The results of the Presidential elections of April-May 1995 confirm that there are currently two parallel trends in French politics. On the one hand the mainstream left and mainstream right are increasingly contesting the middle ground, and a majority of voters accept this. On the other hand, a substantial minority of the electorate is keen to protest against the inability of any of the major parties to remedy France's socio-economic ills, and therefore votes for the marginal parties, the parties of dissension and protest.  相似文献

Opportunistic electoral fiscal policy cycle theory suggests that all subnational officials will raise fiscal spending during elections. Ideological partisan fiscal policy cycle theory suggests that only left‐leaning governments will raise election year fiscal spending, with right‐leaning parties choosing the reverse. This article assesses which of these competing logics applies to debt policy choices. Cross‐sectional time‐series analysis of yearly loan acquisition across Mexican municipalities—on statistically matched municipal subsamples to balance creditworthiness across left‐ and right‐leaning governments—shows that all parties engage in electoral policy cycles but not in the way originally thought. It also shows that different parties favored different types of loans, although not always according to partisan predictions. Both electoral and partisan logics thus shape debt policy decisions—in contrast to fiscal policy where these logics are mutually exclusive—because debt policy involves decisions on multiple dimensions, about the total and type of loans.  相似文献

Abstract

Since the restoration of democracy in 1974, Greek politics have undergone a serious transformation, exemplified by the increase in political participation that strongly affected political advertising at the national and local level. The major claim of the paper is that political campaigns in major cities in Greece are “modern” while in the periphery of the country political campaigning is based more upon direct forms of interpersonal relations. Our claim is based upon an examination of the role of political advertising in the major metropolitan city of Thessaloniki (around 1.000.000 inhabitants), and the semi-peripheral city of Kastoria (around 17.000 inhabitants), both situated in Northern Greece. The primary objective of this study is to establish a strong factual foundation that can be used by policy makers, opinion leaders, and citizens in order to understand the role of political advertising in national and municipal elections in Greece.  相似文献

Although many studies of clientelism focus exclusively on vote buying, political machines often employ diverse portfolios of strategies. We provide a theoretical framework and formal model to explain how and why machines mix four clientelist strategies during elections: vote buying, turnout buying, abstention buying, and double persuasion. Machines tailor their portfolios to the political preferences and voting costs of the electorate. They also adapt their mix to at least five contextual factors: compulsory voting, ballot secrecy, political salience, machine support, and political polarization. Our analysis yields numerous insights, such as why the introduction of compulsory voting may increase vote buying, and why enhanced ballot secrecy may increase turnout buying and abstention buying. Evidence from various countries is consistent with our predictions and suggests the need for empirical studies to pay closer attention to the ways in which machines combine clientelist strategies.  相似文献

Judges on France's ordinary and administrative courts make law and policy by interpreting and applying statutes, but the Constitutional Council is overtly involved in policy‐making. The Council serves as a type of ‘third’ chamber of the French parliament, where it may annul unconstitutional legislation, ‘constitu‐tionalise’ various legal principles, and sometimes even prescribe the precise terms of legislation.
