Data from 165 campus police officers at 16 campus police departments were used to investigate the relationship between educational level and performance of campus police officers. The results of the study indicated that education was significantly related to supervisor ratings of report writing proficiency (r=.29) and communication skills (r=20) but not discipline problems (r=−.01) or overall performance (r=.10). The relationship between education and report writing proficiency was moderated by years of police experience as education predicted performance in officers with five or more years experience but not those with less than five years experience.  相似文献

Summary While Crisis Management training and intervention skills are not new areas for police officers or for police crisis negotiators, it is certainly true that such training must be included in the overall preparation for police officers in general and for police crisis negotiators in particular. Not to do so ignores the need for such skills in the day-to-day functions and calls-for-service of these groups. It has been the experience of this author, in talking with police negotiators, that more and more calls for their services are being made, in situations which are non-hostage related, than ever before. These areas continue to include barricaded individuals, suicidal persons, family disputes in which one member of the family is holding other members of the family against their will, and abuse situations including spouse abuse and child abuse. Additional areas include those in which there are juveniles involved as well as within school settings. Some of the latter may involve hostages while others do not. Finally, it is becoming less unusual for negotiators to be summoned only to find that the subject has engaged in acts designed to evoke fatal responses from those officers involved. This phenomenon is commonly referred to as “death by cop.” Further, it is also important that those indirectly involved in these situations receive this type of Crisis Intervention training. These may include first response officers, first response police and security personnel in our public and private schools, security officers in our hospitals and courthouses, and others who, due to their particular jobs, may be involved in these types of incidents.  相似文献

This study compares the careers of female and male police officers using the common criteria of career success: education, experience, rank, and earnings. The data come from the Police Personnel Barometer 2010-survey, which targeted the entire Finnish police force (N/population?=?7350/11,028). The accumulation of work experience (by age) appears to be slower among female than among male police officers. Female police officers acquire their higher police degrees slightly later during their career than male police officers. Towards the end of the career, male police officers are ahead of females in both rank and earnings. Using comprehensive data from one of the most equal societies in the world, and robust statistical methods, the current paper thus demonstrates that it is very difficult the get rid of the career bias between female and male police officers.  相似文献

Increased professionalization of U.S. police patrol forces has yielded not only higher salaries but, through heightened citizen expectations, greater pressures to provide both more crime-fighting and more call-for-service answering activities. Service calls in particular, requiring diversified skills, have added to patrol workloads. Coming at a time of severe budget constraints, alternatives must be identified and evaluated that focus police skills on police matters and provide for non-law-enforcement services in other ways. Recent experience on one promising alternative resource-police service aides-is summarized here. These paraprofessionals are unarmed but uniformed civilians in marked vehicles who perform non-crime-related activities traditionally assigned to sworn officers. Included is an analysis of their effectiveness in freeing time for sworn officers to pursue crime-fighting activities; their capacity to perform different duties; and their impact on and acceptance by the sworn officers and the community. As in other professions, the introduction of police paraprofessionals will have a major impact on urban services in general and on policing in particular.  相似文献

Public beliefs about psychological issues relevant to the legal system have been demonstrated to often be misconceived, but the endorsement of such beliefs in law enforcement samples is largely unknown. This study was the first to compare psycho-legal beliefs between law enforcement officers and the general public in the UK. Participants were presented a 50-item questionnaire measuring five psycho-legal topics; police procedures, courts, tough on crime, mental illness, and memory and cognition. Despite direct involvement and relevant experience, law enforcement officers endorsed just as many empirically contradictory beliefs as those who were not law enforcement officers. Further, law enforcement officers were more confident in their responses. This research has implications for identifying areas of limited knowledge within police samples that can be targeted by police education.  相似文献

