian society. The formal system was formed in the early twentieth century when Australian society was broadly divided by class allegiance. Those days are long gone. Class has decomposed. A variety of new concerns differentiate and pluralise social attitudes. Possible remedies are then discussed.  相似文献
