There has been an historic transition through which Type I terrorism and Type II terrorism are being combined. Type I terrorism consists of acts that attempt to impose terror by individuals or small groups on other individuals and groups, and through them indirectly on their governments. Type II terrorism is the imposition by governments on individuals or on groups of local or foreign populations, e.g., the use of atomic weapons, poison gas, Nazi camps for genocide. The new type of terrorism—Type III—has all the components for success. The article deals with how this new terrorism disrupts personal and historic memory through large‐scale catastrophe organized for that purpose. It is pointed out that this type of terrorism is met with self‐protection on the conscious level and has very little psychic cost on the perpetrators. Type III terrorism results from states disseminating high‐level technology. Target nations will not have open to them the conventional responses and will have to devise new methods. The danger of technical failure in the use of new methods of terrorism is very real.  相似文献

This article assesses the recent embrace of the concept 'civil society' within development discourses, both conceptually and in the context of the construction of civil society in El Salvador. It challenges the tendency to generalise about civil society, warning against its glorification as a panacea. In a critique of the liberal approach to civil society, commonly used among international agencies, the discussion highlights how civil society organisations in El Salvador are fragmented politically, socially, but also geographically. Furthermore, civil society is not a unified entity with its constituent organisations working towards common goals. Nor may it be created or imposed from above by governments or donors. Instead it comprises a diverse range of competing groups grounded in different historical, political and geographical circumstances. While it is suggested that fostering civil society is a useful aspiration, it is essential that the concept also be recognised as contested.  相似文献

Nine years after the domino-like collapse of East Central Europe's Communist regimes, the near-unanimity of the conclusion, in retrospect, that the collapse was inevitable stands in stark contrast to the failure of nearly all observers and participants to anticipate it (or at least to say so publicly) at the time. In looking back at the year preceding the collapse, the nagging question that still presents itself is why practically no one saw the “unavoidable” coming. Phrased more positively, it may prove instructive to ask what evidence was available to external observers, to eastern elites, and to ordinary citizens that should have alerted us or them to the impending catalysm.  相似文献

This special issue of Third World Quarterly makes a case for redirecting attention and resources away from the 'war on terror' and focussing as a matter of urgency on the causes and consequences of global climate change. Global climate change must be recognised as an issue of national and international security. Increased competition for scarce resources and migration are key factors in the propagation of many of today's chronic complex humanitarian emergencies. The relentless growth of megacities in natural disaster hotspots places unprecedented numbers of vulnerable people at risk of disease and death. The Earth's fragile ecosystem has reached a critical tipping point. Today's most urgent need is for a collective endeavour on the part of the international community to redirect resources, enterprise and creativity away from the war on terror and to earnestly redeploy these in seeking solutions to the far greater and increasingly imminent threats that confront us as a consequence of global climate change.  相似文献

The new wave of international terrorism gained strength in the aftermath of the 9/11 attacks, threatening not only the USA and its allies but also, as seen in the latest incidents, a significant part of the world. Continuing al-Qaida attacks signify the vulnerability and weakness of defence, security and intelligence systems in the face of the new international terror. The terror network has created an image of a postmodern virtual state. We argue that it has been shaped by a common ideology rather than in physical terms. Thus it is necessary to develop novel approaches. In this article we discuss Turkey's struggle against the new terror, underlining the fact that it is a Muslim majority state and has lively and dynamic Islamic traditions and different shades of Islamic belief. This situation makes the discussion more interesting, focusing on the position, perception, difficulties and struggle of a Muslim state with a democratic and secular mode of government vis-à-vis an allegedly Islam-inspired international terror network. There is an urgent need to develop an international terror strategy to counter terror attacks against Turkey, Britain, Egypt and others. We underscore the vital requirement of reconciling the macro-schemes and priorities of the global ‘war on terror’ with the national conditions and needs of the other countries involved in the struggle against the terror network.  相似文献

Foreign aid donors are increasingly focused on changing the way their development agencies function. This discourse has focused on desired qualities, including greater knowledge of local contextual realities, appropriate adaptation to context and greater flexibility to respond to changing circumstances. We argue that more attention needs to be devoted to the achievement of these qualities and turn to contingency theory to identify some under-exploited ways to ‘do development differently’. The qualities sought by donors are emergent properties of complex organisational systems and will only be achieved through a micro-level and interlinked focus on the fundamentals of organisation.  相似文献

