Indigenous community governments are at the frontline of current efforts to ‘close the gap’ between Indigenous and non‐Indigenous living standards. Yet there is little empirical evidence about successful performance by these organisations and considerable scepticism about whether introduced Western governance models can ever be viable in Indigenous communities. To identify the governance attributes that contribute to successful performance, case studies were conducted at three Aboriginal councils in far north Queensland. The untested assumptions in current notions of ‘good governance’ were examined. Currently accepted good governance principles and practices were investigated to ascertain their actual causal relationship with council performance. The research further identified key contextual, historical and cultural factors that are important in shaping successful or unsuccessful governance. Practical strategies are suggested for policy‐makers and Indigenous leaders to build the performance of Indigenous community governments.  相似文献

This article explores the attitudes of male and female managers in the public sector toward high performance Human Resource Management (HRM) policies and practices, work, and organisational leadership, and compares these attitudes to those of managers in the private sector. It finds that female public sector managers are most positive about high performance HRM policies and practices. Male public sector managers are less positive than female managers in the public sector and male and female managers in the private sector across all the measures. Psychological contract theory suggests either the changes associated with high performance HRM policies and practices, or attempts to decrease the disadvantage felt by women in the public sector may have resulted in a sense of disadvantage among some men in the sector, and created a changed, more transactional psychological contract between these men and their organisation. This article is about a modern public sector steel plant in the state of Orissa and its promise to set standards for post-colonial India's citizenry at large. These steel plants were to provide their workforces with superior social and economic citizenship rights, which in turn were to serve as exemplary industrial relations for the industrialising nation. The steel plants were also intended to forge multi-ethnic workforces into exemplary Indian citizens by transcending their manifold ethnic differences. The trajectory of the public sector steel plant in the town of Rourkela confirms that enhanced social and economic citizenship rights detached public sector steel workforces from labour at large and produced a ‘labour aristocracy’. The trajectory, furthermore, reveals how in Rourkela policies designed to accommodate ethnic differences constantly recreated these differences and hampered the access of large sections of the local population to these enhanced social and economic citizenship rights.  相似文献

Governments undertake extensive planning of many services and functions, but tend to neglect planning of public service workforces. Disruptions to public service delivery, such as shortages of nurses and doctors, have rejuvenated interest in workforce planning, but many organisations struggle to do it effectively. This historical study examines the capacity of central personnel agencies to predict workforce risks and support workforce planning, using a study of the Queensland public service. It identifies lack of workforce data as a barrier to effective workforce planning, as a result of factors such as changes in the direction of the central personnel agency, lack of appreciation for the value of comprehensive central workforce data, and limited agency human resource (HR) skills or capacity.  相似文献

This article addresses twinning between local governments in North and South, contributing to the past decade's discourse on institutional twinning in this journal. Local governments have increasingly become recognised as relevant actors in international development cooperation through city‐to‐city cooperation structures, which have been praised as an effective mechanism for local government capacity building. This article discusses the learning practices and the extent to which new knowledge is valued and adopted by twinning participants in both North and South and moreover whether learning benefits are mutual. In a study of three partnerships between Dutch municipalities and partner cities in Peru, South Africa and Nicaragua, 36 participants were interviewed. The findings reveal that learning in city‐to‐city partnerships is not mutual between North and South and that the benefits of ‘shared learning’—a rhetoric commonly used in the twinning discourse—are limited. Instead, other opportunities for mutuality arise for Northern municipalities from political and strategic benefits, such as staff loyalty and motivation. Mutuality in twinning hence deserves a broader interpretation than learning alone so that twinning benefits can be identified and maximised for both North and South, keeping cities interested and motivated. Contemporary Australian public policy has come to rely increasingly on technical reports produced by commercial consultants in contrast to the traditional approach, which employed disinterested public servants to generate the specialist information required to inform decision makers. This approach is fraught with problems, not least the fact that ‘hired guns’ have strong incentives to create the ‘answers’ sought by their employers. By way of a ‘cautionary tale’, this paper examines the empirical evidence adduced in favour of radical amalgamation of Tasmanian local authorities in Local Government Structural Reform in Tasmania, produced by Deloitte Access Economics (DAE) (2011), and commissioned by the Property Council of Tasmania. In particular, the paper provides a critical analysis of the econometric modelling undertaken in the DAE (2011) Report. We find that if the DAE model is re‐estimated – employing alternative functional forms – then the empirical evidence in support of Tasmania council merges evaporates.  相似文献

