Abstract

Proponents of the Social Impact Bond (SIB) model put forward a value-for-money case for SIBs based on new resources, efficiency enhancements and innovation for social service delivery, suggesting broad potential for SIB uptake in varying national contexts. SIB use has however been concentrated in Anglo-Saxon liberal market economies. This paper analyses the possibility that SIBs are proceeding given their alignment with particular governance and policy regimes, as opposed to any universal superiority from a cost-effectiveness or efficiency perspective. A comparative analysis is undertaken of the United Kingdom and the United States, leaders in SIB implementation, with France and Germany. A range of indicators representing the adoption of neoliberal governance approaches are reviewed and linked to their complementarity with the SIB model. Policy implications for SIB governance are then explored.  相似文献

Abstract

The goal of this special issue is to highlight the importance of unconventional social policies, theorize their development in comparison with traditional welfare state accounts and outline a new research agenda. In this introduction to the special issue, the editors present the concept of social policy by other means as encompassing two kinds of unconventional social policy (from the point of view of mainstream comparative research): First, functional equivalents to formal systems of social protection and, second, non-state provision of benefits. The concept builds upon a sizeable, but fragmented literature in comparative welfare state research. While numerous examples demonstrate that social policy by other means is more pervasive in both OECD and non-OECD countries than often acknowledged, a brief survey of the top 20 articles in the field reveals that this fact is not sufficiently reflected in the academic literature. With reference to both existing studies and the contributions to this special issue, the editors go on to explore (1) the different forms of social policy by other means, (2) explanatory theories and (3) their effectiveness in terms of social outcomes. In recent years, the number of publications investigating national referenda in Europe on both a theoretical and a comparative basis has considerably grown. The review essay takes stock of this literature, focusing on three questions: What are the main reasons for introducing and using direct-democratic institutions? How can the results of referenda and initiatives be explained? What effects do they have on parliamentary democracy? The critical review sheds light on important achievements as well as persistent gaps and problems of the existing scholarship.  相似文献

Abstract

The Social Impact Bond (SIB) is a new funding mechanism for welfare programs. It is supposed to create savings for the public sector from which private returns can be deducted. Presented as a purely technical solution, SIBs discard their political morality. The Welfare Convention Approach (WCA) is designed for studying SIBs as disputed and versatile welfare apparatuses. It is claimed that elements from diverse historical welfare conventions (the philanthropic, communitarian, civic, market, full employment, entrepreneurial, financial, and behavioral) reveal the diverse institutional conflicts and compromises of SIBs at the time they are implemented. In so doing, the WCA informs comparative research on SIBs.  相似文献

Private organizations play a growing role in governing global issues alongside traditional public actors such as states, international organizations, and subnational governments. What do we know about how private authority and public policy interact? What are the implications of answering this question for understanding support for, and effects of, policy development generally? The purpose of this article is to reflect on these questions by introducing, and reviewing, a special issue that challenges explicit claims, and implicit methodologies, that treat private and public governance realms as distinct and/or static. We do so by advancing a theoretical and conceptual framework with which to explore how the contributions to this special issue enhance an understanding about governance interactions across a range of empirical, sectoral, and regional domains. We specifically introduce the concept of governance spheres to capture the proliferation of issue domains denoted by highly fluid interactions across public and private governance boundaries.  相似文献

The special issue aims to enhance our understanding of the conditions under which policy advisory systems vary. The contributions comprise both continental European countries (Denmark, Germany, the Netherlands) and Anglo-Saxon countries (Australia, Canada, New Zealand, UK). The introduction to the special issue briefly outlines existing scholarship on policy advisory systems and identifies different research gaps to the filling of which the special issue seeks to contribute. Abstract

What are the epistemological and political contours of evidence today? This introduction to the special issue lays out key shifts in the contemporary politics of knowledge and describes the collective contribution of the six papers as an articulation of what we describe as a ‘new empiricism’, exploring how earlier historical appeals to evidence to defend political power and decision-making both chime with and differ from those of the contemporary era. We outline some emerging empirical frontiers in the study of instruments of calculation, from the evolution of the randomized controlled trial (RCT) to the growing importance of big data, and explore how these methodological transformations intersect with the alleged crisis of expertise in the ‘post-truth’ era. In so doing, we suggest that the ambiguity of evidence can be a powerful tool in itself, and we relate this ambiguity to the ideological commitment and moral fervour that is elicited through appeals to, and the performance of, evaluation.  相似文献