Of all the revolutions that took place during the annus mirabilis 1989, only the Romanian one was violent. The paper explores the sources of the Romanian different path, the extraordinary vitality of the authoritarian mentalities and practices in that country, the commingling of Leninist and Byzantine traditions in a uniquely cynical and manipulative formation. This may explain why, despite the ostensible radicalism and strong-worded, overblown rhetoric of the revolutionary paragons, the Leninist heritage in Romania has turned out to be more persistent and resilient than in other countries.  相似文献

In light of the 2014 Ecuador-sponsored resolution at the UN Human Rights Council to examine the link between Transnational Corporations and Human Rights, in this paper I review the first major discussion at the United Nations of the role of multinational corporations. The report on Multinational Corporations in World Development (1973) for the UN Department of Economic and Social affair launched the (then) new UN Centre on Transnational Corporations. I examine the report in some detail, compare and contrast this with the Ecuadorian resolution from 2014, and reflect on the continuities and changes in attempts to regulate the conduct of global corporations over the 40 years between these two moments.  相似文献

Abstract

This paper focuses on motivation of soldiers to fight against terrorists. On a theoretical level it discusses the specific nature of this type of war as compared to a conventional war. It delineates the interplay of the justice laws of war and the different types of fighting against terrorists. On a practical level, it presents the specific example of the Israeli ways of fighting the terrorists and attempts to learn from the experience of soldiers who refused to fight in the Lebanese war and about the socio‐moral factors which discouraged them.  相似文献

What does it mean to educate for peace after witnessing one’s community being devastated by war? And what impact, if any, does educating for peace have amidst the complexity of post-war reconstruction? To explore these questions, a phenomenological study was conducted in Bosnia and Herzegovina in 2012 with eight ethnically diverse educators who participated in a programme of Education for Peace (EFP) which began a decade earlier in the cities of Sarajevo, Mostar, Banja Luka and Zenica. Through semi-structured interviews, the study (1) explores meanings and experiences associated by participants with their role as post-conflict peace educators, (2) examines the extent and limits of their sense of peacebuilding agency and (3) elicits evaluations of the longer term impacts of educating for peace in the Bosnian context. The study finds that meanings associated with educating for peace are nuanced by educators’ personal histories of conflict, professional identities and the country’s wider socio-political dynamics. Benefits, risks and challenges stemming from peace education engagement are found in four domains (personal, social, educational and political). Conclusions recommend greater focus to the subjectivities of teachers in conflict-affected contexts as a key site for evaluating peacebuilding impact, for revising theories of change and improving planning and provision.  相似文献

This article focuses on the continued attractiveness of ‘failed state’ strategic thinking that stretches across policy-making and academic circles and links it to the issue of the War on Drugs in Mexico. It does so in order to challenge, if not reject, caricatured representations of ‘failed states’. Moreover, it offers an alternative understanding of the War on Drugs and issues of state crisis in Mexico. Rather than assume that state power is rooted within clear and immobile boundaries, it is more fruitful to rethink transformations in state space that cannot be isolated from underlying historical patterns of development and political economy. A political economy approach to state space is therefore better able to draw attention to the twin geopolitical processes shaping the War on Drugs in Mexico: (1) the geographic restructuring of the trade in cocaine and (2) the coeval onset and consolidation of neoliberalism.  相似文献

This article explores the concept of normative power in Europe by assessing the democratic impact of the European Neighbourhood Policy (ENP) in Eastern Europe. By focusing on democratization as a normative objective of the ENP, the authors argued that the European Union (EU) should not be assumed to be a normative power in international politics. It is argued that the EU vision of creating a ring of friends through the ENP has failed. Although the number of EU member states has significantly increased, and the Western European norms and values have become consolidated in most of Europe, Europe remains divided between EU member states and the others. The democratic decline in Russia, the conflict in Georgia in 2008, and the growing authoritarianism in Belarus and Ukraine have had negative effects on the notion of a whole, free, and democratized Europe.  相似文献
