CDBG in Chicago: The Politics of Control

The first eight years of CDBG provided Chicago with almost three-quartersof a billion dollars. At the outset, the city executive, headedby Mayor Richard J. Daley, took control of CDBG planning andallocation, despite the efforts of the "machine's" opponentsto use CDBG's housing assistance and citizen participation requirementsas levers for political reform and social change. The city executivecontinued in firm control even after the Carter administrationtook office determined to reverse inherited New Federalism policies.City hall opponents found that HUD's more assertive policieson housing assistance, citizen participation, and targetinghad little effect on the executive's ability to decide how andwhere to spend CDBG funds. The dominant role of the executivealso persisted after Mayor Daley's death, although Mayor JaneByrne (elected in 1979) shifted CDBG decisionmaking from operatingcity departments to the mayor's budget office. ^*I am indebted to Sheila Macmanus for her valuable assistancein researching this article. Urban Regimes, Sports Stadiums, and the Politics of Economic Development Agendas in Chicago

Sports issues have increasingly become prominent items on the urban policy agenda. Most demands for sports-related policies have been woven into the general fabric of economic development in the community. in this article, the authors examine the issues surrounding sports stadium development in Chicago from 1985–90. An urban regime framework, based on the notion of governing coalitions, is used to analyze the incorporation of stadiums into Chicago's policy agenda during these years. The article is instructive of the way in which progressive city administrations have used the regime to mediate corporate demands for the often intangible benefits of sports.     

Prisoners and Politics: Western Hostage Taking by Militant Groups

Hostage taking of Westerners by militant groups has increased since 9/11. Despite this rising problem, there has been little academic research on how a hostage’s individual characteristics influence the outcome of the incident. Using a newly collected dataset of over 1,000 individuals taken hostage in incidents involving terrorist groups since 2001, this article evaluates how individual, national, and group characteristics influence the likelihood that hostage incidents end with the release or execution of the hostage. The findings show that a hostage’s nationality and occupation are significant individual-level drivers of outcomes, while the nature of the militant group itself also matters.
