ABSTRACT

This article compares the financing of political parties and candidates in two Southeast Asian countries. In Malaysia, some political finance regulations exist only on paper, and political financing is for the most part not restrained at all. In contrast, the financing of candidates and parties has always been tightly circumscribed in Singapore. These different strategies, “laissez-faire” versus “strict control,” are the consequence of various factors. In Malaysia, the New Economic Policy has effected a close, often economically unproductive linkage between the state, the ruling Barisan Nasional coalition, and business. The rise of businesspeople has resulted in the commercialization of competition within (the United Malays National Organisation. Additionally, increasing competition between the ruling coalition and the opposition has resulted in growing expenditures for electioneering in the form of advertisements and electoral patronage. The laissez-faire style of regulation has been compounded by the difficult-to-control practices in East Malaysia (Sabah and Sarawak), where vote buying, electoral patronage based on the largesse of oligarchs, and obvious nonobservance of the rules have been typical. In contrast to Malaysia as a whole, the costs for parties and candidates are still relatively low in Singapore. As a cadre party, the PAP (People's Action Party) is relatively autonomous from private business interests, and intraparty competition is not commercialized; the developmentalist state is highly productive, and the ties between the state, the PAP, and business are not characterized by cronyism. Moreover, electioneering is not very commercialized because the opposition is still relatively weak.  相似文献

ABSTRACT

This study examines the evolution of political party finance in Thailand, which has been crucial for party development. The nature of party finance cannot be examined separately from the country's democratization given that the military early on dominated political parties. At the same time, such financing traditionally depended upon either regional factions (for larger parties) or party leaders (for micro-parties), while state funding for parties was nonexistent. The 1998 and 2007 Organic Acts on Political Parties contained finance reforms to strengthen parties, making them more transparent and accountable. Yet these reforms have only been partly successful. Today party leaders, faction leaders, and the military continue to influence party finance. This study addresses the issue of party finance in Thailand by scrutinizing its historical evolution from the dawn of Thai parties and party laws in the 1950s to the present. The authors conclude, first, that the limited nature of party finance laws in the pre-1998 period legitimized military-backed parties while facilitating intra-party factionalism. Second, they contend that despite reforms in party finance laws in Thailand major flaws remain to be corrected.  相似文献

Abstract

In recent decades, Islamic political movements, and their subsequent political parties, have been increasingly recruiting and nominating women to high-level decision-making positions despite the fact that the ideology they espouse often acts to dissuade women from assuming positions of political leadership. My ethnographic research on religious women’s activism in Iran and Turkey helps explain this unexpected trend by shedding light onto the role of Islamic party women in challenging the gender discriminatory attitudes and behaviours of their male party leaders. In particular, I highlight the role that a number of high-ranking Islamic party women with close ties to the ruling elites played in pressuring their male party leaders to address women’s political underrepresentation in formal politics. Women’s close ties to the ruling elites consisted of formal ties with key Islamic leaders that evolved thanks to women’s long-term devotion to the Islamic movement or learning at Islamic seminaries. I demonstrate that such close ties to the leaders, as well as the presence of a public discourse in favour of women’s increased access to politics, enabled influential Islamic women to leverage a form of ‘internal criticism’ as an important strategy to enhance women’s political rights and status from within the Islamic movements.  相似文献

Abstract: Surveys are sometimes used to assess preferences towards policy issues that are remote from experience and that have never been publicly discussed. How do these preferences of isolated survey respondents compare with preferences expressed by voters who have access to advice from competing political parties? I address this question by conducting a field experiment with a sample of the general public in which I experimentally control the subjects’ access to the actual positions of competing parties and interest groups on specific novel policy propositions. Access to party positions decreased approval of the proposed environmental policy among right‐wing voters by over fifty percent, and this effect was similar for different educational groups. When voters had access to party positions, their policy preferences were more consistent with their general political orientation. I conclude by discussing implications of these results for the debate about voter competence and for preference elicitation using surveys.  相似文献

ABSTRACT

Botswana’s tiny economy is overwhelmingly government-driven and political participation, particularly on the side of the ruling party, is critical for one’s economic survival and prosperity. This has led to enduring intrigue and conflict among the country’s political power elite. Opposition party activists traditionally have embraced leftist policies and claimed to be representing the country’s poor and downtrodden while castigating the ruling Botswana Democratic Party (in power since 1966) of being pro-rich and politically connected business. Ironically, some members of the opposition elite also engage in business ventures with their ruling party counterparts. The scramble for economic opportunities has fuelled debilitating factionalism within both the ruling and opposition parties over the years. In some instances tribalism was mobilised in intra- and inter-party elections for positions of influence even though voters are more interested in service delivery than traditional ethnic issues. Much of the recent literature on the inclusion-moderation thesis revolves around Islamist political parties. This paper contends that the case of Parti-Islam Se-Malaysia (Pan-Malaysian Islamic Party) is instructive in this regard. I argue that political opportunity is what decides whether a party would adopt more ‘moderate’ tendencies, not its mere inclusion in the electoral system. PAS’ raison d’etre was initially based on campaigning for an Islamic State. Subsequently, when it was in a coalition with two other secular parties, it began espousing the concept of a 'Benevolent State'. When the alliance eventually failed, PAS reverted to calls for an Islamic polity. PAS’ ideological commitment to an 'Islamic state' was dependent on political opportunities. This study argues for a more nuanced understanding of the trajectories of Islamist parties.  相似文献

