Climate change research relating to “co‐benefits” suggests that the facilitation of social‐welfare outcomes through environmental policy offers a powerful means of incentivising climate change action. Concerns about social‐welfare, however, are often used to undermine climate change policies, typically through political claims that low‐to‐middle‐income households should not shoulder the costs of greater policy alignment between social and environmental objectives. Integrating the social into the environmental can therefore, on the one hand, lead to “co‐benefits” as each agenda promotes the other in political discourse, or alternatively to collateral damage if the policy objectives are framed as incompatible. This article explores both scenarios through two case studies of energy policy in Australia. The findings show that social‐welfare concerns can be a powerful discursive tool with the potential to facilitate political consensus, but also that this potential is not being fully realised, primarily because environmental concerns suffer when attempts are made to integrate the two areas discursively.  相似文献

Classic theory on bureaucracy suggests that one primary source of bureaucratic power in public administration and the policy‐making process derives from bureaucratic issue‐specific expertise. Studies in psychology and behavioral economics suggest that experienced experts tend to be overconfident in estimating their expertise, but few researchers have examined whether experienced bureaucrats are prone to overconfidence and, if so, how overconfidence may correlate with their policy choice. Drawing on past theoretical and empirical literature, this study is the first to investigate these questions by using survey data collected from 579 officials in various agencies related to climate change mitigation and adaptation. Our analyses demonstrate that (a) the level of issue‐specific expertise perceived by individual bureaucrats is positively associated with their work experience/job relevance to climate change, (b) more experienced bureaucrats tend to be more overconfident in assessing their expertise, and (c) overconfidence, independently of sociodemographic characteristics, attitudinal factors and political ideology, correlates positively with bureaucrats’ risk‐taking policy choices.  相似文献

This study examines the factors that explain public preferences for a set of climate change policy alternatives. While scholarly work indicates a relationship between attitudes and values on views toward specific issues, the literature often examines general support for issues rather than specific policy proposals. Consequently, it is unclear the extent to which these attitudes and values affect specific policy considerations. This project examines public support for five climate change policy options in two national surveys taken three years apart. The empirical analysis reveals that time is a factor and that those who are liberal, have strong ecological values, report greater concern for climate change, and trust experts are consistently more supportive of the climate policy options considered here. The results shed new light on the nuanced views of the American public toward climate change.  相似文献

This article analyzes how U.S. climate change politics and policy making are changing in the public, private and civil society sectors, and how such changes are likely to influence U.S. federal policies. It outlines the current status of U.S. climate change action and explores four overlapping pathways of policy change: (1) the strategic demonstration of the feasibility of climate change action; (2) the creation and expansion of markets; (3) policy diffusion and learning; and (4) the creation and promulgation of norms about the need for more aggressive climate change action. These four pathways seek to fruitfully draw from rationalist and constructivist approaches to policy analysis, without collapsing or confusing the different logics. Building on this analysis, it predicts that future federal U.S. climate policy will include six major components: (1) A national cap on GHG emissions; (2) A national market based cap‐and‐trade GHG emissions trading scheme; (3) Mandatory renewable energy portfolio standards; (4) Increased national product standards for energy efficiency; (5) Increased vehicle fleet energy efficiency standards; and (6) Increased federal incentives for research and development on energy efficiency issues and renewable energy development. In addition, expanding federal climate policy may bring about significant changes in U.S. foreign policy as U.S. international re‐engagement on climate change is likely to occur only after the development of more significant federal policy.  相似文献

The issue of integrating environmental concerns into energy policy decision making is increasingly addressed, not least related to climate change. Although the United States, unlike the EU, did not sign the Kyoto Protocol, several U.S. states promote renewable electricity (RES‐E), and some of these initiatives are linked to climate‐change mitigation efforts. The present article assesses in this connection the six New England states of the United States, comparing their efforts of integrating RES‐E with climate change to the Nordic countries in Europe. In order to explain different approaches, the article focuses on the importance of different EU and U.S. multilevel governing structures. The analysis indicates that the New England states' RES‐E promotion thus far has not been substantially integrated with climate‐change concerns, whereas in the EU's more top‐down approach, climate change figures more prominently vis‐à‐vis RES‐E. EU policies represent an increasingly important driver for the Nordic countries. In the United States, on the other hand, it remains an open question as to how future federal policy efforts will relate to existing policies at the state level.  相似文献

