The structural adjustment policies of international development organizations have been undermined in many developing countries by weaknesses in administrative capacity to manage economic reforms. If economic reform policies are to be implemented more effectively in the future, international organizations must take a broader view of the development process and assess more carefully the administrative and political capacity of the state to guide the decisions of public and private organizations toward development goals in four policy arenas. The experience of developing countries that were more successful at economic and social development during the 1970s and early 1980s, indicates the characteristics of development administration that policy analysts must assess in order to determine governments' capacity to implement economic reform policies effectively.  相似文献

The intention of this paper is to examine the political and administrative limits on the effective implementation of privatization in developing countries and so to present a challenge to the view that slow progress is primarily attributable to economic constraints. After examining these economic aspects, the paper provides an explanatory framework which incorporates those political and administrative processes central to an understanding of what happens to state economic policies in practice. The significance of these processes is demonstrated by drawing on research material from India, Pakistan, Thailand, and Sri Lanka. The conclusion drawn is that responses to pressures for economic reform will be determined, not so much by economic criteria as by the political and bureaucratic resources available to decision makers. Since policy processes in developing countries show considerable variety it is likely that there will be substantial variations in the practical achievement of privatization objectives.  相似文献

This symposium examines issues related to the links between administrative reform policy and economic development policy. The symposium introduction paper consists of two parts. First, it offers an overview of the background of theoretical and conceptual issues that are important to the connection between administrative reform and economic development. The issues reviewed include the role of government in economic development, the importance of public policy and management to economic development, the contribution of development administration, and the need of administrative reform to remove bureaucratic problems and promote efficiency. Next, the introduction paper provides a brief summary of the research arguments and findings addressed in the following six articles. They include an evaluation of administrative reform in Arab world economic growth, an examination of administrative reform and economic development in Latin America and the Caribbean, a political economy analysis of policy reform in Korea, a study of the implementation of privatization strategies in India's public sector reform, a discussion of the concerns between efficiency and ethics in China's economic development, and the study of administrative and economic development in Mongolia. The implications of the research findings and the need for further study of the linkage between administrative reform and economic development are emphasized in the conclusion.  相似文献

Administrative reform has been a very common activity of governments in almost all industrialised democracies, including those in Western Europe. The frequent contacts among these governments, and the presence of organisations such as the OECD that are spreading the reforms, might be expected to produce widespread diffusion of administrative innovations. That diffusion is not, however, as widespread as might have been expected and there are marked differences among countries as well as among types of reform. Using Boolean algebra, this article analyses the correlates of the diffusion of reform among European countries and the implications of that diffusion for public administration in these countries.  相似文献

A sustained, steady economic development and a stable, prosperous society cannot come about by focusing only on the formulation of concrete social and economic policies. Increased attention and priority should be given to the reform of the state apparatus itself, especially of the policymaking and implementation process. Administrative structural reform, particularly China's practice of adjusting organizational structure and transforming government functions and management processes, is an example of the efforts to explore strategies and approaches for the conduct of administrative restructuring and enhancing bureaucratic performance in developing countries.
This article discusses three questions: first, the necessity of adjusting the government organizational structure and rationalizing the administrative policymaking mechanism, as well as some practices in China; second, transforming government management processes towards adapting to the changing social and economic environment in developing countries, e.g., describing what has been done by China in order to change direct and micro-management; and third, concentrating on improving efficiency and productivity.  相似文献

Jamaica is currently undergoing a major innovative administrative reform programme (ARP). The impetus for the ARP stems from the realization that weak public administration (as prevailed in Jamaica) is a major obstacle to the implementation of economic reforms. The ARP thus became a significant plank of the World Bank's structural adjustment lending to Jamaica. The Jamaican programme is probably the leading and most ambitious attempt at administrative reform in the Third World, and the experiences and lessons learnt can be applied to the many developing countries which are contemplating or implementing similar programmes. The Jamaican experience indicates that the most important ingredients for success are political commitment at the highest level, a determined external agency, a carefully designed but flexible participatory programme which learns as it progresses, and good communication of the reform proposals. Administrative reform is a long-term process, and it would be dangerous to pitch expectations too high.  相似文献

The New Public Management (NPM) is unlike any other public sector reform for the simple fact that it is practitioner-driven as well as a global movement. However, what works in one public sector circumstance may not work in another political, social, or economic setting. By surveying the Commonwealth countries I find that NPM reforms are taking place in all Commonwealth countries regardless of their various stages of economic and political development. This evidence confirms that the administrative reform of NPM measures is truly a global public sector reform movement.  相似文献

In the 1980s many developing and newly industrializing countries in Asia expressed great interest in administrative reform. Compelling reasons for public reform in these nations arise from causes different from those in developed nations. Among Asian developing nations, government reform is intrinsic to and inextricable from crises in governance. Within the context of developing politics, a reliable and competent government is sine qua non of national stability; and, more importantly, this largely decides the tenure of a governing group. Its ability to remain in power will be determined by the efficaciousness of public authority. Against these backgrounds, this article discusses the five conference papers of the Eastern Regional Organization of Public Administration (EROPA) of 1991. It examines both similarities and differences among four countries in their efforts to reform public administration. This review suggests that in developing Asia, the quest for administrative reform emanates from crises in governance. Reform goes beyond exploring ways to improve the quality of public management.  相似文献

