This article examines contemporary China-Iran relations, focusing on the economic and strategic ties that have helped solidify
the relationship since 1979. We begin with an overview of the arms and technology transfers that mark the early years of the
relationship, analyzing the benefits each side gained from these transactions. In addition to discussing the short-term financial
benefits behind forging stronger ties, we examine how the regional ascent of both states has also presented several long term
factors that helped motivate their cooperation. These developments shed light on the important role the U.S. has played, both
in terms of where it has tried to intervene and what success it has had influencing the Sino-Iranian relationship. 相似文献

This article investigates the relationship between neighbourhood diversity, various forms of intergroup contact and trust in a sample of native Germans clustered in 50 neighbourhoods in several German cities. The authors argue that the consideration and direct measurement of intergroup contact is essential for fully comprehending the consequences of rising ethno-cultural diversity in Western democracies. Our results show that neighbourhood immigration-related diversity in itself does not exert the same negative effects on generalized and outgroup trust as found in the North American context. Instead, intergroup contact moderates the effects of neighbourhood diversity. The results add to our understanding of the different socio-political consequences of immigration-related diversity and immigrant contact in social networks. 相似文献

Civil wars are a greater source of violence than any other type of conflict, yet little is known about one of the key determinants of civil war peace settlement success: civilian support. We evaluate how a core component of nearly all peace settlements, leader endorsements, affects public support. We predict that individuals in conflict settings will view settlements endorsed by outgroup leaders as less trustworthy and that they will become less supportive. We conduct an endorsement experiment with nearly 1,000 respondents in South Sudan in 2016, taking advantage of a brief cessation in a devastating civil war. Public support for a tentative settlement drops precipitously when it is endorsed by an outgroup leader but does not increase when it is endorsed by an ingroup leader. We find suggestive evidence that effects are strongest for individuals with the greatest reason to fear outgroup leaders: those whose communities were targeted most violently by that outgroup. 相似文献

ABSTRACTGovernments and businesses enter public-private partnerships (PPPs) to achieve better outcomes, but successful partnerships are not easily accomplished. Because businesses’ expectations about PPP outcomes affect how and whether they participate as partners, managing PPPs effectively requires knowing not just what governments lose or gain, but also the value businesses receive. This article demonstrates how structural, collaborative, and participant factors associated with both public and private partners affect business value in PPPs. Based on a mixed-methods approach, this study tests four hypotheses on how PPPs influence value creation for businesses. The findings show that PPP experience, trust, and size have significant effects on business value. However, they only increase certain types of value, depending on the presence and performance of other factors. Moreover, the results show that businesses gain more intangible values, such as network development and knowledge, than revenue. 相似文献

The conventional sovereignty that has prevailed for the past several centuries restricts the options open to ethnic minorities
in multiethnic populations that are subject to a single sovereign authority. Minorities will either trend toward integration
with majority populations or else the direction of change will be toward separation and the establishment of new, smaller
sovereign states. There are serious problems with both options. The present proposal is for a form of diluted or “attenuated”
sovereignty whereby, in its most basic form, a particular ethnic minority would be afforded limited sovereignty in a specified
area within an existing sovereign state’s overall territory. An attenuated-sovereignty government established in the specified
area would be answerable to—and have authority over—only those persons of the designated ethnic minority who have opted to
affiliate themselves with it. Distinctive to this proposal, all other persons, irrespective of their ethnicity, could remain
in the delimited area and remain subject to the pre-existing, conventionally sovereign authority. This proposal includes various
strategies to make attenuated sovereignty a practical, workable option. The notion of attenuated sovereignty is not as fantastical
as it may seem at first glance. Re this assertion, the conventionally sovereign state is everywhere at bay. Its best days
are behind it. Under the circumstances, in some situations, attenuated sovereignty could prove advantageous to both ethnic
minorities and majority populations willing to accommodate them in the creative manner here proposed. 相似文献

ABSTRACT As the public sector workforce becomes more ethnically diverse and as government agencies make attempts to manage that diversity, the importance of understanding how diversity affects workplace interactions and work-related outcomes increases. Little public-sector research has examined the impact of diversity on performance outcomes. This article seeks to fill this gap by studying the effects of the ethnic diversity of managers and street level public officials on work-related outcomes. We use basic in-group/out-group theories from psychology to formulate research questions relating diversity and performance, along with empirical research on the effects of diversity on work-related outcomes. We then use data from schools to test the relationship between ethnic diversity and organizational performance, identifying different impacts for managerial diversity and diversity among teachers. Results are consistent across three different models: manager diversity is routinely non-significant in predicting organizational performance, while teacher diversity has a consistently significant, and negative, impact on performance. These findings suggest that process-oriented problems are causing diverse organizations to experience drawbacks instead of gains, and that any benefit that could be drawn from a diversity of viewpoints is overshadowed by communication and collaboration problems. 相似文献

A persistent theme in the British and international debates about immigration and diversity is the controversial claim that living in diverse areas has negative consequences for intergroup attitudes and community relations. In the present paper we test this claim by investigating the impact of neighbourhood diversity and self‐reported intergroup contact on orientations (outgroup attitudes and social distance) toward one religious outgroup: Muslims. Respondents were both White British majority (N=867) and non‐Muslim ethnic minority (N=567) residents of neighbourhoods in England which varied in their proportion of ethnic minority residents. We tested both direct and indirect (via intergroup contact) effects of diversity on outgroup orientations toward Muslims. Results show that individuals living in more ethnically diverse areas—regardless of whether they are White British members of the majority or non‐Muslim members of ethnic minorities—have more positive contact with Muslims, with positive consequences for intergroup relations with Muslims. 相似文献

