This is the first of two articles attempting to contribute to the debate on trends in absolute real incomes amongst propertyless groups in semi‐industrialized countries. The empirical evidence presented in both articles is addressed to evaluating the long‐term trend in the standard of living of industrial working‐class households in one of the principal industrial centres of the capitalist periphery (the Brazilian city of Sao Paulo) between the mid‐1930s and the mid‐1970s. This first article contains a more analytical discussion of the principal factors affecting the living standards of non‐property‐owning groups in poor capitalist countries, experiencing rapid transformations within both their agricultural and industrial sectors. Following this, some of the principal problems which arise in measuring the living standards of poor people in developing countries are briefly reviewed, as well as the solutions adopted and the data sources used in this study of households in the city of São Paulo. This first article also presents some background evidence on changes over time in some of the principal characteristics of Sao Paulo working‐class households: household size, age and sex composition, labour force participation and the relative contribution of different household members to total household income.  相似文献

This paper studies urban transport, a public service with extensive initiatives towards deregulation and privatisation throughout the European Union and in other developed and developing countries. The relative merits of deregulation, public or private provision and the implications of different policies for the performance of public services have become important issues. A crucial question is what type of operating and regulatory environment is best suited to stimulate efficiency in public service delivery. This paper analyses specifically the effect of privatisation and deregulation on the technical efficiency of bus services in 73 cities, in order to compare performance in cities with bus services provided by public operators, private operators, both types simultaneously or in which the service is deregulated. The behaviour of the different types of operators analysed in this paper shows that competition – total or partial – is effective in controlling costs.  相似文献

One of the effects of rural‐to‐urban migration is the return of money and resources by the migrants to their respective home areas. Recently, it has been argued by several authors that such remittances represent a significant means for removing supply constraints to improved productivity in agriculture. In this paper the authors examine critically the available evidence on the rural impact of remittances. Subjects covered in the paper include the extent of the urban‐to‐rural remittances, the determinants of such financial flows and the use made in the rural areas of the money received. The paper concludes there is little evidence that urban‐rural remittances have been a significant means to rural economic development.  相似文献

Using secondary data from 21 post-communist countries, a map of urban–rural cleavages is produced. The findings are that while persistent cleavages exist with respect to attitudes toward the state, the market and traditional institutions, these cleavages have yet to be institutionalized within the political system. Deviations from the generalized pattern can typically be explained by the intrusion of the state-building process into the urban–rural cleavage structure. Furthermore, it is argued that the lack of institutionalization has led to a situation in which state and political elites have gained increased autonomy.  相似文献

State formation in the developing world can be explained as growing centralisation and institutionalisation. To understand why some states struggle with state formation, or the processes of centralisation, the model provided by Charles Tilly, in his analysis of state formation in Western Europe, is applied to Lebanon, starting at the onset of the 1975 civil war and concluding with an analysis of the post-Syrian occupation environment. With the appropriate conditions it is possible to use Tilly’s model of war making and the state to measure state formation, or the lack thereof, in the developing world. Conclusively, in the case of Lebanon, it is evident that progress towards strong state formation has been made because of processes of war that are similar to those Tilly outlines in his historical analysis of Western Europe.  相似文献

The sociopolitical role of social networks in public decision-making is far from fully understood. Their fast-pace and elusive nature makes the situation fluid and therefore susceptible to rushed theorization. The emerging dominant view is that social networks increase mass political polarization. A new view proposes that social networks increase harmony and tolerance. By examining the role of social networks in the policy response to Ebola in the United States, this paper suggests that social networks play a dual role: increasing polarization around politically divisive issues and promoting tolerance regarding less contentious issues. The paper also expanded the definition of social networks to include online discussions forums. Using the public choice theory and its rational model as a frame of reference, the study focused on six online forums during the peak of Ebola scare, October 2014 through January 2015.  相似文献

‘Resilience’ has quickly risen to prominence in international security and development circles. In recent years it has found its way into political discourse on state building and state fragility, triggering a vast but often conceptually indistinct examination of the subject. Given its meaning in policy publications and guidelines, ‘resilience’ tends to eschew a static conceptualisation of statehood, turning instead to a more dynamic, complex and process-oriented rendering of state–society relations. This illustrates a conceptual shift from ‘failed states’ to ‘fragile states and situations’. It also transforms the concept of ‘failed state’ as a mere threat perception – with ‘stability’ as its logical other – into ‘fragility’ as a particular form of social and political risk. This paper analyses the concepts in 43 policy papers, focusing on the nexus of ‘resilience’ and ‘fragility’ in international state building, and assesses potential consequences. What does ‘resilience’ – as the opposite vision to ‘fragility’ – in fact mean? What is the practice derived from this chimerical state of states?  相似文献