This article presents the initial results of a 5‐year longitudinal study of police officers’ attitudes about themselves, their profession, crime, and their role in society. The study sample was comprised of graduating classes at l'École Nationale de Police du Québec in 2003. Graduates completed an anonymous multiple choice questionnaire designed for a similar study conducted in the 1990s in France (Monjardet & Gorgeon, 1992, 1993, 1996, 1999). The complete study will track attitude change in these recruits over the first 5 years of their police careers. Results from the first year point to a change in officers’ attitudes resulting from the shock of actually working as police officers and the recruits’ preconceived notions of what police work would be like. Training and education could be adapted to better prepare police recruits for this transitional shock, including changes in mechanisms used to integrate recruits, improvements in police organizations, and increased organizational support for new members. We also suggest ways of identifying areas where continued education would improve the overall quality of police work.  相似文献

Purpose. The current study examined whether several factors related to the job and demographic profile of police officers are associated with adherence to best‐practice guidelines when interviewing children. Method. One hundred and seventy‐eight police officers completed a standardized (simulated) interview regarding an allegation of abuse by a 5‐year‐old child. Immediately prior to this interview, details were obtained from the officers' regarding their job status, gender, interview experience, the timing and nature of prior training/supervision, and experience outside the policing profession with young children. Results. The results showed that timing of training was the only factor that related to interview performance. The proportion of open‐ended questions among participants who completed their interviewer training course less than 1 month prior to the simulated interview was better than those who completed the training earlier. Interestingly, the performance of the latter group was identical to that of a group of participants who had not yet received any formal interview training. The implications of the findings are discussed, along with directions for future research.  相似文献

Two major police reforms were introduced in South Korea in 1991 and 1999 to help bring about a shift from a colonial style of policing to a form more prevalent in developed economies pursuing the rule of law, observance of human rights, and the practice of democratic policing. We conclude that the findings from the present study, drawing on a survey of a national sample of 406 South Korean police officers, offer modest support for the efforts of the Grand Reform in its impact on police officers?? satisfaction with promotion and salary and benefits. While few demographic characteristics, with the exception of age and years of experience, were associated with job satisfaction, there is strong evidence for the relationship between organizational characteristics and job satisfaction. Management support and perceived citizen support of police are associated with both measures of satisfaction, promotion and salary/benefits, while the police officers?? relationship with their supervisors is less than stellar. Finally, officers who believe that the primary operating philosophy of the police is to serve the government appear to be satisfied with their jobs relative to their opportunity for promotion, which is perhaps a more critical measure for them than salary and benefits, reflecting the presence of a police organizational climate that is still rooted in the historical military culture of Korean police. The findings from this study suggest that more efforts are warranted in improving organizational climate if officers are to believe their primary goal is to serve the citizen, a fundamental element of democratic policing.  相似文献

Since Niederhoffer’s (1969) pioneering work, police cynicism has been a staple in research on police officers and police work, various typologies of police officers and definitions of the police subculture or police personality rely to a greater or lesser degree on conceptions of cynicism and suspicion. More recent research has questioned both the validity of measures of cynicism and typologies of police officers. The present study examines the link between cynicism and job satisfaction which is implicit in the literature. Findings indicate not only that these two factors are correlated, but also that relationships reported between cynicism and other factors in policing are mirrored by correlations between those factors and a measure of job satisfaction. The question which arises is, to what degree are correlations reported in the literature spurious, resulting not from cynicism, as was thought, but from a more generic measure of job satisfaction?  相似文献

This exploratory study examines relationships between the police and Hispanics in Texas. Specifically, data were collected on Hispanic evaluations of police performance, expectations of police performance, and overall satisfaction with the police. A sample of 500 Hispanics throughout the state of Texas were surveyed on their experienced and perceived relationships with three levels of police agencies: local (municipal) police, sheriff's officers, and the state's Department of Public Safety. Findings are reported based upon overall ratings of the police, victim-related data, and data from individuals who had any form of contact with the police. Significant findings show that any form of contact with the police appeared to lower the rating of police performance. This appears to be a product of the interaction between high public expectations and qualitatively poor police performance. Further findings indicate that an increase in the fear of crime among Hispanics lowered evaluations of local police. Similarly, victimization lowered the evaluation of local police, the county sheriff, and the Department of Public Safety. Hispanics also perceived that officers have a “bad attitude,” that the police need to patrol and investigate more, that response time should be improved, and that there should be less discrimination against Hispanics. These findings appear to be largely influenced by ineffective communication (both symbolic and linguistic) and cultural conflict.  相似文献

