This paper investigates the potential for estimating policy positions from electoral results in elections with multiple votes. When voters can spread their votes across multiple party lists in open list elections, they are more likely to select candidates from parties with similar policy positions. The electoral results can therefore be exploited to infer parties’ preferences based on the structure of vote combinations. The proposed data provide a valuable tool for analysing party behaviour in circumstances where ordinary methods for estimating policy positions fail, most importantly in electoral contexts with local competitors. Applying an ideal point model for count data, party preferences are estimated for a German municipality.  相似文献

Why are leftist parties in government abandoning their state-led, redistributive economic development models in favor of market-determined neoliberal ones? Conventional explanations emphasize conditionality of international financial institutiosn. This argument, though, fails to account for differences in economic policy choices across countries or within a country over time. Analyzing the social democratic People's National Party of Jamaica during two periods when it accepted IMF-mandated neoliberal economic reform measures (1977–80 and 1989-present), an alternative approach is presented to illuminate why and how leftist governments switch economic policy programs. The two time periods show that IMF conditionality might be a necessary motivation for the adoption of neoliberal economic measures, but it is not sufficient motivation. I argue that the actual policies the PNP governments employed reflect changes in the relative influence of competing factions within the party. This approach, focusing on domestic actors rather than international ones to account for economic policy shifts, highlights the ways in which politicians can manipulate institutional rules to change the relative weight of different factions within the party to gain support for policy decisions that contradict the party's traditional social democratic ideology.  相似文献

The municipal structure of the Czech Republic experienced a wave of fragmentation after the fall of the communist regime. As a result, most Czech municipalities today have populations of only a few hundred inhabitants. This situation creates specific conditions for the democratic functioning of local representative bodies. In this paper we focus on two features of Czech local government. First, we deal with electoral competitiveness in Czech municipalities; second, we analyse councillors' accountability to voters, their readiness to stand for re-election and their electoral success in successive elections. Based on an analysis of data on individual candidates and elected councillors in four successive terms, we demonstrate that the willingness to stand for election and re-election does not decrease over time; however, the choice among different candidates is limited in the smallest municipalities. Thus, the data show a reduced willingness to stand for re-election and an extraordinarily high chance of re-election in smaller municipalities. This finding weakens the general assumption about higher accountability of elected officials in small municipalities. On a more general level, we conclude that Czech local government has some features of small political systems with infrequent occurrence of major election conflicts.  相似文献

Since the end of Communist rule, Ukraine has undertaken three major electoral reforms, moving from a single-member district majoritarian system, to a mixed-member system, to a closed-list proportional representation system, and back to the mixed-member system. Some argue that political parties are primarily motivated by the desire to maximise seats or improve their ability to impact on policy. I argue that existing theories of electoral reform often assume that parties are unitary actors during electoral reform. My analysis of electoral reform in Ukraine clearly demonstrates significant intra-party dissonance on electoral system preferences. This result questions the usefulness of the party unity assumption.  相似文献

This article argues that although there is no contradiction as such between radical commitment and practical politics, the demands of modern party and electoral politics present a challenge to radical parties. The case of the German Greens, Europe's most successful ecology party, is examined in this context, as they have faced this dilemma since their take-off into mainstream politics in the 1980s. This article assesses their response to the radicalism versus realism challenge over the past two decades, as well as considering its impact on the organizational structure of the party, its electoral strategy, ideology and policy agenda.  相似文献

Subnational governments devote a significant share of their financial resources to help municipalities provide local public services to their citizens. Compared to the large number of studies on national governments, little effort has been devoted to the influence of distributive politics on the use of intergovernmental grants by subnational governments. To fill this gap, this study uses a data set covering the period 2001–2011 to verify to what extent the Québec government used conditional grants to municipalities for electoral purposes. The results of this study show that the allocation of grants to municipalities is not exempt from electoral politics as municipalities located in districts held by governing parties or in high electoral competition districts receive more grants than other municipalities. However, the influence of electoral politics decreases substantially when the management of intergovernmental grants is under tight scrutiny by the opposition parties, mass media and the population. These findings suggest that distributive politics can be conceptualised as a political agency problem whose prevalence is seriously constrained by the improvement of the transparency of public policies management.  相似文献

The UK government undertakes a variety of public consultation procedures during the implementation of a range of policies, some of which involve public hearings with varying formats. In 2011 it proposed a major change to such procedures used in the redistribution of Parliamentary constituency boundaries. Local Inquiries were deemed ‘not fit for purpose’ and eliminated, because they were lengthy and dominated by the political parties seeking electoral gain. This change was opposed in Parliament and an alternative procedure introduced involving Public Hearings which were to be shorter and less conflictual than the Local Inquiries they replaced. The Hearings for the first round of redistributions under the new procedure have now been held. This article assesses whether they were any ‘fitter for purpose’; there was very little participation by the general public and, as before, the proceedings were dominated by the political parties.  相似文献

