PurposeThere has been a recent surge in the adoption of and media attention to the use of body-worn cameras in law enforcement. Despite this increase in use and media attention, there is little to no research on officer perceptions of body-worn cameras.MethodsThis study relies on baseline data of officer perceptions toward body-worn cameras collected from surveys administered to Orlando Police officers who are participants in a randomized experiment evaluating the impact of body-worn cameras (Taser AXON Flex) in law enforcement.ResultsResults suggest that police officers are, by and large, open to and supportive of the use of body-worn cameras in policing, they would feel comfortable wearing them, and that they perceive a potential for benefits of body-worn cameras in improving citizen behavior, their own behavior, and the behavior of their fellow officers.ConclusionsOfficers are generally supportive of body-worn cameras, and they hold perceptions that these devices can be beneficial in positively affecting relevant outcomes. Study limitations and implications are also discussed.  相似文献

Police body-worn cameras have been advanced as a solution to disparate perceptions among the citizenry, public officials, community leaders, and the police themselves in the highly contested arena of police-citizen encounters. As with previous innovations in policing it is important that programs or policies developed for street-level application be planned in advance, and the opinions of police officers should be understood prior to implementation. This study provides survey responses from police officers in Buffalo and Rochester regarding their perceptions of body-worn cameras. Survey items were borrowed from prior research in Phoenix and Los Angeles. It also included items intended to measure the officer’s opinions about examining camera images prior to writing a report, an issue that is the subject of some disagreement among policy makers. Findings suggest similar attitudes toward body cameras not only among Buffalo and Rochester police officers, but also with police officers in other agencies. Almost all respondents agree or strongly agree that police officers should have the ability to review body camera images prior to writing a report. The policy implications of this finding are discussed.  相似文献

Abstract

Speeding is usually perceived as a minor crime but it is a major cause of road death. Reduced speeds should therefore lead to casualty reduction, and automatic speed cameras were introduced in England and Wales under the Road Traffic Act 1991 to help achieve this aim. A quasi-experimental study is described that assessed die impact of several kinds of speed camera deployment strategy in England on different types of driver. Twelve surveys were carried out in five police force areas, and more than 6800 drivels participated. While all modes of camera deployment led to lower speeds, driver types who ‘manipulated’ or ‘defied’ the cameras were least responsive to and respectful of than. Conversely, those who described themselves as ‘conforming’ to speed limits or ‘deterred’ by cameras approved of them most. Background characteristics of driver types, their perceptions of camera operation and behavioural responses to cameras arc discussed. The implications for speed limit enforcement and casualty reduction are considered in light of the findings.  相似文献

Objectives

Footage from body-worn cameras (BWCs) is sometimes used to assess the quality of police interventions. This study investigates whether there is a “body-worn camera perspective bias,” in which the point of view provided by the footage influences perception of an intervention.

Methods

Participants with different backgrounds (undergraduate students and police candidates) were randomly allocated to a group that looked at one of two videos showing a fictional police intervention during which lethal force was used against a subject; both videos showed exactly the same intervention, but one had been filmed with a BWC and the other with a surveillance camera installed in a top corner of the room. Participants were then asked to rate the appropriateness of the intervention.

Results

No camera perspective bias was found among university respondents. However a significant camera perspective bias was found among police candidates: respondents’ opinions on the appropriateness of the intervention were significantly different when the film was from the body-worn camera than when it was seen from the surveillance camera. This result may be explained by the finding that viewers of the BWC footage reported that the subject was further from the officer.

Conclusions

Results suggest that the more training individuals have in analyzing police interventions, the more affected they will be by the camera perspective in these interventions. One implication of these results is that the perspective of people assigned and trained to evaluate the appropriateness of an intervention (e.g., members of a committee monitoring police misconduct) might be biased if only video footage from a BWC is presented.