This paper draws upon policy innovation literature and quantitatively explains the adoption of state climate change policies, leading to a broader question—what makes states more likely to adopt policies that provide a global public good? First, existing empirical evidence relating to state climate change policy adoption is reviewed. Following this brief discussion, several analytic approaches are presented that test specific hypotheses derived from the internal determinants and regional diffusion models of policy adoption. Policy diffusion is tested as a function of the motivations, resources, and obstacles of policy change. Motivations for policy innovation include environmental conditions and demands of citizens. Resources include state financial and geographic resources, such as wind and solar potential. Obstacles include a state's reliance on carbon‐intensive industries such as coal and natural gas. The results show that internal factors, particularly citizens' demands, are stronger predictors of states' policies than are diffusion effects from neighboring states.  相似文献

Multilevel governance poses several challenges for the politics of climate change. On the one hand, the unequal distribution of power and interests can serve as a barrier to implementing coherent policy at a federal level. On the other, these features also enable policy leadership among sub‐federal units. In the context of wide variation in climate policy at both national and sub‐federal levels in Canada and in the United States, this paper utilizes an original data set to examine public attitudes and perceptions toward climate science and climate change policy in two federal systems. Drawing on national and provincial/state level data from telephone surveys administered in the United States and in Canada, the paper provides insight into where the public stands on the climate change issue in two of the most carbon‐intensive federal systems in the world. The paper includes the first directly comparable public opinion data on how Canadians and Americans form their opinions regarding climate matters and provides insight into the preferences of these two populations regarding climate policies at both the national and sub‐federal levels. Key findings are examined in the context of growing policy experiments at the sub‐federal level in both countries and limited national level progress in the adoption of climate change legislation.  相似文献

This paper provides a comprehensive review of various reports, articles documents and papers literature related to the assessment of climate change impacts on crop productivity, and will focus on how climate change and affects agriculture productivity. Agricultural practice is affected by climate changes because of its direct dependence on climatic changes. There are two methods of relationships between agriculture and climate change and has huge significance especially for developing and underdeveloped or low‐income countries, who are largely dependent on agriculture for subsistence and their lack of infrastructure for adaptation as compared with developed countries. Geographically high‐latitude areas with already existence of low temperature, by virtue of increasing temperature due to climate changes, could allow for the longer growing season. Agricultural fields are affected by the emission of GHG such as carbon dioxide, nitrous oxide, and methane. Gasses have an effect on climate through the discharge of greenhouse gasses. Emissions mostly come from the tillage practices, fossil fuels, fertilized agricultural soils, and farm animal's manure in a huge amount and affected the agriculture sector. On the contrary, agriculture could be a solution for climate change by reducing emission and implementation of mitigation and adaptation actions widely. It will happen with the assistance of best management practices such as agroforestry practice, organic farming, rainwater harvesting, irrigation planning, and manure management.  相似文献

In the wake of the 1990 amendments to the Clean Air Act, localities across the United States initiated public information campaigns both to raise awareness of threats to air quality and to change behavior related to air pollution by recommending specific behavioral changes in the campaign messages. These campaigns are designed to reduce the health hazards associated with poor air quality and to avoid federal sanctions resulting from the failure to meet air quality standards. As in many other communities across the country, a coalition of government agencies and businesses initiated a public information campaign in the Atlanta metropolitan region to reduce certain targeted behaviors, mainly driving. A two‐stage model used to analyze data from a rolling sample survey shows that the centerpiece of the information campaign—air quality alerts—was effective in raising awareness and reducing driving in a segment of the population. When the overall information campaign was moderated by employers' participation in programs to improve air quality, drivers significantly reduced the number of miles they drove and the number of trips they took by car on days when air quality alerts were sounded. Public information campaigns can be successful in increasing awareness, but changing well‐established behaviors, such as driving, is likely to require institutional mediation to provide social contexts that support the behavioral change, as well. © 2003 by the Association for Public Policy Analysis and Management.  相似文献