The City of Mississauga is located on the western boundary of the Greater Toronto Area (GTA) in Ontario, Canada. As a municipality it is undergoing rapid urban growth, pressure from citizens to keep the taxes down, political pressure to reorganize the surrounding municipal areas, rapidly changing technology, increasing competition for economic development and increasing demands for high level services from its citizens. This article will indicate how, in the face of the challenging demands of the '90s, the city is making a significant shift in the ‘culture’ of the organization. The City is moving from a traditional style of management emphasizing control to one that stresses leadership and empowerment of the workforce. It involves changing from a hierarchical bureaucracy to an organization that is more flexible, responsive, innovative and creative with a strong customer focus. To meet the demands of this shifting culture there needs to be a highly skilled workforce. There are a number of initiatives in the City to accomplish this ‘cultural shift’. This article deals with the continuous learning aspect called Capability Development, focusing on Team Effectiveness, Continuous Improvement and Customer Service. We developed two phases for the learning. Capability Development Phase I outlined the concepts and tools for managers at all levels to be able to support the learning required to accomplish the ‘cultural shift’. Phase I included the City Strategic Plan, Management Strategy and Human Resources Vision and practical management tools. Phase II was designed for front line staff working in their ‘intact teams’. It incorporates the concepts and tools from Phase I and is being delivered by trained volunteer facilitators within the City. We will discuss the process, the results and learnings we have discovered on our journey.  相似文献

This paper examines current citizenship discourses and practices in Canada, focusing on the implications not only of marketization, but also of growing securitization vis-à-vis citizenship, and the gendered ramifications of such developments. The repercussions of marketization and securitization and their interrelations, for women in general, as well as racialized and immigrant women in particular, are outlined and assessed. In this way, we see how women are at the receiving end of highly contradictory processes in that they are both ‘invisibilized’, in other words, rendered invisible, by the Canadian state, but are also are increasingly ‘instrumentalized’, in other words, used in strategic ways. Yet, women also challenge these trends and tactics, thereby interrogating these processes that serve to limit the terms and scope of citizenship in Canada.  相似文献

ABSTRACT

Rodríguez Maeso and Araújo analyse the reproduction of a dominant understanding of racism in policy discourses of integration and discrimination used by monitoring agencies in Portuguese and European Union (EU) institutional contexts. More specifically, they question the political concern over racism and discrimination vis-à-vis the idea of Europe ‘becoming increasingly diverse’ and the need to gather ‘evidence’ of discrimination. To that end, they examine periodic reports issued by EU monitoring agencies since the 1990s—paying specific attention to reporting on school segregation of Roma pupils in Portugal—and national integration policies and initiatives that, since the 2000s, have targeted mainly Roma and black families and youth. They argue that the dominant discourse of integration and cultural diversity conceives of racism as external to European political culture, and as a ‘factor’ of the ‘conflictive nature’ of social interactions in ethnoracially heterogeneous settings. This paves the way for calls for the ‘strengthening of social cohesion’—on the assumption that policy initiatives need to act on the ‘characteristics’ of so-called ‘vulnerable’ populations—whereas institutional arrangements and everyday practices remain unchallenged.  相似文献