Abstract

This experimental study investigates adults’ perception and assessments of children's testimonies as a function of camera shot (close-up shot vs medium shot vs long shot) and camera focus (child only vs child and interviewer). Truth-telling and lying children were interviewed and videotaped simultaneously by four cameras, each taking a different visual perspective (‘close-up shot/child only’, ‘medium shot/child only’, ‘medium shot/child and interviewer’, ‘long shot/child and interviewer’). Mock jurors (N=256) watched the videotaped testimonies and rated their perception of the children's statement and appearance, and assessed the children's veracity. Children seen in long shot were perceived as more neutral and relaxed, and children seen in close-up were perceived as having to think harder. The adult's deception detection accuracy was at chance level. The results suggest that legal policy-makers should consider the outcome of psycho-legal research on camera perspective when establishing and/or reforming standards for police interviews and courtroom procedures.  相似文献

ABSTRACT

From a cursory look at the terms of service of the main social networking websites, it is immediately possible to detect that Facebook’s show a peculiar configuration. Although they represent a mere contract between private parties, these terms adopt the traditional jargon of constitutional texts and articulate their contents in terms of rights, principles and duties. This curious pairing between norms regulating social media and the constitutional sphere is also apparent in a series of non-binding documents that are unequivocally named ‘bill of rights’ and seek to articulate a set of principles to protect social media users. This paper examines whether the emergence of a constitutional tone in this limited number of texts could be related to the effective, or aspirational, constitutional function that these documents exercise. The identification of a series of significant shortcomings will lead to exclude that social media’s terms of service and bills of rights of social media users currently play a constitutionalising role. Nevertheless, the possibility to theoretically justify the use of these documents as mechanisms of constitutionalisation in the social media environment will be adduced as an evidence of the potential constitutional aspirations of these texts.  相似文献

Objectives

Our multisite randomized controlled trial reported that police body-worn cameras (BWCs) had, on average, no effect on recorded incidents of police use of force. In some sites, rates of use of force decreased and in others increased. We wanted to understand these counter-intuitive findings and report pre-specified subgroup analyses related to officers’ discretion on activating the BWCs.

Methods

Using pre-established criteria for experimental protocol breakdown in terms of treatment integrity, ten experimental sites were subgrouped into “high-compliance” (no officer discretion applied to when and where BWCs should be used; n?=?3), “no-compliance” (treatment integrity failure in both treatment and control conditions; n?=?4), and tests where officers applied discretion during treatment group but followed protocol in control conditions only (n?=?4).

Results

When officers complied with the experimental protocol and did not use discretion, use of force rates were 37 % lower [SMD?=?(?.346); SE?= .137; 95?% CI (?.614) – (?.077)]; when officers did not comply with treatment protocol (i.e., officers chose when to turn cameras on/off), use of force rates were 71 % higher [SMD?= .392; SE?= .130; 95?% CI (.136) – (.647)], compared to control conditions. When full discretion (i.e., overall breakdown of protocol) was applied to both treatment and control conditions, null effects were registered [SMD?= .009; SE=.070; 95?% CI (?.127) – (.146)], compared to control conditions.

Conclusions

BWCs can reduce police use of force when then officers’ discretion to turn cameras on or off is minimized—in terms of both case types as well as individual incidents. BWCs ought to be switched on and the recording announced to suspects at early stages of police–public interactions. Future BWCs tests should pay close attention to adherence to experimental protocols.

We present a test of the crime-deterrent effect of police-monitored street-viewing CCTV cameras using viewsheds of areas that were visible by cameras via direct line-of-sight and that were digitized using easily replicable methods, Google Maps, and standard GIS tools. A quasi-experimental research design, using camera installation sites and randomly selected control sites, assessed the impact of CCTV on the crimes of shootings, auto thefts, and thefts from autos in Newark, NJ, for 13 months before and after camera installation dates. Strategically-placed cameras were not any different from randomly-placed cameras at deterring crime within their viewsheds; there were statistically significant reductions in auto thefts within viewsheds after camera installations; there were significant improvements to location quotient values for shootings and auto thefts after camera installations. There was no significant displacement and there was a small diffusion of benefits, which was greater for auto thefts than shootings. The system of cameras in Newark is not as efficient as it could be at deterring certain street crimes; some camera locations are significantly more effective than others. Results of a system-wide evaluation of CCTV cameras should not be the only basis for endorsing or contesting the use of CCTV cameras for crime control or prevention within a city. Future research should test whether the effectiveness of CCTV cameras are dependent upon the micro-level attributes of environments within which they are installed.  相似文献