Eight years after the launch of the Stern Review of the economics of climate change, a new major report on economic growth and climate change (Better Growth, Better Climate) has been published by a Global Commission on the Economy and Climate, chaired by Nicholas Stern. While this comprehensive review of recent evidence has some overlap with the original Stern Review, it focuses more on the short‐term costs and benefits of action needed to reduce carbon emissions in specific parts of the economy such as cities, energy and agriculture. Perhaps the most noted conclusion of the report is that policies which governments should be pursuing anyway, because they will reduce pollution, improve health, raise productivity and reduce congestion, will cut carbon emission by between 50 and 90 per cent of what is needed to get to a 2°C pathway. This is an important report that will have considerable influence, although it has had lower public visibility than the original Stern Review. However, it also points to the need for a better understanding of the politics of climate policy, and why the opportunities to adopt policies that have multiple long‐term public benefits do not get taken. While Better Growth, Better Climate does have a chapter on the political economy of change, the analysis is limited, and could be deepened by bringing in the growing literature on the politics of climate policy.  相似文献

The requirement of bottom-up action from all the countries to deal with climate change makes it necessary to analyze the factors influencing policy adoption. This article contributes to the policy literature by shedding light on the conditions, which incentivize countries to adopt more climate mitigation policies. The theoretical argument builds on the integrated approaches to study policy diffusion, which include both internal and external determinants as explanations for the adoption of policies. While previous applications typically operationalize the latter by regional proximity, this study highlights the added value of network dependencies capturing political and cooperative interactions across countries. The article finds that the adoption of climate policies is a matter of social influence. Countries are more likely to adopt policies if they cooperate with countries that have adopted more climate policies and are in a similar structural position to countries that are active in climate protection. This article not only is an important theoretical contribution to the policy literature but also enriches our methodological and empirical understanding of climate policy diffusion.  相似文献

Which firms oppose action to fight climate change? Networks of input sourcing and sales to downstream customers ought to propagate and reinforce opposition to decarbonization beyond direct emitters of CO2. To test this claim, we build the largest data set of public political activity for and against climate action in the United States, revealing that the majority of corporate opposition to climate action comes from outside the highest‐emitting industries. We construct new measures of the carbon intensity of firms and show that policy exposure via carbon‐intensive inputs and sales to downstream emitters explains this large volume of opposition from non‐emitting industries. Sixty‐six percent of U.S. lobbying on climate policy has been conducted by an extended coalition of firms, associations, and other groups that have publicly opposed reducing carbon emissions. Public opposition to climate action by carbon‐connected industries is therefore broad‐based, highly organized, and matched with extensive lobbying.  相似文献

This analysis explores the role of city‐level and state‐level variables to explain why some cities make more progress on climate‐related policy implementation than others. Using multilevel modeling, we find little support for the influence of state factors on local government leadership among the 812 cities in the dataset, but local government institutional and community variables are strongly associated with climate policy initiatives. We argue for a rethinking of the notion of the limited and constrained city and suggest that, in the realm of climate protection and environmental policy, cities are leading a bottom‐up federalism. Moreover, where some political analysts and scholars have argued that climate protection and environmental policies may not be economically rational for cities to pursue, we theorize that cities are acting locally to further their self‐interest in an increasingly global economy.  相似文献

The decline of carbon intensive technologies is a key element in the ongoing energy transition and our attempts to tackle climate change. At the same time, our understanding of technology decline and of the associated policies and politics is still limited. This paper builds on the sustainability transitions perspective, a novel approach to analyze socio‐technical transformation, including the complex interplay of policy and technology change. We study the decline of coal‐fired power generation in the United Kingdom from 2000 to 2017 by analyzing the discourse in The Guardian. We find scientists and environmental NGOs criticizing coal for climate and health reasons. Government and incumbent businesses tried to re‐legitimate coal but eventually, their resistance collapsed and coal was almost completely abandoned in just a few years. Particularly devastating for coal were failed promises around carbon capture and storage, rapid diffusion of wind energy, and pressure from various policies. This study contributes to better understanding the contested nature of decline, and the interplay of discursive struggles, technology change, and public policy in sustainability transitions.  相似文献

