The purpose of this article is twofold: to provide a critical account of the Pite?ti experiment and its significance within the history of Romanian Communism and to examine current public disputes relative to memorializing the Pite?i experiment that concern issues of legitimacy, collective memory, and identity construction. The main argument pursued here is that within the recent postcommunist politics of memory, one major prevailing trend is to reincorporate a nationalist ideology within a postcommunist rhetoric. This leads to the conclusion that such mnemonic practices indicate a strong relationship between collective memory and political culture.  相似文献

This analysis tackles the question of whether the democratic deficit in the European Union is associated with repeated referendums—giving voters a second chance to vote “yes” for EU treaties. Looking at repeated referendums in Ireland on the Nice and Lisbon treaties, I argue that, broadly speaking, these referendums failed to give Irish voters the meaningful ability to contest the direction of EU policy or to choose among alternative policy options, an example of how the democratic deficit can endure even when the EU incorporates electoral mechanisms. I first discuss how this theoretical insight is evidenced by five aspects of the Irish referendums. Then, I examine three of these aspects more closely in case studies of the Nice and Lisbon referendums, focusing on how leaders (1) conceptualized the failure of the initial referendums as deriving from voter incomprehension, (2) planned repeated referendums in an additional effort to ratify the treaties, and (3) mobilized “yes” voters through extreme predictions about the consequences of second “no” outcomes. I conclude by discussing socio-economic trends seen from 2003 to 2014 and their implications for issues related to the EU’s democratic deficit.  相似文献

Newly recognised as a threat to global peace and security, sexual violence in conflict is now a fixed item on international security agendas. This marks significant progress for women, gender equality and the integrity of peace programmes. Our aim here, however, is to reflect upon the risks that inhere in this accomplishment. Through the concept of ‘sexurity’, a tripartite amalgam of the securitisation of sexual violence, the sexualisation of security, and the language of crisis, we outline the adverse effects of tethering sexual violence to security. This article concerns itself with the material and symbolic effects of ‘sexurity’ for eastern Democratic Republic of Congo (DRC). It first outlines ‘sexurity’ and the context of its emergence before, drawing on fieldwork in eastern DRC, the second part underlines the effects of ‘sexurity’ for the country.  相似文献

Northern donor policies relating to building a common future and building peaceful states and societies go to the heart of national and international security agendas. This article critiques the concept of commonality between donors and recipients and within recipient countries. It argues that the policies are problematic from the perspective of security theorising, both in their mooted ‘commonality’ and in terms of the political intervention that they imply. Historically security has been competitive and founded on compromise rather than commonality, and the internal legitimacy of states has been contested domestically, rather than ‘built’ from outside. Using the example of the Democratic Republic of Congo, the article argues that the ahistorical assumptions of these policies and the activities they license have entrenched specific forms of insecurity. There have been some returns to the donors and implementing partners but also some costs, which had not been calculated, as lessons have not been drawn from past experiences.  相似文献

Talk about a ‘refugee crisis’ dominated Germany’s political discourse in 2015/2016. The arrival of hundreds of thousands of foreigners desiring protection shaped public and private debates. However, rather than taking the term refugee crisis for granted, this article suggests that critical experiences in Germany, and responses to them, were shaped by the failure of state institutions. In the same year, as further austerity measures were imposed on Greece, German citizens questioned the state of their own public infrastructure. Following privatisation and cuts to social services, national, regional, and local authorities lacked the capacity to respond adequately to newcomers’ needs. The sight of failing state institutions contributed to a sense of crisis. Simultaneously, however, the apparent state incapacity—particularly also in Berlin, the focus of this article—opened up spaces for emergent civil society actors, including minority groups. Muslims organised in associations could perform relevance as reliable citizens and raise their public profile. Different groups also put forward alternative visions of society. At the same time, government support for asylum seekers and the greater visibility of actors in a pluralist society pushed some conservatives towards a new far-right force: the Alternative for Germany party (AfD). The gaps in public administration that were revealed in 2015/2016 resulted in social polarisation left and right of centrist politics: nationalist conservatives rejected an increasingly multicultural country and found a new political home in the AfD, whereas left wingers and minority groups challenged austerity and claimed greater political representation for their views.  相似文献

Seniors’ organizations play a vital role representing older people in policymaking. The impact of diversity among older people on organizations’ engagement and decision-making processes therefore has implications for democratic inclusion. Interviews were conducted with paid and voluntary managers of Australian seniors’ organizations, along with analysis of organizational documents. Findings identified issues of presence and participation and challenges inherent in inclusive deliberation, highlighting the importance of leadership. Leaders’ understandings about what drives and impedes participation, who and what is represented, and how inclusion should be practiced are vital. It is important to consider how organizations can be supported to facilitate inclusion as their constituencies grow.  相似文献