ABSTRACT

Evidence-based policing is rapidly becoming adopted by policing agencies among policing jurisdictions. Many academic programmes have been established in higher education to train police managers in applied criminology. However, there is a lack of literature for police officer practitioner researchers (POPR) who might undertake qualitative research, especially research projects that examine police behaviour. This paper reflects on the changing role of the practitioner-researcher and suggests that police officers undertaking qualitative research need to learn to ‘switch off their police role’ and ‘switch on their researcher role’. The author’s insights are drawn from his own experience of qualitative fieldwork working with police officers from New Zealand Police and South Australian Police.  相似文献

Many people are enthusiastic about the potential benefits of police body-worn cameras (BWC). Despite this enthusiasm, however, there has been no research on law enforcement command staff perceptions of BWCs. Given the importance that law enforcement leadership plays in the decision to adopt and implement BWCs, it is necessary to assess their perceptions. This is the first study to measure law enforcement leadership attitudes toward BWCs. The study relies on data collected from surveys administered to command staff representing local, state and federal law enforcement agencies in a large southern county. Among the major perceptual findings are that command staff believe BWCs will impact police officers’ decisions to use force in encounters with citizens and police will be more reluctant to use necessary force in encounters with the public. Respondents also believe that use of BWCs is supported by the public because society does not trust police, media will use BWC data to embarrass police, and pressure to implement BWCs comes from the media. Perceptions of the impact of BWCs on safety, privacy, and police effectiveness are also discussed.  相似文献

The paper’s aim is to present and critically discuss a peculiar practice noticed and studied in courtrooms in the Lower Court in Kraków, Poland. In courtrooms where different hearings take place, two cameras are installed on the wall or on the stand near the judge’s bench. One camera is aimed at the center of the courtroom, where non-professional participants such as witnesses or plaintiffs stand while being questioned by judge. The second camera’s view is more general—it covers the rest of the courtroom, including the benches for plaintiffs, claimants, defendants, and their legal representatives, and most notably the general public. Naturally, the mere presence of cameras in the modern courtroom is not surprising. What raises some questions is the presence of TV screens in the Kraków Lower Court’s courtrooms (and in Poland’s courts in general), which display the feed from both cameras during the hearing. Consequently, people gathered in the courtroom, especially people questioned by the judge (such as witnesses), can see themselves “live” in the TV screen. Even without raising the subtle details and differences between individual courtrooms, the system of displaying, in real time, live video feeds from a courtroom into the same courtroom begs for more detailed, critical analysis. For instance, one should address the system’s (presumably intended) functions (e.g. transparency, behavior control, and correction of time perception) and the real consequences for the dynamics during hearings, which are not assumptions or hypotheticals. The paper distinguishes the issues connected with the system and addressees them through the perspective of witnesses who participate in the hearings, using the collected opinions of witnesses.

Reflected ultraviolet imaging techniques allow for the visualization of evidence normally outside the human visible spectrum. Specialized digital cameras possessing extended sensitivity can be used for recording reflected ultraviolet radiation. Currently, there is a lack of standardized methods for ultraviolet image recording and processing using digital cameras, potentially limiting the implementation and interpretation. A methodology is presented for processing ultraviolet images based on linear responses and the sensitivity of the respective color channels. The methodology is applied to a FujiS3 UVIR camera, and a modified Nikon D70s camera, to reconstruct their respective spectral sensitivity curves between 320 and 400 nm. This method results in images with low noise and high contrast, suitable for qualitative and/or quantitative analysis. The application of this methodology is demonstrated in the recording of latent fingerprints.  相似文献

The emergence of mobile phones with built-in digital cameras is creating legal and ethical concerns for school systems throughout the world. Users of such phones can instantly email, print or post pictures to other MMS1 1. MMS stands for Multimedia Messaging Services. MMS is frequently used to send photos from camera phones to other MMS phones or email addresses. View all notes phones or websites. Local authorities and schools in Britain, Europe, USA, Canada, Australia and elsewhere have introduced outright bans on their use because of the problems or risks they pose if misused. Risks concerned with pupils surreptitiously photographing other pupils in changing rooms or photographing examination papers are obvious examples. The article examines some worldwide examples of the misuse of camera phones in schools and the issues and problems that emerged. A landmark decision concerning the European Data Privacy Directive (Directive 95/46/EC) in the case of Bodil Lindqvist by the European Court of Justice is explored and the implications for camera phones considered. The article concludes by stating that because of their ubiquity and social potency, it is probably a mistake and an overreaction for education authorities or schools to introduce blanket bans on the possession of camera phones. Rather they need to devise sensible agreements and policies on camera phone usage.  相似文献

