Abstract. The paper examines the problems for social protection and economic growth that arise from the development of a dualistic labour force – divided into a privileged core and a disad-vantaged periphery – created by the dynamic interaction of labour supply rigidities and rapid technological growth. It concludes that reforms of labour market institutions have to be introduced in order to solve the existing problems.  相似文献

In the mid-1990s, Brazil introduced electronic voting technology that reduced residual ballots and consequently expanded de facto enfranchisement. We employ a regression discontinuity design similar to that of previous studies of the Brazilian electronic voting technology to show that electronic technology also caused a sharp rise in party label votes (votos de legenda) that can only be explained by voting error. We show that this error offsets a large portion of the gains in enfranchisement, highlighting the fact that even generally positive changes in voting procedures can have negative effects. Our results also suggest that party label votes should not be considered a measure of party strength in the Brazilian context.  相似文献

Policy design as a field of inquiry in policy studies has had a chequered history. After a promising beginning in the 1970s and 1980s, the field languished in the 1990s and 2000s as work in the policy sciences focused on the impact on policy outcomes of meta-changes in society and the international environment. Both globalization and governance studies of the period ignored traditional design concerns in arguing that changes at this level predetermined policy specifications and promoted the use of market and collaborative governance (network) instruments. However, more recent work re-asserting the role of governments both at the international and domestic levels has revitalized design studies. This special issue focuses on recent efforts in the policy sciences to reinvent, or more properly, ‘re-discover’ the policy design orientation in light of these developments. Articles in the issue address leading edge issues such as the nature of design thinking and expertise in a policy context, the temporal aspects of policy designs, the role of experimental designs, the question of policy mixes, the issue of design flexibility and resilience and the criteria for assessing superior designs. Evidence and case studies deal with design contexts and processes in Canada, China, Singapore, the UK, EU, Australia and elsewhere. Such detailed case studies are necessary for policy design studies to advance beyond some of the strictures placed in their way by the reification of, and over-emphasis upon, only a few of the many possible kinds of policy designs identified by the 1990s and early 2000s literature.  相似文献

In this paper, I propose to analyze the sustainable communities concept through the perspective of transportation and connectivity. Sustainable communities concept gives more importance to the social dimension that is the centre of the concern, and spatially to the neighbourhood and the complex structure of interactions, activities, fluxes that characterize the urban environment. To understand the concept, I will focus on the principles that underline this concept including the seven components that were defined by Egan (2004). There will be an approach through the evolution of transportation in cities, a contextualization of the present problems associated with this topic, the explanation of the differences between sustainable transportation and "common" transportation. The relation between land use patterns and transportation will also be addressed on how sustainable transportation can promote the sense of community in a place. In the final remarks, there will be some proposed measures associated with the concept of sustainable communities.  相似文献

This article discusses recent developments in dissident Irish republicanism and some of the arguments advanced to explain its emergence as a factor in Northern Irish politics. In particular it considers those explanations which define these new armed groups as either the latest manifestation of a historically determined Irish republican tradition or simply as ‘residual terrorist groups’ left behind by Provisional republicanism's movement into the constitutional mainstream in the 1990s. It rejects these arguments as ahistorical and schematic, and instead suggests that the dynamics and trajectory of dissident republicanism are shaped instead by the inherent tensions and structures of ‘the new Northern Ireland’. It goes on to compare the contemporary political, social and economic forces that produce the dissidents with the conditions that created the Provisionals as in the early 1970s and concludes that whilst these new groups will continue to pose a threat to the ‘normalization’ of the new dispensation they will not be successful as their republican forebears in mobilizing a significant and sustained challenge to the Northern Irish state.  相似文献
