Consistent with theories of modern racism, we argue that white, non-Hispanic Americans have adopted a “coded,” race-neutral means of expressing prejudice toward Hispanic immigrants by citing specific behaviors that are deemed inappropriate—either because they are illegal or threatening in an economic or cultural manner. We present data from a series of nationally representative, survey-embedded experiments to tease out the distinct role that anti-Hispanic prejudice plays in shaping public opinion on immigration. Our results show that white Americans take significantly greater offense to transgressions such as being in the country illegally, “working under the table,” and rejecting symbols of American identity, when the perpetrating immigrant is Hispanic rather than White (or unspecified). In addition, we demonstrate that these ethnicity-based group differences in public reactions shape support for restrictive immigration policies. The findings from this article belie the claim of non-prejudice and race-neutrality avowed by many opponents of immigration.  相似文献

Drawing from group theories of race-related attitudes and electoral politics, we develop and test how anxiety influences the relative weight of prejudice as a determinant of individuals’ support for racial policies. We hypothesize that prejudice will more strongly influence the racial policy preferences of people who are feeling anxious than it will for people who are not. Using an experimental design we manipulate subjects’ levels of threat and find significant treatment effects, as hypothesized. We find that individuals’ racial policy attitudes are partially conditional on their affective states: individuals who feel anxious report less support for racial policies than those individuals who do not feel anxious, even when this threat is stimulated by non-racial content. More broadly, we conclude that affect is central to a better understanding of individuals’ political attitudes and behaviors.  相似文献

Using the student organization Groupe d'union et de défense (GUD) as a case-study, Griffin argues that the radical-right groupuscule should not be treated as an embryonic or stunted form of the inter-war 'armed party' epitomized by the Italian Fascist and German Nazi parties. Rather it is to be seen as a genus of extra-parlia-mentary political formation in its own right, perfectly adapted to the inhospitable climate of relatively stable liberal democracy and capitalism in which revolutionary nationalism has had to survive since 1945. As such the groupuscule's true significance lies in its existence as one minute entity in a swarm of similar organisms which can be termed the 'groupuscular right'. This takes on a collective force greater than the sum of its parts by conserving and transmitting fascism's diagnosis of the status quo and its vision of a new order despite its acute marginalization from mainstream politics. Having surveyed GUD's history and activities over the years, Griffin focuses on its ideology, which he identifies as a form of Third Positionism theoretically allied to anti-western Arab nations and heavily influenced by the Nouvelle Droite notion of 'cultural war' against the homogenizing effects of globalization and on behalf of a reborn Europe. He then considers the extraordinary network of historical and contemporary radical-right associations emanating to and from this one formation, a process considerably facilitated by the Internet. He concludes by suggesting that the importance of the groupuscular right, apart from its formation of cadres who may be recruited by mainstream parties such as the Front national, lies in its function as a self-perpetuating, leaderless, centreless and supra-national 'energy field' of neo-fascist beliefs, which, like the Web, is unaffected by the weakness or loss of individual nodal points (organizations).  相似文献

The public perceives the Supreme Court to be a legal institution. This perception enables the Court's legitimacy‐conferring function, which serves to increase public acceptance of its decisions. Yet, the public acknowledges a political aspect to the Court as well. To evaluate how the public responds to the different images of the Supreme Court, we investigate whether and how depictions of specifically partisan (e.g., Republican) Court rulings shape public acceptance of its decisions while varying institutional, legal, and issue characteristics. Using survey experiments, we find that party cues and partisanship, more so than the imprimatur of the Court, affect public acceptance. We also find that polarization diminishes the effect of party cues. Attributing a decision to the Court does little to increase baseline acceptance or attenuate partisan cue effects. The Court's uniqueness, at least in terms of its legitimacy‐conferring function, is perhaps overstated.  相似文献

Research has shown that messages of intra-party harmony tend to be ignored by the news media, while internal disputes, especially within the governing party, generally receive prominent coverage. We examine how messages of party conflict and cooperation affect public opinion regarding national security, as well as whether and how the reputations of media outlets matter. We develop a typology of partisan messages in the news, determining their likely effects based on the characteristics of the speaker, listener, news outlet, and message content. We hypothesize that criticism of a Republican president by his fellow partisan elites should be exceptionally damaging (especially on a conservative media outlet), while opposition party praise of the president should be the most helpful (especially on a liberal outlet). We test our hypotheses through an experiment and a national survey on attitudes regarding the Iraq War. The results show that credible communication (i.e., “costly” rhetoric harmful to a party) is more influential than “cheap talk” in moving public opinion. Ironically, news media outlets perceived as ideologically hostile can actually enhance the credibility of certain messages relative to “friendly” news sources.