Abstract

This special issue analyzes the evolving notion of Sino–Japanese rivalry and its effects on concrete foreign policy measures of both states in a global context. China’s emergence as a great power and Japan’s attempts to ‘normalize’ its foreign relations took place alongside both countries increasing their political engagement in world regions beyond Northeast Asia. As a result, there has been increasing mutual monitoring of and increasing concern expressed about the intentions and actions of the respective other on these different levels of world politics. This has largely been neglected in the literature. This special issue closes the gap in the literature by providing answers to the following questions: Is there a Sino–Japanese rivalry in the first place? Which factors define this rivalry? Are there different levels and/or kinds of rivalry? Which factors influence Sino–Japanese rivalry in different regions and on different levels of the international system? Do these factors differ across regional and institutional boundaries? Answering these questions requires us to conceptualize what is meant by rivalry as well as to focus on Sino–Japanese interaction in different world regions and on the level of international institution building. This special issue also contributes to the literature on interstate rivalry by challenging common understandings of the concept of rivalry and by adding new facets and interpretation of rivalry based on the concrete empirical cases. It will therefore provide a broadened perspective on the characteristics of Sino–Japanese relations, the mutual impacts of Japan’s and China’s globalizing foreign policies, and on our understanding of the determinants and mechanisms of interstate rivalries.  相似文献

Following Behn's observation that scientists in other fields understand the big questions of their disciplines and focus attention and their discussions on those questions, public administration scholars have attempted to identify the “big questions” in public management and public administration. In this article, I suggest that scholars in public administration should also be attentive to the big questions of public administration education, those timeless and enduring concerns that speak to the basic perspectives that we bring to the educational process. Specifically, I identify four big questions: Do we seek to educate our students with respect to theory or to practice? Do we prepare students for their first jobs or for those to which they might aspire later? What are the appropriate delivery mechanisms for MPA courses and curricula? What personal commitments do we make as public administration educators? I argue that these big questions in public administration education are far more connected than we usually think, and by posing these questions in terms of processes of human development we can at least provide a framework through which we might develop more coherent answers to these big questions, answers that recognize and build on the diversity of our students and our faculty.  相似文献

How has research regarding public service motivation evolved since James L. Perry and Lois Recascino Wise published their essay “The Motivational Bases of Public Service” 20 years ago? The authors assess subsequent studies in public administration and in social and behavioral sciences as well as evolving definitions of public service motivation. What have we learned about public service motivation during the last two decades? What gaps in our understanding and knowledge have appeared with respect to the three propositions offered by Perry and Wise? This essay charts new directions for public service motivation scholarship to help clarify current research questions, advance comparative research, and enhance our overall understanding of individuals’ public service motives.  相似文献

All societies, political or academic, must choose among alternatives; these choices can be good, or bad. The worst choice may be looking for“answers” before there is consensus, or at least a debate, on what the real questions should be. Five “real” questions are offered here, in an integrated research agenda for Public Choice. My premis is that there is a single, fundamental human problem: Construct or preserve institutions that make self-interested individual action not inconsistent with group welfare. All social science research is either a distraction, or a step toward understanding at least one of five questions: (1) What are Preferences? (2) What are feasible Alternatives? (3) How much does the form of Implementation affect the way alternatives are valued? (4) How do alternatives chosen Today affect the Menu of alternatives available in the Future? (5) What is Good? How would we know if some outcomes are better than others?

Abstract

Two approaches to identity have been employed to explore issues in Japan's international relations. One views identity as constituted by domestic norms and culture, and as constitutive of interests, which in turn cause behaviour. Proponents view Japan's ‘pacifist’ and ‘antimilitarist’ identity as inherently stable and likely to change only as a result of material factors. In the other approach, ‘Japan’ emerges and changes through processes of differentiation vis-à-vis ‘Others’. Neither ‘domestic’ nor ‘material’ factors can exist outside of such identity constructions. We argue that the second, relational, approach is more theoretically sound, but begs three questions. First, how can different identity constructions in relation to numerous Others be synthesised and understood comprehensively? Second, how can continuity and change be handled in the same relational framework? Third, what is the point of analysing identity in relational terms? This article addresses the first two questions by introducing an analytical framework consisting of three mutually interacting layers of identity construction. Based on the articles in this special issue, we argue that identity entrepreneurs and emotions are particularly likely to contribute to change within this model. We address the third question by stressing common ground with the first approach: identity enables and constrains behaviour. In the case of Japan, changes in identity construction highlighted by the articles in this special issue forebode a political agenda centred on strengthening Japan militarily.  相似文献