This article traces the development of two post-communist parties—the Czech KSČM and the German PDS—illustrating how they may continue to shape hard left policy in an expanded European Union (EU). It analyses three policy areas in detail (security and defense policy, employment policy and policies towards the institutional reform of the EU) and argues that, providing the parties avoid internal ideological conflict, they may come to play significant roles in influencing hard left policy in future years. The PDS is likely to act as a bridge for other hard left groups with more conservative agendas while the much larger KSČM may attempt to shift the ideological balance back towards more structurally conservative anti-capitalist policies.  相似文献

Governments’ use of debt as a political instrument has been widely studied from the perspective of partisan and electoral cycles, mainly concerning central government. On the whole, previous studies have attempted to determine the effects of political ideology and the proximity of elections on the opportunistic use of public spending. The current study aims to broaden the scope of attention to the effect of partisan and electoral cycles on debt, by means of a broader consideration of the motives that lead politicians to take on a deficit and that are usually linked to the associated electoral risk. More particularly, we examine whether, during the electoral period, greater confidence in re-election can modify party behaviour concerning the use of public spending, and if so, whether the change is greater or smaller depending on the ruling party’s ideology. The results obtained show that local administrations need to incur debt, although politicians take on more liability than is appropriate to their demographic and economic characteristics, especially in an election year. It was also found that political stability favours a reduction in the public deficit, a pattern that is maintained in electoral periods. This effect was found to be independent of the partisan cycle.  相似文献

This paper aims to analyse whether illegal (corruption) and legal rent extraction (high politicians’ wages) affect electoral outcomes at municipal level. We use an initial sample of 145 Spanish municipalities over 50,000 for two electoral periods: 2004–2007 (before the crisis) and 2008–2011 (during the crisis). Our findings show that neither illegal nor legal rent extraction impact on re-election in non-crisis times. However, we observe that citizens penalize legal rent extraction in the ballots during the crisis. Regarding the economic performance of the local governments, we find that its effect on re-election is important in non-crisis period. Nevertheless, in time of crisis, given that the economic situation is bad in general in the country, voters pay less attention to economic factors and focus on politicians’ behaviour.  相似文献

ABSTRACT

What determines the election of mayors? The extent to which pre-electoral coalitions (PECs) influence mayoral election outcomes has not yet been subject to empirical analysis, despite the question’s fundamental theoretical and practical relevance. This note uses regression discontinuity methods to identify the causal effects of PECs on mayoral election results in Indonesia. The study finds that candidates backed by PECs comprising political parties that control council seat shares exceeding first-round mayoral electoral vote thresholds are 14–18 percentage points more likely to win those elections than their counterparts supported by smaller-sized PECs. The analysis determines that PECs are especially helpful in getting non-incumbent candidates elected, although they have no apparent impact on incumbents’ electoral success. PECs can assist candidates in gaining office, therefore, but they are established under corrupt conditions. Ultimately, governance issues surrounding the formation and functioning of PECs impose significant constraints on the development of local democracy in Indonesia.  相似文献

This article examines the cultural legacy of Galicia, a region comprising parts of Poland and Ukraine, once united under the Austro-Hungarian Empire. Using survey data compiled by the Comparative Study of Electoral Systems, we reconstruct the region of Galicia electoral district by electoral district, finding that Galicians today are far more civic than their compatriots. Sharing higher levels of political efficacy, Galicians are more likely to vote, and when they do, they are more likely to support parties who oppose the successor left. The vehicle for this cultural persistence, we argue, could be the (Greek) Catholic Church, which Galicians attend at far higher rates than the rest of Ukraine or Poland.  相似文献

In recent years much has been written on the communist successor parties. Although much of the existent work focuses on the electoral performance of these parties or has described, in great detail, the development of single parties, this paper evaluates the utility of theories of party identity change in application to the successor parties. As an initial exploration we investigate the successor parties' programs before and after the initial competitive parliamentary elections in Hungary (in 1990), Poland (in 1991) and Russia (in 1993) to determine the extent to which poor electoral performance in initial competitive elections compelled the successor parties to alter their political identities.  相似文献

Taking advantage of a quasi-experimental setting and drawing upon analysis of electoral results and a survey of voters, this article explores the political costs of reform through the example of the 2009 local elections in Denmark. The article finds that the local parties of mayors were punished at the polls for implementing municipal amalgamations decided by the central government. However, the effect on the mayoral parties’ electoral result is more indirect than direct. Analyses of the electoral results demonstrates that the political parties holding the mayoralty in times of amalgamations tend to nominate very tenured mayors as candidates, thereby missing the positive first-term incumbency effect, which a new mayor could have acquired. And analyses of a survey of voters demonstrates higher levels of dissatisfaction with the municipal service in amalgamated municipalities, leading to a higher cost of ruling for mayoral parties which have led the implementation of an amalgamation.  相似文献

