On March 30. 2004, the Information Office of the State Council of China issued a white paper entitled Progress in China's Human Rights Cause in 2003. This is the seventh white paper ever published by the Office to expound China's human rights conditions and its views since 1991, when it first issued Human Rights in China. Based on solid facts, the latest Chinese white paper on human rights, as well as the previous ones, elaborates convincingly the efforts made by the Chinese government to promote and protect human rights and progress in China's human rights conditions, refuting the alleged "China's backsliding in human rights" made up by the US government.  相似文献

The centennial history of the CPC parallels that of the Chinese people's exploration, struggle, and practice of human rights. Based on the literature review of the changes of the CPC―human rights discourse from its founding period to the Great Revolution period, this paper expounds on the CPC's human rights discourse and its expressions in the early days after the Party was founded.  相似文献

What we call "human rights" literally refers to those rights to which members of the human race are entitled. The concept of value and human rights assume a paramount importance in China when the country is striving to develop by complementing the enforcement of rule by law and the enforcement of rule by virtue. Neither principle can be truly implemented if human rights are not adequately protected. In other words, development and improvement of human rights conditions will guarantee the development and improvement of rule by law and rule by virtue.  相似文献

In a statement issued on the 2004 World Human Rights Day, Ms. Louse Arbour, United Nations High Commissioner for Human Rights, described human rights education as a strategy for attainment of "human rights for all," as a basic means for developing a universal culture of human rights, as an instrument for promoting equality and involvement of the people in decision-mak-ing under democratic mechanisms, and as an investment to prevent infringements upon human rights and to ward off conflicts of violence. It should be noted that so much importance attached by UN human rights organ to human rights education epitomizes the empowering characters of human rights education and the functions it performs in the global human rights system.  相似文献

Having proper sanitation and hygiene, access to affordable health care and enough food on the table are the basic conditions for a dignified life. This link between human dignity and the right to development was made very persuasively already in the White Paper on human rights, issued by the State Council of P.R.C. in 1991. The Declaration on the right to development can be considered the first successful joint action undertaken by Southern states in the area of human rights. The Declaration was based on Southern scholarship, such as the pioneering research conducted by the Senegalese jurist Kéba M'baye. And its adoption was the result of joint stage management performed by diplomats from different continents. Therefore the Declaration serves as a source of inspiration for the work of drafting a Comprehensive Southern Vision on human rights. The Vision document will lay out a common Southern outlook on human rights issues as an elaboration of the Universal Declaration.  相似文献

Human rights refer to the rights that should be enjoyed by anyone as human beings. however, human beings have not only the natural attributes, but also social attributes, including such high-level social attributes as thinking capability and culture. The role of culture on human beings can be seen in people's understandings on human rights connotation and human rights value. in fact, the different views on human rights issue of various countries worldwide are linked with their different cultures.  相似文献

In 2004 the atrocity of US troops abusing Iraqi POWs exposed the dark side of human rights perfor- mance of the United States. The scandal shocked the humanity and was condemned by the international community. It is quite ironic that on Feb. 28 of this year, the State Depart-ment of the United States once again posed as the "the world human rights police" and released its Country Reports on Human Rights Practices for 2004. As in previous years, the reports pointed fingers at human right…  相似文献

Debates concerning the relationship between human rights and cyberspace(specifically, the internet)) have recently become fashionable in various disciplines but most of the analysis has paid scant attention to the spatial attribute of cyberspace. In this paper, I outline a framework for a spatial inquiry into the usefulness of human rights in cyberspace, relying heavily on the emerging ‘spatial turn' in law as well as the continual intellectual redirection toward a locally-focused approach to human rights. To answer the question of whether cyberspace is useful for improving the effectiveness of international human rights law everywhere, I begin by clarifying the significance of the spatiality of human rights from a geographic perspective, and then provide an analysis of the relationship between human rights and cyberspace. Human rights, I argue, are inherently geographic, and are spatially embodied in cyberspace. Accordingly, I try to explore the local relevance of cyberspace in contributing to the investigation of the effectiveness of international human rights law at local sites by an empirical endeavor to emphasize the right to education in China.  相似文献