What people think about food nanotechnology (nanofood) is under‐explored in the United States, especially outside of quantitative surveys. As such, we set out to examine public attitudes toward food nanotechnology in conversational, focus group settings in order to identify policy options for nanofood governance, and in particular, options for labeling. Through analysis of focus groups in six U.S. locations, we found that the vast majority of the participants wanted nanotechnology labels for all types of food products, and most were willing to pay a premium for labeling. Participants cited abilities to choose and avoid potential risk as the main purposes of nanofood labels. However, they recognized that labels alone do not provide much meaning and that information concerning food nanotechnology products needs to be sought and supplied beyond the label to enable informed choices. Additionally, willingness‐to‐use and risk–benefit perceptions varied according to the position and intended functions of the nanomaterials in food products.  相似文献

Governments in many countries are implementing performance reporting systems. Many advocates claim that performance reporting results in accountability and effectiveness. There is no theory to justify these claims and guide implementation. This paper presents five field studies of five performance‐reporting systems to begin building theory. Four locations are optimistic; one is not. Mere adoption of performance reporting is not effective. Broad involvement across all government levels is important. Communication and integration with strategic planning and agency management are essential. Two theoretical streams, accounting in organized anarchies and the constitutive role of accounting, are useful theoretical bases.  相似文献

Why do Americans’ priorities for combating risks like terrorism, climate change, and violent crime often seem so uncorrelated with the dangers that those risks objectively present? Many scholars believe the answer to this question is that heuristics, biases, and ignorance cause voters to misperceive risk magnitudes. By contrast, this article argues that Americans’ risk priorities primarily reflect judgments about the extent to which some victims deserve more protection than others and the degree to which it is appropriate for government to intervene in different areas of social life. The article supports this argument with evidence drawn from a survey with 3,000 respondents, using pairwise comparisons to elicit novel measures of how respondents perceive nine dimensions of 100 life‐threatening risks. Respondents were well informed about these risks’ relative magnitudes—the correlation between perceived and actual mortality was .82—but those perceptions explained relatively little variation in policy preferences relative to judgments about the status of victims and the appropriate role of government. These findings hold regardless of political party, education, and other demographics. The article thus argues that the key to understanding Americans’ divergent reactions to risk lies more with their values than with their grasp of factual information.  相似文献

This article aims to find out whether there are behavioral differences between public and private sector managers. Two groups of public managers (managers of social insurance agencies and public school principals) and a group of private managers (two samples) are investigated. Behavioral dimensions are investigated including leadership style (task, relationship, and change orientation), decision‐making style (the functions of sensing, intuition, thinking, and feeling), and motivation profile (achievement, affiliation, and power motivation). An analysis of data from 459 managers in four organizations in Sweden reveal significant differences in behavior between public and private managers. However, no significant differences in leadership behavior are discovered among public managers. Possible explanations for such differences and similarities are explored.  相似文献

ABSTRACT

A good deal of research has demonstrated how public service motivation (PSM) facilitates desirable organizational attitudes and behaviors such as job satisfaction, organizational commitment, and work effort. Other research has demonstrated that PSM predicts higher levels of social capital and altruistic behavior in society. Between these two strands of PSM research, there is a gap in knowledge about whether PSM matters to citizenship behavior internal to the organization. This article tests the direct and indirect relationship between individual levels of PSM and interpersonal citizenship behavior using a structural equation model. We also account for the effect of organizational environment by incorporating a measure of co-worker support. We find that PSM has a direct and positive effect on interpersonal citizenship behavior in public organizations, even when accounting for the significant role of co-worker support.  相似文献