In LDCs the level of urban wages tends to induce more people to seek employment in the towns than can be employed at this wage level. The existence of these urban unemployed causes the private costs of migration to diverge from the social costs. The individual rural resident decides to remain or migrate on the basis of perceived private costs of migration. The effect of a decision to migrate on the economy is the social cost of migration. In our study we consider the determinants of different levels of private and social costs associated with different stocks of urban unemployed. In addition, utilising survey data on Nairobi, Kenya, an attempt is made to quantify the major private and social costs of migration to determine whether they diverge significantly. On the basis of these estimates some policy options for limiting urban unemployment caused by urban in‐migration are considered.  相似文献

Hernando de Soto’s best-selling book The Mystery of Capital argues that economically disadvantaged countries lack institutional arrangements that can spur economic development and capital growth. This article questions de Soto’s institutional economist account. It draws on a 14-month ethnographic study performed at two rural field sites in Colombia and in the central government office responsible for promoting land programmes designed to improve the living conditions of rural communities. This study, which focuses on the daily practices of public officials and rural campesinos, suggests the importance of the title document, and in particular the public deed, for land ownership. It describes the process by which landownership is created by the issuance of the land title document and highlights some important elements and untended consequences that are often neglected in this process of making land a legal and economic asset.  相似文献

Applications of institutional analysis to the explanation of economic performance come in many flavors. Some economists have made use of an economics-oriented flavor in treating culture as one component of that analysis. Steven Heydemann uses a more political flavor of institutional analysis to argue that two of these economists, Douglass North and Avner Greif, have overly simplified and homogenized the concept of culture and the way in which it affects economic performance. He goes on to identify several instances in both the economic history and contemporary experience of the Middle East where he claims that such over-simplification has led to shortcomings in the analysis. This paper suggests that while some of Heydemann’s claims have merit, several others are exaggerated.

Research in public administration (PA) is preoccupied with questions of efficiency and effectiveness which are aimed at improving public sector performance. According to the new public management approach, addressing this prominent challenge must rely upon a comprehensive understanding of citizens'/clients' perceptions of public sector operation and the extent to which public organizations are aware of public needs. This paper suggests a theoretical grounding and empirical examin-ation of the relationship between citizens' demands and PA's responsiveness. Parti-cipants in the study were 281 residents of a large Israeli city who reported their feelings, attitudes, and perceptions of local government activities in a variety of fields. Results indicate that perceptions of PA's responsiveness are affected by both policy and cultural factors (for example business or social orientation of the public authority, entrepreneurship and initiation of changes, ethics, organizational politics) and by the quality of the human resource system and of public servants (for example quality of leadership and management, quality of employees, general stress when contacting public officials). Implications of the study are discussed in light of the ongoing debate regarding the need for a more responsive and efficient new public management and the difficulties it faces in western societies.  相似文献

Qualitative data reveal how the social context underlying the ties linking borrowers in microfinance programmes influences their decisions. Focusing directly on social context makes it possible to distinguish between two social-collateral structures and explain why one facilitated repayment while the other did not. Fieldwork in rural China shows that the basis of the social ties in the social-collateral structure is central to explaining whether and why individuals decided to sanction defaulters and repay loans. The article closes with reflections on generalisations of these findings to future microfinance research.  相似文献

Both governments and private for-profit markets have been disappointing in meeting the needs of the African poor for health care. NGO services provide a much more attractive alternative for this clientele, despite the fees they charge. They do so because they represent an institutional solution to the ‘imperfect information’ problem in health care. Through simulations based on data from Cameroon, we demonstrate that if fee-charging NGOs replace the highly subsidised but poorly managed facilities operated by African governments the poor would be better off. Those NGOs that are decentralised in their financial and personnel management are most effective. The politics of making the recommended changes are assessed.  相似文献

Abstract

This article asks, ‘How are femininities constructed in resisting the “war on terror” and with what implications for women's agency and the conceptualisation of gender?’ It examines the under-studied gender logics of non-violent resistance to the ‘war on terror’ by focusing on a series of conferences held in Cairo, between 2002 and 2008, uniting opposition to imperialism, Zionism, neoliberalism and dictatorship. Whereas much feminist scholarship conceptualises sex–gender difference within patriarchy as the major source of women's subordination, women speakers at the Cairo conferences erased patriarchy as a source of subordination and valorised sex–gender difference as a source of agency in resisting the ‘war on terror’. Femininities were constructed against the dominant narratives and practices of the war on terror through the representation of national/religious or class differences. These ‘resistance femininities’ represent strategically essentialised identities that function to bridge differences and mobilise women against the ‘war on terror’.  相似文献
