China-DPRK Relations in the New Era

During the four visits to China by Kim Jong Un,coupled with President Xi J*inping s state visit to the Democratic People*s Republic of Korea,the two countries reaffirmed their traditional friendship.While the goals of denuclearization of the Korean Peninsula and deeper strategic communication on major issues remain active,China and DPRK carry out exchanges and cooperation.The positive movement in China-DPRK relations characterizes the need to jointly prevent war and chaos on the peninsula and is the result of policy adjustments.The changes in China-DPRK relations are conducive to DPRK's pursuit of a new strategic route.For peninsula denuclearization and economic integration in northeast Asia,China should increase support to DPRK and maintain momentum toward better relations.     

International System in Transition： From the Perspective of Financial Crisis

The U.S. subprime mortgage crisis has rapidly developed andspread from the region to the world and from the economic and financial field to the political and social field. It has evolved into an international financial crisis with a powerful force of impact and covering a wide range of fields rarely seen in history, and has become a major historical event that has a profound impact on the United States and the world at large since the 9/11 incident. The international community generally believes that it is a crisis of the existing order and system, and calls for reform of the international financial system are unprecedentedly high. This again has led to a discussion of the reform of the international system. The impact of the crisis on the transition of the entire international system has begun to appear.

Diplomatic and Security Strategies of the Obama Administration： Has the ＂Time of Change＂ Come？

It is of great significance to study the diplomacy and security strategies of the Obama administration which took office on 20th January 2009, not only because of the current global financial crisis but also because of Obama＇s ＂politics of change＂, a slogan raised by him in the campaign. How to lead America out of the seemingly ＂still deteriorating domestic financial and economic dilemma is not only the most important criterion for judging Obama＇s governance capability but also the biggest obstacle affecting the new Democrat administration＇s domestic and foreign policies. To analyze the adjustments of the Obama administration＇s foreign and security policies, we must focus our attention on how it will take corresponding measures to overcome the financial crisis and how to put its campaign slogan ＂politics of change＂ into practice. In retrospect of the Obama administration＇s first three-month performance, the ＂politics of change＂ promised by him has dramatically evolved into the ＂diplomacy of change＂ first. In the following sections, we will thoroughly analyze the trend of the new administration＇s diplomatic and security strategies on the basis of its first one-hundred-day performance.

After the upsurge of domestic turmoil in Tunis last December,unrest spread rapidly through North Africa and the Middle East,having a profound effect on current international relations.It will continue to affect relations between the major powers and the international system as a whole for some time to come.The regional turmoil of North Africa and the Middle East is of particular interest to International Political Economy(IPE)studies.It seems to embody a geostrategic conflict between the US and the EU in contending for leadership in North Africa and the Middle East.It is also an expression of the competition for dominance of the global financial structure between the major powers during a period of transition in the international system.Lastly,it is a manifestation of America’s struggle to maintain its global economic hegemony.     

New generation of leaders of the major world powers begin to operate the rudder

The period from mid-2007 to the end of 2008 is the peak time for the change of power in world major countries. Starting from the enthronement of French President Sarkozy and to the election of a new president for the United States this year, the one and a half years＇ time will witness the change of leaders in four of the five permanent members of the UN Security Council. A new generation of world leaders have come on stage and a fresh chapter of international politics has been opened.

On the Mechanism of the Internet’s Impacts on International Politics

The Internet expands the field for international politics. It unveils its inner operational logic by exerting its influence on international politics. The Internet, by either guiding or negating the conducts of actors through its own unique innate quality, forces these actors to obey its inherent laws so as to better maintain their own interests. Firstly, this paper attempts to reveal, through level analysis, how the Internet made an impact on international politics, namely by the route of the individual, state and international system. Secondly, taking state interest, power and security as the core of Internet’s action on international politics, it demonstrates that there is no absolute Internet freedom and that the interests and security of the state come before all. The third part of the paper illustrates the catalytical, synchronical and constructional role of the Internet in promoting the transition of international structure. As an information medium, the Internet helps promote changes in international politics. As an advanced technology, it helps international politics constantly identify itself with the development of the times. The all-inclusive interactive communication following the advent of microblogs and Social Networking Services (SNS) helps provide conditions in which international society is evolving itself into a world society in the world of Internet.     

China and the Changing World——Summary of the International Seminar in Commemoration of the 30th Anniversary of the CICIR(Part Ⅱ)

China Institutes of Contemporary International Relations (CICIR)hosted an international symposium on China and the Changing World on September 4-5, 2010 to commemorate its 30th anniversary. Four panel discussions were held on China-U.S. relations, the emerging powers,China-Europe relations and Asia-Pacific cooperation. A summary of the discussions and the concluding speech by CICIR President Cui Liru are as follows.     

Reflections on Maritime Parmership： Building the 21st Century Maritime Silk Road

The ＂Silk Road＂ is a general term used to geographically describe ancient Chinese exchanges between Asia, Europe and Africa in the areas of politics, economics and culture. Starting on land and developing on sea, the ＂Silk Road＂ is a vehicle of historic importance for the dissemination of culture. The ancient maritime Silk Road was developed under political and economic backgrounds and was the result of cooperative efforts from ancestors of both the East and West. China＇s proposal to build a 21st Century Maritime Silk Road is aimed at exploring the unique values and concepts of the ancient road, enriching it with new meaning for the present era and actively developing economic partnerships with countries situated along the route. Impressions of the Visit to Japan