This paper examines the rapid changes made on U.S. climate change policies and regulations under the Trump administration for the past 22 months since his inauguration in January 2017. Policy changes are made on a wide range of climate‐related programs: Paris Agreement, Green Climate Fund, Clean Power Plan, CAFÉ automobile emission standards, arctic drilling, methane rule, and farm animal emissions. The study of policy narratives is challenged by inconsistencies and a need for more precise definitions and measurements. The goals of this article are to build precision and clarity in the study of policy narratives by developing a network‐based approach—the ego‐alter dyad—for coding characters and their interactions around a policy issue and then to illustrate this approach in the analysis of air and climate issues in Delhi, India. The empirical results show that (1) the same actors are often heroes and villains, (2) heroes and villains are associated with different actions but with similar victims or beneficiaries, (3) narrators differ in their propensity to tell hero‐heavy or villain‐heavy policy narratives, and (4) the proportion of hero‐heavy or villain‐heavy policy narratives changes over time and differs across subtopics. The article concludes with a research agenda for further theoretical and methodological advancement in studying policy narratives.  相似文献

The prime objective of this article is to construct a robust macroeconomic performance (MEP) index of the Indian economy using the data envelopment analysis (DEA) approach. Seven major macro indicators, namely, economic growth, employment rate, terms of trade, inflation rate, fiscal deficit, pollution, and climate change are used to compute MEP and Eco‐MEP indices of the Indian economy from 1980–1981 to 2018–2019. Overall, both the MEP and Eco‐MEP index scores have quite similar best performing years worst performing years, and have also captured the major events that affected adversely the Indian economy during the past decades. The trend in the overall performance of the Indian economy was better in the 1980s and the 1990s but has deteriorated since 2000. The autoregressive distributed lag bounds testing approaches to cointegration methods are used to test the robustness/utility of these indices. The estimated results show that MEP and Eco‐MEP have a positive impact on private investment, foreign investment inflows, foreign direct investment, and a negative effect on the current account deficit. Hence, the suggested composite MEP index is stable, robust and truly captures the economic performance of India. The constructed MEP composite index may be used by foreign investors, rating agencies, private investors, and policymakers for their planning and decision‐making processes.  相似文献

Climate leadership is important for the transition to a low‐carbon economy, where some countries are seen as leaders because of their ambitious climate and energy policies. Climate leadership is dynamic and evolves over time to become a political myth, however, which governments use in their policy strategies. Changes in governments lead to new climate and energy strategies that affect the respective countries' leadership positions. This article links the growing literature on environmental/climate leadership and the political myth literature. Specifically, it draws on the environmental/climate leadership framework to analyse the connection between political myths and the climate and energy policy strategies of governments to understand how the changing interpretation of the political myth influences leadership. The article uses Denmark as a case study because of the consensus in the literature on it being a climate and energy policy pioneer. This article analyses how Danish governments interpret the political myth of Danish climate and energy pioneership and how their policies influence the Danish leadership position, concluding that whilst the continued reinterpretations of the political myth of leadership do not always reflect the original myth, the myth remains important for government claims to leadership.  相似文献

Municipal agreements have been instrumental in communicating commitment to addressing climate change at the local level. However, what is the practical implication of this potentially symbolic decision? This study examines the power of mayoral participation in climate change agreements in driving the proliferation of sustainable or “green” building in a city as a mechanism to reach its climate change goals. In addition, mayors can localize what is otherwise a public good by framing green buildings as having other tangible impacts on a community. We analyze the impact of political leadership on green building projects in 591 cities in 50 U.S. states, controlling for a variety of city‐ and state‐level variables. Hierarchical models indicate that mayoral leadership in climate change policy fosters green building, while state‐level predictors are not as important as city policy in creating green buildings. Our research concludes that local governments can be a very effective venue in addressing broad climate change goals.  相似文献

Punctuated equilibrium theory (PET) suggests that the policy process is characterized by long periods of incremental change and short periods of punctuated change. The impetus for the latter is usually a focusing event that breaks open policy monopolies, allowing for major changes in legislative decision making. While a burgeoning body of literature, a shortcoming in the PET literature is that it has yet to explain why focusing events and subsequent breakdowns in policy monopolies sometimes fail to result in punctuated policy. We integrate theories on cultural change with punctuated equilibrium to explain why focusing events do not always result in the dramatic policy changes that we might expect. Specifically, we use the context of national energy policy and the lexical database, Google Ngram Viewer, to trace punctuating energy‐related events and the occurrence or lack thereof subsequent policy change from 1952 to 2000.  相似文献