One noteworthy feature of the political crisis in Indonesia, which followed the Asian financial crisis of 1997 was the speed with which the collapse of the Suharto government was subsumed by a wider crisis of the Indonesian nation-state. One aspect of this crisis is the strengthening of secessionist movements in several regions of Indonesia, calling into question the country's national boundaries, themselves a legacy of the Dutch colonial era. This article examines the tensions in the nation-building efforts of the Indonesian state by focusing on the three territories where secessionist movements have been strongest: East Timor, which has already successfully broken away from Indonesia, and Irian Jaya and Aceh, where long-standing secessionist movements experienced significant growth in the aftermath of the resignation of President Suharto on 21 May 1998. Our analysis emphasises that these secessionist movements arose in direct response to the ways in which the Indonesian state, especially during the Suharto period, went about the tasks of nation-building. In particular, each movement was to a large degree fuelled by brutal and indiscriminate state violence. At the same time, each has been greatly affected by global trends of decolonisation, the Cold War and its aftermath. The distinct timing and manner of each territory's incorporation into the Indonesian nation-state has had a profound influence on the character of, and appeals made by, each movement, as well as on their prospects for gaining support from the wider international system.  相似文献

A central topos in the study of Central and Eastern European contemporary politics in general, and of its radical right politics in particular is the emphasis on the extraordinary relevance of history and geography. In fact, the entire transformation process after 1989 is often clothed in terms of historical and geographical categories, either as a “return of history” or a “return to Europe”, or both. In these various scenarios, the radical right claims a prominent place in this politics of return, and the study of this current echoes the more general concern, in the analyses of the region, with historical analogies and the role of legacies. Sometimes analogies are drawn between the post-1989 radical right and interwar fascism, in terms of a “Weimarization” of the transformation countries and the return of the pre-socialist, ultranationalist or even fascist past – the “return of history”. Others argue that since some Central and Eastern European party systems increasingly resemble their Western European counterparts, so does the radical right, at least where it is electorally successful – the “return to Europe”. According to yet another line of thought, the radical right in the region is a phenomenon sui generis, inherently shaped by the historical forces of state socialism and the transformation process and, as a result and in contrast to Western Europe, ideologically more extreme and anti-democratic while organizationally more a movement than a party phenomenon. In all these approaches, the key concepts of “legacies” and the radical right are often underspecified. This volume takes a closer look at the intersection of history or particular legacies, and the mobilization of the radical right in the post-1989 world of the region, while attempting to provide a sharper focus on key concepts. Regardless of the different approaches, all contributions show that with the radical right, a peculiar “syncretic construct” (Tismaneanu) has emerged in Central and Eastern Europe after 1989, which is derived from both pre-communist and communist legacies.  相似文献

The South African transition from apartheid to democracy is one of the iconic developments of the late twentieth century coming soon after the fall of the Berlin Wall. The country, led by a universally admired Nelson Mandela, seemed to embody the world’s hopes for peace and democracy. In the aftermath of the first inclusive elections in 1994, South Africans adopted one of the world’s finest constitutions and set up a modern and representative system of governance. However, the euphoria was not sustained. Economic inequality rose; poverty appears intractable, and an increasingly angry citizenry seems less willing to adhere to the liberal norms of tolerance and respect for difference. This article lays out some dimensions of the new conflicts detailing the intolerance for outsiders and violence against women and gay and lesbian people. I argue that the quality of democracy is not measured by its formal institutions important they may be. Rather, it is in the interactions between citizens in the public sphere that we are able to ascertain the extent to which democratic values have become normalized. Viewed from this perspective, it is evident that the legacies of distrust and antagonism continue to shape the possibilities of democratic deliberation in the public sphere.  相似文献

This article explores contrasting conceptions of the essentially contested concept obshchestvennyi kontrol’, as understood by the anti-systemic opposition and the Kremlin. It shows that the period of contention accompanying the 2011–2012 elections allowed competing narratives of this concept to emerge. First, the opposition presented it as a means for citizens to hold corrupt authorities accountable to the law; second, the Kremlin promoted it as a means to enhance government efficiency. The article shows that the Kremlin has co-opted the counter-hegemonic discourse into a new law which delimits the possibilities for enacting this concept in a fashion that recalls Soviet governance practices.  相似文献

The paper examines Newport City Council’s Fairness Commission’s (NFC) understanding of fairness, alongside a survey of Newport citizens’ views on fairness. These views focus on two parameters of debate identified by the NFC – equality versus differential treatment, and the accountability and transparency of decision-making – reflecting competing interpretations of the political concept of fairness, and as explored by W.B. Gallie. Moreover, these contested interpretations also have a profound bearing on post-1945 debates about citizenship instigated by T.H. Marshall. While many contemporary policy-recommenders and politicians reject Marshallesque social rights to citizenship, dismissing these rights as encouraging so-called passive conceptions of citizenship emphasising unconditional individual entitlements to local services, the views of Newport citizens tend to broadly support these rights. These rights are distinct from ‘active’ conceptions, emphasising the values of interdependency and reciprocity, and citizens’ obligations to positively participate in community life which then underpin conditions for receiving entitlements.  相似文献