This article gives an overview of police use of body-worn cameras (BWCs). In doing so it explores the widespread adoption of BWC technology around the world and shows how different jurisdictions are adopting the cameras for a variety of uses. Next, the review examines the empirical research of BWCs and assesses the perceived benefits and concerns of the technology. The article then examines a case study of police use of BWCs in Canada. Politicians and civil rights groups have called on police in Canada to adopt BWCs to improve accountability, but little movement has been made in this direction. The article identifies several reasons why police have been slow to adopt the technology in Canada despite public demand and the widespread deployment of the technology elsewhere. It concludes with suggestions for areas of future research.  相似文献

Abstract

Presidents often give speeches about crime issues as a way to convince the public that there are significant problems for which an easy solution can be found. Studies have shown that presidential rhetoric on crime not only influences the public’s perception of the problem, but also the perception of the best solution. More recent research has demonstrated that presidents sometimes draw on the public’s fear of crime as a way to further affect the public’s perception of crime. In other words, presidents link crime with the public’s anxiety about other fearful events as a way to further impact the public’s perception of a problem (and thus further their agenda). This study examines presidential rhetoric on cybercrime to determine if executives link cybercrime with other issues such as national security. The findings provide credibility to both Cavelty’s threat frames approach as well as assertions made regarding the politics of fear.  相似文献

ABSTRACT

This study examined the influences of procedural fairness on Chinese drug users’ efforts to stop substance abuse, with a primary goal to test the applicability of the process-based model in the Chinese context. According to Tyler (1990 Tyler, T. (1990). Why people obey the law. New Haven, CT: Yale University Press. [Google Scholar], Why people obey the law. New Haven, CT: Yale University Press), the core theoretical argument underpinning the process-based model is that if citizens consider the police to be fair in using their powers, they will view the police as legitimate and accordingly cooperate with the police and comply with the law. Using data from a sample of 202 Chinese drug users, this study found that procedural fairness has an indirect effect on drug users’ efforts to stop illicit drug use. Specifically, procedural fairness used by the police increased Chinese drug users’ efforts to stop substance abuse through its prior effects on drug users’ perceptions of police trustworthiness. These findings provide some support for the key arguments of the process-based model of regulation, and have important implications for the direction of efforts to encourage desistance-related behavior among substance abusers.  相似文献

Post-conviction polygraph testing of sexual offenders is controversial and the use of the polygraph as a means of supporting supervision of sexual offenders has only recently been explored. This study quantitatively examined qualitatively offender managers’ and sexual offenders’ views on the mandatory use of the polygraph in a community-based supervision. Fifteen polygraphed offenders and their 10 offender managers (polygraph group), and 10 non-polygraphed offenders and their ten offender managers (comparison group) were asked about their experiences and perceptions of a mandatory polygraph use. Using thematic analysis, the results provided four main themes: (1) truth detection, (2) perceptions of behaviour change, (3) perceptions of polygraph as part of supervision, and (4) national implementation of polygraph testing. Results suggest several benefits to mandatory polygraph testing as a support for supervision, including offenders making more high-risk disclosures, motivating offender honesty, and aiding offenders’ compliance with licence conditions.  相似文献

Abstract

This paper focuses on the ability of local communities to make effective use of private legal tools as a means of assuring sustainable wildlife use. Using recent legal developments in Kenya as a case study, the paper examines a series of contracts entered into between local communities in the Samburu District and tour operators wishing to bring wildlife “photo safaris”; onto Samburu lands. These contracts, typically referred to as “Eco‐tourism contracts,”; are designed simply to allow tour operators to lead tour groups through community property without trespass. The authors argue that to achieve their true potential, these contracts must be treated, in essence, as “wildlife easements,”; or “eco‐easements,”; that can become publicly‐recorded mutual conservation commitments, and as such must incorporate conservation principles with a focus on environmental impact and wildlife management. Moreover, these contracts must be linked both conceptually and financially to the communities’ governance structure and to its broader conservation efforts.  相似文献