This work studies the relationship of women and politics within the framework of the Mexican law on quotas, stressing gender political violence as an explanatory variable of women political underrepresentation. Besides basic information resulting from in-depth interviews and discussion groups, data from the last federal election (2012) are analyzed, and studies on women and political parties in Mexico are reviewed from a critical angle. Research outcomes reveal that the existing dynamics within the political parties –understood as organizations that reproduce traditional gender patterns—represent a crucial variable to explaining the peculiarities of the process through which women can have access to candidatures, and explain their experiences of discrimination, harassment, and violence related to campaigns and parliamentary performance. Also, it is claimed that the implementation of regulatory frameworks aimed at promoting women participation in parliaments depends on the prevailing political party culture in Mexico.  相似文献

This article sets out changes which the Colombian party system experienced throughout the last two decades. It focuses on the topics, ideology and party divisions present in a representative sample of the last four legislatures’ congress members. This study is based on factorial and discriminate analyses, making use of the Latin American Parliamentarian Elites database. This article holds that the 2003 political reform had a positive effect on Colombian parties’ and social movements’ ideological coherence within Congress. Electoral reforms are also discussed in the light of these findings.  相似文献

Abstract

The consolidation of Lithuania's party system has proceeded in two phases. During the first phase from 1988 to 1992, the basis of a multiparty system was established. In the second phase, polarization has been reduced as the relevant parties in the system have begun to converge toward the middle of the political spectrum. However, continued high levels of voter volatility do not yet permit us to speak of a fully consolidated party system. Nonetheless, parties have become the only means by which political elites mobilize public support in efforts to gain access to public office.  相似文献

More women MPs than ever before were elected to the lower house of the national parliament of India in the 2009 general election. Yet, the increase in women's presence in the Lok Sabha cannot necessarily be attributed to the increased willingness of political parties to field more women candidates, despite rhetorical party political support for increasing women's participation in political institutions. This article analyses party political nomination of women as candidates in the 2009 election, and finds significant variations in levels of nomination across parties and across India's states. The article also examines in detail the nomination of female candidates by the two largest political parties, the Indian National Congress party and the Bharatiya Janata Party, both of which support proposals for introducing reserved seats for women in national and state legislatures. The findings reject the proposition that parties only nominate women in unwinnable seats, but finds support for the proposition that parties are risk averse when it comes to nominating women, and that this can restrict the number of women nominated for election. The article concludes with some further questions for future research on gender and political recruitment in India.  相似文献

ABSTRACT

Democracy is backsliding throughout Southeast Europe but there are no signs of full democratic breakdown. Instead, political parties and their leaders incrementally undermine challenges to governmental authority while keeping electoral contest largely intact. This article introduces a special issue that aims to examine and explain democratic decline by looking at the prevalence of illiberal politics across countries and issues. In order to overcome the limitations of fixed regime classification we adopt a procedural lens and look into governing practices that gradually tilt the electoral playing field. Utilizing the concept of Illiberal politics allows us to examine sets of policies enacted by political parties in government with the aim to remain in power indefinitely. By tracing democratic decline in Serbia, North Macedonia, Montenegro, Bosnia and Herzegovina, Kosovo, Albania, and Croatia we observe different patterns of weakness, but also common causes arising from weak institutions and inherited governance practices that preserve executive dominance, patronage, and informality.  相似文献

The three articles in this themed collection investigate the interplay between political finance regimes and the quality of democracy in Southeast Asia. Andreas Ufen's piece on political finance in Malaysia and Singapore argues that the semi-authoritarian regimes in both states have blocked the reform of campaign and party funding regulations in order to keep their opposition in check. The article on Indonesia, authored by Marcus Mietzner, showcases the country's dysfunctional political finance system as a major hurdle toward further democratization. In their contribution on Thailand, Napisa Waitoolkiat and Paul Chambers show that weak political finance regulations have contributed significantly to the shallowness of Thai parties. Overall, the collection demonstrates that without meaningful political finance reforms, Southeast Asia's democratic stagnation is likely to persist for many years to come.  相似文献

ABSTRACT

Despite their recognised democratic successes, Botswana and South Africa have had ambivalent experiences with liberal democracy. It is contended that they fall somewhere in-between what scholars refer to as electoral and liberal democracies; dominant party systems within Carothers’ ‘gray zone’. Two explanations are offered. The first relates to the underlying political culture of the ruling elite: the liberal democratic values of the founders and early elites of both the African National Congress (ANC) and the Botswana Democratic Party (BDP) were never fully embedded; instead, their political cultures were influenced by traditions and ideologies with illiberal values. The second explanation focuses on a key feature of a liberal democracy – restraining of power, namely through encouraging an autonomous civil society and limiting executive access to the state. It is argued that for fear of losing their dominant positions, the ANC and the BDP resist restraints on their access to state power.  相似文献

