Citizen participation takes centre stage in Colombia's 2016 peace agreement. Its practical implementation, however, has proven difficult. This case study examines targets and tactics of exclusion in participatory development programmes established under the peace accords. Drawing on qualitative data generated between 2021 and 2022 in the Sierra Nevada de Santa Marta, this article argues that exclusion affects societal (sub-)groups, organisations and communities as a whole and involves a large array of implicit-elusive, direct-explicit and coercive mechanisms. This matters for implementing inclusive peacebuilding more generally.  相似文献

This article explores the major reasons why Turkey could not end the PKK insurgency despite its military defeat in the late 1990s. It argues that Turkish governments have failed to sufficiently address two key aspects of their low-intensity conflict with the PKK, namely the fact that the PKK is not just a group of armed militants, but rather a complex insurgent organization and that it appeals to a large number of Kurds. Turkey's inability to definitively quell the PKK insurgency raises significant questions regarding the justification and effectiveness of the use of military force in dealing with insurgencies.  相似文献

Abstract — Historically, racism as it is understood in South Africa or in parts of the Southern United States has not existed in Peru. The absence or at least the existence to a lesser degree of this type of tension grants us a superiority over our northern neighbours. In Peru, emancipation of slaves was relatively easy. This is not to say that there do not exist prejudices against Indians, cholos , and blacks, however these prejudices have not been sanctioned by the law and they have, more than a profound racial feeling, an economic, social and cultural character. Colour does not prevent an aborigine, mestizo , or Negroid from occupying high positions if they can accumulate wealth or achieve political success. Notwithstanding these fortunate cases, there is an enormous distance between the pongos [serfs] of a highland hacienda … and those highly cultured and refined Limeños, who routinely travel to Europe. This distance is neither racial, nor based on place of origin, rather it corresponds to what can be termed an historical state of things (Jorge Basadre, 1964:4686).  相似文献

Observers say that drug production fuels violence in Colombia, but does coca production explain different levels of violence? This article examines the relationship between coca production and guerrilla violence by reviewing national‐level data over time and studying Colombia by department, exploring the interactions among guerrilla violence, exports, development, and displacement. It uses historical analysis, cartographic visualization, and analysis of the trends in four high coca‐producing and four violent Colombian departments, along with a department‐level fixed effects model. Contrary to the conventional wisdom, the department‐level analysis suggests that coca production is not the driving force of contemporary Colombian guerrilla violence. Instead, economic factors and coca eradication emerge as prominent explanatory factors.  相似文献

What conditions facilitate party system collapse, the farthest‐reaching variant of party system change? How does collapse occur? Numerous studies of lesser types of party system change exist, but studies of party system collapse are rare. This study draws on the existing literature and the cases of party system collapse in Venezuela (1988–2000) and Peru (1985–95) to advance some answers to the important questions about the phenomenon. The study posits three conditions that predispose political party systems to collapse: the presence of an acute or sustained crisis that questions the ability of system‐sustaining political parties to govern; extremely low or extremely high levels of party system institutionalization; and the emergence of an anti‐establishment figure with the desire and personal authority to generate a viable alternative to the established party system. The study also posits a three‐election sequential process during which collapse takes place.  相似文献

In July 2000, US President, Bill Clinton, signed into law the aid package popularly known as ‘Plan Colombia’. Foreign policy analysts examining the ‘US drug war’ have generally focused upon the perceived national security interests of the US state and/or the intermestic nature of domestic politics, or the economic interests of an imperial US state in explaining US drug policy. I posit that the development, initiation and implementation of Plan Colombia cannot solely be understood through these various nation‐state paradigms, as this process was aided by, and facilitated through, an incipient transnational state. The emergence and consolidation into power of a neoliberal state within Colombia, the role of transnational lobbying by US and Colombian policy‐makers, as well as the influence of transnational corporations all played instrumental roles in the initiation, development and implementation of Plan Colombia.  相似文献

This article argues that the increased participation of women in Peruvian politics in the 1990s and the advances made in some areas of their citizenship rights are connected to the strategies put in place by some sectors of the women's movement and to the openings provided by the Fujimori regime. Some of the impact of neopopulist rule on political institutions is shown to be positively related to women's increased opportunities during this period; yet the weak rule of law and the political use of the women's agenda by an increasingly questionable regime placed the women's movement in a complex political panorama. A disaggregated analysis of the politics of women's citizenship reveals that women from the popular sectors did not benefit from the same progress in their rights claims as women from the feminist movement or women in party politics.  相似文献

Over the past decade, drug consumption has increased in Colombia and Mexico, countries traditionally concerned with drug production and trafficking. Governments and observers have associated this growth with spikes in violence. Drawing on drug consumption surveys and fieldwork in four cities, this study argues that contrary to this perception, there is no automatic connection between domestic drug markets and violence. Violence depends on whether large drug‐trafficking organizations (DTOs) control low‐level street dealers and on whether those DTOs have a market monopoly at the local level. When dealers are independent, violence might be sporadic, but when DTOs control dealers, violence can explode (given competition between DTOs) or implode (if one organization holds a monopoly). Control over dealers provides DTOs not only income but also informants and armed muscle. This article also shows that domestic drug markets are not new, and have grown incrementally in the past two decades.  相似文献

Paid domestic workers (PDWs) in Peru, who are predominantly women, are one of the most vulnerable labour sectors in the country. We argue that an important factor explaining this is linked to national legislation that grants only partial rights to the sector, thus maintaining inferior labour conditions for such workers. Here we share our analysis of a survey of 314 PDWs, conducted between April and May 2020, confirming that PDWs in Peru are highly unprotected, particularly during the COVID pandemic, in which there has been a lack of comprehensive social protection schemes.  相似文献

Most scholars characterise Peru as a country with weak indigenous movements, whose demands would have no influence in regional and national policies, even though its socio-economic structures are similar to those of Bolivia and Ecuador, where indigenous movements are stronger. Based on fieldwork in the northern Peruvian Amazon and Lima between 2012–2013 and 2016–2018, this article argues that pro-indigenous legislation enacted as a response to strong indigenous mobilisation as well as the creation of indigenous autonomous governments in the Amazon express an unnoticed struggle for indigenous self-determination. These social phenomena also raise questions about the common assessment of the strength or weakness of indigenous movements.  相似文献

Despite the recent shift to democratic regimes and market‐based economies, in many Latin American countries the military retains important economic roles as owner, manager, and stakeholder in economic enterprises. Such military entrepreneurship poses a challenge to the development of democratic civil‐military relations and, by extension, to the development of liberal democracy in the region. While scholars have noted this situation with concern, they have given little attention to distinguishing the different types of military entrepreneurship, which reflect distinct historical patterns and implications. This article identifies two major types of military entrepreneurs in Latin America: industrializers, determined to build national defense capabilities and compete for international prestige; and nation builders, seeking to promote economic development that can foster social development and cohesion. Case studies of Argentina, Brazil, Cuba, and Ecuador demonstrate important differences between these two types in their origins, paths, and political consequences.  相似文献

Through ethnography of Ashaninka communities' involvement in timber extraction in Peruvian Amazonia and an engagement with recent discussions around Buen Vivir the article interrogates the common association between indigenous notions of ‘living well’ and environmental protection. A key insight is that Ashaninka individuals emphasise everyday well-being and equality over the preservation of their surroundings. Older critiques of extractivism are used to show the recent advent of environmentalist discourses and highlight issues connected with emphasising ontological difference. The article concludes that Buen Vivir would be better framed as a desire, and right, to self-determination rather than being associated with specific behaviours.  相似文献