Administrative reform is inseparable from political reform, just as administration and politics share overlapping boundaries. This article reviews the goals for reform established in 1989 for the Maltese public service, against the political culture and administrative history of Malta. It argues that a small state's size encourages certain dysfunctional characteristics of the political culture, and aggravates the difficulties inherent in administrative reform. In countries with long-standing agency traditions, the creation of new agencies rarely comes as a large-scale reform but rather as one structural choice of many possible, most notably a ministerial division. In order to make sense of these choices, the article discusses the role of political design—focusing on the role of political motivations, such as ideological turnover, replacement risks and ideological stands toward administrative efficiency—and organizational dynamics—focusing on the role of administrative legacies and existing organizational palettes. The article utilizes data on organizational creations in the Norwegian central state between 1947 and 2019, in order to explore how political design and organizational dynamics help us understand the creation of agencies relative to ministry divisions over time. We find that political motives matter a great deal for the structural choices made by consecutive Norwegian governments, but that structural path dependencies may also be at play.  相似文献

Estonia, being one of the most diligent students of the neo‐liberal economic paradigm among the Central and Eastern European transitional countries, has declared that private organisations should be given the chance to operate public prisons. This article argues that in spite of the promising perspective of this idea, the transitional context mixed with the complex nature of incarceration services, sets serious limits for a successful application of the initiative. After identifying four key sources of limiting factors of contracting out, which concern political, legal, administrative and economic aspects, the article gives a brief overview of the development of the Estonian public administration and prison system. It is argued that although no political limits could be identified, there exists some legal and most importantly administrative and economic limits for contracting out prisons in Estonia. There is a need to understand that due to problems inherent in transitional countries such as a low administrative capacity and underdeveloped markets, the implementation of contracting out in cases of complex public services does not solve but transfer the essence of the problems. The conduct of development administration in Commonwealth Caribbean countries is hindered by weaknesses in government, and, on the basis of many years experience, Dr. Hope points to four approaches to reform which are currently favoured. Changing the nature of political leadership; reasserting the importance of an independent instrumental administration through greater attention to manpower planning, training and staff development; similarly extending the scope of administrative action by achieving a decentralization of authority from political ministers to local professional administators acting with the public; and participatory democracy with a reduced role for professional administration are four approaches with parallels in other parts of the world. The author points, however, to distinctive features in the Caribbean and argues that the small size of the states creates particular problems and challenges.  相似文献

There has been a growing concern about administrative reform in many countries during the last 10–20 years. The central administrative apparatus has been restructured, partly as an instrument to fulfill collective, political goals. This study of the reorganization of the central health administration in N orway shows that political and administrative leaders increase their control through a planned reorganization. But such a comprehensive reform also creates problems in adjusting to new administrative roles.  相似文献

Local governments throughout the world are assuming a more important role in economic development of their communities as an increasing number of governments begin to decentralise powers and functions. As these lower levels of government seek sustainable local economic development (LED) strategies the human rights approach towards development becomes pertinent as globalisation accelerates. This article proposes an emphasis on socio‐economic rights as the basis for sustainable LED in developing countries. The article is based on the experience of South African local government in the period after 1994, leading up to the first democratic local government elections on 5 December 2000. Proceeding from the view that the promotion of human rights is necessary for the promotion of economic development, the article critically assesses the role of local government in the promotion of LED through a rights‐based approach. It is argued that the identification in the South African Constitution of local government with basic service provision (recently emphasised by a Constitutional court judgement) will place socio‐economic rights at the centre of LED strategies in South Africa. It is argued that this is indeed the most appropriate cornerstone of LED in South Africa. However, the transformation process that leads the country towards its progressive Constitution needs to be maintained and this article identifies five broad areas for transformation that may still be needed to entrench an adequate human rights culture within the sphere of local governance. Abstract

Comparative political economy (CPE) has robustly examined the political and institutional determinants of income inequality. However, the study of wealth, which is more unequally distributed than income, has been largely understudied within CPE. Using new data from the World Income Database (WID), this article examines how economic, political and institutional dynamics shape wealth-to-income ratios within Western European and OECD countries. It is found that the political and institutional determinants that affect income inequality have no short- or long-run effects on the wealth-to-income ratio. Rather, the rise in wealth-to-income ratios is driven by rising housing prices, as well as price changes in other financial assets, not home ownership or national saving rates. The article concludes by examining how the changing dynamics of housing prices and wealth inequality will increasingly shape intergenerational – and associated class-based – political conflict in Western Europe.  相似文献

The governments of most developing countries have been subject to pressures, especially through structural adjustment programmes, to reduce the direct role of the state in the supply of services. New forms of service supply are emerging, in which government has only an indirect role as enabler and regulator of other actors; but there has been little practical guidance on how these ‘new’ roles are to be performed in the specific context of developing countries. The danger is then of the adoption of inappropriate practices from more advanced countries. The argument of this article is that governments face several difficulties in managing the ‘post-adjusted state’: the inheritance of social and political strains, and of reforms made abruptly under pressure; the complexity of identifying the appropriate role of the state for particular services under particular circumstances; the technical difficulty of managing new administrative roles; and the contradiction, particularly in respect of systems of accountability, between the new and the old requirements on public administration.  相似文献