One of the key functions of political parties in modern democracies consists of mobilising the voters and thereby integrating them into the political system. Opinion formation and interest representation by political parties are central to linking people and government. This article concentrates on the way in which political parties perform these tasks. Presenting the main findings of an empirical study into the use of direct mailing by the two major parties in Germany, the SPD and the CDU, the paper discusses its effectiveness as a new means of communication between political parties and their voters. More specifically, it shows how direct mailing is put to use and to what extent its themes reflect the themes of relevant election programmes. The paper concludes that direct mailing has been more widely used only since the change in legislation on party finance but has the potential of developing into an important means of communicating party policies to members and potential supporters.  相似文献

This article is the first to explore and compare the dynamics of party-building between the three main political forces that competed for power during the last decade in Ukraine – Viktor Yushchenko's Nasha Ukrayina (Our Ukraine), Yulia Tymoshenko's Batkivshchyna (Fatherland), and Viktor Yanukovych's Partiya Rehioniv (Party of Regions). We show that their political trajectories can be explained by differences in their organizational structure and distribution of resources within the party's leadership. When a party depends on resources linked primarily to one individual, it will develop a personalized decision-making structure advantaging its leader, and the party's fortunes will be tied to the popularity (or lack of same) of the leader. By contrast, when a party relies equally on resources from several groups, a more consociational style of decision-making is likely to emerge. Using Ukraine as a case study, the article shows that personality-led parties will be more vulnerable to defections and less capable of absorbing potential competitors. On the other hand, coalition-led parties are better capable of surviving defeats, maintaining internal cohesion, and merging with like-minded parties.  相似文献

Abstract

Do democratic political regimes facilitate more robust environmental and natural resource regulatory policies? Yes, in many cases. Using detailed cases of natural resource policy making in Thailand, however, we find that neither political parties nor civil society nor state institutions do well in representing diffuse interests, mediating among conflicting ones or defining compromises and securing their acceptance by most key players. Gains in environmental or natural resource policy making have not been dramatically more likely under democratic regimes than under “liberal authoritarian” ones with broad freedoms of speech and association. We argue that Thailand's democratic political system features weak linkages between groups in society and political parties, lacks alternative encompassing or brokering institutions in civil society, and that these features account for a tendency for political democracy to fail to deliver on its policy potential in Thailand.  相似文献

In response to the mostly Dhaka-centered research on student politics in Bangladesh, this article aims to understand political competition, the role of patronage networks, political organizations, violence, and student organizations in the provincial city of Rajshahi. The article explores how student politics in Bangladesh shapes (and is shaped by) the political dynamics in “middle Bangladesh.” Student groups in Bangladesh are closely affiliated to political parties and serve as their most important source for mobilization in a party-political regime commonly referred to as a “partyarchy.” Campus politics is deeply integrated into the urban party-political machine in Rajshahi. Controlling Rajshahi University (RU) provides a steady flow of party workers for the local party machine. Thus, the RU campus is a space for organizing political (and violent) labor as well as an important source of revenue for and the distribution of benefits by local party bosses. The urban party machine, however, is not mechanically held together merely by the dispensation of inducements – instead, it is more chaotic and contingent on a form of strategic ambiguity that disguises the structuring effects of patronage power that keeps members motivated and engaged.  相似文献

ABSTRACT

Formal modes of political incorporation in South Korea rest on a foundation of limited pluralism. The notion that the state should impose rigid boundaries on political representation pervades the country’s democracy. This notion is enshrined in law – in particular in the constitution’s Article 8 and in the Political Parties Act – and is upheld and perpetuated by the judiciary, the election commission, and the parties that dominate representative institutions. Labour is particularly disadvantaged by the limited pluralism contained in party laws. The role of party law in shaping modes of political incorporation is frequently overlooked. This account of party law in South Korea echoes this issue’s attention to the quiet ways that the state in Asia has silenced or ignored particular groups while maintaining the formal institutions of electoral democracy. In this case, the effect is to facilitate a rightward drift by the state as left-leaning actors face greater challenges in contesting elections.  相似文献

This article uses statistical analysis of aggregate electoral returns in order to establish continuities in the territorial patterns of support between four major political parties of contemporary Russia, on the one hand, and those parties that contested national legislative (Duma) elections from 1993 through 2007, on the other hand. It is hypothesized that such continuities, dubbed “territorial genealogies,” are largely rooted in the migration of region-based gubernatorial political machines from one national party to another, which constitutes a major flow of organizational continuity in the development of political parties. Statistical analysis confirms that the main hubs of machine politics in Russia's regions, originating from the intra-elite struggles of the 1990s, provide United Russia with the territorial core of its current support. Other political parties retain electoral salience in those regions where their electoral appeal is not mitigated by the presence of political machines, which underscores the importance of non-machine party organization for their electoral destinies.  相似文献