This article examines the direct impact of Europarties on domestic party development, taking the case of Bulgaria when it was a European Union (EU) candidate country. It combines arguments from party theory and the Europeanisation literature and focuses on the overlap of these two fields of study and it investigates the direct impact of Europarties on the choice of electoral strategies made by political parties in candidate states. The study begins by proposing an analytical model that explains the electoral behaviour of political parties based on traditional propositions in comparative party studies. Then it proposes to view international impact as an additional constraint on that behaviour. The main argument is that, in certain situations, Europarties have intervened in domestic party politics and have played a role in the decision of parties to choose certain electoral strategies. It is suggested therefore, that viewing party electoral behaviour purely from the perspective of domestic politics would not only be misleading, but would also lead us to expect behaviour that might not have been a possible alternative for the parties at a given point in time.  相似文献

Do policies protecting women's rights correspond with norm change at the state level or the level of international institutions? We examine this question, comparing domestic and international institutional activity in correlation with reproductive health policy change, specifically, abortion access policy. At the domestic level, we examine female legislators and policies set to encourage gender equality, namely, electoral gender quotas. In the international arena, our theory distinguishes regional from international inter‐governmental bodies. Original data with measurement innovations introduced here—including the Comparative Abortion Policy Index (CAPI1 and CAPI2)—are analysed for over 150 countries for close to two decades. We find a heretofore‐overlooked relationship between international entities and reproductive health. Gender quotas, however, do not correspond with the general association between female representation and pro‐women policy. When researchers and policy‐makers consider gender quotas to promote women's rights, they may be advised to encourage female political participation through more organic means.  相似文献

This article examines the nature of the two-party system in Japan. The electoral reform of 1994 has finally led to an alternation of power, but contrary to the predictions of the reformers, the competition between two major Japanese parties is not based on any substantial differences in their political programs. The Liberal Democratic Party and the Democratic Party of Japan are mixtures of various groups rather than coherent parties and the main axes of struggle on the Japanese political scene run across party divisions. Both major parties are internally divided with regard to economic as well as defense policy. The most important factor of Democratic Party of Japan's identity has been the goal of achieving an alternation of power and abolishing the Liberal Democratic Party style of policymaking. Nevertheless, the discourse on political renewal has been undertaken also by the Liberal Democratic Party. While the struggle between the partisans and the opponents of Koizumi reforms continues in the Liberal Democratic Party, the Democratic Party of Japan is torn apart between the proponents of ‘big’ and ‘small’ government.  相似文献

ABSTRACT

According to the nationalisation hypothesis, it is sometimes argued that electoral lists competing at local elections under a national party label are more likely to win. Yet, in many countries, local lists are still much present. This article seeks to assess the attractiveness of local and national list labels at local elections. Following Rokkan’s hypothesis of the nationalisation of local politics, we test the role of socio-economic inequality on the success of electoral lists across local polities. Based on an original dataset distinguishing the labels of 1.012 electoral lists – be they local, mixed or national – in the 262 Walloon municipalities in Belgium, the multilevel regression demonstrates that local and mixed labels present a significant electoral advantage vis-à-vis national party labels. However, the article shows that this electoral gain decreases as economic inequalities increase: national labels, especially left-wing parties, attract more voters as inequalities rise.  相似文献

Data on contemporary global inequality are dramatic, widely known and a new conventional backdrop. In research and policy economists lead the way and the emphasis is on global poverty rather than inequality. Within nations poverty is a challenge, while inequality is not; on a world scale, arguably it is the other way round. The international policy focus on poverty alleviation coexists with neoliberal policies that widen inequality domestically and internationally. A strategic question is where the data depart from the conventional wisdom. Thus a general assumption is that inequality within countries is largest in poor countries; the widest inequality, however, is found within the USA and UK. The conventional assumption is that neoliberal policies and free trade lift all tides; those countries and periods, however, where this policy has been most consistently implemented show the steepest increase in inequality. Global inequality helps sustain domestic privilege. The belief that the risks that global inequality poses can be contained in the global margins is contradicted by the cross-border effects of environmental degradation, migration, transnational crime and terrorism. In explaining global inequality, economic accounts ignore inequal relations of power. The combined policies of developmental discipline, global integration, and marginalisation and containment may be viewed as part of a single process of hierarchical integration, which has turbulence built in.  相似文献