This study focuses on the functionality of emotion regulation of police officers who have or have not experienced a work-related critical incident. Traumatic events experienced by police officers may have long-lasting and significant consequences, including health concerns, emotional difficulties, impairment in social functioning, and they may have an impact on work performance. The hypotheses outline the expected results to include higher scores for officers who had been involved in one or more critical incidents in emotional well-being concerns and more difficulties with emotion regulation as compared to officers who had not experienced a critical incident. The research design employs written instruments including the General Health Questionnaire-30 to measure general emotional well-being, the Impact of Events Scale to measure the impact of a past traumatic event, and the Difficulties in Emotion Regulation Scale to measure current problems with emotion regulation. Participants consist of 76 full-time police officers assigned to patrol in two police agencies. The findings, analyzed through analysis of variance, did not include significant differences between those groups as expected; however, there were unexpected findings. These findings were that although newer officers were less likely to have experienced one or more work-related critical incidents, they measured higher in measures of emotion regulation difficulties and concerns regarding emotional well-being than did the more tenured officers. The social implications of this study include increased officer and agency awareness and increased use of effective intervention. Implications for future study include the need to further explore emotional challenges that may be experienced by new police officers.  相似文献

This article analyses police officers’ assessment of the NPF reforms from an Area Command in Ondo State. Using a quantitative methodology, 305 police officers participated in the study. Results were presented and analysed using tables, percentages and means scores on a 5-point Likert scale. Findings reveal a low level of reform awareness among police officers. The article suggests that the NPF reforms were neither well-formulated nor adequately implemented. Even though the NPF reforms marginally but differentially improved the various aspects of police operational capacity, there was no much improvement in the overall police capacity and performance. The article shows that the performance and implementation of the NPF reforms in Ondo State have been constrained by corruption, inadequate funding, policy inconsistency, poor leadership and lack of reform communication to implementers, poor condition of service for officers, among others. The article concludes by attributing the poor performance of the NPF reforms to the unfavourable contexts in which the reforms were formulated and implemented.  相似文献

Do female police officers use force at the same rate as male police officers? This research examined the use of force by officers in a large, suburban police department during a seven-year period (1993-1999). Use of force reports completed by departmental policy for each use-of-force incident (n = 1,863) and data on arrests (n = 31,778) were examined. A rate of force, defined as the number of use-of-force incidents per one hundred arrests, was computed for male and female officers for each type of force used. A suspect-injury rate, defined as the number of suspects injured per one hundred arrests, also was computed.Force was used in only a small percentage (5.9 percent) of the arrests made. Injury to the suspect (not including the effects of OC spray) occurred in an even smaller percentage (1.6 percent) of arrests, and injury to the suspect resulting in treatment at a hospital (generally, emergency room treatment) occurred in a still smaller percentage (0.7 percent) of arrests.No statistically significant difference between female and male officers was found in the overall rate of force or in the rate of unarmed physical force. Female officers had a lower rate of weapon use when all types of weapons were considered together (p. < 0.05), but not when the different types of weapons were considered individually. Female officers also had a lower rate of any suspect injury (p. < 0.05), but there was no statistically significant difference in the rate of suspect injury resulting in treatment at a hospital. The differences found, even when statistically significant, were small in absolute terms.  相似文献

The current study aims to examine the influence of police officer characteristics, civilian characteristics, and possible interactions between both on violent victimization of police officers. Based on literature distinguishing between ‘provocative’ and ‘submissive’ victims, focus is given on effects of police officers’ personality in terms of the five-factor model plus risk-taking. Patrol police officers (n?=?1813) from Lower Saxony, Germany, completed a paper-and-pencil survey including personality assessments as well as questions about their last three police encounters. Binary logistic multilevel regression analyses demonstrate that police officers with higher scores on neuroticism and openness to experience were more likely to be violently attacked. Furthermore, agreeableness reduced police officers’ risk of violent victimization, while risk-taking and neuroticism increased their risk when confronted with a violent civilian. The study indicates that personality and especially traits that are assumed to provoke potential perpetrators were linked with violent victimization. It further stresses the need to include perpetrator attributes in victim studies in order to identify relevant interaction effects between both parties.  相似文献