Abstract

This article looks at current policies concerning the civic and political participation of youths, women, migrants, and minorities in the European Union. It highlights the ways in which active citizenship and civic engagement have become a political priority for European institutions. Representation of local policy actors at the supranational level and strategies for the inclusion of civil society provide a platform for evaluating the impact of Europeanization at the national and subnational level. The article focuses on key discourses and narratives associated with specific policy frames (e.g. European citizenship, European social policies, and the European public sphere (EPS)). Some of the key questions addressed by the article are: What are the strategies that are employed, both by the European institutions in Brussels and organized civil society (OCS), to enhance participation and reciprocal communication? What vision of governance do practices such as active engagement and civil dialogue represent? Drawing on current theories of governance, our article contributes to the debate about the EPS by evaluating the role of OCS in bridging the gap between European institutions and national polities. Equally, our focus on traditionally marginal groups provides a platform for assessing the institutionalization of the ‘European social dimension’.  相似文献

Abstract

The study of policy implementation developed steadily and considerably in the 1970s and 1980s through two generations of research. Since then progress towards a more rigorous scientific “third generation research paradigm”, assumed to be crucial for further theoretical development, has been much slower and more uneven. Comparative studies figure prominently in this respect. On one hand they are strongly encouraged but on the other they are difficult to conduct according to best practice advice in the textbooks. Comparative implementation research is the theme of this special issue. In this Introduction the articles included are presented, focusing on how they deal with some of the issues posed by the norms of a rigorous “third generation” approach. Reasons for the state of affairs in implementation research are discussed. Some inherent dualities and tensions in contemporary comparative implementation research are identified as particular challenges.  相似文献

Abstract

In the introduction, the editors discuss the emergence of a new body of literature on Southeast Asia's regional relations that is both theoretically informed and stimulating. One element of this literature features a constructivist challenge to realism, traditionally the dominant perspective on Southeast Asian International Relations. Constructivist writings have helped to broaden the understanding of Southeast Asia's regional order by capturing its ideational determinants (norms and identity), the agency role of local actors, and the possibility of transformation through socialization and institution building. But constructivism itself has been challenged by other perspectives, including neo-liberal, English School and critical approaches. The essays in this special issue of The Pacific Review capture this emerging debate. The editors argue that the articles in this special issue are a good indicator of the theoretical pluralism that marks the study of Southeast Asia's regional relations today. Southeast Asian studies need not be dominated by either realism or constructivism, but can accommodate a diversity that vastly enriches our understanding of regional conflict and order.  相似文献

Abstract

Housing has important economic, political, and social ramifications for Western Europe and beyond. Despite its importance in shaping economic and political outcomes, however, housing remains in the peripheral vision of major comparative political economy debates. This introduction to the special issue accomplishes four objectives. First it demonstrates how housing defies current political economy typologies by failing to conform to their theoretical and empirical predictions. Second it summarises the current state of housing research within political science, which still remains in its infancy. Third it highlights how the contributions in this special issue expand our understanding of how housing causes and is shaped by political and economic outcomes in Europe. Finally, this introduction concludes by outlining how the special issue contributions demonstrate housing’s importance for the welfare state, political preferences and electoral shifts, regulatory and redistributive policies, and financialisation and household indebtedness in Europe.  相似文献

Abstract

Tax?benefit microsimulation models are typically used to quantify the effect of specific policy changes on the income distribution based on representative microdata. Such analysis evaluates policies by considering how different tax?benefit elements interact given personal, household and labour market characteristics. Using hypothetical household data instead helps address broader questions of policy design and systemic (cross-national) differences. This article introduces the Hypothetical Household Tool (HHoT) in combination with the microsimulation model EUROMOD to analyse European tax?benefit policies from a comparative perspective. It presents a series of applications from social welfare analysis illustrating how hypothetical data can benefit comparative academic and policy research.  相似文献

Politics and history are closely intertwined and historians play a vital role in British public life. Yet, British political history, which has a critical contribution to make for understanding British politics today, faces two urgent challenges. First, academic history has retreated from subjects that remain hugely popular in media and trade publishing and of interest to social scientists, such as the histories of political institutions and formal power structures. Second, political history is disconnected from innovative trends in the wider historiography of modern Britain. Combined, these issues leave political historians in an ambiguous position in relation to the wider field, to other academic disciplines and to contemporary political debates. After discussing these challenges, this introduction surveys this special issue, which reflects on what (if anything) is distinctive about political history as practised today, and what its contribution to historiography, social science and public life should be. It ends by posing key questions for historians of all methodological stripes who investigate Britain's political past.  相似文献

Abstract

This paper focuses on a specific aspect of political imaginaries: political myth. What are political myths? What role do they play within today's commoditized political imaginaries? What are the conditions for setting up a critique of them? We will address these questions, by putting forward a theory of political myth which situates itself between psycho analysis and political philosophy, in line with the tradition of critical theory that many still associate with the name of the Frankfurt School. We will first discuss the notion of political myth by illustrating the contribution of both disciplines to its understanding and then, through a discussion of the notion of social unconscious, we will apply this analysis to a contemporary example of political myth, that of a clash of civilizations.  相似文献
