The economic development of a state can be accurately characterized as the measurable changes in macroeconomic indicators that result in an increase in the overall production or output over a specific timeframe, in comparison to the previous period. Several key macroeconomic factors contribute to the advancement of economic growth. These factors include the industrial production, unemployment rate, business Confidence Index, government budget deficit, and the labor force participation rate. The study employed secondary data from January 2016 to August 2023, with a monthly frequency, to estimate the coefficients. The data encompassed the United States, Pakistan, and the rest of the world. The empirical findings indicate that there exists a negative relationship between equality and economic growth in the United States, Pakistan, and other countries worldwide. The findings demonstrate that the global pandemic has had a notable impact on the industrial production of the World, the United States, and Pakistan, with an initial increase followed by a gradual decline. The unemployment rates in the United States, Pakistan, and the rest of the world have experienced a substantial decline. Simultaneously, the rate of unemployment has witnessed a notable increase, resulting in significant and adverse effects on the respective economies. The decrease in the Business Confidence Index can be attributed to heightened levels of uncertainty, which in turn have had a detrimental impact on the gross domestic product of the United States, Pakistan, and other countries worldwide. The reduction in imports has resulted in a decrease in the government budget deficit, which has had a notable impact on the economy.  相似文献

The COVID-19 crisis has called for the mobilization of diverse resources and coordination through administrative networks. This mobilization has brought to light the challenges involved in the recruitment and retention of diverse administrative networks. This Viewpoint essay reviews the importance and difficulties of maintaining diverse administrative networks. The review is followed by concrete strategies for building and maintaining diverse networks in Norman, Oklahoma. The lessons emphasize the role of active and imaginative recruitment and a realistic assessment of the challenges facing members of the network that can interfere with their participation.  相似文献

If the COVID-19 pandemic has taught us anything, it is that policy makers, experts, and public managers need to be capable of interpreting comparative data on their government's performance in a meaningful way. Simultaneously, they are confronted with different data sources (and measurements) on COVID-19 without necessarily having the tools to assess these sources strategically. Because of the speed with which decisions are required and the different data sources, it can be challenging for any policy maker, expert, or public manager to make sense of how COVID-19 has an impact, especially from a comparative perspective. Starting from the question “How can we benchmark COVID-19 performance data across countries?,” this article presents important indicators, measurements, and their strengths and weaknesses, and concludes with practical recommendations. These include a focus on measurement equivalence, systems thinking, spatial and temporal thinking, multilevel governance, and multimethod designs.  相似文献

During the COVID-19 pandemic, many rumors and conspiracy theories spread in various media outlets. The purpose of this study is to reveal the nature of the misinformation detected by fact check platforms that spread in the Fragile Five countries. To determine the themes of misinformation about COVID-19 and from which media it is disseminated are a possible way to prevent it. The data of the study were obtained from International Fact-checking Network's CoronaVirusFacts database. One thousand seven hundred thirty-four piece of misinformation collected by web scraping method during the period January 24, 2020 to November 14, 2020 and analyzed with MAXQDA Analytics Pro 2020. As a result of the research, it was found that rumors (96.3%) spread more in the Fragile Five countries than conspiracy theories (3.7%). While the main theme of the rumors is about illness (26.9%) and diagnosis-treatment (25%), conspiracy theories are mostly related to the cause of the disease (68.8%). 53.06% of misinformation was spread through the Facebook platform. 15.32% on Twitter; 13.34% on WhatsApp. Misinformation has been heavily false (85.12%) in both rumor and conspiracy theories. The COVID-19 pandemic, ever since its global outbreak in 2020, has continued to wreak havoc. Governments across the world were compelled to enforce strict nation-wide lockdowns, while emphasising on social distancing and quarantining suspected people in order to slow down the spread of the virus. During this time, there was a massive increase in demand for COVID-19 test kits. However, given the limited supply, countries were finding it hard to test enough people. This study proposes an approach called Encoded Blending (EB) to increase the number of tests drastically, without increasing the number of test kits. EB modifies the pooled testing method; this has been followed by countries like Germany, Israel and South Korea for mass testing their citizens. EB has the potential to reduce test kits requirement by up to 85% and 80% in a population with 5% and 10% affected cases, respectively.  相似文献

Emerging statistics demonstrate that COVID-19 disproportionately affects African Americans. The effects of COVID-19 for this population are inextricably linked to areas of systemic oppression and disenfranchisement, which are exacerbated by COVID-19: (1) health care inequality; (2) segregation, overall health, and food insecurity; (3) underrepresentation in government and the medical profession; and (4) inequalities in participatory democracy and public engagement. Following a discussion of these issues, this essay shares early and preliminary lessons and strategies on how public administration scholars and practitioners can lead in crafting equitable responses to this global pandemic to uplift the African American community.  相似文献