Police consultants throughout the twentieth century have advocated improvement in recruitment as a key component of their campaign for police “professionalization.” Not until after World War II, however, did most major urban police forces substantially alter entrance standards. Unfortunately, scholars have not undertaken the research necessary to document the diachronic dimension of police recruitment, particularly in light of these changes in requirements. Quantitative analysis of the social backgrounds of officers in the St. Louis Police Department, which is widely considered to be one of the nation's most professional forces, provides the first accurate answer to the question of who policed the city. This examination reveals marked shifts in the education, ethnic identification (including race), military experience, age, and length of residence of recruits, but that modifications of entrance standards were clearly responsible only for changes regarding the latter two factors. More important is the finding that such developments did not disturb the great continuity in the social background of St. Louis police recruits. Thus officers in 1970, like their predecessors at the turn of the century, were predominantly married men from blue collar backgrounds, with checkered occupational histories and a high proportion of prior unemployment and incidence of previous arrests.  相似文献

This study examines whether police officers' race is associated with their performance of duties and delivery of services. Using self-report survey methodology, officers of three different races (African-American, White, and Hispanic) evaluated their performance on forty dimensions of their work. The results indicate that race is not a significant factor in officers' self-assessments. However, the results indicated that officers with some college education and college degree (irrespective of the race) report themselves performing better on several dimensions of their work than officers with no college education. Police training is the process of imparting knowledge, skills, and values to police personnel. The study analyses a survey data on the perception of trainees and senior experienced officers regarding desired professional qualities in police officers. There is a high degree of congruence, in the assessment of values which are important for police, among the two groups. There are also differences among the two groups regarding the evaluation of the importance of interpersonal skills and human qualities. The study attempts to explain the similarities and the differences in perception by examining the conservative and innovative nature of police training, and the role of experience in developing an appreciation of human qualities. The study underlines the importance of police training as a mechanism to maintain the stability of operations in the organisation and its pivotal role in bringing about change in the police.  相似文献

ABSTRACT

Given the growing complexity in British policing, the College of Policing are implementing a Police Education Qualification Framework through a professionalization agenda. This aims to standardise entry to the police and allow serving officers to gain accreditation for their previous training and experience. Part of this process involves the development of a national police curriculum for higher education institutions to deliver to new recruits. Different definitions of what constitutes professionalism can impact on officers’ interpretations of this concept and how they subsequently engage with the proposed reforms. This paper, which is based on in depth qualitative interviews with serving officers who have undertaken an academic qualification in policing, suggests that the relationship between police education and the development of professionalism is complex. Officers need to be trusted and encouraged to use their learning in a way that develops their own personal sense of professionalism. However, this paper will argue that current perceptions amongst officers are sceptical of the wider agenda and brings into question the development of a standardised curriculum which may ultimately be viewed as further governance over officer behaviour.  相似文献

Evidence-based policing is rapidly becoming adopted by policing agencies among policing jurisdictions. Many academic programmes have been established in higher education to train police managers in applied criminology. However, there is a lack of literature for police officer practitioner researchers (POPR) who might undertake qualitative research, especially research projects that examine police behaviour. This paper reflects on the changing role of the practitioner-researcher and suggests that police officers undertaking qualitative research need to learn to ‘switch off their police role’ and ‘switch on their researcher role’. The author’s insights are drawn from his own experience of qualitative fieldwork working with police officers from New Zealand Police and South Australian Police.  相似文献

Police supervisors play a critical role in preventing unreasonable use of force. Despite their importance, only a few studies have examined the influences of supervisors on their subordinates’ daily practices, especially on their uses of police force. To bridge this gap, the current study explored the relationship between supervisors’ education level and use of force training and subordinate officers’ use of force practices. Using police use of force reports from 2004 to 2007 in a single urban police department, the current study examined how supervisor education and training impact on police use-of-force and found both highly educated and trained supervisors moderate their subordinate officers’ uses of higher levels of force.  相似文献