Identity orientation provides a means to understand the social motivations of organisational relationships and organisational policy and practices. This study uses identity orientation to understand the highly marketised context of independent ‘elite’ schools in Australia and how they relate to stakeholders to straddle their roles as social institutions that are increasingly required to operate in a corporate manner. Interviews with managers in quite new school roles such as marketing communication and business management were conducted in non‐government schools to understand the schools' external orientations, coveted internal member traits, and frames of reference. The study shows that, in contrast to existing literature on the rhetoric of schools as focusing on ‘the child’, there was a strong emphasis on individualistic orientations in schools that saw stakeholders in instrumental terms of resources and connections, saw teachers as providing an innovative and leading edge, and used other prestigious schools as their frame of reference. To a lesser extent, schools would also be interested in the relationships with families, teachers, and the community for their own means. There were very few instances where the identity orientation was contributing to society, instead, focusing on university and network outcomes for pupils. Using identity orientation provides a theoretical lens to connect organisational governance to stakeholder engagement by providing insights into an organisation's identity including practices and behaviours, in relation to others. In contrast to most studies addressing security sector reform (SSR) in Africa, this article queries defence reform efforts in the Democratic Republic of the Congo (DRC) from a governmentality perspective and hones in on processes of subjectification and modes of agency among members of the Armed Forces of the DRC (FARDC). Based on extensive field research in the DRC, it explores how army staff produce themselves through (and outside of) the ways in which they are ‘hailed’ into subject positions in donors’ efforts to govern. In asking how FARDC staff respond, position, and produce themselves in relation to external reform efforts and the attending governing technologies and techniques, the article contributes to the increasing – yet limited – scholarly attention to those being ‘reformed’ through SSR efforts. Ultimately, attending to the specificities of how processes of subjectification are experienced from the perspective of those who are to be reformed problematizes the simplified notions of lack of political will and commitment, obstruction and ‘spoilers’ that are so prevalent in the SSR literature, suggesting that these processes are heavily shaped by memories of colonialism and exploitation.  相似文献

There is a widespread belief that members of the armed forces have a unique psychological relationship with their institution and their nation, and that it is this relationship that leads to loyalty and self‐sacrifice. Yet this ‘military myth’ does not hold. Many soldiers serve for ‘occupational’ rather than ‘institutional’ reasons, and as the experience of private military contractors demonstrates, this need not reduce operational effectiveness. In this article, we argue that the concern expressed in the recent commentary in this journal by Williamson et. al. (2015) that the dispute over the 2014 Australian Defence Pay Deal may damage the ‘psychological contract’, turn it from ‘relational’ to ‘transactional’, and undermine operational effectiveness is unfounded and seems to buy into this military myth.  相似文献

Abstract

The idea that economic activities may be described and studied as ‘embedded’ in social relations has been central to much debate in recent economic sociology. The present paper analyses legal struggles over the status of begging in US law and argues that conflicting rhetorical accounts of begging illustrate social actors’ efforts to articulate the interconnectedness of their social world, including the ways in which economic practices are embedded in their social and institutional contexts. The paper thus suggests that embeddedness is not just something identified by social researchers, but also a problem faced by social actors as they try to understand the socio-economic order in which they live and act. By arguing for or against the claim that begging is simultaneously an economic action and the exercise of the right to freedom of expression, the voices in this debate attempted to affect the future of this marginal economic activity.  相似文献

ABSTRACT

In reading British fascism as a cultural phenomenon, historians have started to chart the cultural products and visions of British fascists during the interwar and post-war periods. Such analysis has tended to focus on fascists’ discourse on culture (particularly the ways that they position liberalism and modernism as degenerate), or on the cultural texts of fascists/fascism in the form of, inter alia, literature, music, dress and art. George Mosse goes as far as to argue that it is only through a cultural interpretation of fascism that we can come to understand the movement ‘from the inside out’. However, the notion of fascist culture is contentious, and not simply because the meanings of both ‘fascism’ and ‘culture’ are highly contested. Eschewing Mosse’s invitation to interpret fascism as culture, Richardson nevertheless argues that ‘the cultural’ can be understood as one approach to fascism. In this article, Richardson discusses six ways into a critical cultural analysis of the continuing presence of fascist political projects, focusing in particular on the British variant.  相似文献

Wellington is well known for his understanding of the importance of intelligence, but so far history has recorded that he presided over a one-man intelligence department, himself being the only analyst of what proved to be a massive quantity of raw information. New research highlighted in this article reveals that this has been an inaccurate interpretation. The British government also acted to establish a civilian network of correspondents and agents communicating with the British ambassadors to Spain and Portugal. Wellington's main priority was to integrate the ‘strategic intelligence’ collected by government agents with his own ‘operational intelligence’. Instead, analysis was conducted more by Wellington's subordinates in the field, applying their personal localized expertise to the information they received. In this way, an early and primitive form of the staff system later developed by the Prussians was created in the Peninsular War.  相似文献