As the architect of racial disparity, racism shapes the vulnerability of communities. Socially vulnerable communities are less resilient in their ability to respond to and recover from natural and human-made disasters compared with resourced communities. This essay argues that racism exposes practices and structures in public administration that, along with the effects of COVID-19, have led to disproportionate infection and death rates of Black people. Using the Centers for Disease Control and Prevention's Social Vulnerability Index, the authors analyze the ways Black bodies occupy the most vulnerable communities, making them bear the brunt of COVID-19's impact. The findings suggest that existing disparities exacerbate COVID-19 outcomes for Black people. Targeted universalism is offered as an administrative framework to meet the needs of all people impacted by COVID-19.  相似文献

Responding to COVID-19 presents unprecedented challenges for public sector practitioners. Addressing those challenges requires knowledge about the problems that public sector workers face. This Viewpoint essay argues that timely, up-to-date surveys of public sector workers are essential tools for identifying problems, resolving bottlenecks, and enabling public sector workers to operate effectively during and in response to the challenges posed by the pandemic. This essay presents the COVID-19 Survey of Public Servants, which is currently being rolled out in several countries by the Global Survey of Public Servants Consortium to assist governments in strategically compiling evidence to operate effectively during the COVID-19 pandemic.  相似文献

从50种重要生产资料市场价格的近期波动和同期对比来看,新冠肺炎疫情对我国宏观经济运行的确产生了显著的负面冲击。尽管这种冲击是暂时的,并没有改变我国经济总体向好的基本态势,但仍对我国主要宏观经济变量产生了不可忽视的重要影响。一方面,导致我国就业出现"前紧后难"态势,并可能改变未来的就业结构;另一方面,使我国外需所面临的不确定性提高,内需则可能会出现明显的结构性分化。与此同时,疫情将加大政府财政增支和减收双重压力,导致我国物价水平波动加剧,并存在诱发新一轮通货膨胀的潜在风险。针对挑战,需要从就业、需求和宏观调控等三个角度予以应对。  相似文献

The present study aims to explore the perceived role of the government during this pandemic situation. The study, through the perception of general masses examine the government's role during the COVID-19 pandemic. It is believed that this is the first empirical study conducted on this issue. The study was conducted on general masses in the northern part of India. The data was collected from two states, namely, Punjab and Himachal Pradesh having different geographical and cultural base. It confirms preventive and supportive role of the government during this pandemic. The study provides a validated scale for future research on the issue under investigation. The results of this study obtained through newly validated scale can be generalised for evaluating the real performance of the government during this pandemic. The rate of expansion and the breadth of COVID-19 caught the world by surprise. From the perspective of nonprofit and public entities responsible for service provision, this pandemic is also unprecedented. The authors offer a RISE framework for navigating the fiscal effects of COVID-19 and rely on recent surveys to assess the response strategies of local governments and nonprofit organizations. They find that many nonprofits were hit fastest and hardest by the pandemic and that local governments are, essentially, trying to figure out their financial condition moving into the next budget cycle.  相似文献

The COVID-19 outbreak has fueled tension between the U.S. and China. Existing literature in international relations rarely focuses on virus outbreaks as factors affecting international relations between superpower countries, nor does research examine an outbreak’s potential influence on the public’s opinion about their country’s foreign policy. To bridge this research gap, this study explores the extent to which the American public may be prone to favor policies that “punish” China via existing U.S.-China disputes, such as the South China Sea dispute and the U.S.-China trade war. I conducted an online survey using Amazon’s Mechanical Turk and ran multinomial and ordered logit models to estimate the association between an individual’s preferred policies and the country or government an individual blame for the impact of the pandemic. After controlling several essential confounding factors, such as one’s levels of nationalism and hawkishness, I found strong evidence that there is a positive association between people’s attribution of blame to the Chinese government and the likelihood of supporting aggressive policy options in the two disputes with China. That is to say, U.S. citizens who believe that the Chinese government is solely culpable for the outbreak in the U.S., compared to those who think otherwise, are more likely to support hawkish policy options, such as confrontational military actions, economic sanctions, or higher tariff rates. The research provides a glimpse into where Americans may stand in these disputes with China and the potential development of U.S.-China relations in the post-pandemic era.

In the COVID-19 crisis, society pins its hopes on science to play an authoritative role in reducing uncertainty and ambiguity. But is science up to the task? This is far from self-evident. The demands on science in times of crisis run counter to the values of good, normal science. Crisis science needs to be fast, univocal, personalized, and direct, while normal science is slow, contentious, collective, and sensitive to complexity. Science can only play its atypical role if it is staged in the public arena. Some patterns of staging stand out: personalization, visualization, and connection to lived experiences. So far, the staging of science has been successful, but it is fragile. The COVID-19 crisis shows the potential of well-staged forms of alliance between science and policy, but when the general assumption is that scientists will “solve” societal “problems,” the staging of science has gone too far.  相似文献