Will frequent interethnic personal contacts help Western countries overcome the strains associated with migration‐based ethnic diversity? To address this problem, the authors of this article studied a setting – high school – that ‘forces’ individuals to have personal contacts. It is argued that schools are social laboratories from which one can learn about the likely effects of a less‐segregated society. Moreover, this study concerns a European national setting (Sweden), rather than the very special American case. The article also focuses on three interrelated but distinct aspects of democratic citizenship: civic knowledge, institutional trust and interethnic tolerance. To estimate the contextual effects of ethnic diversity, multilevel modeling is used to analyse the 1999/2000 CIVED dataset, which covers 3,000 high school students nested within 94 schools. The authors conclude that interethnic contacts do not have the positive effects assumed in much of the literature, but their findings are less pessimistic than many recent reports of the deteriorating fundamentals of social life. 相似文献

Americans most often think about government in terms of its ability to grapple with issues of redistribution and race. However, the September 11 terrorist attacks led to a massive increase in media attention to foreign affairs, which caused people to think about the government in terms of defense and foreign policy. We demonstrate that such changes in issue salience alter the policy preferences that political trust shapes. Specifically, we show that trust did not affect attitudes about the race‐targeted programs in 2004 as it usually does, but instead affected a range of foreign policy and national defense preferences. By merging survey data gathered from 1980 through 2004 with data from media content analyses, we show that, more generally, trust's effects on defense and racial policy preferences, respectively, increase as the media focus more attention in these areas and decrease when that attention ebbs. 相似文献

Transparency is considered a key value for trustworthy governments. However, the effect of transparency on citizens’ trust across national cultures is overlooked in current research. This article compares the effect of transparency on trust in government in the Netherlands and South Korea. The effect is investigated in two similar series of three experiments. The authors hypothesize that the effect of transparency differs because the countries have different cultural values regarding power distance and short‐ and long‐term orientation. Results reveal similar patterns in both countries: transparency has a subdued and sometimes negative effect on trust in government. However, the negative effect in South Korea is much stronger. The difference in the magnitude of transparency's effect suggests that national cultural values play a significant role in how people perceive and appreciate government transparency. 相似文献

The relationship between managerial quality, administrative performance and citizens' trust in government and in public administration systems is a field of study that so far has not received adequate scholarly attention. This article explores some interrelationships between these variables and empirically tests between causality, if it exists, between performance and trust. Applying a technique of structural equation modelling (SEM) with LISREL 8.3 the study examined a sample of 345 Israeli citizens and compared three alternative models. The second model that showed a quality → performance → trust relationship fitted the data best. However, the third model also had some advantages worthy of elaboration. Thus, we concluded that administrative performance may be treated as a precondition to trust in governance rather than trust serving as the precondition to performance. The article ends with further discussion of the findings and their meaning in light of the democratic, bureaucratic and new public management theory. 相似文献

This article focuses on the core theory recently proposed by Putnam on the relationship between ethnic diversity and dimensions of social capital. Hypotheses are derived from this theory, but also from other theories that propose competing hypotheses on relationships between national characteristics and dimensions of social capital. Essentially, the authors propose more rigorous empirical tests of Putnam's hypotheses by including these competing hypotheses: tests of these hypotheses provide possibilities to evaluate Putnam's and these other theories in terms of general (i.e. cross‐national) tenability for the European continent. The general question is: To what extent do national‐level characteristics like ethnic diversity, next to other national characteristics, actually affect dimensions of social capital of individual citizens in European countries? The authors set out to answer this question by testing hypotheses on cross‐national data from 28 European countries. These data contain valid measurements of a number of dimensions of social capital. The individual‐level data are enriched with contextual‐ (i.e. national‐) level characteristics to be included in more advanced multilevel analyses. The main finding is that Putnam's hypothesis on ethnic diversity must be refuted in European societies. Instead, it is found that economic inequality and the national history of continuous democracy in European societies turn out to be more important for explaining cross‐national differences in social capital in Europe. 相似文献

Despite the importance of ethnic television within immigrant communities, its effects on political participation are unclear. On the one hand, ethnic media can mobilize and inform voters. On the other hand, it can serve as a source of diversion and reduce the desire to participate. To evaluate these competing possibilities, we implement a geographic regression discontinuity (GRD) approach involving Federal Communication Commission reception boundaries for Spanish‐language television stations in two states. Additionally, we replicate and unpack our GRD analyses using three nationally representative samples of Latinos. Across multiple studies, we find that access to Spanish‐language television is associated with decreases in turnout, ethnic civic participation, and political knowledge. We conclude by discussing the implications of these findings on the ethnic politics, political communication, and social capital literatures. 相似文献

Deficiencies of trust in many Latin American countries significantly impede efforts to attain sufficient levels of sustainable, long-term economic growth. This paper discusses the role of trust as seen through the eyes of small entrepreneurs in Latin America. Three tables are discussed that specifically portray the role of trust in society, how entrepreneurs use trust to sustain their enterprises and socioeconomic networks, and the impacts of low trust in economic development in Latin America. This paper confirms what many leading scholars have claimed over the past two decades, that a cultural legacy of fractious civil societies accompanied with disruptive and often-corrupt polities does matter when measuring human progress and economic development. 相似文献