Australian policy‐makers continue to rely on municipal amalgamation as the main engine of structural reform in local government, despite strong evidence that it diminishes participation and representation without improving service efficiency. Several promising, but neglected alternative models of structural reform have been developed, including ad hoc resource sharing models, Regional Organisations of Councils, virtual local government, and agency models. In an encouraging response to the recent policy of enforced council amalgamations in NSW, the Shires Association of NSW (2004) has recently proposed a ‘Joint Board model’ of local governance and invited comment on this model. This article takes up this challenge and seeks to place the Joint Board model in conceptual context and evaluate its characteristics and simulated cost savings.  相似文献

Abstract

Serving as a pledge against a future promise, collateral has traditionally been understood as a ‘back office’ technicality that reduces the risk of default. Yet in the wake of the 2008 financial crisis and the erosion of faith among market participants in the credit quality of large banks, collateral is playing an increasingly important epistemic role within finance, as an anchor that underpins the valuation of a growing number of financial instruments. This paper explores the increasing importance of collateral to the modelling practices used by ‘quants’ to value ‘over-the-counter’ interest rate derivatives since the 2008 financial crisis, and how the inclusion of collateral expertise into quants’ own modelling practices has affected these markets. This historical episode suggests that while the inclusion of collateral expertise into banks’ front office modelling practices has made banks’ pricing models less abstract and more aligned to the traditionally overlooked legal practices that underpin derivatives trading, it has also led to an explosion of complexity in the valuation of these instruments that now threatens the future existence of these markets.  相似文献

This study examines the different attitudes of newly elected officials and senior incumbents on variables that are considered to be the building blocks of the relationship between local elected officials and professional civil service staff: council respect for the city's professional staff; a clear understanding of the roles of council and the staff; and the governing body's commitment towards working as a group and toward consensus. Governing body members who have served for eight or more years show greater respect for staff, have greater role understanding, and value teamwork among their colleagues more than their newly elected counterparts. While there are differences, the attitudes of long-term officials appear to change little while in office. They enter office with the building blocks of their own success. These findings are based on a cross-sectional and modest longitudinal survey research design, supplemented by in-depth interviews.  相似文献

ABSTRACT

Based on interviews with 21 immigrants in Norway, including both naturalized citizens and ‘denizens’, this article addresses immigrant meanings of citizenship and naturalization. The findings show that the interviewees attributed three meanings to citizenship. First, Norwegian citizenship served as a powerful means of spatial mobility, thereby facilitating transnational connections. Second, citizenship signified a legal stability that may guard precarious immigrants against ‘liminal legality’, i.e. enduring legal uncertainty. Third, citizenship was conceptualized as a formal recognition of equality and belonging, although ‘race’ and ethnicity persisted as salient markers of inequality and alienage. The article contributes empirically to the growing literature on the experiencing side of citizenship and naturalization by delineating what citizenship means to different groups, and to whom it matters the most. Theoretically, it contributes by demonstrating that citizenship acquisition may not only be strategic, but also rooted in needs of symbolic sanctioning of equality and belonging, particularly important to individuals debarred from naturalization.  相似文献

This paper investigates the fit between the strategic posture of a political party and its political market orientation, and analyses the impact of this fit on party performance. For this purpose, a configuration theory logic is applied to the context of the political market; in particular, we develop strategic profiles (i.e. strategic postures and political market orientation) of four Belgian political parties represented in the Flemish Parliament. By comparing the strategic profiles derived from a questionnaire administered to 3148 party members with those of ‘theoretically ideal’ profiles, we uncover the ‘strategic misfit’ (or ‘misalignment’) for each party and then relate this misfit to party performance. Results indicate that there is a strong, negative relationship between the misalignment of actual and perceived strategic profiles on the one hand and performance on the other. However, the ‘ideal profiles’ differ with the strategic posture of a party. Thus, our findings show that it is not so much the strategic posture itself that will determine superior performance, but it is the strategic posture that the party aligns with implementing a particular political market orientation that is the most important factor.
